So says the 2014 National Trust for Historic Preservation study: Older, Smaller, Better: Measuring how the character of buildings and blocks influences urban vitality. While this study centers on neighborhoods in big cities, it has lessons for towns like Annville as well. In short, this study found that neighborhoods containing a mix of older, smaller buildings of diverse age support greater levels of positive economic and social activity than areas dominated by newer, larger buildings. Below are a few key insights from the study (oldersmallerbetter.org): Young and more diverse people are drawn to older neighborhoods in cities, in comparison to neighborhoods with larger, predominantly new buildings. Older business districts provide affordable, flexible space for entrepreneurs from all backgrounds, hosting a significantly higher proportion of new businesses, as well as more women and minority-owned businesses. The creative economy thrives in older, mixed-use neighborhoods, drawing such businesses as media production, software publishing, technology start-ups, and performing arts companies. Streets with a mix of old and new buildings have greater population density and support more jobs per commercial square foot. Older, smaller buildings provide space for a strong local economy, with a significantly higher proportion of non-chain restaurants and retailers, as well as other types of small, local businesses.

All across America, blocks of older, smaller buildings are quietly contributing to robust local economies and distinctive livable communities. Older, mixed-use neighborhoods create human-scaled places for walking, shopping, and social interaction. Our modest, often-overlooked vintage buildings are irreplaceable assets for America’s new urban age.

Cities and towns can help attract new businesses by removing barriers, such as outdated zoning codes and parking requirements, and streamlining permitting and approval processes. Targeted incentives and financing programs are also needed to assist small-scale projects.

To me, this Older, Smaller, Better study says that a town like Annville, with its charming town center, authentic character, low cost structure, links to college expertise, updated zoning ordinances, and interesting, substantial buildings, is well poised to draw entrepreneurs of the new creative economy as well as the shops and offices of a more traditional local economy. All of us – FOOA, Destination Annville, Township Commissioners, and the College – need to work together with confidence and enthusiasm to make the Annville, Pennsylvania a center of vibrant enterprise.
