Water, Climate Development Programme

November 2011

In November 2010, AMCOW EXCO issued a decision for GWP to operationalise the

Water, Climate and Development Programme

This was after close to 1.5 yrs of intense mobilisation by GWP in Africa after which a bottom up framework programme was developed based on

3 Regional workshops in Africa. AMCOW provided leadership in the workshops that let to the WACDEP

WATER, CLIMATE DEVELOPMENT PROGRAMME (WACDEP)

GOAL:

Promote water security as a key part of sustainable regional and national development and contribute to climate change resilience for economic growth and human security

PROGRAMME FOCUS

supports implementation of the GWP strategy on adapting to climate change

Target Countries and River Basins• 8 countries identified

– Ghana – Burkina Faso– Cameroon – Tunisia– Burundi– Rwanda– Mozambique– Zimbabwe

• 5 River Basins plus 1 aquifer in North Africa– Limpompo– Volta– Lake Victoria(Kagera)– Lake Chad– North-Western Sahara Aquifer System– (Nile Basin -through collaboration with UNEP)

• Integrating water security and climate resilience in development planning and decision-making processes

2. Support development of “No regrets” investment and financing strategies for water security,

climate resilience, including project preparation processes

3. Support to development of Capacities of institutions and stakeholders to integrate water security and climate

resilience in development processes and plans

-Build climate resilience, get water, climate out of the silos -Linking Water, Climate and Economic Development agendas,

strengthen coordination frameworks, Capacity development, institutional building

INFORMAL CONSULTATIONS WITH SOME AMCOW TAC MEMBERS, TUNIS-JUNE

Overall at least 23 countries in Africa from 5 River Basins to Benefit

• 4 River Basins plus 1 aquifer in North Africa– Basin/aquifer approach will enable the programe

to benefit at least 23 countries

• Limpompo, Volta,Lake Victoria(Kagera),Lake Chad, North-Western Sahara Aquifer System, (Nile Basin -through collaboration with UNEP)

• In-depth work in some countries to generate lessons, tools,experiences, to share with other countries– Ghana, Burkina Faso,Cameroon,

Tunisia,Burundi,Rwanda,Mozambique,Zimbabwe

• To be a mechanism in Africa for the user Interface Platform of the Global Framework for Climate Services under WMO
