GAME 5 - June 10, 2011

of property assigned staff vs. typical “extra coverage”staffing.
• Further additional resources on “standby” with our security service provider partner

• Exercised the “Civil Disturbance” Emergency Plan

• The CTV News coverage was invaluable to provide “real time” information as the riot developed and moved
SUPPORT FOR OUR TENANTS
TENANTS
• Throughout the evening tenants were asking if they could close early▫ This was early on while the game was in progress
Informed that the intention was to close the centre at the regular time (9:00pm)
▫ Approximately 100 people watching the televisions located in 2 places in the centre
▫ Food court was extremely busy with patrons
TENANTS• “Soft lock down” of the centre began at 7:20pm due
to the number of pedestrians on the streets around the centre.
• “Rowdiness” in downtown Vancouver reported by media at 8:13pm
• Tenants now informed as required that they may close early if they felt it necessary due to the safety of their staff
• Centre lock down and clear of patrons by 9:16pm
• 9:34 first broken window reported and then the damage just snowballed
• In all cases, the tenant spaces were empty of staff
• Tenant Emergency Contacts were advised but due to the ongoing situation, none arrived until approximately 4:00am
• Looting occurred at some of the locations. It ceased once Vancouver Police were able to deploy resources to these areas
TENANTS
TENANTS
• Security and the Emergency Management Team were advised that there were 2 tenant staff members in their offices that were apprehensive to leave.▫ Security attended and reassured the tenants▫ When it was “safe” to do so, the tenants were
escorted to their vehicle by security and drove home
▫ Tenants contacted security upon their arrival home to advise that they reached their destination
THE AFTERMATH
Damaged Locations
THE AFTERMATH• No entry to the centre proper occurred due to the fluid
deployment of the security members during the peak times of the riot
• 10 locations, tenants and the centre combined, sustained damage to the amount of almost $93,000.00
• This number does not include 3 exterior facing tenants who were financially responsible for the cost of glass repairs
• Another $10,000.00 in staffing charges
THE AFTERMATH• Early the next morning Cadillac Fairview met with
each tenant affected by the event and offered assistance to guide the tenant through the documentation of repairs required
• CF subsequently met with the affected tenants days later once the Integrated Riot Investigation Team was formed and the process of gathering evidence was made clear
• All tenants opened for business on June 16th, 2011 with one exception who opened on June 17th, 2011
THE AFTERMATH
• All of the centre’s CCTV systems were reviewed in the days following June 15, 2011
• Approximately 100 hours of video footage was archived and eventually turned over to the Vancouver Police I.R.I.T to assist in the investigation
DEBRIEF
DEBRIEF
• Activating the E.O.C as a precaution similar to what municipal E.O.C does during a major event
• More staffing resources?
• More senior management presence?
• Close the centre early?
