ELECTED OFFICIALS

NORMA J. TORRES was elected Mayor of Pomona in the special election of January 2006, for a term to expirein November 2008. Prior to becoming Mayor, Ms. Torres served as the Councilmember from District 6.

Since her first election to the Pomona City Council in November of 2000, Ms. Torres hasspearheaded a variety of initiatives and projects to combat crime and improve the qualityof life in Pomona. She helped form the Neighbors for Pomona Committee, which isdedicated to reducing crime and other vices in Pomona neighborhoods.

Ms. Torres was born in Guatemala, Central America, and arrived in the United States atage five, and later began her active role in city government while working with the LosAngeles Police Department as a 9-1-1 Dispatcher. After experiencing a tragic 9-1-1 call,Norma worked with the Los Angeles City Council to improve the quality of serviceprovided to non-English speaking residents. As a result of these efforts, the call centerreceived funds to enhance its capabilities through the inclusion of bilingual staff.

Ms. Torres actively serves in various capacities with the Building Industry Association Government AffairsCommittee, the County Sanitation Districts of LA County, the Fairplex Blue Ribbon Committee, the FoothillTransportation Authority, the Four Corners Transportation Coalition, the Los Angeles County City SelectionCommittee, the San Gabriel Valley Council of Governments, and is a member of the Democratic NationalCommittee.

GEORGE HUNTER was elected to the PomonaCity Council in April 1999 to represent District 1,with his current term continuing through November2008. Prior to that time, he served on the PomonaCharter Revision Committee and the City PlanningCommission, and was both the Co-Founder andChairman of the Pomona Anti Crime Taskforce InOur Neighborhoods (ACTION) Committee (1993).

Throughout his tenure on the CityCouncil, Mr. Hunter has steeredmany community service projectsincluding the Holiday Lane, theMilitary Banner Program, theGeneral Plan Update process,and a number of police effortsdesigned to combat crime andprostitution.

Mr. Hunter is Council representative to the AlamedaCorridor East Construction Authority (Vice Chair),the City – School Liaison Committee, the FairplexBlue Ribbon Committee, the Four CornersTransportation Coalition, the Gold Line ConstructionAuthority (Vice Chair and Secretary), the LosAngeles County City Selection Committee, thePomona Central Business District, the San GabrielValley Council of Governments, and the VehicleParking District Ad-Hoc Committee. He also chairsthe San Gabriel Valley Council of GovernmentsTrauma Care Taskforce, which has provided vitaltrauma care services to Pomona residents.

FREDDIE RODRIGUEZ was elected to the PomonaCity Council in November of 2006 to representDistrict 2, for a term to expire in November 2010.

As a lifelong resident of thedistrict, and a graduate of GareyHigh School, Mr. Rodriguez isdeeply rooted in this communityand committed to its future. Witha 23-year career as an EMT /Paramedic in the San GabrielValley, he was honored by theCalifornia Ambulance Association with its Star of LifeAward in 2006, for his devotion to helping others andhis service in the Hurricane Karina/Rita relief efforts.

Mr. Rodriguez has served education through hisefforts as PTA President for Vejar Elementary, theSchool Site Council for Ranch Hills Elementary,Athletic Director for the Pomona Steelers, and boardmember of the Southwest Little League. His politicalinterest grew through involvement in his children’sathletic activities and his neighborhood watch group.

Mr. Rodriguez represents the City on the CityCouncil Legislative Subcommittee, the City – SchoolLiaison Committee, the Downtown Pomona OwnersAssociation, the Pomona Central Business District,the Pomona-Walnut-Rowland Joint Water LineCommission, the San Gabriel Valley Council ofGovernments, Tri-City Mental Health, and the Weedand Seed Committee.

CRISTINA CARRIZOSA was elected to thePomona City Council in November of 2006represent District 3, for a term expiring in November2010. Prior to this election, Mrs. Carrizosa alsoserved on the City Council from 1993 to 2002.

Mrs. Carrizosa is a graduate ofCalifornia State PolytechnicUniversity Pomona, with bothBachelor’s and Master’s degrees,and is currently at PhiladelphiaElementary as a ResourceTeacher. Mrs. Carrizosa is astrong advocate for educationand has received numerous

recognitions. In 2002, she was named “Woman ofthe Year” by Assemblywoman Gloria McLeod (61st

District), and in 2005 was recognized as “Teacher ofthe Year” by State Senator Nell Soto (32nd District).

Mrs. Carrizosa’s community involvement mirrors hereducation efforts, with service including thePhiladelphia Bilingual Advisory Committee, GareyHigh School Advisory Committee, the City – SchoolLiaison Committee, the Pomona ValleyTransportation Authority, Tri City Mental Health, andthe Weed and Seed Committee.

