Foreword

Central Water Commission (CWC) through the Central Dam Safety Organisation (CDSO) is implementing the Dam Reha-bilitation and Improvement Project (DRIP) with financial assistance from the World Bank. As part of the Institutional Strengthening component of DRIP, Dam Health and Rehabil-itation Monitoring Application (DHARMA) software is being developed for effective collection and management of asset and health data for all large dams in India.

The first version of DHARMA consisting of two modules (Project Features and Project Portfolio) was launched at the 14th Technical Committee meeting of the DRIP, held in Ko-chi, Kerala on May 11th 2016. The third, Engineering Fea-tures Module, has since been launched at 16th Technical Committee Meeting, Kanyakumari, Tamil Nadu on Decem-ber 1st 2016. The pilot implementation of DHARMA and capturing of data pertaining to the dams covered under DRIP is now being undertaken in parallel.

DHARMA is currently being progressed through two forums. A DHARMA Implementation Group (DIG) has been consti-tuted with representatives from the CDSO and State Water Resources Departments of Odisha, Tamil Nadu, Kerala and

Karnataka. DIG will be guiding and supervising the imple-mentation of DHARMA for all DRIP dams. A second forum, the DHARMA Development Group (D3G) has been consti-tuted with CWC Design Directors and is advising the DHAR-MA Team on the design of new modules.

This User Manual has been prepared to explain the main features of the software and help users to enter and man-age their data effectively. It is a dynamic publication and will be updated regularly in line with improvements to the software and in response to user requirements. This manu-al version 1.4 is the fifth version to be released and includes a new section on the Asset Health, Asset Rehabilitation, Stakeholders, Document Library modules.

There are about 4,900 large dams in India and over 300 are under construction. In addition, there are several thousand smaller dams. All of these dams are vital for ensuring the water security of the country in a sustainable manner and regulating water during the rainy season to prevent floods. However, today many of these dams are facing various structural deficiencies as well as shortcomings in the opera-tion and monitoring facilities.

The Dam Health and Rehabilitation Monitoring Application (DHARMA) has been designed and developed to enhance the capacity of individuals and organisations throughout India to manage their dam assets scientifically and profes-sionally so as to sustain advantages of dams and prevent disasters. DHARMA will address four main challenges, listed and described below:

Ensure Completeness of Information: Today, local and State authorities maintain limited information concerning their dam assets. This gap in information not only affects routine operation and maintenance but also decisions on policy, budgeting and rehabilitation. DHARMA will enable gathering and updating of dam asset information in a cen-tralised and structured manner so as to overcome limita-tions due to multiplicity of agencies, wide geographical spread, voluminous data, varied terminologies and units, unknown and mismatched time reference and inconsistent formats.

Bring Stakeholders Together: There are many stakeholders involved in any dam project, including dam owners, opera-tors, consultants, contractors and suppliers. Often, after commissioning, the details of these stakeholders can be misplaced thus denying access to valuable information, in-sights and skills. DHARMA will ensure that details of all stakeholders are recorded and maintained. Such details may pertain to individuals as well as organisational entities associated with activities throughout the dam lifecycle.

Effectively Manage Asset Inventory: Effective asset man-agement can only be achieved with engagement of key stakeholders, completeness of information and access to appropriate tools — a requirement which is not being met for most of dams in India. DHARMA will provide a complete data collection and management platform for assimilation of varied information for every dam component across all dam projects; thereby benefiting from the insights and learning curves of a wider stakeholder spectrum.

Assess Soundness of Dam Health: Well established proce-dures exist for periodical dam health assessment through routine inspections and detailed investigations wherever required. However, dam asset information in its current form and format often does not show the time dependent variations in dam health condition. DHARMA will ensure prompt capturing of inspection and investigation data di-rectly by the ’Dam Health Engineers’ and provide tools for correct analysis and interpretation of this timeline data.

