Local firms such as TITAN Equity Group Ltd., contributed in the collection of more than 10,000 toys for children in Vaughan and across the Greater Toronto Area. “We strongly believe in giving back to the community,” said Terry Kotton, President of the TITAN Gives Back program. This sentiment of giving back resonates throughout the year. “Our contribution of $1 million to Mackenzie Vaughan Hospital is made possible because of the generosity of our businesses,” said Mayor Maurizio Bevilacqua. “When we build these projects, we are also supporting our families, our residents and employees. While it’s focus is on developing Vaughan as an economic centre for attracting investments and jobs, it also places equal importance on creating a thriving, vibrant community that offers an impressive quality of life and high level of connectivity. The City continues to reach out to residents, businesses, media, academic institutions and government agencies to foster the transformation of Vaughan into a dynamic urban centre. Vaughan continues to experience tremendous growth. Figures from the 2010-2013 York Region estimate show a population growth of more than 24,000 new residents in the past three years. Between 2012 and 2013, the number of businesses in Vaughan grew by 3.7 per cent. The City invests millions of dollars every year in capital projects to build new or improve existing infrastructure. Vaughan is committed to city-building, as well as providing residents and businesses with services that focus on a healthy and safe community, while encouraging innovation and prosperity. We have seen great progress on several important initiatives in 2013 – the Mackenzie Vaughan Hospital, Highway 427 extension, the subway extension and new development applications in the Vaughan Metropolitan Centre. The City of Vaughan and Council is focused on creating a positive environment

that encourages innovation and prosperity. Reaching out to businesses, major

institutions, agencies, and other levels of government to ensure the City’s

priorities are understood within the circles of decision-makers. The Economic

Development Department is committed to achieving the City’s goals through

initiatives - such as the following:

Vaughan Metropolitan Centre (VMC) Office Development studies: the City

engaged Altus Group to develop pro-forma estimates on potential office

space typologies in the VMC. As well, the City undertook to review financial

and development incentives being employed by other office centres in the

Greater Toronto Area. The premise of these studies was to gain a stronger

understanding of the VMC’s competitiveness as an office node.

Familiarization Tour for Ministry of Economic Development, Trade and

Employment (MEDTE): in co-operation with the Region of York, Vaughan

hosted representatives from MEDTE’s international business development

group in October 2013.

York Region Broadband Strategy: the City is partnering with the Region of

York on reviewing high speed broadband connectivity as assets in attracting

industries and post-secondary educational investments; and for the delivery

of a myriad of services to residents.

York Region Post-Secondary Education Attraction Strategy: the City is

working with the Region of York to develop the business case for attraction

of post-secondary educational institutions. In addition, the City has met

with representatives from a number of colleges and universities to discuss

their plans for expanding educational programming, as well as training,

product commercialization and other industry-academic collaborations.

In November 2013, the Toronto-York Spadina Subway Extension (TYSSE) celebrated a major milestone as the last tunnel boring machine (TBM) finished the final tunnel drive for the twin tunnelling. The TBM broke through the headwall at the Vaughan Metropolitan Centre (VMC) Station extraction shaft, located on the south side of Highway 7, just west of Jane Street. This sets the stage for the next phase of work in the tunnels, including installation of inverts and walkways, track, traction power, signal and communication systems.

Starting in January 2014, along with VivaNext’s Highway 7 West rapidways construction, hydro crews will begin to install underground hydro lines along Highway 7 from Edgeley Boulevard to east of Jane Street. This work will be completed in segments over several months.

Moving forward on key infrastructure, Premier Kathleen Wynne and other government officials announced capital budget funding to enable construction of the Highway 427 extension beginning in

investment and job growth in the employment lands of the Vaughan

6.4 kilometres of subway tunnels completed in 2013

Revenue service is expected to begin by fall 2016 for the

8.6-kilometre extension of the Toronto Transit Commission’s

Yonge-University-Spadina subway line to the new terminus, the

Vaughan Metropolitan Centre Station at Highway 7 and Jane St.

In 2013, the City of Vaughan completed the Healthcare Centre Precinct Plan. The Precinct Plan will help to facilitate the development of Mackenzie Vaughan

parcel of land just north of Canada’s Wonderland.

