McDonald is a partner at Shook, Hardy & Bacon L.L.P., a law firm headquartered in Kansas City, Missouri. He has been with the firm for fifteen years engaged in the practice of law focusing on toxic tort, environmental, regulatory and indoor air quality issues. He also focuses on advising clients relating to litigation avoidance and preparedness. Much of his work deals with complex scientific and technical issues. Mr. McDonald has authored numerous articles and given numerous presentations on issues relating to liability for indoor air quality problems and mold contamination and steps to take to avoid liability for such problems. He has also presented on issues relating to information management and discovery in civil litigations as it relates to engineering practices. PRESIDENT'S MESSAGE Rocky Mountain ASHRAE Patrons, Welcome back for another exciting month of ASHRAE in the Rocky Mountains! I’d like to extend a thank you to Gerard L. Iacouzze for a great presentation on “Good, Better, and Best Duct Design”. I would also like to thank our partners at SMACNA for hosting the event, and everyone who was able to attend the presentation- we have over 130 attendees, so it was very well attended! There will be two separate March 4 presentations in Denver and Fort Collins. The Fort Collins lunch meeting will be a presentation on ASHRAE 90.1 by Sean Beilman. ASHRAE Standard 90.1 – 2013 was released in the fall of 2013. The Mechanical Chapter, Section 6 of 90.1 - 2013 includes roughly 40 changes to 90.1 – 2010. These changes help reduce energy consumption by changing the minimum HVAC requirements and further broadening the scope of the standard. This presentation will cover some of the major changes to the Mechanical Chapter of the standard that will affect mechanical engineers. Amir Bazkiei won the YEA scholarship to attend the ASHRAE winter conference in Chicago in January. Here is his recount of the importance of attending:

Prior to attending the ASHRAE Winter conference in Chicago, the only exposure I had to ASHRAE was through publications. It was evident to me that ASHRAE had always taken a leading role in the energy and sustainability industry but attending the conference was a completely different experience. No matter how many times you hear that ASHRAE members with their wealth of experience are the backbone of the organization, you will not get a true sense of it until you attend the conference and meet these enthusiastic professionals. Everyone knows conferences are meant for networking but the ASHRAE conference wasn’t just about that, it was about blending with the best professionals in the field of building energy efficiency and sustainability. The format of conference allowed me to expose myself to the most technical subjects at the TC meetings while stay refreshed on particular research topics. It was my first ASHRAE through the support from the RM chapter but it will not be the last one as I am determined to distinguish myself in the energy field and contribute to the ASHRAE goals the way I have observed senior engineers do at the conference.

GOVERNMENT AFFAIRS

Energy Efficiency Improvement Act Reintroduced in House

This week, U.S. Representatives David McKinley (R-WV-1) and Peter Welch (D-VT-At Large) reintroduced the Energy Efficiency Improvement Act (H.R.873). The bill is nearly identical to the version that passed the House last year by a strong bipartisan vote of 375 to 36. The main difference is that the new version does not include the grid enabled water heaters provision, as that will be separately introduced by Representatives Ed Whitfield (R-KY-1) and Peter Welch.

ASHRAE strongly supports the Energy Efficiency Improvement Act, which would:

• Create a new voluntary “Tenant Star” program to help building owners and tenants overcome the split incentives of energy efficiency upgrades.

• Promote energy efficiency in federal data centers by requiring federal agencies to work with experts and key stakeholders to develop strategies and best practices for the use, maintenance, and procurement of energy saving information technologies.

• Improve federal building energy benchmarking by requiring federally leased space in buildings that have not received an ENERGY STAR label to be benchmarked by an online, free benchmarking program. The U.S. Department of Energy would also be required to conduct a study on the impact of state and local performance benchmarking and disclosure policies and associated building efficiency policies for commercial and multifamily buildings. This study would identify best practice policies that have resulted in the greatest improvements in building energy efficiency.

Although the bill continues to enjoy strong support, the next steps for this bill have not yet been determined.

