The Nominating Committee is now accepting applications which are available at the administration office for all interested parties. Completed appllica-tions must be postmarked by September 23, 2011 or turned in to the Administration Office by 4:00 p.m. on September 23, 2011. The Nominating Committee is also accepting applications for three (3) positions on the W.P.O.A. Board of Trustees and three (3) positions if the W.R.W.S.D. Pres. McDulin called the meeting to order at 10:00 a.m. The invocation given by Pastor Stoney Hamilton was followed by the Pledge of Allegiance.Roll Call: Present: Blackburn, Kinney, Kirk, McDulin, Meyer, Purdin, Robinson and Mgr. Cahall Absent: Johnson (ex.) and LindyMinutes: The motion to approve the minutes of the July meeting as published in the August Waynoka Newsletter was made by Purdin, seconded by Meyer and passed by those present.

Treasurer’s Report (Betty Purdin): The Treasurer encouraged everyone to pick up a copy of the financial report. Purdin noted that page one “shows all of the WPOA’s financial status”. She suggested that if anyone has a problem with the report to contact her or Mgr. Cahall. She also asked for continued support and thanked everyone.Manager’s Report (Paul Cahall): • The engineer’s proposal for the campground upgrades to expand the number of full service sites has been received. Work on this project will move forward once the costs are determined. • The paving of 4 to 5 miles of roads in the Lake will begin next week. • All of the road signs have not yet been installed. The removal of a stop sign at the intersection of Omaha and Waynoka is creating some problems. Corrections will be made, so beware. • The office and the security buildings experienced a significant power outage last Sunday evening (8/7) into Monday. When Duke made the repairs something went wrong and several pieces of equipment were ‘burned up’. Cahall will meet with Duke Energy to negotiate compensation this coming week. • Three lots adjacent to the parking lot at the campground which were in default to the WPOA have been signed over to the WPOA by the property owners. The parking lot will be expanded for boats and extra cars belonging to the campers by next spring.Other Reports: Security (Gordon Ellis): Chief Ellis reported that Security is working with the Brown Co. Sheriff’s Office in relation to the one burglary that occurred in the Lake during July. There is great concern because recently there has been a significant number of thefts and burglaries outside the Lake, but within the perimeter of and on the roads surrounding the Lake. There is a potential connection between these cases that necessitates the cooperation between the departments. There have been other minor thefts reported in the Lake, but there appear to be no patterns or relationships between them. Ranger Glywin McJennett was introduced and welcomed. ‘Ranger G.’ will take over Chief Ellis’ duties while he serves our country during his deployment to Afghanistan. As this meeting is his last for a while Chief Ellis thanked everyone for their support of him and his family. Long Range Planning (John Buskey): The survey committee is reviewing the surveys returned by 183 property owners. The job description committee has almost completed the employee job descriptions. The website committee has made a few changes to www.lakewaynoka.com so visit the website soon. The number of page views has increased from about 11K in May to over 12K in July! There has been some discussion related to a possible storage area. Lake Advisory (George Kinney): MAD Scientists & Associates completed Phase III (the sampling) on August 3rd. Phase IV is the analysis of both the water and the soil. This phase will result in a report which will include corrective action recommen-dations related to the water and the soil, recommendations related to the culvert work needed at the east end of the Lake and an engineering survey to insure compliance with all local, state and federal regulations such as the ODNR, the Corps of Engineers and the EPA. Anticipated completion is September 2011. Nominating (John McDulin): Dick Bankes and Prescilla Redick will co-chair this committee. Campground (Walt Robinson): Robinson shared that the campers have some concerns about the electricity in the Camp-ground. They requested that monitors be considered. A teen dance is being held tonight and on September 24th there will be a Senior Prom Night featuring the music of the 50s, 60s, and 70s. The Campground’s Halloween event will be Saturday, October 15th. Robinson asked that everyone consider helping with this event and providing supplies. He reminded everyone of the Labor Day Ski Show on September 3rd as well as the Fireworks at dusk and the DJ at the Beach. The Chapel (Pastor Stoney Hamilton): Pastor Hamilton extended an invitation to everyone to join them for services at the Lake Waynoka Chapel. He encouraged everyone to attend the Benefit Sing on August 26th to raise monies for the building fund and the Revival on October 7, 8 and 9 at 7 p.m. each evening. Civic Club (Joe Farrell): Farrell shared the details of next weekend’s 2nd Annual Arts Festival. The next Civic Club meeting is August 23rd at 7 p.m. in the Lodge. The Civic Club donated $350 to the Fireworks Fund. Shawnee Squaws (Kathy Farrell): Farrell thanked everyone who bought ice cream sodas and Split the Pot tickets during Waynoka Day. Over $800 was donated to the Fireworks Fund. She also thanked the Outpost for their donation. The Squaws are