Following are the user types, based on which different cat-egory of agencies will be given access:

Licensor: CDSO will act as Licensor and will give licenses to dam owning entities.

Licensee: Any dam owning entity will be a Licensee with the right to add information about their dams in DHARMA. Also government entities and ministries will also be given licenses but with ability to view data only and that too for their governing regions.

Application Users: Following three will be the application user types which will have different working areas and ac-cess rights as per their authority to enter and access data within the Licensee organization

Dams Data Manager: The key person responsible for add-ing all static data related to a dam project in DHARMA. The static content will consist of Project Features and Project Portfolio Data which are generated once in the life of the project and rarely changes.

Dam Health Engineer: the key person involved in gener-ating timeline data for the project. The timeline data could be relating to periodical health inspections, seasonal in-spections, failure investigations, etc. which change over a period of time or season and is very necessary to be closely monitored in order to maintain a dam in a good health.

General User: General User will be any person who is ei-ther professionally related to dams (viz: students pursuing studies in similar or related field, scholars and professionals involved in research studies, etc.) or in any manner related to analysis of data (viz: employees within the dam owning entity, contractors or suppliers who need to file a tender or are currently working on any dam to make decisions relat-ed to their process).

General Users will be given rights to access data depending on their use for e.g. if a contractor is working on a particu-lar dam and wants to access details to help him making correct decisions; general users will not be able to add or make any changes to the data.

Following are the user permissions corresponding to each user type:

Central Admin (CA): Central Admin is a person who identi-fies and decides whether to give or not to give a license to any entity. In addition central admin can also add or update list of states, districts, basins and rivers to be populated as master for other users

Central Super Admin (CSA): Can override the decisions of Central Admin and also possess the authority to even re-tract the license provided by the Central Admin.

Licensee Admin (LA): Identifies and decides the people to act as Dams Data Manager and Dam Health Engineer. He also possess the power to give or revoke access rights to any person as a General User. He can also change project basket (accessible data) for different users in the real time. In addition Licensee Admin can add or update list of districts and rivers to be populated as master for other users. This right may be given to selected Licensees namely State Dam Safety Organisations (SPMU). A private dam owner may be a Licensee but shall not be given power to change districts and rivers.

Licensee Super Admin (LSA): Can override decisions of Li-censee Admin and also possess the authority to retract login access from their users. In Addition Licensee Super Admin possess the authority to delete any dam which was added by mistake.

Dams Data Manager (DDM): Updates data of any project for Project Features. The Dams Data Manager also adds the physical structure of the project in Project Portfolio to de-scribe the whole architecture of project in a tree view man-ner.

Dam Health Engineer (DHE): Adds various time bound data to the project viz: pre-monsoon and post-monsoon inspec-tions, health inspections, etc.

General User: Given access to selected or all dams based on his requirement and authority. He will possess only the right to view data for the projects he has been provided access by Licensee Admin.

Registration and logging in to the DHARMA software is con-ducted through a dedicated website, hosted at www.dharma.damsafety.in. This DHARMA site is linked to the DRIP website www.damsafety.in.

The DHARMA website is still under development but cur-rently consists of five main sections: Home; About; Dams; Licensees and Contact.

The registration section will be launched shortly and will enable prospective users to request for an account from their respective Licensee Admin.

To log in to the DHARMA software, users must enter their username (Email ID) and password into the fields provided in the ‘Log In’ box. If a user has forgotten their password, they should click the ‘Forgot Password’ text – this will trig-ger the automatic generation of a new password to be sent to their registered Email ID.

Under the ‘Log In’ box, a DHARMA News panel is provided. This is currently maintained by the Web Master.

The DHARMA home page is the first page displayed after logging. It can be accessed by clicking ‘Home’ in the menu bar and is split into four parts starting (anti-clockwise order) from top left : i) Licensee Details, ii) Updates from Licensee, iii) Updates from CDSO and iv) Vision, Mission, Values and Policy.

