Please review and comment on the recently revised draft revision of the WPOA Code of Regulations (CODE), last revised in 2007. The recently revised draft copy has been electronically posted on the Lake Waynoka website; for those without computer access, a copy can be obtained from the WPOA Administration Office. The recent revision was made with additions from MEMBERS and the several text sections provided by Ohio Lake Community Association attorney. Please provide specific comments (ignore spelling or grammar) which indicate the ARTICLE and Section about which you are commenting to [email protected]. As many of the comments received will be incorporated as appropriate so that a vote for the CODE revision s by the MEMBERS by mail can be done in the near future. Your support to revise the CODE will be appreciated since its revision is long overdue.

Applications are now being accepted for 3 positions on the WPOA board and 2 positions on the WRWSD board for a 3 year term beginning
April, 2014 and expiring April, 2017.
These applications, available at the WPOA office, must be accompanied by a brief resume and photo and must be dropped off or mailed to the WPOA office,
post-marked no later than 4:00pm, Friday, October 4, 2013. Applications postmarked after this time and date will be ineligible.

WRWSD Board of Trustees Meeting – Mon., July 29, 2013
President Larry Doughman called the meeting to order at 7:00 p.m.Roll Call: Present: Beresford, Buskey, Doughman, Gloss, Purdin, Plant Supt. Culver and Mgr. Cahall (Guest: Mike LaPlante) Absent: Kirk (ex.) and Redick (ex.)
Minutes: A motion to approve the minutes of the July 13th Saturday meeting as read was made by Purdin and seconded by Beresford. A vote was taken and the motion passed unanimously.
Treasurer’s Report (John Buskey): • Information regarding the health insurance changes for the next twelve months is now available. Therefore, a meeting between the staff and Buskey will be held to make revisions to the current monthly services contract between the WRWSD and the WPOA. The motion to accept these revisions will be voted upon at the WRWSD meeting on August 10th. • The State of Ohio audit of the WRWSD financial report for 2012 was discussed. It was noted that an accounting firm is hired each year to develop the financial statement. After the financial statement is prepared, the same firm normally audits the District’s financial records. This year’s audit of the WRWSD’s records was done by the State of Ohio for the first time in ten years. Mgr. Cahall was directed to contact the State Auditor’s office to discuss which documents should be used to report the results of the audit to the property owners of Lake Waynoka. • Mgr. Cahall shared that he believes the problems related to the concerns about the credit card charges are being addressed. After reviewing the WRWSD charges it was determined that the savings for the WRWSD will not be as great as those that are being seen for the WPOA. The WRWSD processes many charges of small fees each month compared to the WPOA which processes fees that tend to be larger and charged less often. The most important point in this contract with 5/3 Bank is that the WRWSD and the WPOA are no longer responsible for any personal information of Lake Waynoka property owners since all transactions are done through the Bank’s website.
Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver): • About 75% of the hydrants east of the Lodge complex have been flushed. The ‘summer’ employee has been weeding around and ‘exposing’ all of the hydrants as well as painting hydrants that need paint. • The engineering drawings for the full hook-ups at the Campground are finished. The drawings have been submitted to the State for approval. • Beginning on August 5th representatives from the firm providing the GIS or geographic information system for the valve and hydrant inventory will be locating the geographic points. This will take four to five days. Once this work is completed the WRWSD will be provided with a machine to locate any new ‘points’ in the future. • The weeds and growth in the area of the backup lake spillway have been cleared as required by the ODNR. • Culver has no further information about a flushing machine. • The ‘summer’ employee will be able to work part-time after returning to school in mid- August. He will continue to work until he has earned the pay for the 800 hours that the WRWSD budgeted. Cahall

complimented the young man stating that he is ‘working out well and does a good job’. • The lagoon has been stocked with 550 mosquito fish to control the midge population. • Cahall reported that the Board’s concerns with the work of the aerial photographer, Artists in the Sky, have not been addressed by the company after being contacted numerous times. He believes this is a ‘dead issue’. The Board agreed that no further action should be taken.
Other Business Items: • The Board discussed how the property owners would be notified about the closing of the road at the east end of the Lake over the next two months. Various suggestions were offered and discussed. The contract states that the work is to be completed no later than September 30th. • Trustee Gloss announced that his residency at Lake Waynoka “will be coming to an end soon and therefore, there will be a vacancy on the WRWSD Board soon”.

Adjournment: A motion to adjourn the meeting was made by Purdin and seconded by Beresford. All were in favor and the meeting was adjourned at 7:43 p.m.

