Mine Action Cluster
Based in New York, the UNOPS Mine Action Cluster provides a range of mine action services in emergency and post-conflict settings, on behalf of the United Nations, governments and other partners. Established in 1997 and part of the UNOPS Global Partner Services Office, the Mine Action Cluster has helped partners significantly improve the lives of people in more than 30 countries around the world.
It delivers fast and efficient procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is also responsible for the administrative oversight of its field offices, in line with partner requirements and UNOPS rules and regulations.
Background Information - Job-specific
The the DDR/SSR andWeapon & Ammunition Management Advisor (DDR/SSR-WAM) will provide strategic policy and technical advise to the UNMAS Chief of Operations and Planning and will be assigned on retainer bases. The incumbent will be deployed to the mine action programmesglobally on mission bases, in a rapid response and global support role. Functional Responsibilities
Under the direct supervision of the UNMAS Chief of Operations and Plans, the DDR/SSR and
Weapon & Ammunition Management Advisor will be the global focal point in relation to
DDR/SSR and weapons & ammunition management for UNMAS. The incumbent will also
have a dual reporting line to UNOPS on all administration issues including but not limited to
Admin. Finance, Procurement and Contracting, HR, Travel and Security related issues.
The incumbent will be responsible to;
Represent UNMAS on the IATG expert group and review panel,
Liase with other stake holder to represent UNMAS postion in relation to to international
standards and treaties with regard to explosive weapons, ammunition and small arms,
Review national Physical Security & Stockpile Management (PSSM) standards in countries
UNMAS is providing technical support to the UN entities and relevant national authorities
and security forces. Taking into consideration technical guidance from implementing
partners, using best practice identified in the international ammunition technical
guidelines (IATGs), and relevant International Mine Action Standards (IMAS) as a
baseline,
Provide support to UNMAS programmes with regard to the operational tasking process for
all contracts, including assessments and rehabilitation activities for PSSM,
Review PSSM workplans and requests for non-PSSM assistance, especially regarding
explosive ordnance disposal, the destruction of stockpiles, support to disarmament,
demobilisation and rehabilitation (DDR), Security Sector Reform (SSR)and weapons
disposal,
Assist programme PSSM focal points or chief of operations to prioritize tasks with the
national authorities and security forces; lWhen required support UNMAS PSSM focal points
issue tasks to implementing partners and review their reports upon completion,
Monitor and evaluate through field inspections, and reviews of task reports by
implementing partners, to measure progress against issued tasks, national work plans
and adherence to standards,
Supervise operational personnel employed on UNMAS funded DDR/SSR or PSSM projects,
including international and national personnel,
Provide relevant information on achievements and challenges to the Chief of Operations
and Planning,
Advise the Chief of Programme and Planning at UNMAS HQ, the Programme Manager of
the project in question, and UNOPS Mine Action Cluster on any non-compliance with
contractual requirements by implementing agencies, and recommend remedial action,
Take part in any Boards of Inquiry initiated by the UNMAS Director and/or UNOPS,
Act as the principle technical advisor to the UNMAS Chief of Operations and Planning
regarding management of ERW clearance and the weapon and ammunition security and
safety components of PSSM,
Review and advise on the designs of Ammunition Storage Areas,
Ensure that the organizations funded through the UN work according to contract
specifications and or Memorandums of Agreement and maintain good relations with the
national authorities, security forces, contractors, NGOs and other UN agencies in the
region, and
Any other duties or tasks as identified by the Programme Manager, UNMAS and UNOPS.Competencies

Education
Advanced University Degree (Masters Degree or equivalent) with a minimum of
10 years of relevant experience; or a
First Level University Degree (BachelorsDegree or equivalent) with a minimum of 12
years of relevant experience in Weapons and Ammunition Management; or Mlilitary
Experience (or relevant Police or Industry Experience) at the Senior NCO (Non-
Commissioned Officer) or Officer level (or equivalent) with a minimum of 17 years of
relevant experience;
Masters or Bachelors degree (or equivalent) in civil engineering would be desirable
Experience
At least 10 years work experience in a relevant fieldis essential, of which 2 years should
involve management responsibility forfield work;
Ammunition Technical Officer level experience orproven management experience of
weapons and stockpile project management isdesirable ;
An understanding of design and construction works wouldbe advantageous. Experience
in civilengineering would be desirable;
Understanding of related subjects such asdisarmament, security sector reform, mine
action, small arms and light weaponsis desirable;
Experience of working with UN peacekeeping missionsis desirable; lInternationally
recognized driving license is required;
Fluency in spoken and written English is required;
Fluency in spoken and written French or Arabic is desirable;
Knowledge of any other official UN language anasset.
