Resolution:

Tools: Putty and 3CDaemon

1. Configure 3CDaemon, tick on Upload, select user Directory (where you’re going to put ciscouccx.ReportFix.cop.sgn file) and save profile/apply

2. Put your file (ciscouccx.ReportFix.cop.sgn) into C:\Temp (your laptop directory), make sure you give Everyone full access on C:\Temp

3. Start your 3C Daemon FTP Server

4. I use Putty for Telnet into Publisher, here are the log

admin:utils system upgrade initiate

Warning: Do not close this window without first canceling the upgrade.

Source:
