That’s one of the findings of “NYC Jobs Blueprint: Getting There Is Half the Battle,” a re- port released Tuesday by the Partnership for New York City. In general, according to the report, job growth in the outer boroughs has outpaced job growth in Manhattan’s business district during the past decade. All together, Brooklyn, Queens and the Bronx have added more than 250,000 jobs since 2000. The report mainly focuses on the long commute that faces New Yorkers every day — a sit- uation that all these new jobs have made worse. Decline in Marriage – It’s the Economy

Love and marriage. They’re hitched together, traditionally. But more and more today they’re being forced to lead separate lives.

A good marriage can yield all kinds of emotional benefits, including happiness, companionship, and even better health, according to some stud-ies. Marriage also can serve as a strong economic foundation, with each partner supporting the other’s efforts to provide for the family.

But a new study suggests another, more detrimental link between mon-ey and marriage: Joblessness or other economic insecurity leads to fewer marriages. That not only deprives those individuals of the benefits of mar-riage, but in a broader context, it deprives society of the benefits of mar-riage as well.

The disappearance of well-paying jobs for America’s working class – those with no more than a high school education – is taking a toll on mar-riage, a new study says.

“Working-class people with insecure work and few resources, little sta-bility, and no ability to plan for a foreseeable future become concerned with their own survival and often become unable to imagine being able to provide materially and emotionally for others,” says Sarah Corse, the study’s lead author.

The study, “Intimate Inequalities: Love and Work in a Post-Industrial Landscape,” was presented at a meeting of the American Sociological Asso-ciation in New York City on Tuesday.

Well-paying jobs with benefits and pensions continue to vanish for those who lack college degrees or other post-high school educations as manufacturing jobs fly overseas to lower-wage countries.

The recent furor over the low wages paid at fast-food restaurants is a direct result of these missing jobs: Positions that were meant to be staffed by high-schoolers looking for part-time work now are being snapped up by adults trying to feed a family. These minimum-wage jobs provide a kind of low-nutrition, “fast-food income” – enough to fill your stomach for a day or two, but not what you’d want to live on month after month.

The trend lines are clear: Marriage is becoming a luxury reserved for the wealthy and well educated. While some 60 percent of U.S. women with a bachelor’s degree are married, for example, less than 30 percent of those who never graduated from high school are.

Though U.S. poverty is often associated with minorities, the largest number of poor people in the U.S. are white. “Poverty is no longer an issue of ‘them,’ it’s an issue of ‘us,’” says Mark Rank, a professor at Washington University in St. Louis who has looked at the numbers. “Only when pover-ty is thought of as a mainstream event, rather than a fringe experience that just affects blacks and Hispanics, can we really begin to build broader sup-port for programs that lift people in need.”

The “Love and Work” study also shows that efforts to better educate youths should pay off: Educated middle-class workers were better able to weather the effects of periods of joblessness, the study says.

Next week President Obama will continue his summer road trip, taking his message on how to kick start the economy on a bus trip through New York and Pennsylvania. He’s expected to promote, among other proposals, spending on infrastructure, such as roads and bridges, that would boost economic growth and produce middle-class jobs. Republicans will be coun-tering with their own ideas.

As the fall debate over how to revive the economy heats up, it’s import-ant to understand everything that’s at stake. Effective efforts to boost the economy can have a less obvious benefit: They will strengthen marriage and, in turn, stabilize society.

“One delegate I spoke to, aguy from Indiana, was 15 yearsold,” Carroll said.

Delegates from 42 states tookpart in this year’s convention,where participants heard speech-es from Julian and Joaquin Cas-tro, twin brothers who are con-sidered rising stars in the Demo-cratic Party. Joaquin is a con-gressman from Texas, while histwin brother is the mayor of SanAntonio.

The delegates also elected aslate of officers, including a newpresident, Atima Omara-Alwalaof Virginia, who is the firstAfrican-American woman tolead the organization. A NewYorker, Benjamin Yee, was elect-ed first vice president.

In addition to the elections,the convention featured floorspeeches and workshops, Carrollsaid. “And there was also a lot of

networking,” he said.As a district leader, Carroll is a

party official in the DemocraticParty in New York State. His offi-cial title is state committeeman,meaning that he is a member of theparty’s state committee. He waselected to his post two years ago.

His fellow convention dele-gates told him they were im-pressed by the fact that he wasable to get elected to a party po-sition at the age of 24 and askedhim many questions about his ca-reer in politics. He gladly offeredtips on how to run political cam-paigns.