The upper parts (Licensee Details and Vision Mission, Values and Policy) contain mostly static information while the two lower ‘Updates’ parts provide more dynamic information. Each of the four parts is described below.

Licensee Details: 12 fields capture the key details about the Licensee. The Licensee ID is the unique, sequential number allocated to each Licensee on joining DHARMA and is used for administration of the software. This field is for infor-mation only and cannot be edited by the user. In the exam-ple shown, Orissa Water Resources Department is therefore the tenth Licensee to have joined DHARMA. Licensee Name is entered by the Central Admin on creation of a Licensee and is bound to the Licensee ID. The remaining fields are editable by the Licensee Admin and capture Jurisdiction (text field for the geographical area or States under the re-sponsibility of the Licensee) and contact details (Address, Contact Person, Designation, Phone (Office or Residential), Mobile and Fax).

The Contact Person assigned should have the ‘Licensee Ad-min’ or ‘Licensee Super Admin’ user account and should be at Deputy Director level or above in the Licensee organisa-tion.

Updates from Licensee: This text field is the first of two ‘dynamic’ updates boxes. ‘Updates from Licensee’ is provid-ed for the Licensee Admin to publish recent news or up-dates on behalf of the Licensee organisation to be seen by all users having accounts associated with this Licensee or-ganisation.

Updates from CDSO: This text field is provided for the Cen-tral Admin of the Central Dam Safety Organisation (Central Water Commission) to publish recent news or updates; to be seen by all DHARMA users. It can also be used by the CDSO to publish reminders and tips to assist the implemen-tation of the software.

Vision, Mission, Values and Policies: This text field is similar to the ‘Licensee Details’ section in that it contains more static information concerning the Licensee organisation. In this example, the text is taken from the Orissa Water Re-sources Department’s website. This field is to be adminis-tered by the Licensee Admin.

The web page design of the DHARMA software consists of four main web parts: i) the menu bar (top), ii) the content area (central), iii) the tool bar (bottom) and iv) the side pan-el (right). Each of these four parts is explained in detail be-low:

Menu bar: The menu bar of DHARMA currently consists of up to three tiers – the top tier containing the log in details and the second tier containing the main headings that are always in view and the third tier presenting sub-headings. Third tier collapses into the ‘Home’ page and expands once one of the other headings along the second tier is selected. The third tier of the menu bar is also used to present tabs for the Project Features module.

Content area: The central space of any of the DHARMA pages is where the content is stored. The design of this con-tent area varies slightly from section to section – efforts have been made to adapt the design of the content area to the needs of each section of the software, whilst keeping the look and feel consistent throughout. For example, due to the large width of the content area it was decided to group the information into two columns – the Home page is organised under blue headings, the Project Features fields are grouped into brackets and the Project Portfolio module content area is split into two main ‘boxes’.

Tool bar: The tool bar which runs along the bottom of all DHARMA web pages is split into two sections. The left side

allows the user to edit features (dependent on their user permissions) whereas the right side, starting from the light bulb icon, presents context-based help in the form of tips.

Side panel: The side panel consists of two ‘boxes’ – the up-per ‘Navigation Pane’ allows the user to search for and se-lect dam projects within their respective permissions. For example, the Central Admin would have all dams in DHAR-MA listed and searchable, whereas a Dams Data Manager for Hirakud Dam would only have Hirakud Dam listed and would therefore have no need for the search functionality. The second ‘Components’ tab lists and allows the user to search for project components within a particular dam pro-ject – this feature is linked to the Project Portfolio module. The lower section ‘Your Notes’ box allows a user to write and store either general or dam project specific notes for him/herself – these are saved on the user’s account and are not accessible to others.

In addition to the four main DHARMA web parts, there are several ‘pop out’ menus throughout the software. Upon selection of these pop out menus, the web page remains visible but greyed out in the background. These pop out menus have also been designed such that their look and feel is consistent with the rest of the software. One example is the use of consistent colour coding - upon selection head-ings in the second tier of the menu bar change from light blue to dark blue and tabs throughout the software change from blue to green.

