October 20 kick-start Small Business Week. The City of
Vaughan will be launching a new initiative: the Vaughan
International Commercialization Centre (VICC). The VICC
is an outstanding example of this year’s theme: Design and

BUILDING A BUSINESS INNOVATION NETWORK IN VAUGHAN TO EXPAND TRADE OPPORTUNITIES
Local and international companies seeking support to diversify their markets and expand
their business now have an exceptional opportunity to access business support in Vaughan.
The Vaughan Economic Development and Culture Services Department is thrilled to
announce the official launch of the Vaughan International Commercialization Centre
(VICC) after the concept received unanimous support from City Council and the local
business community.
The VICC provides assistance to small and medium-sized enterprises (SMEs) with the
localization of international technologies to commercialize new, innovative products
in addition to assisting local companies with the expertise required to modify or adapt
their products for international export. The vision behind the VICC is to build a leading
business innovation support network focused on increasing export activity, promoting
foreign investment, and creating jobs. Over one hundred businesses, including leading
corporations and institutions such as KPMG, Deloitte, CN Rail, Business Development
Bank of Canada, Keiretsu Forum, and York University will be partnering with the VICC to
deliver programs, services, and education.
Three unique pilot programs—Test City, Soft Landing, and Matchmaking—will be unveiled
to the public at the introduction to Vaughan Small Business Week on Tuesday, October 20
at 11:30 a.m.
Through a free VICC membership, businesses can access three programs:
n The Soft Landing Program mitigates the risks associated with entering new markets
by matching established businesses to short-term rental or rent-free opportunities,
international organizations with in-market contacts, and localization services.
n The Test City Program provides qualified VICC members with an opportunity to
demonstrate their utilities, healthcare, and environmental/green technologies products
in real-life settings across Vaughan, working with companies within the VICC Test City
Network.
n The Matchmaking Program draws from an established network of local and
international resources to facilitate meaningful connections to the private sector,
not-for-profit organizations, and public sector institutions to facilitate access to
innovative technologies, market channels, funding opportunities, and mentorship.

TRANSPORTATION MASTER PLAN PUBLIC INPUT
As part of its communications and public
engagement strategy, staff from Development
Engineering and Infrastructure Planning
Services are reaching out to the public to
get their input on the North Vaughan and
New Communities Transportation Master
Plan (NVNCTMP), which focuses on north
Vaughan and new community areas Block
27 (between Jane Street and Keele Street
and between Teston Road and Kirby Road)
and Block 41(between Pine Valley Drive and
Weston Road and between Teston Road and
Kirby Road). City staff distributed a survey
at the Binder Twine Festival in Kleinburg to
gather feedback from residents, business
owners, and commuters about their specific
concerns regarding traffic and transportation
ADVANCED MANUFACTURING SECTOR EXPANSION IN VAUGHAN
The manufacturing sector is a major contributor to Canada’s economy,
employing more than 1.7 million Canadians, of which nearly 800,000 live in
Ontario. According to York Region’s Employment Survey for 2014, manufacturing
represents the top industry by employment in Vaughan at 23%. Employing
more than 45, 000 people, and the City of Vaughan’s manufacturing sector is
the largest in York Region. Specifically, the City’s advanced technology sector
is showing signs of growth. Through innovative thinking, local companies are
finding success—and expanding. Laser Weld Creation and Blue-Zone
Technologies are two examples of Vaughan companies that have tapped into
the emerging technologies of the advanced manufacturing market to meet the
needs of their growing customer base. Advanced manufacturing is defined as
the use of innovative technology to improve products or processes.
Blue-Zone Technologies Ltd. has developed a product that eliminates
anesthetic gas waste from the air that we breathe. Did you know that 95
percent of delivered anesthetic gases from hospitals are vented outdoors?
These gases are toxic and potentially lethal when inhaled. To find a solution
to this health hazard, Blue-Zone Technologies developed a proprietary and
patented technology to capture and recover halogenated anesthetic drugs
through their Deltasorb® Anesthetic Collection. The Deltasorb® Anesthetic
Collection Service is currently collecting gases in 200 hospital operating
rooms in Ontario, in addition to purifying and repackaging the drug for resale.
This collection service creates monthly revenue for Blue-Zone; the purified
and processed bulk pure anesthetic drug substance is sold to manufacturers
and resellers. Economic Development supported Blue-Zone with access
to government grants for research and development.
Laser Weld Creation is a service provider of cutting
edge laser welding technology. They have created
a niche in their sector to manufacture complex
medical, military, automotive, and aerospace and
aircraft instruments. Laser welding involves the
application of a laser beam to join pieces together
of similar and dissimilar materials, with the
technical expertise of highly skilled and trained
engineers, laser technicians and skilled welders.
This laser technology has the capability to fuse
and weld all standard metals, metal alloys and
thermoplastic materials. By keeping production
facilities in Vaughan, Laser Weld Creation is
keeping the costs low for companies to manufacture
their parts here in North America. With the support
of Vaughan’s Economic Development and Culture
Services Department, Laser Weld Creation is
getting assistance to access funding to train their
staff on the latest technology in laser welding.
Based on information gathered from Economic
Development staff visits with more than 150 local
companies this year, 90 per cent of those in
the manufacturing sector are planning to hire
highly skilled and educated employees within
the next 12 months. As well, more than half
of companies visited are planning to grow
by investing in research and development.
Companies like Blue-Zone Technology and Laser
Weld Creation’s unique products and services, are
infrastructure improvement in the Project
Study Area. The objective of the Study is
to consider the factors that contribute to
achieving sustainable transportation for
residents and businesses while ensuring the
Plan’s recommendations address immediate
and future transportation needs in north
Vaughan and new community areas.
The NVNCTMP Team will continue to
reach out to the public through community
activities including a workshop scheduled
for November 2015, two Public Information
Sessions during Fall 2015 and Spring 2016,
and the Woodbridge Fair this October.

