Preface

The Government of Vietnam and the Asian Development Bank have agreed to implement the Central Regions Rural Water Supply and Sanitation Sector Project (CRRWSSSP) scheduled to be completed by 31 December 2016. The Project has a total budget of US$ 50 million and is expected to provide access to clean water and hygienic sanitation for about 200,000 rural people in 14 communes in the six coastal central region provinces of Vietnam: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Nam and Binh Dinh.

The Loan Agreement was signed on 2nd February 2010. On 26 July 2011, the National Centre for Rural Water Supply and Environmental Sanitation (NCERWASS) of the Ministry of Agriculture and Rural Development (MARD) signed a Contract for Consulting Services for Project Implementation Assistance with CDM International Inc. in a joint venture with Nippon Koei Co. Ltd and national consultant Vinaconsult JSC (PIA Consultant). The PIA Consultant mobilized its team members on 25th August 2011.

This Safeguards Monitoring Report - January-June 2014 covers main findings of the monitoring of safeguards issues of construction activities carried out during the reporting period from January to the end of June 2014. This report is based on review of weekly and monthly records of Construction Supervision Consultant (CSC) and observations made by PIA Consultant during supervision missions to the Subproject area.

1 INTRODUCTION AND PROJECT OVERVIEW

1.1 Introduction

The Water Supply and Sanitation Subproject for Dien Yen Commune, Dien Chau District, Nghe An Province have been selected as one of six Pilot Subprojects of the Central Regions Rural Water Supply and Sanitation Sector Project (CRRWSSSP) to be implemented under the Loan Agreement No. 2609 - VIE (SF) between the Socialist Republic of Vietnam (GoV) and the Asian Development Bank (ADB).

The CRRWSSSP Project is designed as a sector investment project with the result in better health and living conditions of people living in rural areas in the Project provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Nam and Binh Dinh. The Project is to provide piped water and public/households sanitation facilities and to promote safer hygiene practices by the commune’s residents. The scope of it is divided into 5 components: (i) Operational and sustainable piped water supply system; (ii) Improved household and public sanitation; (iii) Improvement of hygiene awareness; (iv) Strengthened sector planning and implementation capacity; and (v) Improved project management capacity.

In accordance with the Safeguards Policy Statement 2009 (SPS 2009) and the Memorandum of Understanding (MOU) agreed between the ADB and the CPMU, the Nghe An Pilot Subproject needs to adhere to preparation of semi-annual safeguards monitoring reports. This semi-annual report is the first one for Nghe An Pilot Subproject and covers issues in the first half-year of 2014.

- Households Latrine Sub-structures: Overall progress is about 100%.

Changes of Surrounding Environment: WTP site with Modern Building/Structures and a large scale reservoir is within the field land making the land more beautiful and interesting. No major negative impacts are there on the Surrounding Environment.

The Subproject for Dien Yen Commune, Dien Chau District, Nghe An Province includes the construction and operation of:

(i) Piped water supply system with a capacity of 1,700 m3/ day to meet the demand of the population of around 14,540 people in Dien Yen commune equivalent to 2020. The system will consist of: (i) a raw water reservoir; (ii) raw water pipeline; (iii) water treatment plant; (iv) transmission and distribution pipeline system; and (v) house connections or communal taps, with water meters.

As planned in the approved Feasibility Study, it was including the construction of 6 public latrines (5 for schools and 1 for commune health station) and sub-structures of latrines for 471 households at Dien Yen commune. However, during the implementation of construction, there were only 252 poor and near-poor female-headed households registered to receiving in-kind grant of double-vault latrine sub-structures, accounted for 53.5% of the planned.

The Subproject also focuses on capacity building to enable provincial government agencies, PPMUs, communes and villages to participate in the implementation and operation of the Subproject.