Representatives Cartwright, Gibson, Welch Re-Introduce Bipartisan Streamlining Energy Efficiency for Schools Act

Schools across the nation may have an easier time accessing federal funds to help them make energy efficiency improvements thanks to the recently reintroduced Streamlining Energy Efficiency for Schools Act (H.R.756). This bipartisan bill is sponsored by Representatives Matt Cartwright (D-PA-17), Christopher Gibson (R-NY-19), and Peter Welch (D-VT-At Large), and would create a one-stop-shop clearinghouse to disseminate information regarding available federal programs and financing mechanisms that may be used to help initiate, develop, and finance energy efficiency, distributed generation, and energy retrofitting projects for schools. The bill would also improve efforts to raise awareness of these federal programs.

This bill does not require additional spending and does not create any new federal programs.

ASHRAE strongly supports this bill, which was passed by the House last year with overwhelming bipartisan support. A companion to this bill will soon be introduced by Senators Susan Collins (R-ME) and Mark Warner (D-VA).

GOVERNMENT AFFAIRS CONT. “ASHRAE is proud to continue its support of the Streamlining Energy Efficiency for Schools Act, and encourages its passage in the House again this year,” said ASHRAE President Tom Phoenix. “The Society commends Representatives Matt Cartwright and Chris Gibson for their bipartisan leadership on energy efficiency in schools.

“School districts and communities across the United States have long expressed a broad interest in and need for making energy efficiency improvements. Problems with school buildings are widespread and distributed throughout the nation, with about 14 million students attending schools that need extensive repair. Many of these problems involve the heating, ventilating, air conditioning systems – the very systems responsible for vast amounts of energy consumption and the creation of healthy and comfortable indoor environments. By upgrading these systems, energy efficiency is increased, learning environments are improved, and scarce funds are conserved.

“The Streamlining Energy Efficiency for Schools Act would make it easier for schools to tap into existing federal programs and financing mechanisms, helping to improve the energy efficiency and learning environment of schools. ASHRAE strongly encourages Congress to support improvements to energy efficiency and healthy indoor learning environments by passing this bill.”

ASHRAE Issues Action Alert on Educating Tomorrow’s Engineers Act

Representatives Paul Tonko (D-NY-20), David McKinley (R-WV-1), Joseph Kennedy (D-MA-4), and Rodney Davis (R-IL-13) are preparing to reintroduce the Educating Tomorrow’s Engineers Act (ETEA). As its name implies, this bill would help improve engineering education in elementary and secondary schools. ASHRAE supports ETEA, and because momentum for reauthorizing the Elementary and Secondary Education Act (the nation’s core federal law for K-12 education) is increasing on Capitol Hill, and ETEA could be offered as an amendment to this bill, the Society recently issued an action alert to its members through the Grassroots Government Activities Committee (GGAC) network, encouraging them to contact their U.S. Representatives in support of ETEA.

Specifically, the ETEA aims to increase student achievement and interest in science, technology, engineering, and mathematics (STEM) disciplines and to align K-12 science instruction with the skills needed in the 21st century workforce. To this end, it removes barriers that prevent schools from expanding math and science instruction to include engineering design skills and the full range of STEM disciplines.

This legislation does not create any new duplicative STEM programs. It provides states with the flexibility the tools they need to incorporate engineering education into existing science courses at the elementary and secondary levels, and encourages all states to incorporate STEM skills into their instruction in the ways that best meet the needs of their local workforces in a 21st century economy. The bill would:

1) Ensure that states have the ability to integrate engineering design skills and practices into their existing science standards – without requiring states to establish a separate set of standards specifically for engineering.

2) Give states critically needed flexibility to support engineering curricula by expanding a number of existing Elementary and Secondary Education Act grant programs to include engineering and computer science education.