Once a project has been selected from navigation pane, this module can be accessed. This module is all about the static details of a project which hardly change. Following are the tabs which can be accessed as per the requirement of the user:

General: Contains the general data of the project like: name, project ownership, project type and project history. Depending upon the purpose selected from project type section, 9 benefits tabs will appear along the top menu.

Location: Contains project location information such as state, district, latitude, longitude, nearest airport, nearest rail station, nearest national highway, nearest state high-way, river basin, river, upstream and downstream projects.

Irrigation: Contains information on beneficiaries of irriga-tion, demand and system of irrigation of the project.

Hydropower: Contains information about beneficiaries of hydropower, generation and system of hydropower.

Navigation: Contains information about beneficiaries of navigation and waterways of the project.

Water Supply: Contains the information of beneficiaries of water supply and system of water supply of the project.

Industrial: Contains the information about beneficiaries of Industrial uses of the project.

Tourism: Contains the information about tourism types and number of tourists per year.

Flood Control: Contains the information about beneficiaries of the flood controlled by the project.

Fishing: Contains the information of beneficiaries of the fishing done in the project.

Other Benefits: Provided to capture any additional infor-mation which does not come under the other options.

Financial: Contains the information about the financial as-pects of the project like original estimate, revised estimate, latest / actual estimate.

The General Tab of Project Features serves as an introduc-tion to the selected dam project. Information is grouped into four main brackets: i) Name, ii) Agency, iii) Type and iv) History. The fields should be completed in this order – each is presented below in more detail.

Name: The first field, the Project Identification Code (PIC) is automatically generated on addition of a new dam and can no longer be edited thereafter. The second ‘Project Name’ field is also completed by the Licensee Admin on addition of the dam project and is the official name which is assigned to the PIC and displayed in the ‘Navigation Pane’. The remain-ing three fields allow the user to enter any other names used to refer to the dam.

Agency: In the first ‘State Government(s)’ field, the user is requested to select the one or more State Governments responsible for the selected dam project. This ‘State Gov-ernment(s)’ field is linked to the ‘Multi-State Project?’ field in the ‘Type’ bracket – where more than one State Govern-ment is selected, the ‘Multi-State Project?’ field automati-cally changes to ‘Y’. The other fields within the Agency bracket request the user to state the Primary Project Own-er, Primary Operator, Project Planner and Project Designer. The Remarks field is a freeform text box and allows the Dams Data Manager to add any additional comments or clarifications in relation to the organisations involved with the selected dam project.

Type: The ‘Project Category’ is selected from a drop-down menu by the Licensee Admin on addition of the dam project and cannot be modified by the Dams Data Manager. There are five categories – Small Dam (less than 10m), Low Height Dam (10-15m), Medium Height Dam (15-30m), High Height Dam (30-100m), Very High Height Dam (above 100m). The final, Project Purpose heading allows the Dams Data Man-ager to select up to nine benefits provided by the dam pro-ject. For each of the benefits selected an additional web page is provided to capture the corresponding information. These pages are accessed through tabs listed along the third tier of the menu bar.

History: The fourth bracket of the ‘General’ content area allows the Dams Data Manager to enter the current status and key dates of the selected dam project. Four possibili-ties are presented for current status – DPR, Under construc-tion, Partial utilization, Completed & Operational, Decom-missioned. Depending on the status selected, other fields and sections of the software will be disabled. For example, the fifth ‘Decommissioned’ date field will be disabled in the case of a project with ‘Completed & Operational’ status. The dates entered in the four fields ‘Start of Construction’, ‘First Impoundment’, ‘Project Commissioned’ and ‘Project Decommissioned’ should be taken from official project liter-ature and referenced accordingly in the ‘Remarks’ box.

The Location Tab explains the location of the selected dam project in administrative and physical terms. The infor-mation is split into four main brackets: i) Administrative, ii) Access, iii) Hydrological and iv) Geographical. Each of these sections is described in further detail below.