Economic Development 2013In Review.

Furthermore, the City received an additional 53 leads from companies that

heard about Vaughan’s interests in the Israel market. The sectors

represented by leads include: building technologies, water technologies,

medical and information technologies.

n Vaughan – Centennial College Trade Development Office in Israel:

In co-operation with Centennial College, the City is opening a joint trade

development office in Israel. This collaboration has benefits for both parties:

market intelligence; in-country business representation for

Vaughan; as well as student recruitment and R&D exchanges.

n The City received 23 requests for cultural delegations partnership

opportunities and business visits: Of these, Vaughan welcomed 14

delegations from China, Italy, Korea, Japan and Israel. The City officially

received the Consul Generals of Japan, China and Israel. In October 2013,

the City received an official visit from the Mayor of Lanciano, Dr. Mario Pupillo,

who has expressed interest in furthering the economic partnership between

the Town of Lanciano in Italy and the City of Vaughan.

BUSINESS RESOURCES AND MARKETING

n Corporate Calling Program: City staff made 105 corporate calls to local businesses,

providing advice and support on issues such as staff recruitment, market

development, property standards, building expansion and government programs.

n A strategic Israel international business development marketing campaign was

implemented. Its goal was to achieve significant business participation while

focusing on private-public partnerships and institutional collaborations to

build support and engage business owners and academia to either sponsor the

program or contribute to sustaining the Vaughan-Israel international business

development program. The marketing campaign included a suite of promotional

materials and events: international business development program launch with

business invitations, online registrations, flyers, posters, and e-communications;

12-page promotional brochure and information packages; video filming, web

streaming and online resources.

The Vaughan business mission to Israel was also supported with media

relations activities in order to increase awareness about the mission and

keep local communities updated on the opportunities resulting from the

trip. These media relations activities, news about the Israel business

mission achieved 2,127,936 impressions — a figure that represents the total

number of people that read about the Israel mission either in a newspaper,

magazine or other online source.

“Building a Gateway to Tomorrow’s Economy”, the Economic Development’s

10-year strategy was developed based on a need to integrate economic

development activities into a greater framework of partnerships and activities

focused on creating a vibrant community life that is inclusive, progressive,

environmentally responsible and sustainable.

With the implementation of this strategy well underway, this issue of the

Business Link highlights some of the economic development activities,

initiatives and accomplishments for 2013.

DEVELOPING VAUGHAN AS AN ECONOMIC GATEWAy

The City’s Economic Development Strategy identifies a robust international

business development (IBD) program targeted to international markets that

are aligned with Vaughan’s convergence sectors. The City’s IBD programs

begin with business attraction objectives, but expand beyond lead generation

to helping local business compete, find new markets, develop supplier

relationships and alliances while also assisting them with enabling research

and identifying funding sources.

n International Business Mission to Israel: the Mission took 23 delegates

from business, academia, PowerStream, Mackenzie Vaughan Health

and the City of Vaughan to Israel. The 8-day visit included more than

150 in-country meetings. As a result of the mission, participating delegates

are pursuing business contracts; supplier proposals; R&D and other

commercialization exchanges that currently is estimated at $300 million.

Market Indicators.

OPTIMISM IN THE MARKET

As 2014 begins, there is much to be optimistic about. From job growth,

business counts to lease rates and housing prices, the numbers are

trending upwards. Although the figures are still being refined, the City

of Vaughan has reached a new milestone – home to more than 10,000

businesses. Indications from the latest york Region Employment Survey

point to a 5.5 per cent increase in the number of jobs - 186,019 jobs in

2013, compared with 176,296 jobs in 2012. The number of business

establishments rose by three per cent from 2012 levels.

On the real estate front, CBRE reports that by the end of 2013, Vaughan

had recorded more than 1.5 million sq. ft. of positive absorption placing

Vaughan as one of the top two performing markets in the Greater Toronto

Area. With the availability rate stabilizing in the mid four per cent range,

coupled with strong absorption figures, and pushed up leasing rates by

$0.24 per sq. ft. quarter-on-quarter to $5.19 per sq. ft. Unlike average asking

rental rates, asking sale prices fell in Q4 to $90.73 per sq. ft. attributable

to large buildings marketed for sale which tend to ask lower rates.