Carroll also brought a uniqueperspective to the meetings of theconvention’s Northeast regionalcaucus.

“People tend to think of NewYork as strictly a Democraticstate. But I pointed out that thecongressional district where Ilive is represented by a Republi-can congressman,” he said, refer-ring to Congressman Michael

Grimm (R-C-Bay Ridge-DykerHeights-Staten Island). “We havea Republican congressman, butBarack Obama won the districtin 2012. I told people that if wecould get more Democrats tocome to New York to help uscampaign, we could get a Demo-crat elected to that congressionalseat.”

On the convention floor, thetwo topics of conversation thatgenerated the most buzz weresame-sex marriage and theTrayvon Martin tragedy. “I don’tknow if it’s a generational thing,but there was a great deal of sup-port for marriage equality amongthe delegates. I think young peo-ple have moved this issue to theforefront in our country. Wetalked about the importance ofworking for marriage equality inall 50 states,” Carroll said.

When he wasn’t busy withconvention-related activities,Carroll went sightseeing in SanAntonio, visiting the Alamo andstrolling along the city’s RiverWalk. ‘It’s a nice city, but it can’tcompare to New York,” he said.

New York City ComptrollerJohn Liu jas proposed a historicoverhaul of the city’s marijuanalaws, believing that legalizingmedical marijuana and allowingadults to possess an ounce of potfor recreational use would pumpmore than $400 million into thecity’s coffers.

The sweeping change,which would put New York atthe forefront of a growing na-tional debate over use of thedrug, calls for recreational mari-juana to be regulated and taxedlike alcohol and tobacco.

Liu, the city’s top financialofficer who is also running formayor, commissioned a reportthat finds that New York Cityhas a $1.65 billion marijuanamarket. If a 20 percent excise taxand the standard 8.875 percentcity sales tax is imposed on thepot sales, it would yield $400million annually in revenue, Liu

believes. Another $31 millioncould be saved a year in law en-forcement and court costs.

“It is economically and so-cially just to tax it,” Liu told theAssociated Press in an interviewTuesday. “We can eliminatesome of the criminal nature thatsurrounds the drug and obtainrevenue from it.”

The comptroller’s plan,which likely faces stiff opposi-tion from state lawmakers whowould have to authorize it, callsfor the state to oversee privatebusinesses selling pot. Licenseswould be required, fees wouldbe charged, and using the drugin public or while driving wouldbe prohibited.

Liu’s team calculated that900,000 city pot smokers spendabout $2,000 a year on the drug.He is calling for the revenuesurge to be used to reduce tu-ition at the City University ofNew York for city residents.

Twenty states and the District

of Columbia currently permitmedicinal marijuana. Two states,Washington and Colorado, lastyear voted to allow recreationalmarijuana for adults.

Officials in both states pre-dicted that the change would becreate a surge in revenue — upto $60 million annually in Col-orado alone, according to sup-porters there. But while it is toosoon to evaluate the exact eco-nomic ramifications in thosestates, experts do believe thatthe city budget would be bol-stered by a similar measure.

“Now, people selling theproduct are doing it under thetable and aren’t paying anytaxes on it,” said Carl Davis, Se-nior Analyst at the Institute onTaxation and Economic Policy.“That would change. And, itstands to reason, people wouldalso start legally producing it lo-cally, so there would be eco-nomic benefits there too.”

Within Manhattan itself,“new capital projects like theSecond Avenue subway line willalso help ease the flow on overlycrowded routes,” says the report.

Debra Messing was born inBrooklyn on August 15, 1968.She, her parents and olderbrother moved to Providence,Rhode Island when the siblingswere youngsters.

Debra sang and dancedfrom an early age and therewas little doubt she wouldmake her career in the enter-tainment field.

Growing up she went toperforming arts and sailingcamps, and in her teens, took atour of the United States, Mex-ico and Canada. After highschool, Messing received herliberal arts education at Bran-deis University where she ma-jored in theater arts. She alsostudied dramatic arts at theLondon Academy of Music &Dramatic Arts, CambridgeUniversity, Oxford University.and New York University. Shehad prominent roles in a num-ber of pre-Broadway, off-Broadway and out-of-townplays.

Debra first grabbed the at-tention of television audiencesin 1994 in “NYPD Blue” andon “Ned and Stacey” (1995-’97) and the science fiction se-ries “Prey” (1998). On “Sein-feld” she played Jerry’s idealbut elusive love, Beth Lookner.

