acquired from Great Britain is tentatively established , subject to

the approval of higher authority. In this program the principle

has been established of avoiding creation of a large number of

partially developed bases, having a comparatively small amount of

immediate usefulness where the original installation, maintenance ,

and possible growth would create continuing requirements tor funds

Which can be more profitably employed tor other more important

naval purposes ,

2. Tbe program tor each base is shown subdivided i nt o

two columns . The items in the lett hand columns , indicated as

" Immediate", pertain to the expenditure of $50 , 000,000 recently

made avail able , and include the purchase of land, construction ot

facilities, and work such as surveying, dredging , etc. The esti

mates in the right hand columns , indicated as "FUture" , pertain

to the same measures of development wbich are proposed tor accom

plishment during the next five years, but which will be paid tor

trom future allotments or appropriations . Additional te~orary

developments may be found to be necessary during war, but , as t he

nature and extent ot t hese cannot now be foreseen, such develop

ments are excluded trom both list s .