Administrative: The Dams Data Manager enters the State, District and Nearest City for the selected dam project from corresponding drop-down menus. Where the dam project is located on a State boundary, the State corresponding to the Government having the primary responsibility for the dam should be selected. The lists of ‘States’ and ‘Districts’ are managed by the Central Admin under the ‘Masters’ heading in the second tier of the menu bar.

Access: The information in this bracket lists the nearest airport, rail station and roadways to the selected dam site and will be of particular use to visitors planning their jour-ney. The fields are designed to be dynamic so that either existing options can be selected or new options added easi-ly. The corresponding distances are currently entered man-ually rather than calculated automatically and should be entered as the distance by road rather than straight-line distance. The remarks box allows the Dams Data Manager to enter any additional information or clarification regard-ing access to the selected dam site, including relevant health and safety or contact information.

Hydrological: This bracket summarises the location of the selected dam project in hydrological terms – namely on which river and within which river basin the dam is located, what are the projects immediately up and downstream and how far along the river are they and what are the interna-tional or inter-state aspects, if any. Where such aspects are applicable – for example the case of Mullaperiyar Dam on the border of Tamil Nadu and Kerala – the check box should be selected and a brief description provided in the text field. This description can be expanded within the remarks box underneath.

Geographical: The first six fields of this bracket allow the Dams Data Manager to define the co-ordinates for the pro-ject location and project extent. Two systems are provided – by decimal or by degrees, minutes and seconds – data is entered into one of the columns and automatically convert-ed to populate the other. This feature will be further im-proved to provide an option to select the project location and project extent direct from aerial imagery rather than having to type in. The ‘Geographical’ bracket also allows the Dams Data Manager to select the seismic zone corre-sponding to the dam project location according to the Seis-mic Zones of India map (IS: 1893-2002, BIS, GoI). The final box allows the Dams Data Manager to enter any additional information or clarifications.

The Irrigation Tab is the first of nine tabs which list details associated with the project benefits selected in the first, ‘General Tab’ – each of these nine tabs only appear if the corresponding check box is selected.

Typically, a given dam project would have three to four main benefits selected by the Dams Data Manager and very rarely all nine. The Irrigation Tab content area is divided into three brackets: i) Beneficiaries, ii) System and iii) De-mand. Each is described in more detail below.

Beneficiaries: The fields in this bracket allow the Dams Data Manager to summarise the number of beneficiaries and area served by farm type. The categories provide are Small Farms having an area of less than 2 ha, Medium Farms hav-ing an area of between 2 and 10 ha and Large Farms having an area of over 10 ha.

To ensure sufficient flexibility in case this breakdown is not available, check boxes are provided so the types of farm can be known without having to give the corresponding values. To find out more about the customisation of units in DHAR-MA, please refer to the ‘Unit Customization’ section.

System: Similar to the matrix layout in the Beneficiaries bracket, the Conveyance Types fields allow the Dams Data Manager to summarise the breakdown of the conveyance infrastructure in terms of main, branch and distributary components and to what extent these are either unlined open channel canals, lined open channel canals or closed (pipes). Similarly, the application types are also to be bro-ken down by area corresponding to either surface, sprinkler or drip irrigation. A ‘Remarks’ box is provided to capture any clarifications and further information on technical as-pects of the system.

Demand: This bracket is designed to explain the seasonal volumetric water demand of the irrigation project on the selected dam. The ‘Gross Command Area’ (GCA) is the total area which could be economically supplied by the system whereas the ‘Culturable Command Area’ (CCA) is the area within the GCA which is fit for cultivation. The ‘Annual Irri-gated Area’ is calculated automatically as the sum of the areas under cultivation during the three main seasons. The corresponding percentage is this total area divided by the CCA and represents the ‘Cropping Intensity’. The ‘Annual Volumetric Allocation’ for a typical and dry year should be taken from the available project literature. A ‘Remarks’ box is provided to capture any clarifications and further infor-mation on the irrigation demand aspects, for example the main crops grown.

