Introduction

TheEuropeanFalsifiedMedicinesDirective(Directive2011/62/EC)hasbeenpublishedtoaddresstheissueoffalsifiedmedicinesenteringthelegitimatemedicinessupplychainacrossEurope.Falsifiedmedicinesincludethosewithlittleornoactiveingredients,thewrongactiveingredients,fakeortamperedpackaging,andthosewhereproductsand/orpackaginghavebeenstolenforre-useorre-sale.

TheFalsifiedMedicinesDirective(FMD)andassociatedDelegatedRegulation(DR)imposeregulatoryobligationsonallPharmaceuticalManufacturers,ParallelDistributors,MarketingAuthorisationHolders,CommunityPharmacies,HospitalPharmacies,GPs,HealthCentresandPharmaceuticalWholesalers.

Thelegislationcomesintoforceon9thFebruary2019bywhichtimeendusersmustbereadytoimplementFMD.

ThescopeofFMDcoversallprescriptiononlymedicines(POMs)assetoutinregulation2016/161/EU.ExceptionstotheregulationforsomemedicinesarelistedinAnnexIandIIoftheDelegatedRegulation.

Manufacturers,ParallelDistributorsandMarketingAuthorisationHoldersarerequiredtomakechangestotheirPOMpackagingandlabellingtoaddanti-tamperproofdevices,additionalhumanreadableinformationanda2Dmachinereadablematrixtoenablescanningofmedicines.

Inaddition,theyarerequiredtouploadthehumanreadableinformationtoaEurope-widedatabaseforverificationanddecommissioningofmedicinepacksbyendusers.

CommunityPharmacies,HospitalPharmacies,GPs,HealthCentresandPharmaceuticalWholesalersarerequiredtomakechangestotheirbusinessprocessandITsystemstoenablethemtoverifyandauthenticatemedicinesastheytravelthroughthesupplychaintodispensetopatients.

WhatareFalsifiedMedicines?

Falsifiedmedicinesare“fake”medicinesthatpassthemselvesoffasreal,authorisedmedicines.Falsifiedmedicinesmightcontainingredients,includingactiveingredients,whichareofpoorqualityorofthewrongstrength–eithertoohighortoolow.Astheyhavenotbeenproperlyevaluatedtochecktheirquality,safetyandefficacy,thiscouldbedetrimentaltopatients’health.

IdentificationofFMDPackaging

From9thFebruary2019,MarketAuthorisationholdersarerequiredtoaddtwosafetyfeaturesonallnewpacksofprescriptionmedicinesavailableonthemarketinEurope:

1. Auniqueidentifier(UI) intheformofa2Ddatamatrix(barcode)whichcanbescannedatvariouspointsalongthesupplychaintodetermineitsauthenticity.

2. Ananti-tamperingdevice(ATD).

Aspartofthedispensingprocessforproductsthatbearsafetyfeatures,from9thFebruary2019CommunityPharmaciesarerequiredto:

1. Checktheanti-tamperingdevice(ATD)toensureitisintactpriortodispensing.

2. Change the status of the pack in the UK’s NationalMedicines Verification System from“active” to“inactive-supplied”.This involvesscanningthe2DbarcodeoneachpackandcommunicatingwiththeNationalMedicineVerificationSystem.

TheUKMedicinesVerificationSystem

SecurMedistheUKnationalmedicinesverificationorganisationthatwillenableyourpharmacy(andotherdispensingentities)toscan,authenticateanddecommissionmedicinesatthetimeofsupplytothepatient.

Manufacturerswilluploadvaliduniqueidentifier(UI)codestoaEuropeanHub.TheHubthenpassesthedatatotherelevantNationalMedicinesVerificationSystem(NMVS).Thisallowspharmaciestocheckthestatusofeachpackduringthedispensingprocess.

TheNationalMedicinesVerificationSystem(NMVS)systemwillbenotifiedofrecalled,withdrawn,orstolenproductsaswellastamperedproducts.

TheorganisationisworkingwithstakeholdersacrossthemedicinessupplychaintoenabletheEUFalsifiedMedicinesDirectivetobeimplementedintheUKbythego-livedateof9thFebruary2019.

AllEndUsersaffectedbyFMDregulatoryobligationsarerequiredtoregisterwiththeUKMVSbeforeFMDcomesintoeffecton9thFebruary2019.Thisregistrationprocessiswidelyreferredtoason-boarding.

ThisFMDOn-BoardingGuidehasbeenpublishedtosupporton-boardingregistrationwithSecurMedbyendusersofAnalystPMRIntegratedFMDsolutionsandMediCynFMDsolutions.

2. AnalystmustbebothenabledandconfiguredfortheoperationofFMDfunctionality.

TheDrugQuantitydialogueispre-populatedwiththepacksizeoftheassociatedproduct,regardlessofwhichbarcodeisscannedonapack.

WhendispensinganEPSprescriptionbyscanninga2Dbarcode,Analystwillwarntheuserifanypackdoesn’tcorrespondwiththeprescribeditemsandpreventtheuserfromdispensinganincorrectproduct.

Thewarningwillalertifanyitems:• Donothaveanyassociated2Dpack

barcodes;• Donothavetheexpectednumberof

associated2Dpackbarcodes;• ReceivedanerrorfromNMVSwhen

verifyingtheir2Dpackbarcodes.

a) WhenthePatientAlertsdialogueisclosed,aNMVSDispensingAdvisoriesdialogueboxdisplaysthemessagestotheNMVSforeachpackbeingcollected.

b) Thisallowsmessagestobemonitoredwhilstbeingprocessed.

c) WhentheAutosubmitNMVSdispensingadvisoriesduringcollectionoptionisenabled-Analystautomaticallysendsadvisorymessagesonappearanceofthedialoguebox,unless:• anypackhasanoutstanding

alertthatmustbeconfirmedOR

• anyofthepreviouslysentverificationordispenserequestsarestillpendingwiththeNMVS.

d) Ifthisoptionhasbeenturnedoff,theSubmitbuttonmustbeclickedtosendthedispensingadvisories.

e) Thisprocessusuallytakesacoupleofseconds.

f) Whentheprocesshascompletedsuccessfully,theassociatedmedicationismarkedashavingbeencollectedbythepatient.

g) ThedialogueisautomaticallyclosediftheCloseNMVSDispensingAdvisoriesdialoguewhencompletedoptionhasbeenenabledontheFMDtaboftheSystemConfigurationdialogue.

a) IntheeventofanNMVSerrorresponse,aredbannerisshownatthetopoftheNMVSDispensingAdvisoriesdialoguewiththedetailsofthefirsterrorresponse.

c) Eachpackforwhichanerrorwasreturned,willbemarkedwitharedStopicon.