She has played the femalelead in the sit-com series “Will& Grace” from its beginning inSeptember 1998. That showwon three Emmy Awards in2001: outstanding sit-com se-ries; Sean Hayes, best support-ing actor; and Megan Mullally,

best supporting actress. Debrawas nominated as Best Actressbut lost to Patricia Heaton(“Everybody Loves Ray-mond”), and nominated a sec-ond time the following year.Debra more recently starred inthe miniseries “Jesus” as MaryMagdalene.

In films, Debra had roles inA Walk in the Clouds (1995)and McHale’s Navy (1997). Amore recent release is WoodyAllen’s Celebrity in which sheportrays a rabid news journal-ist.

In 2002, she completedshooting “The Moth ManProphecies,” alongside RichardGere. She has been chosen byWoody Allen for his film“Hollywood Ending.”

Debra and her husbandDaniel Zelman live in Los An-geles. During her free time shesupports charities such as theGay Men’s Health Crisis,AmFAR and Best Friend’s PetSanctuary.

One of History’s Largest HappeningsBETHEL, NY — A “Technicolor, mud-splattered reflec-

tion of the 1960s,” as folk singer Joan Baez called it, theWoodstock Music and Art Fair was the youth movement’sseminal event, representative in many ways of the decade it-self — at once defiant, innocent, optimistic, and indulgent.More than 400,000 young people flocked to the three-dayfestival — August 15 to17, 1969 — on a farm in upstate NewYork, and despite torrential rains, insufficient facilities, andcountless drug mishaps, most took away memories thatwould achieve the status of near-myth.

The brainchild of a group of young promoters and in-vestors who called themselves Woodstock Ventures, Inc., theevent (it actually occurred in the town of Bethel, not Wood-stock) was billed as “three days of peace and music.” Amongthe folk and rock heroes who played with Baez were Crosby,Stills, Nash and Young; The Who; Janis Joplin; Jimi Hendrix;Sly and the Family Stone; Jefferson Airplane; and Santana.Brooklyn-born Arlo Guthrie was there too. All that filmmak-er Michael Wadleigh had to do was circulate his massivecamera crew around the field to create a documentary withthe epic sweep of social history. The shootings were editedby Martin Scorsese in the 184-minute Woodstock. The filmcaught the spirit of the thing and won the Oscar for 1970’sBest Documentary.

For many of the student activists, leftists, pot heads, pro-fessors, hippies, and Yippies who made the trip to MaxYasgu’s farm (rented for the occasion), Woodstock was “acoming together of all the tribes,” an overtly political event.Later, as the legend grew, it assumed ever richer meaning. Atthe “Chicago 8” trial for conspiracy to incite a riot at the 1968Democratic Convention, defendant Abby Hoffman told thejudge he was not an American — he was a member of theWoodstock Nation, “a nation of alienated young people.” Bythe time “Woodstock ‘94” was held 25 years later (50 milesfrom the original site), the event had been transmuted intocertifiable baby-boom legend. In celebration of the 25th an-

niversary, the documentary film Woodstock (1970 Oscar win-ner) was digitally remastered in a wide-screen edition and in-cludes 40 minutes of footage not included in the original.

In August 1998, 22,000 attended an anniversary festwhich was called “A Day In the Garden.” It took place onthe original Bethel site with some attendees and performerswho had been at the first Woodstock. In 1999 a 30th-an-niversary restaging of the celebrated rock happening tookplace on the grounds of the former Griffiss Air Force BaseNear Rome, NY July 23-25. Unfortunately the event turnedsour when rioting broke out.

On August 15, 1914 the Panama Canal officially openedwith the SS Ancon passing through from the Atlantic tothe Pacific with a load of dignitaries. Brooklyn-bornGeorge Washington Goethals was the chief engineer ofthe project.

Brooklyn-born George Washington Goethals was the chief engineer of the project. Goethalswas born to Flemish immigrants in Brooklyn on June 29, 1858. His higher education was ob-tained by working his way through the College of the City of New York for three years beforeentering the U.S. Military Academy at West Point, graduating second in his class in 1880, afterwhich he was commissioned in the Corps of Engineers in the U.S. Army.

From 1882 to 1907 he taught at the academy, was overseer of improvements for navigationon the Tennessee River, and served on the general staff. In 1907 President Theodore Rooseveltappointed him chief engineer of the Panama Canal with full responsibility for the constructionof the canal and the administration of the Canal Zone.

David McCullough, author of The Path Between the Seas, the definitive work on the canal,wrote: “He was a very able, effective administrator. He brought the project through on time ...and at less cost than originally estimated, this despite the fact that land-slides increased themagnitude of the job almost by geometric proportions.” The massive construction projectclaimed about 5,600 lives.