The Hydropower tab is designed to capture the main infor-mation for dam projects having hydroelectric power gener-ation capacity. The tab is divided into three brackets: i) Beneficiaries, ii) System and iii) Generation. Each of these are described in detail below.

Beneficiaries: Given that most hydroelectric dam projects in India are connected to the National Grid, it is difficult to provide a number of beneficiaries as for say, irrigation or water supply. Instead, a freeform text box is provided for the Dams Data Manager to explain more broadly the objec-tives and benefits of the hydroelectric component of the dam project.

System: The Dams Data Manager is requested to select one of three options by clicking in the appropriate radio-button. ‘Storage Hydropower’ consists of a dam with a large reser-voir and relatively low ‘head’, ‘Run-of-the-River’ projects consist of a small reservoir and high head and ‘Pumped Storage’ involves two reservoirs in series with water pumped from the lower reservoir back up to the higher one outside periods of peak demand. A freeform ‘Remarks’ box is provided for the Dams Data Manager to provide further detail on the technical aspects of the hydropower compo-nent of the selected dam project.

Generation: The third and final bracket of the Hydropower tab allows the Dams Data Manager to summarise the in-stalled capacity (power) and typical annual electricity gener-ation (energy) for the selected dam project. The values for Total Installed Capacity, Firm Power, Peak and Base Load should be taken from the project literature.

The Navigation Tab captures benefits of the selected dam project associated with riverine navigation. The Tab is split into two brackets: i) Beneficiaries and ii) Waterway, both of which are explained below.

Beneficiaries: The two fields ‘Passengers’ and ‘Freight’ are to capture information relating to the commercial value associated with improved navigation brought about by the dam project. Where these numbers are already available, the reference should be provided in the Remarks box. Oth-erwise, the Dams Data Manager can just select the corre-sponding check boxes to confirm whether there is naviga-tion of freight, passengers or both. Number of Ton-miles for a given freight shipment is the mass of the freight multi-plied by the distance transported.

Waterway: This bracket is to capture information about the waterway supported by the dam project. The ‘Length of Waterway’ should be taken as the distance along the river from the first to the last major port. The ‘Important Inland Ports’ is a text field for capturing the names of these ports along the waterway. The ‘Remarks’ box should be used to provide further clarification.

A location column is also provided for listing of the main villages, towns or cities served within these areas. A ‘Remarks’ box is provided for the Dams Data Manager to provide further information or clarifications.

System: This bracket is designed to capture technical infor-mation regarding the water supply scheme and consists of three main fields. Area served captures the approximate extent of the network area (within which the population is connected). The conveyance types can be selected –open channel, closed or combination of both – and the corre-sponding lengths of this infrastructure provided. The Financial Tab is designed to present the key financial information for the selected dam project. The information is organised as a table with columns for each estimate made. The first row enables the Dams Data Manager to enter the base year taken for each estimate.

The next four rows present the total and main component costs – namely, those of the dam, irrigation project and water supply project. Where irrigation and water supply have not been selected as benefits in the General Tab, these corresponding fields are disabled.

The last four rows list the key financial indicators of the project to include benefit-cost ratio (value as decimal), net present value (value in INR), internal rate of return (as per-centage) and payback period (in years).

The Project Portfolio module displays the entire project structure in a tree view. User can navigate through the pro-ject structure by clicking any component in the tree view. Related information attached to the component is displayed on the right side (Map, Photos, Schematics) and can be seen by clicking on map, photos and schematics buttons.

Remarks attached to the selected component will be seen in remarks section and the comments attached will appear as the images are scrolled through.

This module can be accessed once a project has been se-lected from the navigation pane and enables the represen-tation of the physical structure of the project in a system-ized manner. Following are the tabs which can be accessed in accordance with the respective user permissions:

Map: Once selected any existing component from the portfolio, the map with the pointer to the component will appear here (if the location of the component was updated by Dams Data Manager).