PAULA LANTZ was elected to the Pomona CityCouncil in April 1991 to represent District 4, withher current term continuing through November 2008.A life-long resident of Pomona, and a Pomona HighSchool graduate, Ms. Lantz holds a Bachelor of Artsdegree in Sociology from Pomona College, and aMasters of Arts degree in Education from ClaremontGraduate School.

Ms. Lantz is a credentialedteacher and has taught inPomona schools. As a registeredSocial Worker, she worked atHillview Acres Children’s Home inChino, where she was FosterCare Coordinator, as well as afoster parent for many years.

Ms. Lantz represents the City on the BuildingIndustry Association Government Affairs Committee,the City Council Residential Improvement TaskForce, the County Sanitation Districts of LA County,Foothill Transit, the Southern California Associationsof Governments, the Pomona Central BusinessDistrict, the Pomona-Walnut-Rowland Joint WaterLine Commission, Tri City Mental Health, and theVehicle Parking District Ad Hoc Committee.

ELLIOTT ROTHMAN was elected to the PomonaCity Council in April of 1996 to represent District 5,and was most recently re-elected in 2006 for a termcontinuing through November of 2010.

A graduate of the University of La Verne, Mr.Rothman is a proud supporter andvolunteer of a number of localorganizations and groups. His pastservice includes the Cat in the HatRead Across America program,Christmas in April, various Veterans’groups, the Boy Scouts/Girl Scoutsof America, and the Pomona UnifiedSchool District Reading Programs.

One of Mr. Rothman’s noted accomplishments washis initiative to bring the Vietnam Veteran MovingWall Memorial to the City of Pomona which arrivedin Pomona on September 25, 2003.

Mr. Rothman is the community’s representative forthe California Contract Cities Association, the CityCouncil Legislative Subcommittee, the City – SchoolLiaison Committee, the Independent CitiesAssociation, the League of California Cities LACounty Division, and the San Gabriel ValleyMosquito & Vector Control.

STEPHEN ATCHLEY was elected to the PomonaCity Council in November of 2006 to representDistrict 6, for a term to expire in November 2008. Aresident of Pomona since age 12, Mr. Atchley holdsa Bachelor’s degree in Economics from La VerneCollege, and a Master’s degree – also in Economics– from the University of Southern California (USC).

Having taught both mathematicsand history at Chaffey High inOntario, and following some timein Baldwin Park, Mr. Atchleyrelocated to the Pinacante MiddleSchool in Perris, where hecurrently teaches eighth grademathematics. It was during thistransition period that Mr. Atchleybecame actively involved in neighborhood issueswhich spurned his interest in seeking public office.

Mr. Atchley represents the City on the City Council‘sLegislative Subcommittee, the City CouncilResidential Improvement Task Force, the FairplexBlue Ribbon Committee, the Gold Line Joint PowersAuthority, and the Pomona Valley TransportationAuthority.

SUBJECT: FY 2007-08 Service Efforts and Accomplishments

It is my personal pleasure to present, the second annual Service Efforts and Accomplishments(SEA) report for the City of Pomona. The SEA was first developed during the Spring 2006 andhas been designed to be an evolving overview of program achievements, performance, andexpenditures.

Program data is presented within the scope of six major service level categories. Youth andFamily Services encompasses a number of programs, which together serve a diverse spectrumof interests, including parks and recreation, sports, youth services, senior activities, the library,and many others to numerous to mention here. Neighborhood Services, conversely, coversthose programs of broader scope which serve to maintain and enhance the community ingeneral, such as street sweeping, tree and landscaped median maintenance, traffic signals andsigns, and graffiti abatement programs. Public Safety includes the essential services of policeand fire personnel, along with a wide variety of ancillary services, which help to make Pomona asafe and desirable place in which to live. Developmental Services focus on the City’s future,in the continuing effort to bring form to the vision of our local residents, while also serving as akey component in the realization of the City Council’s goals. Utilities and EnvironmentalServices embody the City’s continuing commitment to providing water, sewer, and sanitationservice to all who have made Pomona “home,” and those who work within our borders. Finally,Administrative and Support Services fund the necessary expenditures required to makeeverything come together, in a fashion which ensures efficient use of the resources with whichwe have been entrusted, by those for whom we work.

This report has proven in its first year to be a valuable resource. Department's performancemeasures along with the many accomplishments remain the foundation of this detail. It isnecessary to build upon on this information and secure the correlation to the City's financeswhen analyzing the funding that is required for these services. To help ensure that thisdocument continues to focus on areas of interest and issues of concern to you, and to ourcitizens, please do not hesitate to provide our Finance Department with your feedbackthroughout the upcoming year.