He was a consultant to the Port Authority on the construction of the George WashingtonBridge and the Holland Tunnel. He died January 21, 1928. Burial was in the cemetery at WestPoint. The Goethals Bridge between Staten Island, NY, and Elizabeth, NJ, is named for him.

John Mincone squandered LJ Mazzilli’s chance for a happy homecoming.

The Cyclones’ left-hander re-liever yielded two runs, including a game-tying solo homer, in the bot-tom of the ninth inning Tuesday night at Norwich’s Dodd Stadium as the NL All-Stars suffered a heart-breaking 4-3 loss to their AL rivals in the New York-Penn League’s an-nual Late-Summer Classic.

Mazzilli, the son of former Mets great Lee Mazzilli and a Con-necticut native, had helped spark the junior circuit to a 3-2 lead in the top of the eighth inning.

New York’s 2013 fourth-round pick out of the University of Con-necticut reached first on an error with two out in the eighth before rounding the bases with the ty-ing run on a series of wild pitch-es by Staten Island reliever Stefan Lopez.

Batavia’s Felix Munoz fol-lowed with a clutch RBI single lat-er in the frame as the NL jumped in front.

Jamestown set-up man Ro-berto Espinosa tossed a 1-2-3 eighth, setting the stage for Min-cone, Brooklyn’s All-Star south-paw, to close out the win for the NL, which would have given the senior circuit a 5-4 lead in the all-time series.

Only eventual All-Star Game MVP Ryan Huck had other plans, getting the Huntington, N.Y., na-tive with a blast over the wall in left-center field.

Mincone, making his sec-ond straight All-Star appearance, couldn’t get out of what turned into a messy finish for the NL unit, managed by Cyclones skip-per Rich Donnelly.

Connecticut outfielder Ben Verlander, the 21-year-old brother of Detroit pitching ace Justin Ver-lander, followed Huck’s booming homer with a single to left. When Cesar Valera of State College booted a grounder off the bat of Mahoning Valley’s Claudio Bau-tista, the AL had two on and none out in what proved to be the fi-

nal frame.Clearly flustered, Mincone

then uncorked a wild pitch to move the runners to second and third before catching a break when Williamsport’s Zach Green fielded a grounder and fired home to nail Verlander, temporarily quelling the AL’s winning rally.

Hudson Valley’s Oscar Hernan-dez hit a potential double-play grounder to short that Valera pitched to Mazzilli for the second out of the inning, but the former Huskie and future Met couldn’t turn two as Bautista came racing home for the walk-off win and en-suing celebration.

Mazzilli, who didn’t start the game, gushed prior to the game about what a circuitous rout his budding career has taken.

After serving as batboy at Dodd Stadium when his father was the manager of the Norwich Naviga-tors, LJ went on to a brilliant ca-reer at UConn and wound up play-ing his first professional season in the same organization that draft-ed his dad four decades ago.

“It’s like I’ve been playing here my whole life,” Mazzilli told the Norwich Bulletin. “I remember running around with the old play-ers. Bat-boying, shagging fly balls. It’s really cool to think about.”

Mincone, the backbone of a Brooklyn bullpen that has kept the Cyclones within reach of first place in the McNamara Division virtually all summer, will likely shake off the defeat quicker than other players at this level.

At 24, the former Suffolk Coun-ty Community College star is the vet-

eran of Brooklyn’s young clubhouse, and has been instrumental in help-ing to develop budding bullpen hurl-ers like David Wynn, Tim Peterson and Akeel Morris on Coney Island.

With the brief two-day All-Star break behind them, Mincone and Mazzilli can now focus on the drive to get Brooklyn back to the playoffs for the third time in as many seasons under Donnelly.

Trailing first-place Aberdeen by only one game in the tight-ly packed McNamara standings,

the Baby Bums will kick off their stretch run Wednesday night at MCU Park against Hudson Valley before visiting the Renegades on Thursday. After that, the Cyclones begin a critical five-game home-stand against Vermont and Staten Island this weekend.

From its earli-est days, the field of genetics has been rife with infighting, backstabbing, and controver-sial theories, but scientists can now finally read the astounding stories inscribed in our DNA. TJ Maxx Employee Charged WithSelling Stolen Goods in Brooklyn

Kings County District Attorney Charles J.Hynes on Wednesday announced the indictmentof Cornell Poyser, 40, an assistant manager of a TJMaxx outlet in Oceanside, Long Island, whoallegedly stole merchandise from the store after itwas closed.