DOE Issues Pre-NOPR on Energy Conservation Standards for Residential Furnaces

The U.S. Department of Energy (DOE) has issued a pre-publication notice of proposed rulemaking (NOPR) on energy conservation standards for residential furnaces, which references ASHRAE Standards 103 Methods of Testing for Annual Fuel Utilization Efficiency of Residential Central Furnaces and Boilers. Comments will be due 90 days after this notice is published in the Federal Register. DOE Releases Supplemental Notice of Proposed Rulemaking for Test Procedures for Dehumidifiers

DOE has issued a supplemental notice of proposed rulemaking (SNOPR) that proposes to amend the test procedure proposals presented in a notice of proposed rulemaking (NOPR), published on May 21, 2014. The proposed revisions include modifications to the whole-home dehumidifier test setup and conduct, and revisions to the measurement of energy use in fan-only operation first proposed in the May 2014 NOPR. DOE also introduces a methodology to determine whole-home dehumidifier case volume, clarifies the equations used to calculate corrected relative humidity and capacity for portable and whole-home dehumidifiers, and provides additional technical corrections and clarifications. The additional proposals are to be combined with the initial proposals from May 2014.

The SNOPR references ASHRAE Standard 41.1-2013 Standard Method for Temperature Measurement, and discusses ASHRAE Standard 51-2007 (AMCA 210-07) Laboratory Methods of Testing Fans for Certified Aerodynamic Performance Rating, ASHRAE Standard 41.6-1994 (RA 2006) Standard Method for Measurement of Moist Air Properties, and ASHRAE Standard 37-2009 Methods of Testing for Rating Electrically Driven Unitary Air-Conditioning and Heat Pump Equipment.

STUDENT ACTIVITIES ASHRAE Student Night is March 4th! Please speak to the Students at the Meeting and Make Them Feel Welcome! Kevin Ainsworth will be participating in CU Boulder’s Architectural Engineering Capstone design class panel on February 18th, 2015 The CO School of Mines chapter will be having a meeting on February 25th, 2015 and the topic is going to be Building Energy Modeling. We would also like to congratulate the School of Mines folks for successfully starting their chapter last month. On February 11th, 2015 there was a successful student activity held for 6th and 7th graders. At the Z Place campus for DPS the Rocky Mountain Chapter of ASHRAE, YEA and the Sustainability Committee all came together to hold a friendly contest among students to complete one of the recommended ASHRAE projects. DPS and more specifically Denverkids Inc., were gracious enough to host us and provide students for the event. Sara Frame from Dewberry provided an introduction about engineering, ASHRAE and women in engineering. Tony Fischels, Megan Shulze and Jon Rundquist all also volunteered to help administer the event. Everyone had an awesome time and we’re looking forward to duplicating the event.

ROCKY MOUNTAIN ASHRAE HISTORY

Where are they now? An Interview with a Past-President Name: What year were you President? David Rodenberg 2004-2005 Where are you working now and what do you do? LONG Building Technologies - Sales Engineer What made you decide to go through the chairs to become President? I had been attending ASHRAE meetings for several years and started to get involved in things like the ASHRAE Technical Conference and the social activities (go Pioneers – beat those pesky Snapperheads!). I realized the importance of what ASHRAE was doing within our industry – not just technically, but also socially. When the opportunity for a Junior Board Member came up, I gladly threw my hat in the ring. What was your favorite role with ASHRAE? President naturally – it’s good to be the King! But, working on the yearly Technical Conference was also very rewarding. What’s your favorite ASHRAE memory? For all those who just casually attend the monthly meetings, you may not appreciate everything that goes on behind the scenes. The leadership group that runs our local ASHRAE chapter is called the Board of Governors and they plan / organize / motivate everything we do. Every summer, we network with other ASHRAE chapters in our region – those meetings are called CRC meetings (“Chapters Regional Conference”) and they are held in one of the cities in our region. I have attended lots of these CRC meetings over the years and gotten to know lots of great people in our industry from all over the Western United States. Plus you get to visit cities like El Paso, Boise, and Rapid City which all have their distinctive charms. I definitely have great memories of all the CRC meetings. How have you benefited from your ASHRAE involvement? I still go to all the meetings and most of the social events. I still attend the yearly Technical Conference. I use all the manuals as a technical resource. I get all kinds of interesting information from the monthly ASHRAE Journal. Those resources allow me to grow within my career. But, beyond the technical information, I still enjoy meeting all the old and new people within ASHRAE. I do business with those people every day and they have become mentors and friends. They also taught me how to play kickball with a beer in my hand... I strongly encourage everyone to stay actively involved in ASHRAE throughout your career in this great HVAC industry.

