The following general points emerged in the meeting:

1. It was stated that the recommendations of the CAT Plan should not be confined to

Forestry alone and should also cover other fields such as Soil Conservation,

Plantation, Horticulture, Animal Husbandry, Irrigation etc. It was further clarified

that budget should not be taken as a constraint as a wholestic presentation has to be

made in the CAT Plan recommendations.

2. It was suggested by Forest Department Officials that at present the maintenance

support of plantations is only for 3 years which is needed to be enhanced.

3. It was observed that silt is mainly coming from Nalla and glaciers for which

construction of check dams/ pit construction/ small trenches / gully plugging is

required. It was suggested that treatment should start from top to bottom rather

than starting from bottom. These structures should also be supported with

plantation of grasses/ bushes wherever possible.

4. It was also suggested that complete treatment of a nalla should be ensured in one

go. For example if a nalla needs 20 check dams, all these 20 check dams should be

got constructed in one go rather than splitting their construction over several years.

This would result in saving the structure from being washed away due to excess

pressure of flood waters.

5. Plantation of soil binders mainly local species such as cibac thorn etc. should be

encouraged. Fodder Plant cultivation should also be encouraged to reduce pressure

on forests. It was also observed that in Kinnaur / Spiti area pressure on Fuel Wood

has increased.

6. Lack of Irrigation facilities was the main constraint being faced. It was suggested

that lot of emphasis is required to be laid on kuhl development (lift as well as

gravity). It was pointed out by the Forest Officials that some plantations have

disappeared for want of their maintenance and irrigation facilities.

The following general points emerged in the meeting:

1. Under Soil conservation schemes the number of plants planted per hac. are:

• Afforestation New =1100 plants per Ha.

• Gap filling=500 plants per Ha.

2. It was stressed that Broad leaved species be proffered as local communities

demands for it.

3. The stray cattle number is increasing hence stress should be given on fencing.

4. In the Ghasnies 200 plants per Ha.

5. There should be right choice of species and areas.

6. Soil and moisture conservation works in Forest areas.

7. Planting with trenching.

8. Emphasis on Size and quality of plants.

9. For success the earthwork should be beforehand so that planting start with first

showers.

10. Choice of species for vegetative barriers and brushwood check dams.

11. Live hedge with water harvesting structures.

12. Four strands fencing with 2.5 to 3 meters apart fence posts.

13. One to two chowkidars per MWs.

14. Land slips / slide along the roads complete funding from road agencies.

15. Timely availability of budget and materials.

16. Nursery cost of Plant @ Rs. 5 / = per plant, timely raising of nursery. Norms are

Rs.40, 000 to 45,000 per Ha.

17. After planting two years Gap filling followed by 3 years maintenance thus total 5

years.

• First year @ 5500/ per ha.

• Second year @ 3500/ per ha.

• Third year @ 2000/ per ha.

• Fourth year @1500 per ha and

• Fifth year @1500 per ha

18. Bamboo should be planted in every nalla.

19. Agro forestry species like Darhu, Amla, Akhrot, Amrood, etc are available at higher

rates.

APD NERIL briefed how, the venture of preparation of Comprehensive Catchment Area

Treatment Plan for Satluj Basin from Kol dam to Spiti is in progress through Naik

Environment Research Institute Limited (NERIL) after signing MOU with PCCF HP on 25 Mar

2009. NERIL Field Investigators have surveyed the Basin from Koldam to Khab –Namgia

with the help of DFOs and their field staff. DFOs and their staff are rendering our field teams

all necessary assistance in field visits during survey work intensively. Suggestions were

invited from DFO and his staff.

The following general points emerged in the meeting:

1. The number of plants planted per hac. is 1100 & 1500 plants per Ha. In the

Ghasnies 200 plants per Ha.

2. Emphasis on Size and quality of plants. Big Size planting stock should be used. It

was stressed that Broad leaved species be proffered as local communities demanding

it. Timely planting.

3. Gap filling & maintenance was provided for 3 years but they stressed for 5 years.

4. There should be advance earth work with good earth work. .The stray cattle number

increasing hence stress should be given on fencing.
