Introduction

Vehicle inspection checks vehicles for roadworthiness aiming to improve road safety, public health, environmental conditions, thus improving the lifestyle of the individuals

Periodic Technical Inspection is basically a procedure mandated by national or subnational governments, through which a vehicle is inspected to ensure that it conforms to regulations governing safety and emissions.

Challenges of the Current Procedure

• Inability to fully enforce existing laws:

• The enforcement agencies are unable to fully implement and enforce some existing laws and regulations due to lack of adequate equipment to carry out required tests. Examples are regulations that guide speedometer checks, brake checks, emission etc.

emission tests has led to indiscriminate pollution of the environment with dangerous emissions from non-roadworthy vehicles.

• Many non-roadworthy vehicles are still found on roads:

• It is very obvious that if there is no effective vehicle inspection system to ensure high safety standard, the effect will be appearance of non-roadworthy vehicles on our highways.

• Poor maintenance culture: • The effect of non-effective vehicle

inspection systems have led to poor vehicle maintenance culture among the citizens.

Vehicular emission testing basically is the use of gas analyzers to measure the component gases and particulate matter from engines and vehicles exhaust against the standards or regulations.

Vehicles derive their energy from the combustion of fossil fuels. In the process vehicles emit into the environment, exhaust gases, which have created serious environmental and health concerns.

These emissions contain carbon dioxide (CO2), oxides of sulphur (SOx), oxides of nitrogen (NOx), Ozone (O3) hydrocarbons and particulate matter.

• Motor Vehicle emissions accounts for over 75% of greenhouse gases in developing countries like Nigeria.

• As cities grow, the need for transportation/mobility grows and vehicular emissions also increases.

• Nigeria is a dumping ground for used cars that have failed to meet emission standards as such vehicle inspection should be taken seriously.

• The Health and well being of citizens can be largely affected when there is heavy concentration of toxic gases in the atmosphere.

• From the analysis of the emission tests carried out on about 25,000 vehicles at ACVTS, over 85% vehicles presented did not meet the standards of the National Environmental (Control of Vehicular Emissions) Regulations 2011; Schedule III & Regulation 8(1) and 10.

• There must be a concerted effort in partnership with the law enforcement agencies in enforcement of the emission control law

Case Study - Introduction

The Federal Republic of Nigeria is the most populous country in Africa.

Nigeria’s vehicle population is estimated to be worth over 15 million, and this number is constantly growing, leading to an increase of the number of accidents and

traffic fatalities as well as environmental pollution.

One of the solutions to cope with this situation is to improve the existing legal framework of

roadworthiness enforcement and control of on-road vehicle emissions to meet international standards.

It is in this context that TEMPLE RESOURCES Limited undertook and

engaged in the field of PTI, by introducing modern vehicle inspection system based on

international standards, customized to meet the local requirements.

TEMPLE RESOURCES Ltd., in November 2012, was licensed by the Federal Capital Territory Administration (FCTA) Abuja, within the context of a Public Private Partnership (PPP), to build and operate a network of 6 modern computerized vehicle PTI stations comprising 36 emission testing nodes to cover FCTA territory.

So far over 30,000 emission tests have been conducted on different engines and vehicles but the emission programme is strictly advisory for now as the FCT Road Traffic Regulation does not spell out emission standards for different categories of vehicles