looking for vendors for their annual Craft Fair on October 14th. Contact Farrell (446-2725) or Valerie Bullock (446-4283), if interested. Lake Committee (Betty Purdin): Purdin thanked the Manager and Security for their assistance with the parking during the night bass tournament which was the same date as the Poker Run. She shared the dates of the remaining tournaments including the Classic on Oct 8th. Purdin also made a plea to all property owners to save their aluminum cans for the Fireworks Fund. A pound of cans is now paying 77 cents! All monetary donations would also be appreciated. Waynoka Tribe (Monica West): West shared that the Tribe has donated $500 to the Fireworks Fund. The Tribe will be selling food at the Beach from 4 p.m. until the Fireworks on September 3rd.She announced that the Tribe is once again working with the Chapel to provide Christmas assistance for needy children and their families in our area. Approximately $100 is spent on each child. Donations may be sent to Roger Goldwire (15 Chippewa Dr.) or Monica West (161 Seminole Dr.). West thanked Tom and Amy Carney of Carney’s Heating and Cooling and John Zeilman of Zeilman-James Builders for their financial support this year. Lion’s Club (Paul Geiger): Geiger shared that the Lion’s Club recently purchased eight picnic tables and a food service table for the pavilion at Little Turtle. The Club donated $200 to the Fireworks Fund. Three $1000 Lion’s Club scholarships were recently awarded to three deserving high school graduates. The Club is sponsoring Bingo tonight at 7 p.m. in the Lodge.New Business: Pres. McDulin shared additional items discussed at the August workshop meeting: • Rudy Lindy has resigned from the WPOA Board because of employment demands. Any property owner interested in serving the remainder of his term which expires in April of 2012 may pick up an application at the Office. Completed applications for the remainder of Lindy’s term will be accepted at the Office until 4 p.m. on Friday, September 23rd. • The annual election of WPOA Trustees will be held in November. The dates related to this year’s election will be set in September. However, applications for the three positions that will be available may be picked up at the Office now. Completed applications for these three vacancies will be accepted at the Office until 4 p.m. on Friday, October 7th. • Further discussion regarding monitors in the Campground was tabled until legal counsel advises the Board about liability issues. • A ‘lively’ discussion ensued after another request for recycling was brought to the Board. The Board was split on the request. Therefore, no action will be taken at this time. • The Board will possibly reinstitute the Building Committee. Gary Blackburn may accept the chairmanship of this committee. There are many details to be considered before any action is taken.

Membership Concerns:

Monica West (Lot #155): West asked if management was aware of the swim diaper issue at the Pool. Mgr. Cahall stated that it was. He also shared that the lifeguards should be aware of and enforcing the policy and that diapers are now available for a $1 in the Rec Center Office.

Andy Bilhardt (Lot #453): Bilhardt shared that following his objection to tattered flags at the Lake last meeting one of those flags was replaced. He stopped to thank the property owner and learned that someone else had left a flag anonymously on their doorstep to replace the tattered flag. He personally thanked that individual for giving that flag to that family to hang at their home! Bilhardt then strongly suggested that the candidates who were not elected last year be considered for the vacancy on the Board. McDulin agreed, but stated that the position must also be advertised.

