Moscow is like a living being, a starfish or a flower. The radial-ring layout of the city allows us to look at its form in precisely this fashion. Just like a flower, in the centre of Moscow is found the greatest density of land usage and the seeds of the future. The sealing and consolidation of the centre is unavoidable. It is more and more paramount to do so with a mind to its eventual transforma-tion into a new quantity.
Moscow is a complex of town-planning systems integrated on a poly-centric basis, and developing in harmony with the environment
Moscow Master Plans“[T]he Moscow Master Plan states
the prospects and defi nes the prin-
ciples for the regulation of the
growth and further comprehensive
development of the capital within
the lines fo the entire state eco-
nomic plan. Moscow should develop
without being allowed to sprawl. All
efforts are being concentrated on
the realization of this principle.”
