Overview of Washington Special Education State Reporting Data Integration
The extracts required for compliance with the Comprehensive Education Data and Research System (CEDARS)
reporting requirements will be produced by processes within eSchoolPLUS. The Special Education data
component of CEDARS will be tracked in IEPPLUS. The IEPPLUS PLUS 360 Advanced Integration Module will be
used to periodically transfer this data up to the eSchoolPLUS database so it may be included in the required
extracts.
This document describes:
• File K field descriptions which are required for the CEDARS Special Education component.
• Data Integration Rules that detail each rule and how the CEDARS specific data will be uploaded from
IEPPLUS to eSchoolplus.
• Data Integration Rules required to capture CEDARS-specific Special Education data in the IEPPLUS
database and transfer it to appropriate tables and fields in the eSchoolPLUS database.
• Descriptions of Data Check and Students not Counted Reports.
• CEDARS Appendix W – Special Education LRE codes.
Items in red indicate changes from last year’s specification. Since this is the first year we are delivering State
Reporting to Washington State clients, the difference is not relevant; all required data elements must be
addressed.

Data Integration Rule Descriptions
The following section identifies each CEDARS Special Education data element, details each IEPPLUS
special education field, where the data is stored in IEPPLUS, what table/field name in eSchoolPLUS
will be uploaded to and errors that will be applied.
For all these rules the Direction is ‘Up’. If there are two fields indicated as containing data In
eSchoolPLUS be sure to update them both. Dates to be stored in eSchoolPLUS fields must be of the
format “yyyy-mm-dd”.

2) There is a date range in the batch file that will determine what students the system will attempt to upload
into eSchoolPLUS.
3) A student must have an active primary placement record with the Location of Intervention (LRE) field
completed to upload enrollment information into eSchoolPLUS.

IEPPLUS Data Setup
The following describes data setup that must be accomplished in IEPPLUS prior to attempting to run the rules
described above. CEDARS codes referenced below can be found in the CEDARS Data Manual Appendices for the
2011-2012 School Year.
• Inactivation Reasons codes must be alt-coded using a type of ‘eSchoolPLUS Code’. Valid values are:
o 01 – Re-evaluated and no longer needs Special Education Services
o 02 – Aged Out
o 03 – Graduated with High School Diploma
o 04 – Parent Revokes Consent for Special Education Services
• Important Date codes must be alt-coded using a type of ‘Alternate Code’.
o AR – IEP Annual Review Date (Last IEP Review Date)
o IE – Eligibility Determination Date (Initial Eligibility Date)
o RE – Current Evaluation Date (Last Evaluation Date)
• Referral codes must be alt-coded using a type of ‘Alternate Code’
o IR – Initial referral
• Location of Intervention codes must be alt-coded using a type of ‘CEDARS Code’. The Alternate Codes
must be taken from Appendix W of the above-mentioned manual.
o Examples: (Alternate Code – LRE Code)
� 1 – 80% - 100% Regular Class (aged 6-21)
� 2 – 40% - 79% Regular Class (aged 6-21)

Data Check and Error Reports:
Both of these reports will need to be developed to facilitate WA Users data cleanup prior to the submission
date. The Data Check Report will contain student identification data (State ID, Student ID, First, Middle & last
Name, Date of Birth, Gender, Race/Ethnicity) and each of the data points required in File “K” that are indicated
to have a Data Integration rule created.
The Data Check and Missing reports in the PA PennData for IU Submissions for 2011-2012 can be used as a good
starting point for these reports.
CEDARS Upload Error Report
This report will identify what students and data did not successfully integrate based on the last time the
integration program ran. Each time the integration program runs, the report is blank and will re-
populate with any errors found during the integration process. SunGard recommends running this
report at least weekly to ensure there are no errors with the upload.
From the Home Page, Run A Report, type CEDARS and click on Search.
Select the CEDARS Upload Error link
The report will start to run and will display a document when completed. To export this report to a pdf,
click on the icon.
The report displays a list of students that have a data element that is not integrating for a particular
reason.
CEDARS Upload Summary report
This report will identify what students successfully integrated based on the last time the integration
program ran. Each time the integration program runs, the report is blank and will be refreshed based
on the data integration selection criteria.
From the Home Page, Run A Report, type CEDARS and click on Search.
Select the CEDARS Upload Summary link
The report will start to run and will display a document when completed. To export this report to a pdf,
click on the icon.