In Vaughan, the average price of existing homes (all home types) as

reported by the Toronto Real Estate Board’s Market Watch, increased by

7.4 per cent from 2012 to 2013. The average price of a home in Vaughan

exceeds $665,000. The residential component accounts for 67 per cent

($735.3 million) of issued permits with new condominium apartments

outpacing single family dwellings, including townhouses and semi-

detached homes. This increase in mixed use high-rise residential units

is consistent with the City’s Official Plan goals of achieving intensification

and transit-oriented developments.

Cultivating A Diverse Economy.

Vibrant and diverse communities happen because of innovative and talented people. This new breed of knowledge-based worker is looking for a community that fulfills more than their basic needs. Now more than any other time in history, the existence of social benefits and a dynamic quality of place will define where talent roots itself. The economic development activities undertaken in 2013 focused on expanding opportunities in the creative, cultural and innovative industries for residents and businesses alike.

CREATIVE AND CULTURAL INDUSTRIESn Vaughan Film Festival (VFF): City staff assisted the organizers of the

Vaughan Film Festival with program development and expanding services to up and coming film-makers. For the first time, the VFF showcased international films. In total 16 short films were shown over a two-day period and the gala netted more than 600 attendees, an increase of 50 per cent over the previous year. Festival organizers extended their reach in the arts community, participating at the 3rd annual Arts Exposed Conference.

n Kleinburg Business Improvement Association (KBIA): with the assistance of City staff, the KBIA developed new branding for the village core, with logo design, website and public relations initiatives. In addition, staff assisted the

KBIA to secure $25,000 in funding from Central Counties Tourism. This sets a path for establishing the community as a destination for shopping, dining, an outdoor recreation paradise as well as a meeting place for residents and visitors.

n Vaughan Tourism Roundtable: For the past three years, the City has hosted an annual Tourism Roundtable to help local operators develop and enhance their business, share tools and best practices to build brand awareness and visitation. FOSTERING YOUTH ENTREPRENEURSYouth programs continue to grow. Fourteen students completed the

Summer Company Program, but more impressively four of them will

continue operating their businesses. The Biz Teens Camp increased its

intake by 20 per cent over 2012. VBEC’s Culinary Program, operating since

2010, continues to place high school students in the culinary industry,

opening the door for a career or business in hospitality. With the launch

of Starter Company in 2014, local youth will have more access to VBEC

services as well as government funding for start-ups.

FEDDEV ONTARIO ADVANCED MANUFACTURING FUND The Economic Action Plan 2013 provides $200 million over five years for the Advanced Manufacturing Fund in Ontario, to be delivered province-wide by FedDev Ontario. The fund will promote continued growth of Ontario’s advanced manufacturing sector by supporting large-scale, transformative manufacturing activities.

Advanced manufacturing includes the

technologies that demonstrate a commitment to product, process, and technological innovation.

There are two types of eligible applicants:

Established for-profit businesses located in Ontario that are incorporated in Canada.

Eligible manufacturing firms are:

in Ontario;Undertaking manufacturing and R&D

activities in Ontario; orConducting R&D in Ontario, but not

manufacturing in Ontario.

Not-for profit organizations (i.e., research institutions, centres of excellence, or post-secondary institutions) located in Ontario. Not-for-profit organizations require collaboration with an anchor firm and must demonstrate a significant benefit to the manufacturing sector.

The contributions provided will normally be between $10 million and $20 million per project

project costs. Projects seeking less than $10 million or more than $20 million may be considered. Applicants must provide evidence of industry support (non-government sources) for

costs and clearly demonstrate how their project responds to innovation, market relevance and spillover economic benefits.

ART MENTORSHIP PROJECT CALL FOR APPLICATIONS

The McMichael Canadian Art Collection and the York Region Arts Council (YRAC) announced the second annual Art Mentorship Project in support of emerging local artists.

The Art Mentorship Project is designed to offer professional development to emerging local artists who have been practicing or exhibiting their work for less than three years, allowing them to fine tune their skills through technical assistance, theoretical discussions, critiques, and exhibition preparation over a four-month period. The mentor and apprentice meet at the McMichael over three two-day sessions and collaborate on a piece or body of work that will be displayed at the gallery from January