The ‘Dams Data Manager’ can develop the contents of the ‘Project Portfolio’ module for a selected dam by clicking the ‘Edit’ button at the left end of the Tool Bar. The following options are then enabled:

Delete: Once selected any existing component can be delet-ed providing it is not a ‘parent’ component. In the example of the ‘Power Dam and Right Spillway’ component given in the screenshot to the left, the ‘child’ components (‘Operation and Foundation Galleries’ etc.) would need to be deleted first.

Data: The ’Data’ button allows the Dams Data Manager to edit data linked to the three tabs in the central window of the Project Portfolio module :

- General: update latitude, longitude and remarks for selected component

- Photos: add, edit delete and rearrange the order of photos for the selected component

- Schematics: add, edit delete and rearrange order of schematics for the selected component

Move Up: Once selected any existing component from the portfolio under access of Dams Data Manager, you can move up the selected component within the parent.

Move Down: Once selected any existing component from the portfolio under access of Dams Data Manager, you can move down the selected component within the parent.

Add: Once selected a new component can be added. Click-ing ‘Add’ pulls up the menu shown to the left in which cer-tain components are restricted (greyed out).

These restrictions have been carefully considered to pro-mote effective use of the feature whilst also allowing for sufficient flexibility. In the example given to the left, it is not possible to add a reservoir or dam underneath a Spill-way.

Once the component is added, an additional pop-up menu is provided for the Dams Data Manager to select the com-ponent type from a drop-down menu and also modify the name of the component (eg. ‘Power Dam and Right Spill-way’ rather than ‘Spillway’).

Reservoir: The reservoir is the place where water is collect-ed and stored.

Dam: Dam component includes any structure that stops or restricts the flow of water or underground streams. A dam needs to be create inside a Reservoir.

Dam Block / Reach: The objective of this component is to divide the dam into main elements. These elements will be defined either as blocks (ex: a spillway) or by reach. It needs to be created inside a dam.

Gallery / Shaft: The gallery is a small passing in a dam for providing an access to the interior of the dam. The shaft is a vertical or inclined passageway.

Drain: This component includes any structures that carry off surplus water.

Instrumentation: This components includes any instrumen-tation equipment present in the project.

Spillway: The spillway is a structure used to provide the controlled release of flows from a dam or levee into a downstream area. The spillway should be created inside a dam block

Energy Dissipation Structure: This component includes the structures used to dissipate the energy downstream of a dam. It should be created inside a spillway component

Intake / Outlet Structure: This components includes the structures used for the collection of the water .

Water Conveyance Structure: This component includes any structure that convey water from one location to another (ex: tunnel, channel…).

Desilting Basin / Chamber: This component includes any structure constructed to trap incoming sediment before leading to water conductor system turbine.

Surge Tank / Chamber: This component includes any struc-ture constructed at the downstream of the dam to absorb sudden rises of pressure.

Hydro-Mechanical: This component includes structure con-structed to control the flows, to facilitate planned, con-trolled reservoir operation and maintenance purposes. It includes the machinery to operate it and the structures can be classified in two major branches : Gates or Hoisting Equipment

Powerhouse: This component includes any facility for the generation of electric power.

Turbine / Pump: This component includes mechanical

device to raise or move water and rotary machine that con-verts kinetic energy and potential energy of water into me-chanical work. This component should be created inside a Hydro-Mechanical component

Access Road: The Access Road are the road leading to the components of the project.

Flexi Component: The Flexi Components are any compo-nent that does not appear in the list.

Data Button once clicked after selecting component from the component pane, a window will come up which lets user (concerned Dams Data Manager) edit the data related to the component viz. latitude, longitude and remarks for that component.