1.3 Subproject Progress

The Subproject Appraisal Report (SAR) of the Water Supply and Sanitation Subproject for Dien Yen Commune, Dien Chau District, Nghe An Province was approved by ADB in June 2013. Including in the SAR, there are:

- Volume 04: Updated Initial Environmental Examination (IEE); and

- Volume 05: Land Acquisition and Resettlement Report (LARP).

In-line with GoV’s requirements, the Feasibility Study (FS) Report was approved by the Nghe An PPC on 24th October 2012.

Due to stop construction requested by ADB because of non-compliance with the RP requirement, Updated Land Acquisition and Resettlement Plan (updated LARP) was made and approved by the ADB on 25th April 2014.

Progress of Works Packages:

(i) The D-B contract of the Water Supply Package was signed on 4th June 2013. Detail Designs of the Water Supply System Items were approved by Nghe An DARD on 23rd September 2013.

Althought the construction activities were required by the ADB to be stopped for about three months to update the LARP, overall construction of this Package items were still in-line with the planned progress. The intended date of completion was 17th May 2014, but due to some variations the construction works will be completed during 3rd Quarter of 2014.

(ii) The D-B contract of the Package of Sanitation (Public latrines and Household’s latrine sub-structures) was signed on 19th July 2013. Detail Designs of the Sanitation Facilities were approved by Nghe An DARD on 27th September 2013. All the construction of latrines were completed on March 2014 and were handed over to the users then. The contract was completed on 16th April 2014 as scheduled.

(iii) Due to difficulties in selection of the CSC, the PPMU carried out an In-house construction supervision until 14th September 2013, when the contract of the Construction Supervision Consultant (CSC) Package was signed and the CSC was mobilized.

The below Table covers the progress of construction works/activities and remain works to be completion.

2 ENVIRONMENTAL PERFORMANCE MONITORING

2.1 EMP/EMOP Implementation and Compliance

During construction phase, the implementation of the EMP is the responsibility of the D-B Contractor. The D-B Contractor’s responsibility includes the appropriate and timely application of the mitigating measures stipulated in the approved EMP/EMOP. The application and implementation of the mitigation measures are to provide the safeguards that will control, reduce if not eliminate unwanted effects during the Subproject implementation.

Regarding raw water quality, D&B Contractor is responsible for taking water samples and quality analyses once during Detail Design Stage to point out whether there are any changes of raw water quality needed to have adjustment to the water treatment process of the water supply scheme, and to establish the baseline raw water quality; and another in the end of construction when the WTP is already for operation to monitor any changes in raw water quality.

2.2 Environmental Monitoring of CSC

The inspection, evaluation and recording of compliance to the EMP and EMoP as implemented by the contractors are among the tasks undertaken by the Construction Supervision Consultants (CSCs) in the field with the assistance of the PIA Consultant. The weekly and monthly inspections and records maintained by the CSCs are the D-B Contractor’s implementation of the mitigating measures and activities prescribed in the approved EMP and EMOP of the Subproject.

These inspection, evaluation and records are consolidated by the CSC as in their Quarterly Environmental Monitoring Report. The CSC’s collation and synthesis of the D-B Contractors’ compliance to the requirements of the EMP and EMOP are summarized in matrix attached with the report to be submitted to CPMU and PIA Consultant within 15 days after the end of each quarter.

2.3 Monitoring Activities carried out by PIA Consultant

PIA Consultant has provided support and advises to CSC and D-B Contractors in implementation of EMP/EMOP and assisted CPMU in compiling monitoring reports for submission to ADB.