John Buskey (Lot #1785): Buskey stated that there will be three openings on the WRWSD Board this election. He noted that the deadline for submission of applications for both boards is Friday, October 7, 2011, by 4 p.m. at the Office.

Andy Bilhardt (Lot #453): Bilhardt shared his concern about the speed of boats in the no-wake zones “going up and up and up and up”. He believes a few fines might control the problem.

Betty Purdin (Lot #0062): Purdin thanked the maintenance staff on behalf of the Board for so thoroughly cleaning the Lodge recently.

Adjournment: The motion to adjourn was made by Purdin, seconded by Kirk and passed by a unanimous vote at 10:37 a.m.

WRWSD MEETNG - Mon., July 25, 2011

President Ron Gloss called the meeting to order at 7:00 p.m.Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Purdin, Redick, Rider & Mgr. Cahall Absent: Plant Supt. Culver (ex.)Minutes: The minutes of the July 9th meeting were approved as read. Treasurer’s Report (John Buskey): The cash balance (including CDs) in the WRWSD budget totaled $940,908.14 as of June 30th. This balance reflects a decrease of about $55K from May 31st due to payments for the bonds and the carbon filter loan. Income is running at 59% of the budget and expenses are at 46%. The two CDs at National Bank and Trust matured on July 8th and $15,769.00 in interest was placed in the sewer surplus account (which can be used for emergency expenses). Motion #2011-13 authorizing the WRWSD Treasurer and the Lake Manager to purchase new CDs was voted upon and passed. (See Motions and Resolutions below for the details.) Next the Trustees reviewed and discussed changes to the WPOA/WRWSD Monthly Services Contract in great detail. Motion #2011-14 which amends and updates the Monthly Services Contract to account for miscellaneous changes was voted upon by the WRWSD Board and passed. This contract will also be voted upon by the WPOA Board. (See Motions and Resolutions below for the details.) Then the Trustees discussed the reasons necessitating that the WRWSD 2011 budget be amended. Motion #2011-15 amending the budget was voted upon and passed. (See Motions and Resolutions below for the details.)Manager’s Report (Paul Cahall): The status of the negotiations between the WRWSD and Utility Service & Supply, Inc. regarding correction of the problems related to the new water meter system was discussed. A court date of December 5, 2011, has been set for the Klein vs. the WRWSD lawsuit. The reclamation work for the sewer check valve installations has been completed. Any discussion related to spray irrigation has been placed on hold until the EPA report is received. As a part of the capital improvement plan for 2011 a compact truck has been ordered with delivery expected in September. The WPOA is interested in purchasing the old truck for its cleaning crew. Gloss and Buskey will research and determine a selling price for the old truck. There is some question at this time about the impact of the excessive rains on the lagoon’s capacity. There are also questions about the impact of the future road work/culvert replacement at the eastern end of the Lake on the water and sewer lines in that area.Plant Supt.’s Report (George Culver): noneOther Business Items: Buskey shared that work on the rate study has begun. Kirk emphasized that anything the WRWSD does in regard to its rate study will also affect the WPOA’s budget. The Trustees discussed the rate study and its impact at length. Motions and Resolutions: Motion #2011-13 was made by Purdin and seconded by Gloss to authorize John H. Buskey, Treasurer of the WRWSD Board of Trustees, and Paul S. Cahall, General Manager of WRWSD, to purchase two Certificates of Deposit each for $55,750 for a total of $111,500 at US Bank, Sardinia, Ohio. Buskey and Cahall are both authorized to sign signature cards for the CDs. One CD will be purchased for 37 months and the second for 21 months. The vote was taken and the motion passed with seven yea votes. Motion #2011-14 was made by Rider and seconded by Redick to amend the WPOA/WRWSD Monthly Services Contract to update the contract to account for changes in insurance costs, additional personnel, and procedural changes in overtime payments, dated 7/21/2011. The vote was taken and the motion passed with seven yea votes. Motion #2011-15 was made by Buskey and seconded by Doughman to amend the WRWSD 2011 Budget to increase income $15,369.00 for a total budgeted income of $855,524.00 and increase expense $29,430 for a total budgeted expense of $825,727.00, yielding a net income of $29,797.00, per the revised budget dated July 21, 2011. The vote was taken and the motion passed with seven yea votes.

Adjournment: The motion to adjourn was made by Doughman and seconded by Kirk. All were in favor and the meeting was adjourned at 8:50 p.m.

Minutes: The minutes of the July 25th WRWSD meeting were approved as read.

Treasurer’s Report (Buskey): The cash balance (including CDs) in the WRWSD budget totaled $944,733.20 as of July 31st. This balance reflects an increase of about $3800 over the month of June. The WRWSD income, year to date (07/31/11), is running about 9% more than anticipated and expense is running about 5.5% less. On August 1st two CDs totaling $111,500.00 were purchased at the US Bank in Sardinia per Motion #2011-13 (07/25/11).

Manager’s Report (Paul Cahall): Negotiations with Utility Service and Supply, Inc. have been completed. It was agreed that US&S would replace those metal lids requiring replacement with plastic lids at no cost to the WRWSD. US&S will also provide 200 of the 400+ caps/plugs needed to close the holes in lids through-out the Lake. The WRWSD will spend approximately $600 for the additional caps/plugs needed. The WRWSD will be able to purchase a new style of meter with an antenna which attaches to the underside of the lid for those pits that are too deep. This will be much less costly than adding risers or changing the level of these pits. The reclamation work on over 200 yards has been completed with very few requests to redo the work.

Other Business: Pres. Gloss reported that after much research it was determined that the WRWSD would offer the 1998 GMC short bed truck in poor to fair condition it now owns to the WPOA for $500. WPOA Pres. McDulin has accepted the offer. Legal counsel will be directed to write a resolution to complete this transaction.

So far this year the Lions Club has given three scholarships to students from Lake Waynoka, gave good student shirts and a certificates to students at Russellville Elementary School, gave $200.00 to the Lake Waynoka fireworks fund, gave $75.00 to the Central Ohio Lions Eye Bank to help pay for a piece of new equipment and purchased the above referenced tables. The Lions Club is in need of new members so we can continue doing good projects for our community and needy people through the country and the world. Four games and one rainout later reveals the following results: 19 members and 2 subs accomplished one or more pars – Yea! The par leaders were: Tom Wyatt (9), Jim Hackworth (8) and Jerl Wagner (7). Kudos go to the following golfers who got birdies: Ron Gloss (“3” on hole #12); Jim Hackworth (“2” on Hole #5, and “4” on Hole #11); Mark Killian, a sub, (“4” on Hole #2); Jim Thomas (“2” on Hole #14); and Jerl Wagner (“3” on Hole #3). The low gross scores for men were: Jim Hackworth (42); Scott Steele, Jerl Wagner, and Mark Killian (43). Low gross scores for women were: Sandy Mastin, a sub, (45); Mary Kay Wolfe (55); and Tillie Doughman (56). Nice games everybody. Either league members have been behaving themselves or nobody is “snitching”, because this re-porter has no reports of mischief or shenanigans. The Lake Waynoka Chorus is taking a break during the month of August. So far this year we have performed at the Waynoka annual meeting, the Georgetown Veterans’s home, and Waynoka Days. In September, we will begin practicing again for the holiday season. We are planning a Christmas concert/party in early De-cember. This will be open to the public so stay tuned for more information. Our next practice will be September 13th, at 7:00 p.m. at the lodge. We would like to have new members, so if you are interested in joining us, come to the next practice or call Andrea at 446-9570. Membership is open to everyone. You do not need to live at the Lake or own property here. If you would need a pass to get into the lake for practice, just call Andrea.