ATLANTA – ASHRAE announces a new job board to assist members and employers for finding opportunities and candidates.

An ASHRAE Journal survey of AHR Expo attendees showed that 67 percent of respondents expect industry business to increase by more than 5 percent in 2015. With increasing business prospects, ASHRAE is providing a new job board to help members and other professionals further their careers and for industry employers to find the right candidates.

The new ASHRAE Job Board offers the following benefits to job-seekers:

ASHRAE/USGBC/IES Agree to Develop Biomass Requirements for Green Building Standard

ATLANTA – The development of biomass requirements is being explored by ASHRAE, U.S. Green Building Council (USGBC) and the Illuminating Engineering Society (IES), for inclusion in their co-sponsored green building standard.

ASHRAE/IES/USGBC Standard 189.1, Standard for the Design of High Performance Green Buildings, contains minimum requirements for the siting, design and construction of high-performance green buildings in support of reducing building energy, resource consumption and other environmental impacts. To that end, the standard contains requirements for the use of renewable energy systems such as solar, wind and geothermal.

The Standard 189.1 Committee recently considered a proposal to add biomass to the definition of renewable energy systems, which was submitted by an interested individual from outside the committee. In this context, biomass includes organic material, such as wood and crop waste, that can be burned to generate thermal energy.

At ASHRAE’s 2015 Winter Conference held recently in Chicago, the committee voted not to accept the proposal to simply add the word biomass to this definition. However, in its response to the proposal, the committee stated that they intend to work on a definition of biomass as well as requirements on the use of biomass to meet the renewable energy requirements of the standard, according to chair Andy Persily.

ASHRAE SOCIETY NEWS AND PRESS RELEASES (CONT.) While the proposal from the committee must first go through the ASHRAE standards development procedures as well as public review, the committee is committed to developing a technically sound and responsible approach to include biomass as a renewable. Persily noted that the standard currently has no restrictions on the use of biomass as an energy source; however, it does not allow it to be used to meet the renewable energy requirements.

ASHRAE, IAQA Approve Consolidation

ATLANTA – A consolidation between ASHRAE and the Indoor Air Quality Association has been finalized by both organizations. The consolidation was approved by the Boards of Directors for ASHRAE and IAQA at ASHRAE’s recent 2015 Winter Conference in Chicago.

“We are excited about the opportunities presented by this consolidation,” ASHRAE President Tom Phoenix said. “It opens the door to alignment of ASHRAE and IAQA programs to create high-impact resources for building professionals around the globe.”

“This is an historic event for both associations and has great promise for growth and development for both organizations,” IAQA President Kent Rawhouser said. “The opportunities and possibilities for members are only limited by our own imaginations. IAQA and ASHRAE are committed to growing and developing the IAQA brand. The consolidation will open new avenues for programs and benefits for our members.”

In July, ASHRAE announced it had agreed in principle to join forces with the IAQA, combining resources to improve indoor air quality in the built environment. Since August, the two groups have been undergoing a period of due diligence. That diligence was completed earlier in January.

Under the consolidation, IAQA will become a part of the ASHRAE organization while maintaining its own brand and Board of Directors. IAQA will operate independently within ASHRAE’s organizational structure.

The Indoor Air Quality Association (IAQA) is a nonprofit organization dedicated to bringing practitioners together to prevent and solve indoor environmental problems for the benefit of customers and the public. IAQA was established in 1995 and is the nation’s largest indoor air quality trade association with over 2,600 members and more than 20 local chapters across the United States and Canada. Record Attendance Set for ASHRAE Winter Conference, AHR Expo

ATLANTA – Attendance at the recent ASHRAE Winter Conference and AHR Expo exceeded expectations with record numbers shown for both. The 2015 ASHRAE Winter Conference, was held Jan. 24-28, with the AHR Expo held Jan. 26-28, Chicago.

ASHRAE broke records for attendance at a Winter Conference with 3,018 attendees. Attendance this year was higher than the past six Winter Conferences, except Las Vegas 2011. Attendees came from more than 60 countries.