During the 1st and 2nd quarter of 2014, the PIA Consultant conducted 3 field trips to the Nghe An Pilot Subproject in Dien Yen commune Dien Chau district on 7th January 2014, 20 ÷ 22nd March 2014 and 3rd ÷ 4th July 2014. On-site visit was made to check the progress and quality of the construction works and compliance with contract documents including safeguards issues. Meeting with PPMU, CSC and D-B Contractor staff was held afterward the on-site review to give them recommendation/advisories to the Subproject implementation and to have discussion or find resolution to the rising issues. Specific site visits to monitor the environmental compliance of Pilot Subprojects focused on the following:

(i) Validating physical progress of the construction works and pipe laying activities on routes of the designed pipeline network and point out non-compliance with the approved EMP and EMOP (e.g. Realignment of pipelines/distribution lines to avoid

cultural/ historic structures or cutting down big trees, and relocation of construction sites);

(ii) Examining safety of the construction workers and the public;

(iii) Inspection of the environmental condition and sanitation of construction sites;

(iv) Inspection of construction diaries and record keeping at the construction sites;

(v) Random spot checking of households and public latrines; and

(vi) Checking the Subprojects’ construction works; gathering and collation of environmental monitoring reports; and analyzing the compliance of the Pilot Subprojects as defined in the Subproject’s EMP and EMOP.

The collation of the CSC’s quarterly monitoring report and PIA Consultant’s on-site visits on the assessment of the D-B Contractors’ compliance to the requirements of the EMP and EMOP is summarized in environmental performance matrix of the Subproject attached with this report as an Annex 1.

2.4 Key Issues, Corrective Actions

The following issues were identified as non-compliance by the D-B Contractor to the provision of the EMP and they must be carried out by the Contractor in due course.

- The raw surface water quality analysis dated 5th July 2013 showed that all parameters passed compared to the standard: QCVN 08:2008/BTNMT. The Water Treatment System is now finished of construction and is on handing over to operation, but no another raw water sample was taken to be test water quality as requested in EMOP plan.

- WTP site is finished of construction works, but the greenery areas have not been growing up with indigenous grasses or trees. They are required to be planted in the site and to cover any other exposed soils formed from excavating/level works.

3 INVOLUNTARY RESETTLEMENT PERFORMANCE MONITORING

3.1 Summary of Compliance with RP Requirements

Nghe An PPMU has paid compensation to affected households before ADB’s approval of the Updated Land acquisition and Resettlement Plan (LARP). As a consequence of the said non-compliance, ADB issued Letter dated 21st January 2014 to stop construction activities of Nghe An Subproject. After that, Nghe An PPMU has updated LARP and submitted it to ADB for approval. Through No Objection Letter dated 25th April 2014, ADB approved Nghe An Updated LARP and allowed construction works to resume.

As requested by ADB and CPMU, PIA Consultant undertook a review of LARP processes carried out and submitted the Due Diligence Report to ADB on 6th May 2014.

Through CARB, PPMU has fully paid to 03 affected households, in which, 01 household is impacted on house, structures and crops; 02 households are impacted on grave. The total compensation and allowance paid to affected persons are 2,086,899,900 VND. The grievance redress mechanism was established in communal, district and provincial levels to solve complaints from affected persons. On 22nd and 23rd April 2014, PIA visited Nghe An subproject for Due Diligence Report, according to CARB, up to now no complaints have been raised.

5 INFORMATION DISCLOSURE AND SOCIALIZATION INCLUDING CAPABILITY BUILDING

5.1 Public Consultation and Meeting

5.1.1 Environmental Public Consultation and Information Disclosure

Nghe An PPMU in coordination with the Contractors held a public consultation meeting on 30 March 2014 at the meeting hall of Dien Yen CPC head office, Dien Chau district. The meeting announced to the public the Subproject’s construction progress and status, the construction activities and the environmental issues. Apart from PPMU’s staff, Contractor/CSC’s staff and Local Authorities, attendances at the consultation meeting were also including the Subproject beneficiaries/affected people. The participants were encouraged to raise any complaints and grievances from the affected people to the Subproject implementation (See Annex 2 - Photos 9).

Up to now, the effects of the Subproject to the environment have been insignificant. PPMU has carefully supervised and guided the construction activities of the D-B Contractor, and required the D-B Contractor to have a clear and specific plan of construction works activities and informed the local authorities and the public of the progress of activities. The minutes taken during the public consultation meeting is presented in Annex 4.