Investigators found that Poyser was renting astore in East Flatbush, where he unloaded, dis-played and sold what he had stolen from thenational chainstore. The Brooklyn store featuredclothing, luggage, shoes perfume and other goods,all from TJ Maxx, according to the indictment.Even the knock-off store’s display racks werefrom the large retailer.

“Many people dream of starting their own busi-ness, but almost all realize that this takes time, hardwork and money for inventory. But Cornell Poyser,an assistant manager at a TJ Maxx outlet located inOceanside in Nassau County, didn’t want to wait.So he found a quicker way,” said Hynes.

Poyser’s alleged theft came to light earlier thisyear, when TJ Maxx conducted an audit thatrevealed the Oceanside store’s sales volume wasfar below the inventory being shipped to the store.TJ Maxx assigned their internal investigators tolook into the matter.

Store security videos from May 2013 showedPoyser removing boxes and bags of merchandisefrom the back of the store, according to the D.A.’sOffice. Over the next few weeks, the investigators

conducted surveillance and reportedly observedPoyser taking more items out of the backdoor ofthe Oceanside TJ Maxx and placing them into aminivan.

Investigators said they followed Poyser as heallegedly drove his minivan to a store located at5324 Church Ave. in East Flatbush and thenunloaded the stolen merchandise. According tothe indictment, the defendant had been renting thestore for about one year.

Poyser reportedly sold the stolen goods at alarge discount. According to the indictment, a pairof shoes with a TJ Maxx price sticker of $129.99was sold in Poyser’s store for $50.

Detectives executed a search warrant at thestore in East Flatbush on the morning of Aug. 9.During a search of the basement, investigatorsfound items that had TJ Maxx security tagsattached, which required a special device toremove. The device, which was missing from theOceanside store, was found in the basement of theBrooklyn store.

It is estimated that the merchandise found inthe minivan and in the Brooklyn store totaled$130,000, according to the D.A.’s Office.

In addition, a preliminary investigationrevealed that no Certificate of Authority, whichwould alert the state of the store’s existence for thepurpose of collecting sales tax, was filed with NewYork state.

Poyser is charged with grand larceny andcriminal possession of stolen property andrelated crimes. If convicted, he faces up to15 years in prison.

The attorneys filed into the courtroomfollowed by their clients, witnesses andspectators. All rose when Brooklyn SupremeCourt Justice Gloria Dabiri entered thecourtroom and took her seat that on thebench.

It was a seemingly normal day in theBrooklyn courtroom except the lawyers, the

clients and the witness — all players in thetrial — were student interns taking part in asimulated or mock trial exercise.

It was clear that the students took theexercise seriously and had prepared theirarguments and rebuttals. The issue at handwas bullying, and the case questionedwhether or not a public school is liable forthe over-aggressive taunting of one student.

Student attorneys questioned school rules

and parties’ motivations and tackled expertwitnesses. The students were able to graspcomplicated evidentiary issues, such ashearsay objections and exceptions. For con-cepts they were unclear of, Justice Dabirigently explained the rule and guided them asthey applied the rule to the argument beingpresented to the court.

The students’ hard work and preparationclearly paid off.

Law School Grad Accused OfStealing From Elderly Ward

Manhattan attorney Yves-MerryTelemaque, 49, has been accused of stealingfunds from the elderly ward whose interestshe was charged to protect.

The Queens District Attorney’s Officehas charged Telemaque with grand larcenyfor allegedly stealing over $50,000 in realestate proceeds from Cleo Veal, the wardwhom Telemaque was responsible for.

Telemaque, a graduate of Brooklyn LawSchool, was appointed as Veal’s guardian in2007. When Veal died in November 2008,Telemaque was ordered to place the$311,597 in proceeds from the sale of Veal’sreal estate into her Interest on LawyerAccount (IOLA) — a fund whereby theinterest earned on attorney accounts is givento financially support legal aid societies andother organizations that provide legal servic-es to the underprivileged.

The D.A.’s Office alleges Telemaquemade a number of impermissible with-drawals from the IOLA account in excess of$50,000.

“[Telemaque] was appointed by thecourt to look after the financial affairs ofa person incapable of doing so for her-self,” said Queens D.A. Richard Brown.“It is unacceptable that [Telemaque] thenallegedly took the deceased’s money forher own use.”

Telemaque, represented by the firmClinton Calhoun of Calhoun & Lawrence ofWhite Plains, was arraigned in QueensCriminal Court in Kew Gardens. She facesup to 15 years in prison if convicted.