The Expo claimed the title for the best-attended event ever held in Chicago. Preliminary figures for the world's largest HVACR marketplace show that more than 61,000 total attendees, including 42,400 visitors, took part. Five Chicago records were shattered by the 2015 event:

For ASHRAE, a major item of note at the Conference was recognition by the Green Building Initiative (GBI) on ASHRAE achieving the highest rating, of four Green Globes, on their international headquarters. Through a months-long process, GBI's Green Globes Assessor worked with ASHRAE staff to document the building's sustainable management practices. Only 3 percent of projects assessed by GBI achieve four Globes certification.

Also taking place was launch of ASHRAE’s and the United Nations Environment Programme (UNEP) OzonAction’s fourth biennial work plan for 2015-2016, based on a global cooperation agreement signed in 2007. The ASHRAE-UNEP cooperation agreement was developed to achieve several international goals, including the sustainable phase-out of ozone depleting substances in refrigeration and air-conditioning applications; maximizing the climate benefits of using low-global warming potential alternatives including aspects of energy saving in buildings; as well as facilitating the transfer and adoption of sustainable and feasible technologies to developing countries.

The Conference’s Technical Program ranked high in attendance, focusing on big projects, the big picture and big impacts with the intent of presenting big results for engineers, contractors, manufacturers and building professionals. Individual top-attended sessions in the technical program were seminars related to Lab Safety and Fire Alarm Response; Controlling a Minimum Impact Data Center; Design of Safe, Healthy and Energy Efficient Air Distributions for Hospitals; ASHRAE Design Guide for Tall, Mega Tall and Super Tall Building Systems; Refrigeration for Craft Brewing; Is Air-to-Air Energy Recovery Mutually Exclusive with Demand Control Ventilation and/or Airside Economizers?; Fan and System Integration for Maximizing Energy Efficiency Design; Hydronics 101: Design Basics and Complying with Standard 90.1; and Walgreens' Pursuit of a Net-Zero Store; as well as a Conference Paper Session on Using Solar to Improve Efficiency; and a Technical Paper Session on Energy Efficient, Hydronic HVAC Systems.

Also offered were a combined 20 Professional Development Seminars and Short Courses from ASHRAE Learning Institute. The most popular offerings were Complying with Standard 90.1-2013: HVAC/Mechanical; Designing High-Performance Healthcare HVAC Systems; and Design of Commercial Ground Source Heat Pumps.

ATLANTA – Guidance on designing chilled-beam systems is contained in a new book from ASHRAE and the Federation of European Heating, Ventilation and Air-Conditioning Associations (REHVA). The “Active and Passive Beam Application Design Guide” is the result of collaboration by worldwide experts to give system designers a current, authoritative guide on successfully applying active and passive beam technology.

Building on REHVA’s previously published Chilled Beam Application Guidebook, this new guide provides up-to-date tools and advice for designing, commissioning and operating chilled-beam systems to achieve a determined indoor climate and includes examples of active and passive beam calculations and selections.

Active and passive beam systems are an energy-efficient solution for spaces that require individual zone control and where the internal moisture loads are moderate.

“Active and passive beam systems provide good thermal comfort and energy and space saving advantages, and the operation of such systems is simple, with low maintenance requirements,” co-editor John Woollett said. “In a building where the goal is a low energy usage index, beams can be an excellent choice of indoor climate product.”

Although they are often referred to as “chilled” beams, in many cases active beams can be used for both heating and cooling the space. Active and passive beams are room air recirculation devices that transfer sensible heat to and from the space using water. In addition, conditioned primary air is ducted to active beams. This primary air must satisfy the ventilation and latent requirements of the space and drive the induction of room air through the beam’s coil. In the case of passive beams, this primary air is delivered to the space through a decoupled ventilation system. Active and passive beams may be integrated with acoustic ceilings or independently mounted.

Woollett noted that chilled beams have specific applications and work well in commercial office buildings, schools, hospital patient rooms, laboratories and hotels. He said such systems are common in Scandinavian countries where they are a standard choice of indoor climate delivery in a variety of different applications.

The book provides information on the basics of operation but also background from engineers developing the beam technology with manufacturers. The main focus is comfort beam application in their passive and active variants.
