TAMUG Vessel Operations Evacuation Plan

i. Purpose: To provide a fluid guide towards preserving the safety of all persons and to maintain operations of the Vessel Operations Department and protect property to the best of our abilities.

ii. Scope: Protect all of the assets of TAMUG Vessel Operations utilizing a framework of procedures and duties to meet the changing demands of a hurricane or unforeseen catastrophic event. Use this same framework to provide a foundation on which to restart operations in a timely manner.

iii. Tropical System Impact to TAMUG: The following information is a guide to predicting the impact to the campus on Pelican Island. Using the Saffir-Simpson Scale and SLOSH model predicted storm surge heights we will secure the waterfront facilities and vessels accordingly.

1. All existing trips on the Earl Milan, Trident, and Lithos are cancelled.

a. Captains will rotate in 8hr shifts driving the Earl Milan to and from Texas International Terminal transporting emergency and essential personnel for the first 24hrs. Deckhands to be augmented from existing staff and cadets.

b. Approved operator will use the Lithos to ferry supplies from Texas International Terminal to TAMUG Marina.

2. After 24 hrs if no resolution to the PI Bridge closure then we will get with local emergency management officials to determine new transportation to and from PI.

a. Meanwhile the ferry service will continue and we will evacuate people as much as possible in between essential trips.

D. MESSO Recall Plan

In the event of an emergency that effects the Texas A&M University at Galveston campus, the Marine Education Support and Safety Operations department (MESSO) will enact the department’s recall plan to ensure all members of the department (including Student Employees) are safe and accounted for. When the recall is complete, a full report of who was contacted, their status, and the method of contact of how they were reached, will be relayed to the Department Head.

The primary means of contact is live voice communication either face-to-face or by cellular phone. Secondary communication is text messaging or email. Tertiary communication is voice mail.

The Captain- Inland position is the primary person responsible for calling and reporting all MESSO employees on the MESSO Employee Contacts list. The Vessel Operations Manager is the secondary and the Business Coordinator III is tertiary.

E. EVAC Plan 1.

1. MESSO Admin Team will: a. inform all staff of time and date of Plan Activation as per campus policy; b. Put “out of office” messages on phones and email; c. backup computers to Google Share Drive; d. Move all essential paper documents to room 118 on Vessel Ops. Side of Bldg. 3003 and wrap in

plastic ; e. Communicate will all employees/student workers to ensure they help with evacuation of campus or

have a safe place to evacuate to; f. Take appropriate measures to ensure no loss of data in the event of a power failure; g. Shut down all phone & computer systems and unplug all power bars; h. Move all electronic devices (computer monitors, phones, etc.) from admin. Side of Bldg. 3003 into

room 118 on Vessel Ops. Side of the building and wrap in plastic; i. University laptops and tablets shall be taken with the individuals they are assigned to when evacuated.

2. Vessel Operations will: a. Send out info to all operators in Sea Aggie Alert b. Backup computers to Google Share Drive c. put “out of office” messages on phones and emails; d. shut down all computers and phone system; e. Take desktop business computers and wrap them in plastic bags and store under a desk on parts/line

loft in bldg. 3003 above tool room. f. University laptops shall be taken with the individuals they are assigned to when evacuated. g. take appropriate measures to ensure no loss of data in the event of a power failure;

3. 96 hours prior to expected arrival of Tropical Conditions: a. MESSO inform VP/COO and VP admin of plan activation and response; b. Trailer all small boats; c. Moor Earl Milan and Ranger per Appendix 3; d. MESSO send a Sea Aggie Alert to all operators suspending vessel operations; e. Fill units 1037, 1045, and 1052 with fuel and maintain ¾ tank or above; f. Outfit box trailer in accordance with checklist in Appendix 6.

4. 72 hours prior to expected arrival of Tropical Conditions:

position and movement of the storm.

1. All boats moored in their respective locations with normal tie-off configuration. 2. Heavy weather (t-storm) conditions may warrant extra lines and bumpers as needed.

1. MESSO Executive Director, and Captain’s determine the risk to TAMUG from wind and expected storm surge to 3 to 15ft.

2. 96 hrs. prior to expected impact; trailer all small boats, moor boats in hurricane configuration (See diagram 1.) Remove bimini top from Milan. 3. 72 hrs prior to expected impact move all vessels staying on campus to their respective locations as noted below. Insure all boat plugs are out so boats drain.

Appendix 1. Trident Hurricane Evacuation Plan

In the event of a hurricane predicted to affect the Galveston Bay area, R/V Trident will get underway to evade the storm 48 hrs prior to the onset of tropical storm force winds. This should be ample time to take Trident as far southwest as Brownsville, TX or as far east as New Orleans, LA. The direction and location the Trident proceeds will be determined by MESSO and Vessel Operations personnel taking the storm’s position, predicted path, and past track into consideration. Evacuation routes will be via the Inter Coastal Waterway (ICW), offshore, or a combination of both.

ii. Manning the Trident

The Trident will be manned with 2 certified 100 Ton Masters and 2 full time employees of Vessel Operations to act as crew during storm evacuation per the U. S. Coast Guard Certificate of Inspection for operations over 12 hours in duration.

iii. Potential Evacuation Destinations (see Appendix 8 and 9 for destinations’ Logistical and Navigational information)

Appendix 2. Dinghy Sail Team Hurricane Plan

All the dinghies will be moved to the ECO warehouse adjacent to the Sea Aggie Center. The 2 johnboats are moved to the wall and tied to a telephone pole. All sails are to move into Bennison. Board up Bennison.

The entire move takes about 5-8 hours. The labor pool consists of sailing team members; the pool is obviously unavailable once they are told to evacuate and will be augmented as needed by Sail Team staff through the division of Student Affairs.

a. F-150 (Unit 1059) and Box Trailer The F-150 (unit 1059) will be evacuated by a MESSO Business Manager. The Box Trailer will be affixed to the F-150 and outfitted with gear to assist with hurricane cleanup when arriving back at campus.

b. Ford F 350 and Lithos Ford F350 (unit 1052) and Lithos will be evacuated by Vessel Operations Manager to an off campus location. The Lithos will be secured at the location until after the storm passes and will be used to ferry people and supplies to campus if needed.

*NOTE* Ensure all vehicle and boat fuel cards are properly checked out and kept with that individual until returned to campus and checked back in.