OHIO BOATERS SAFTEY COURSE OCTOBER 15TH

The Waynoka WaterSports Club will be sponsoring an Ohio Boating Education Course at 8:00 am on Sat-urday, October 15th at the Lake Waynoka Lodge. Cost of this course is $5 payable to ODNR Watercraft. This course will consist of 8 hours of instruction in a certified class followed by an exam. This year (2011) everybody younger than 29 years of age needs to pass a test certi-fied by the State before they can drive any type of boat powered by more than 10hp. This class and exam will fulfill the Ohio’s Boater Education Requirement that went into effect in January of 2000 and is administered by the ODNR Division of Watercraft. The law prohibits any person born on or after Janu-ary 1, 1982, from operating a vessel powered by more than 10HP unless the person has successfully com-pleted either a boating education course approved by the National Association of State Boating Law Ad-ministrator (NASBLA) or a proficiency examination approved by ODNR Division of Watercraft. You can pre-register for the class by calling ODNR Wa-tercraft at 513-734-2730. Be sure to reference the date and location for above class. This class is open for any age and not just Lake Waynoka. Lake Waynoka Health & Recreational CenterSummer Fun is coming to an end but our Fall classes and activities will keep the excitement going. We have lots of new and exciting things for you to do this fall. Water Jam: a high powered aerobic class which is tons of fun. We invite you to come and be a fish every Monday night starting September 12th at 7pm. There will be Waynoka Choice offered every Wednesday beginning September 7th at 7pm also. These two classes will be taught by Dana Bramel. In addition there will be a courtesy class, “Pick 5”, offered that is free to members during the week. This will be Monday thru Friday at 9am beginning September 1st, also taught by Dana. There will also be two new classes offered by Robin Fuller. She will be teaching Ready, Set, Get Wet (indoor pool) and Chair Fitness & Fun. Both classes will be offered from 10:30am- 11:30am, but on two different days. Ready, Set, Get Wet will be on Mondays, beginning September 12th and Chair Fitness & Fun will be on Wednesdays, beginning Sept 14th. All of Robin Fullers classes will have a $30.00 fee. Pre-registration is recommended.

We will also be having Pool (billiards) Tournaments every Friday night at 6pm starting September 9th. You must pre-register for this. The age limit is 14 yrs to 21 yrs. To sign-up or to get information on this please give us a call. John Boone will be assisting us in these tournaments.

Family Swim will begin again on September 6th. The family swim hours will be Monday - Friday 3pm to 7pm and Saturday & Sunday 10am to 7pm. We look forward to seeing you all!

The Waynoka Watersports club held their 4th Annual Boat Poker Run on Saturday July 30th at the beach. For those who don’t know what a poker run is, it is 5 card poker but you have to travel to 5 different stops on the lake and draw 1 card at each stop. The best 5 cards at the end of the day is the winner. We had over 220 participates this year!!! Money was payed out to the top three hands. $425 for 1st place, $400 for 2nd place, and $375 for 3rd place. Congraulations to the winners!!! The “People’s Choice Award” for the Best Card Stop, was voted on by all poker hand players and partici-pates. The winner received a gift card to Larosas and a Trophy. This year the stops were Phil Moneypenny with the Carnival theme, Liz Doss with the Luau, Doug & Mariann Sacksteder with the Waynoka Winter Olympiad, The WPOA office & security staff with Zin’noka Fest, and the beach stop was the All American theme. Winning this award is getting very competitive and the stops keep getting better. The 2011 “Peoples Choice Award” goes to the Sacksteder family with the Waynoka Winter Olympiad. Great Job guys and gals!!!! Anyone who wants to be a card stop for next year please contact Shawna Faul at 937-446-2149. Thanks to everyone who helped put on a card stop!! We can not do this event without YOU and all your hard work. Thanks so much everyone !! The clubs next event will be back at the beach on Saturday September 3rd for the Labor Day beach party and ski show. Activities will start at 3:00pm with the ski show starting at 7:00 and fireworks at dark.