Treasurer’s Report (John Buskey): • At 58% through the year the income and expense elements of the 2013 budget are as expected. Monies from the one building permit approved last month were added to the various accounts. • A refund of almost $1800.00 (monies collected in 2011) was received from Workman’s Compensation. • The final audit bill was also received. Audit costs totaled about $5200.00 this year. • After reviewing the monthly services contract with the WPOA it was determined that it will not be necessary to amend the contract at the present time. However, this will be done later in the fall when more figures merit adjustments. • The August financial report will show the certification returns from the County Auditor. These monies totaling $9346.00 are from the certification of water availability fees, sewer assessment, water user and sewer user expenses last year. • The Treasurer reminded everyone that the July 2013 WRWSD financial report is available for review. He also shared that he would be happy to discuss anyone’s questions about the finances of the WRWSD.Manager’s Report (Paul Cahall): • One crew from the company providing the GIS or geographical information system for the hydrant and valve inventory is in the Lake marking geographical points. The work will take another week or possibly two.

• The State Auditor’s Office suggested that once the final written audit report of the 2012 WRWSD financial statement is received it should then be made available to the WRWSD customers. The report will be posted on the website (www.lakewaynoka.com). Hard copies will also be available at the Office. • Cahall shared that a sales tax bill for the truck which the WRWSD purchased earlier in the year was received. The State has not been able to state why the charge was issued. Cahall believes this charge of about $2100.00 is an error; the matter has been turned over to Legal Counsel, Jay Cutrell. Parking on the grass at Recreation Areas. I have been asked several times over the last few months why we do not allow parking on the grass in recreation areas like Quachita and Geronimo. There are several reasons but the most important one is for the security of the boats parked down there. We don’t want someone to be able to drive down next to the docks and load their car or truck with whatever they can take. The security department investigates every car they see parked down next to the docks to make sure this isn’t happening. If you have heavy items to take down to your boat or have someone in your party that can’t walk that far and the ground is dry enough you can drive down and unload. We just ask that you bring your vehicle back to the graveled parking area after you are done.
Yard Signs. This is a question I seem to get the year round, from political signs to contractor signs to real estate signs. Under "Restrictions" in the back of the Code of Regulations or blue book, paragraph 5 states that “No signs of any kind shall be displayed on any lot without the written permission of WPOA”. Permission has been granted in the yellow book rules and regulations for Real estate signs and family reunions and parties. So what is acceptable? Real estate signs of a certain size, one per lot unless it is a lake front property then they can put a second sign at the lake side of the lot. Signs that give direction to family gatherings or parties, but they must be removed by 9:00 am the morning following the gathering. We also allow contractors and builders to put up a sign while they are actively engaged in work for a property owner. After work is completed they must take the sign down.

Golf News & Notes The season’s winding down with the following accomplishments: Birdies were enjoyed by Dale Gadd (“2” on the Par 3 Hole #9); Jim Hackworth (“3” on the Par 4 Hole #12); Steve Sears (“4” on the Par 5 Hole #2); Gary Smiley (“3” on the Par 4 Hole #16 and “4” on the Par 5 Hole #2): and John Zeilman (“3” on the Par 4 Hole #13) Wow! Seventeen league golfers celebrated one or more pars, with the leaders being Dennis Russell (11); Jim Hackworth (10); and Larry Doughman, Ron Gloss and Tom Wyatt (9). Great job everybody. Low gross scores for the men included five golfers shooting 43! The leaders were: Dennis Russell, 41: and Ron Gloss, Jim Hackworth, and John Zeilman, 42. Low gross scores for the women were: Marilyn Gloss, 55 and Tillie Doughman, 57. Special recognition should be given to Mary Kay Wolfe who made a Par 3 on Hole #5. Way to go, M.K.! Seen on the course was Tillie Doughman’s ball virtually disappearing on the course. After much searching the ball was located underneath a dried-up bird’s nest and it’s conceivable this could have been claimed a “birdie” except for the definition of a birdie being clearly outlined in the previous issue of this newsletter. Therefore no false report was made and no protest was filed. (But we’re gonna keep trying, folks) The next report will be the last of the season and will cover our scramble and end-of-year banquet. It’s hard to believe how quickly this season has gone. The Golf League team standings can be viewed on the Lake Waynoka web site. EUCHRE SCORES ATTENTION ALL HOME OWNERS We are desperately working to get a Fire/EMS sub-station to serve Lake Waynoka’s Jackson & Franklin townships. As you are probably aware your home insurance rates have gone up because of the way the ISO has now rated us. We need your help! Would you please give us your insurance costs from 2011 versus 2013? We do not need your name, just your cost increase, (example – 2010 cost was $790 a year and now is $1500 a year). With your help we hope to get our townships to help us get a joint Fire/EMS sub-station within the 5 mile distance for all our homes here at Lake Waynoka. Please give this info to the Administration Office as soon as possible.

Winter Boat Storage
If you are tired of dragging your boat home for the winter or parking it on your lot and having it sink in the mud there is a new option this year. The Board of Trustees have decided to open up winter boat parking in the camp ground parking lot across from the campground office. This parking will be available from November 1st to April 1st for the cost of $100. Only boats and trailers with the proper seal on them will be permitted in the parking lot. Seals can be purchased at the campground office or admin-istration office. While we cannot guarantee the security of your boat, there is lighting, video surveillance, and the lot will be patrolled regularly by security. Availability will be on a first come, first serve basis.