5.2 Training - Capacity Building

PIA consultant organized a training course on ADB’s resettlement and environment safeguards policies in Tam Ky city of Quang Nam province on 2nd ÷ 4th April 2014. There were 38 participants with the CPMU and PPMU representatives, the CSCs of pilot subprojects, FS consultants of batch-2 subprojects, commune/district officials from 6 subproject provinces. PIA consultant also performed on-the-job training via phones, emails and meetings.

Nghe An participants were 4 people who are PPMU’s and district officials from batch 2 Subproject, there was no female among of them. Reportedly, they have improved their understanding of the ADB and GoV’s environmental policies and requirements with an increase in the average score of the same test given at the beginning and the end of the course (135%).

Training for ethnic development is an integrated part of the Subproject training program. A training course on ADB’s social safeguard policies on Gender and Ethnic Minorities was organized in 2 days (from 23/4/2014 to 24/4/2014) at Vinh city, Nghe An province. There were 33 participants who are leaders and persons in charge of social safeguard policies from CPMUs, PPMUs and representatives of PWUs, of district ethnic minorities committees and of WSCC. Among of them, there are 2 male Co-Tu ethnic minority representatives coming from A Tieng commune’s WSCC of Quang Nam province, 12 Kinh ethnic males and 19 Kinh ethnic females. The training was reported to improve understanding of participants on opportunities for ethnic minority participation in all stages of the project and thus, hoped to improve voice and help ensure equal benefits of ethnic minority people in the project.

5.3 Press/Media Releases

The SIEE report and Subproject information/EMP/EMOP were attached in notification board of Dien Chau CPC’s head office.

The Updated LARP approved by ADB was attached in notification board of Dien Yen CPC’s head office as well for public information (See Annex 2 - Photo 12, 13).

In order to extent the publicity for the Project information, a brief introduction of ADB funded CRRWSSSP Project has been prepared in March 2014 and issued on RWSSP’s News Brief (Vol.59) Quarter I/2014 of MARD and on CDM monthly newsletter. It is for sharring Project activities and its progress among network of RWSSP, partners and interested stakeholders.

6 GRIEVANCE REDRESS MECHANISM

Environment

A Subproject Site Office located at the WTP site (See Annex 2 - Photo 9). The site office is used for the meetings of related concerned organizations during construction, to receive/resolve any complaints from public/affected people. No grievance has been received until now.

Resettlement

Grievance Mechanism has been established at the Commune, District and Provincial levels. The office and persons responsible for receiving complaints and grievances have been identified based on Letter 44/BC/BQL dated 20 April 2014 refer to members in

7 CONCLUSION AND RECOMMENDATIONS

Environment

The results of the implementation of the EMP/EMOP have indicated that most of the requirements of the EMP have been followed by the D-B Contractor. Except for some measures that were not properly and timely complied as prescribed in the approved EMP/EMOP, i.e. re-planting trees or grasses on the site, not all construction workers were provided with proper safety gears at the construction sites, or vehicles’ wheels and body were not usually washed before leaving the site and waste was sometime not fully collected. PPMU/CSC/D-B Contractor must consider the issues and have learned from this experienced for the better implementation of the next Subproject.

The overall implementation/compliance of the Nghe An Pilot Subproject D-B Contractors to the EMP/EMOP during construction stage is rated as satisfactory. The PPMU shall ensure that all the remaining EMP/EMOP compliance works/issues have to be fully implemented or resolved before handing over Subproject facilities to the user or Operation Unit. During operation stage, the PPMU shall enforce that the WTP Operation Unit will comply with all the provisions of the EMP/EMOP and corrective measures will be properly and timely implemented.

To prevent negative impacts that will cause problems to the environment, to local community and to the health and safety of the public and operation workers, a close supervision of the operation activities and strict enforcement of the Operation Unit compliance with the mitigating measures and requirements of the EMP/EMOP are required from the PPMU.