CEDARS Student Special Education Programs File (K): Field Descriptions
File Name: SpecEdPrograms
Description: This file captures program information unique to the Special Education Program.
There should be one entry for each student per enrollment into the program for the
current school year per location. For example, if a student enters, exits and re-
enters the Special Education Program, there should be two entries to reflect these
two separate enrollments into the Program.

Description: The serving county district code for the district submitting the data. This is the
unique 5-digit number that combines the 2-digit county code and the 3-digit
district code.
Business Rules: Must be a valid value from the County District Codes in Appendix A. This will appear
as a numeric value and should include leading zeros even though this is submitted
as a character data type. Report the code representing the district as assigned by
OSPI in Appendix A.

Description: This is the student identifier assigned by the district to the student. This data
element is used in the matching of district data with records in CEDARS.
Business Rules: The value is unique within the school district. The value can be any
combination of alpha and/or numeric values up to fifty characters in length. This ID
should follow the student throughout their enrollment within the district and should
not be reassigned to another student.

Element K04 – State Student ID (SSID)

Allow Null? Yes. Conditional.
A Null value indicates a new student with no previously issued SSID and will
trigger the SSID assignment/matching process.
Description: Randomly generated number that functions as a unique student identifier for
each Washington public school student. This number is assigned by OSPI.
Business Rules: SSID values must be exactly 10 digits in length and only contain numeric values.
SSID numbers must not begin with a zero.
Uploading two or more student records from the same district with identical SSIDs,
but with different District Student IDs, will trigger an exception error. Students who
are home schooled and receive services through the school district (Running Start,
special education, etc.) shall be issued an SSID number and reported in CEDARS.

School Code.
The ID reported in Element K05, must be included in the Location File A.

Business Rules: This is the first day the student attends or receives services from a Special Education
Program, regardless of the date the student enrolled in the district (Element B14). If
you do not know the earliest date the child began receiving special education
services, please provide the earliest known date for receiving services.
If the student enrolls during the summer when school is not in session, use the date
the student will begin the Special Education Program (the first day of the current
school year) as the Special Education Program Start date.
The Special Education Program start date must be on or after Element B09 - Birth
Date. Date should be formatted as MM/DD/YYYY.

Description: The last date the student receives (exits) Special Education services.
Business Rules: This is the last day the student attends or receives services from the Special Education
Program. An exit date is not provided for students who are moving out of the
district or school.
This date must be equal to or greater than the date in Element K07 – Start Date.
If the student exits during the Summer, use the actual date on which the
student received their final services from the Special Education Program. If the

special education services provided in resource rooms.
2 40% - 79% Regular Class (aged 6-21)
These are children who received special education and related services outside the regular classroom for more than
60% of the school day. Do not include children who are reported as receiving education programs in a public or
private separate school or residential facilities. This may include children placed in:
Regular class with special education/related services provided within regular classes. Resource rooms
with part-time instruct in a regular class.
3 0% - 39% Regular Class (aged 6-21)
These are children who received special education and related services outside the regular classroom for at
least 21 percent but no more than 60% of the school day. Do not include children who are reported as
receiving education programs in a public or private separate school or residential facilities. This may include
children placed in:
Self-contained special classrooms with part-time instruction in a regular class.
Self-contained special classrooms with full-time special education instruction on a regular school campus.
8 Homebound or Hospital Program (aged 6-21)
This may include special education students placed in and receiving special education and related services in:
Hospital programs.
Homebound programs-do not include home-schooled students. See LRE Part A Code
31.
Do not include special education students whose parents have opted to home-school them and who receive special
education at public expense.
28 Student receiving special education/related services in public or private separate day school
facilities (aged 6-21)
This includes special education students receiving special education and related services, at public expense, for
greater than 50 percent of the school day in public or private separate schools. This may include children placed
in:
Public and private day schools for students with disabilities.
Public and private day schools for students with disabilities for a portion of the school day
(greater than 50 percent) and in regular school buildings for the remainder of the school
day.
Public and private residential facilities, if the student does not live at the facility.

29 Student receiving special education/related services and lived in public or private residential
facilities during the school week (aged 6-21)
This includes special education students receiving special education and related services, at public expense, for greater
than 50 percent of the school day in public or private residential
facilities. This may include children placed in:
Public and private residential schools for students with disabilities.
Public and private residential schools for students with disabilities for a portion of the school day (greater than 50
percent) and in separate day schools or regular school buildings for the remainder of the school day.
Do not include students who received education programs at the facility, but do not live there
30 Student receiving special education/related services in correctional facilities (aged 6-21)
This includes special education students receiving special education in:
Short-term detention facilities (community-based or residential).
Correctional facilities.
31 Student receiving special education/related services who has been enrolled by their
parents/guardians in a private school (also include homeschooled students) (aged 6-21)
This includes special education students who have been enrolled by their parents or guardians in regular parochial or
other private schools and whose basic education is paid through private resources and who receive special education
and related services at public expense from a local educational agency.
Include children whose parents chose to home-school them, but who receive special education and related services at
public expense.
Do not include children who are placed in private schools by the LEA.
AGED 3 – 5
13 Early Childhood Home setting (aged 3-5)
Report those special education students (aged 3 through 5) who received special education and related services in the
principal residence of the child's family or caregivers, and who did not attend an early childhood program or a special
education program provided in a separate class, separate school, or residential facility. Include children who receive
special education both at home and in a service provider location. The term caregiver includes babysitters.
15 Early Childhood Residential Facility (aged 3-5)
Report those special education students (aged 3 through 5) who received education programs in publicly or privately
operated residential schools or residential medical facilities on an inpatient basis (do not include children who also
attended a regular early childhood program). Report the child in this category even if the child also receives special
education services in the home or in the service provider location or some other location.
16 Early Childhood Separate School (aged 3-5)
Report those special education students (aged 3 through 5) who received education programs in public or private day
schools designed specifically for children with disabilities (do not include children who also attended a regular early
childhood program. Report the child in this category even if the child also receives special education services in the
home or in the service provider location or some other location.
32 In the regular early childhood program at least 80% of the time (aged 3-5) No longer in use
33 In the regular early childhood program 40%-79% of the time (aged 3-5) No longer in use

less than 50 percent nondisabled children (do not include children who also attended a regular early childhood program.
Separate class examples include, but are not limited to: regular school buildings, trailers or portables outside regular
school buildings; child care facilities; hospital facilities on an outpatient basis; other community based settings.
Report the child in this category even if the child also receives special education services in the home or in the service
provider location or some other location.

Report those special education students (aged 3 through 5) who received all of their special education and related
services from a service provider or some other location that is not in any other category, and who did not attend an
early childhood program or a special education program provided in a separate class, separate school, or residential
facility. For example, speech instruction provided in:
Private clinicians’ offices.
Clinicians’ offices located in school buildings.
Hospital facilities on an outpatient basis.
Libraries and other public locations.
Do not include children who also received special education at home. Children who received
special education both in a service provider location and at home should be reported in the home category.
14 Regular Early Childhood Program at least 10 hours per week and receives the majority of hours
of special education and related services in the Regular Early Childhood Program (aged 3-5)
The child is receiving the majority of hours of special education and related services in the Regular Early Childhood

Report those children whose early intervention services are provided primarily in a setting where children without
disabilities typically are found. These settings include but are not limited to child care centers (including family day care),
preschools, regular nursery schools, early childhood center, libraries, grocery stores, parks, restaurants, and community
centers (e.g., YMCA, Boys and Girls Clubs).
Regular Early Childhood Program. A Regular Early Childhood Program is a program that includes a majority (at least 50 percent) of nondisabled children (i.e., children not on IEP’s). This category may include, but is not limited to:
• Head Start;
• Kindergartens;
• Preschool classes offered to an eligible pre-kindergarten population by the public school
system;
• Private kindergartens or preschools; and
• Group child development center or child care.
Special education program. A Special Education Program includes less than 50 percent nondisabled children (i.e., children not on IEP’s). Special education programs include, but are not limited to:
• special education classrooms in
� regular school buildings; � trailers or portables outside regular school buildings;
� child care facilities; � hospital facilities on an outpatient basis; � other community-based settings; � separate schools; and � residential facilities.