BECOME A STARTER COMPANY MENTOR AND HELP VAUGHAN’S NEXT GENERATION OF ENTREPRENEURS!
Starter Company is in full swing! Local entrepreneurs between the ages
of 18-29 are eligible for Starter Company: a program that grants them
up to $5,000, and gives them mentorship and business training to start
or expand their business.
A key to the success of Vaughan’s young entrepreneurs is the mentorship
they receive from business people in our community. Starter Company
mentors give 12 hours of their time over six months, sharing their experience
with the next generation of entrepreneurs. Mentors are recognized by VBEC
and have the opportunity to get involved with a variety of City initiatives.

HOUSING PRICES GAIN GROUND
As of August 2015, the value of building permits in Vaughan exceeded
$1 billion, ending the month at $1.15 billion. This 158 percent increase from
the previous year was due to a strong showing in residential developments,
which accounted for 72 percent of the total value of permits. From January
to August, Vaughan’s housing starts, according to a report by the Canada
Mortgage and Housing Corporation (CMHC), accounted for 38% of York
Region starts, and 10% of the Toronto Census Metropolitan Area (CMA).
The boost in multi-unit developments indicates that the city’s downtown,
the Vaughan Metropolitan Centre (VMC), is starting to take shape with
projects such as Cortel Group’s Expo City condos and other development
applications in the pipeline. Over the next few years, the VMC will continue
to see significant growth in both residential and office development,
which will assist in building the critical mass of people and businesses
in Vaughan’s new downtown core.

SUMMER COMPANY WRAP-UP!
In 2015, the Vaughan Business Enterprise Centre (VBEC) had another
great year with its Summer Company entrepreneurs. Each year, students
aged 15-29 who start their own business for the summer are eligible to
apply to Summer Company and receive up to $3,000 of grant funding
from Ontario’s Ministry of Economic Development, Employment, and
Infrastructure (MEDEI) / Ministry of Research and Innovation (MRI);
business training from VBEC; and business mentorship from community
mentors, recruited by VBEC.
This year VBEC supported 24 young entrepreneurs who started their
own businesses in everything from record sales to organic soap making,
tutoring to window cleaning. Jordan Chesney, owner of Jordan’s Vinyl
Garage, sells used vinyl records online and out of his garage. With the
help of VBEC, Jordan was able to identify his target market and develop
a marketing plan. Jordan surpassed his Summer Company sales target.
All VBEC participants were successful in generating profit. Congratulations
to the next generation of Vaughan’s entrepreneurs. They’re off to a
great start!
Being able to create a successful business is an accomplishment
in itself, but being able to help and learn from others is the key to
taking that next step in any business. I feel that this was the most
pivotal opportunity that summer company provides to start-up

GTA WEST TRANSPORTATION CORRIDOR UPDATE
The Ontario Ministry
of Transportation is
planning the GTA West
Transportation Corridor
that will extend from Highway 400 (between
Kirby Road and King-Vaughan Road) to the
Highway 401/407 ETR interchange (see map).
The corridor will include a 400-series highway,
a transitway and potential goods movement
priority features. The GTA West study area
is over 50 km long, crosses through the
Regional Municipalities of Halton, Peel and
York and connects the Town of Milton, City
of Mississauga, Town of Halton Hills, City
of Brampton, Town of Caledon, Township
of King and City of Vaughan.
This new transportation infrastructure is
vital to meeting the needs of population and
employment growth as identified in the Growth
Plan for the Greater Golden Horseshoe — and
will deliver benefits including:
• Greater connectivity between urban growth
centres
• Enhanced people and goods movement
• Improved commuting
• Greater economic vitality
In the City of Vaughan, the GTA West Transportation
corridor will help accommodate future growth
and reduce traffic demands on other corridors.
The corridor will also provide improved goods
movement linkages to the Vaughan Metropolitan
Centre and the Vaughan Enterprise Zone, and
connections with regional and GO transit.
Public and stakeholder consultation are critical
to shaping the outcome of this study. Public
Information Centre #2 for the GTA West Study
will be held late this year and will present the
preferred route and interchange locations for the