Raw water source protection for the water from irrigation canal must be serious considered by the PPMU and DPC throughout the operation of the system to avoid supplying any water polluted by substances from agricultural or people activities. PPMU is requested to coordinate with the concerned DPC to come up with a strategy for the protection of the water irrigation canal, through which, people must be aware of protection of water source along the canal, especially surrounding the water collection gate to the Subproject raw water reservoir.

As part of the recommendation, the daily record (diaries) keeping by the Operation Unit and the Environmental Officer of the PPMU should be collated into a monthly report and the monthly reports into the quarterly reports to be submitted to the PIA consultant and the CPMU.

Resettlement

As requested by ADB and CPMU, PIA Consultant undertook a review of LARP processes carried out and submitted the Due Diligence Report to ADB on 06th May 2014 with the following conclusions:

Compensation rates issued by the Provincial People’s Council Decision No.5183 QĐ/UBND dated 04th November 2013 was based on replacement prices and these unit prices were used to compensate the losses.

Compensations have been paid by CARB and all respondents confirmed receipt payments in full and in accordance with the PPC Decision No.5183 QĐ/UBND dated 04th November 2013. The CARB will pay to Mr. Nguyen Huu Binh the next transition subsistence allowance of 6,000,000 VND in November 2014, May 2015 and November 2015, according to resettlement framework “Transition subsistence allowance of VND24,000,000 per household, sufficient to provide minimum basic needs of the household for 2 years and which amount will be given in tranches every 6 months to coincide with the cropping season while affected households are taking part in the income restoration program in order to restore their pre-project income/livelihood”.

All Affected Households were satisfied with compensations paid.

The Grievance Mechanism has been officially organized and disseminated to communities, local authorities and other stakeholders.

Since the commencement of construction activities until now there were no complaints made.

II. CONSTRUCTION PHASE

Baseline data: Raw surface water quality

The water quality analysis must comply with the standard QCVN 08:2008/BTNMT, Column A2.

Yes - The raw water sample and analysis was taken during the Detail Design for testing water quality to appoint appropriately water treatment process for the water supply scheme.

All parameters was tested for this sample and also passed compared to limited value stipulated in the QCVN 08:2008/BTNMT (See Annex 3).

But another water sample has to be taken in the end of construction to be test raw water quality before handing over Water Supply System to operation.

The Water Supply System Facilities are on quality testing and raw water sample/analysis will be done in coming days.

The D-B Contractor is required to conduct another raw water sampling and quality analysis of the parameters required in EMOP or under the QCVN 08:2008/BTNMT right after completion of works to ensure about water quality

1. Land clearing/grading/excavation and construction activities

Soil erosion and landslide may occur due to disturbance/removal of vegetative cover:

Schedule construction during dry months

Yes - The construction was commenced in the end of September that is coming to dry season. During construction stage, construction works and related activities have been stopped in bad weather or rainy days.

Re-plant trees and re-seeding of indigenous grasses at the end of/or completion of construction activities.

Partial - Till now, there are only few trees or grasses which are grown to cover the garden/flower boxes inside the WTP. As promised by the PPMU/D-B Contractors, they will continue to give grass or trees covering to the site when finishing all the construction works (See Annex 2 - Photos 2).

Work construction is just finished and the time has to be taken for trees/grasses planting and growing up.

Grasses or trees are required to be planted covering to the WTP site and other sites of Subproject construction which were temporary acquisition such as inter-village or inter-field-land road sidewalk.

Partial - Construction waste such as garbage from land clearing, sidewalk digging for pipelines, cement packaging bags, paint pots or debris are periodic collected by the Commune’s sanitation team as in agreement with the Commune Authority and disposed of to the Commune’s dump site. But the waste was not fully collected.

Because of the hurrying construction activities and CSC/D-B Contractor not gave enough consideration about the waste.

Construction works have just finished and all the waste were completely collected and removed away to the dump site. No further action recommended.

Regularly spray water on dry and exposed soil in construction site and along the road

3. Environment, health and safety

Public and worker safety

Ensure proper fencing and protective barriers in construction area. Sufficient signal and information disclosure about the Subproject must be conducted

Yes - The site of WTP and raw water reservoir is beside the inter-field road and now fencing around by brick and steel wall. The fence of the site has been built in the beginning of the construction and was finishing in the end of construction.

Subproject information board is always on the site gate to warn people/public about the construction activities (See Annex 2 - Photos 6 - Jul 2014). Also information disclosure was conducted.

But warning signs have been installed incompletely in the road to the site and along the inter-village road the pipelines were installed.

D-B Contractor was not fully considered

Construction workers and supervisors must be equipped with protective clothes/gears in the construction site.

2. Public Consultation Meeting Content

2.1 The Presentation of Subproject Owner and Consultant Company

- Representative of PPMU: introduce the implementation progress of packages, requirements on environment sanitation during construction, results of implementation of mitigation measures by concerned parties, shortcomings which have been overcome.

Summary of Subproject Progress (during construction)

- Water supply package has been constructed since 24 September 2013. So far, number of work items have been completed: intake + raw water reservoir, raw water pumping station, treated water pumping station, gravity pipeline, water treatment unit, treated water tank; chemical house, garage, administration house, staff’s house, water supply network. In the next period, the contractor shall continue to implement and complete the remaining work items as pumping commission, pipeline pressure test, household connections.

- Sanitation package has been started since 29 July 2013: public sanitation facilities, substructures of latrines of poor households and near-poor female headed households have been completed.

Till end of March 2014, 252 works have been completed and handed over. Currently, households have been engage to do the cover of the latrine’s substructures.

- Representative of Design-Build Contractor: present about implementation progress of packages, compliance with regulations regarding environment protection, and result of results of implementation of mitigation measures by the contractor during construction.

- Representative of CSC Contractor: report on implementation of mitigation measures by Design-Build contractor during project implementation.

- Representative of Environmental Consultant: present the impacts of the Subproject on the environment and people living in the Subproject area:

The positive impacts of the Subproject are that: it will give people access to safe water supply system, improve sanitation for local communities and enhance environmental condition and quality of people living in the Subproject area.

He repeated project regulations and GoV’s requirements on managing and protecting the environment.

The potential adverse impacts of the Subproject may cause to the environment and affected people, propose the effective mitigation measures and environmental management and monitoring plans.

Impacts on environment: Construction activities of water supply and sanitation works have caused impacts on environment such as damaged roads, vegetation removal at water treatment plant area, traffic obstruction, environmental pollution, noise and dust from transportation of materials. Untreated domestic waste of workers at site, and fuel and lubricants of machinery shall cause land and water pollution.

Impacts on affected people: Roads have been damaged and excavated causing difficulties for local people to travel. Noise and dust have influenced community’s health.

Report all mitigation measures that have been implemented (during construction):

- Schedule construction of items and supervise closely.

- Disposal sites have been selected and approved by PPMU and local authorities of Dien Yen commune.

- Schedule transport and hauling of construction materials during light traffic hours. Arrange adequate traffic detour, and provide sufficient signal & warning lights.

- Trailer-truck hauling and transporting construction materials must be covered with canvas.

- Regularly spray water on dry and exposed soil at construction site and along the road.

- Arrange sufficient warning signal at construction site and fence surrounding it.

- Construction of temporary latrines must ensure the regulated minimum distance to the exploitation wells of the WTP.

- Regular collection and disposal of garbage to the proper disposal site.

- Timely reinstate access road after construction to maintain normal commute.

- Ensure proper handling of oil and fuel materials. Fuel storage will be in proper bounded areas

- Construction workers and supervisors must be equipped with protective clothes and gears in the construction site

- Restoration of existing road right after completion of each construction item.

2.2 Opinions of Local Organizations and Community Representatives

Opinions of Local Authorities

During implementation of packages of the subproject at Dien Yen commune, Dien Chau district, the contractors have complied with commitment on environment protection and applied specific mitigations to minimize adverse impacts on environment and live of local people. After completing headwork unit, the contractors are requested to reinstate road section from 1A highway to headwork unit as committed for safety and convenience of local people

Opinions of Local Mass Organizations

Representative of Communal Fatherland Front Committee: the contractors have complied with commitment on environment protection and mitigation measures. During construction, the contractors, local authorities, and local mass organizations have coordinated closely to speed up progress, ensure safety at work, timely road reinstatement, minimize traffic disturbance and impacts on live of local people

Representative of District/Communal Vietnam Women’s Union : Agree with opinions of local authorities and communal Fatherland Front. During construction of latrine substructures for poor households and near-poor female headed households, the contractors have complied with environment protecting methods as not causing environmental pollution (dust, noise) as well as disturbance to live of these household

Representative of Communal Farmer’s Union: During construction, there were impacts on environment and live of local people as construction vehicle noise, dust, roads were excavated for pipelines, etc. However, the contractors scheduled to inform specific time and construction process to local people and applied mitigation measures. Therefore, people supported and facilitated construction implementation.

Head of Communal Health Station: Construction activities did not cause serious impacts on the local ecological environment and the people as well. The contractors complied with environmental protection measures.

Representative of Dien Yen primary school: During construction of latrines at schools, the contractors carried out environment protection measures as well as cover and separate construction

area, and minimize dust. Transportation of materials was conducted after school time to ensure safety and health for pupils. We would like to send our thanks to the PPMU and contractor for concern to pupil and teachers of our school.

Opinions of Communities Representative

Representative of No.5 village: Most households in our village have registered to connect to water supply system. Installation of pipeline had impacts on households’ life because of noise and traffic disturbance. However, the contractors put their effort to speed up progress, supervised the implementation closely, applied quick road reinstatement. Hence, the inconvenience only occurred in a short time.

Representative of No.7 village: Water supply network has been completed in our residential area. Generally, the construction contractor complied with environment protecting measures as committed. When installing pipelines for residential areas and households, level was implemented quickly, but reinstatement of the roads was still delayed.

Mr. Tran Van Truong in No.5 village: My family registered to connect to water supply system, so far, the contractor has installed a water meter for us. Pipe installation caused difficulties for daily activities of our family. After installing, they level immediately. They make payment to us to concrete the road by ourselves then.

Mr. Le Hong Can in No.7 village: We satisfied with construction done by the workers. They worked carefully and neatly, not cause disturbance for our daily life as well as our neighbourhood.

Ms. Nguyen Thi Phuong in No.6 village: Impacts on people’s life due to construction activities as road excavation, pipeline installation, operation of machinery, material transportation were unavoidable. However, the contractor put their effort to minimize these impacts. We also have responsibility for public benefits.

Representatives of Subproject Owner, PPMU said thank to the participants and states the conclusion.

3. Conclusion

3.1. On the Environmental Issues

During construction of water supply and sanitation work items, the contractors have complied with regulations on environmental protection and applied mitigation measures to minimize impacts on the environment and the life of local people. All participants in the public consultation meeting have satisfied with project implementation progress and achieved results and requested the contractors to resolve the remaining issues such as access road, roads from 1A highway to headwork unit or problems arising during installation of pipeline.

3.2. On the affected people/organizational issues

There were no households, agencies affected directly by construction activities. The contractors applied mitigation measures to minimize general impact on environment and life of people with their agreement.

This Minute was written during the meeting and read loudly at the meeting to all the participants. They all agreed with the minute and signed in bellow.

This Minute has been made in 4 copies of the same value.

The meeting ended at 11.30 AM in the same day.