Tip: To capture defined location- latitude and longitude visit website www.maps.google.com and type dam name in the search text box (top) in the left hand panel, the map will appear in the right hand panel user can navigate through the dam project structure - to trace latitude and longitude (click right mouse button) on a defined location – select ‘What’s here?’ from the dropped shortcut menu. The lati-tude and longitude will appear at the bottom for the select-ed location, copy the coordinates and paste it in required text boxes.

Engineering Features Module

This module is all about the static, technical details of com-ponents of a dam project which rarely change. The module can be accessed once a project has been selected from the navigation pane and user can navigate through project structure by clicking any component name in the tree view.

There are seventeen components however, this module that the volumes, elevations and other ‘engineering fea-tures’ are captured. Following are the component names which can be accessed in accordance with the respective project structure:

Reservoir: Contains information about the reservoir type, volume, elevation and other features such as catchment area, reservoir surface area (at FRL), back water reach, straight fetch, wave height and free board.

Dam: Contains information about the dam type, dimen-sions, elevation and volume such as total earthwork / rock-fill volume (fill), total concrete volume and total masonry volume.

Dam Block / Reach: Contains information about the dam block or reach type by chainage.

Gallery / Shaft: Contains information about the gallery or shaft type, shape, elevation and dimensions.

Drain: Contain information about the drain type, dimen-sions and slope.

Spillway: Contains spillway type information, discharge, ogee / chute details and other spillway types such as total length, height, width and diameter.

Hydro-Mechanical: Contains information about Gates, Stop Logs and Bulk Heads, Hoists, Cranes and Gate Operating Mechanisms, Valves, Trash Rack and its Cleaning Mecha-nism.

Energy Dissipation Structure: Contains information about energy dissipation structure type and elevation.

The Reservoir component captures information of the se-lected component type of the dam project and is split into main four brackets: i) Type, ii) Volume, iii) Other Features and iv) Elevation, all are explained below.

Type: The ‘Reservoir Type’ is selected from a drop-down box by the Dams Data Manager on addition of the compo-nent type and can only be modified by Dams Data Manager.

Volume: This bracket is to capture information about the storage like Gross, Live and Dead Storage, Flood Cushion (MWL, FRL).

Other Features: The fields in this bracket capture Total Spill-way Capacity, Catchment Area, Reservoir Surface Area (at MWL & FRL), Back Water Reach, Straight Fetch, Wave Height and Free Board for the selected reservoir type.

Elevation: This bracket is to capture information about Max. Water Level, Full Reservoir Level, Min. Draw-Down Level and Dead Storage Level.

An additional ‘Remarks’ bracket is provided at the bottom to capture additional information relating to reservoir com-ponent.

Dimensions: The bracket is designed to capture dimensions such as Length of Dam / Barrage, Barrage Pier Width & Length, Dam Top Width, Height above Lowest River Bed Level, Height above Lowest Foundation Level, Height of Upstream Solid Parapet Wall.

Volume: This bracket captures volume details such as Total Earthwork or Rockfill Volume (fill), Total Concrete Volume and Total Masonry Volume.

A separate, ‘Remarks’ bracket is provided at the bottom to capture any additional information regarding dam compo-nent of the selected dam project.

Reach: This bracket is enabled when type selection is Reach. The text fields are provided to capture information such as Starting and Ending Chainage, Width at Dam Top and at Foundation, Depth of Trench, Concrete Panel Thickness and Width. There is a drop down box provided to select a value for Fill, Core and Trench type.

The Spillway component is split across four main brackets – i) Type, ii) Discharge, iii) Ogee/Chute Details, iv) Other Spill-way Types and captures the details of the spillway associat-ed with the selected dam project. Each of these is described in detail below.

Type: This bracket allows Dams Data Manager to select the type of Spillway. Based upon the selection from Spillway type list the corresponding brackets will automatically be enabled – Ogee / Chute Details – Other Spillway Types.

Discharge: The field in this bracket allows capturing maxi-mum discharge capacity.

Ogee / Chute Details: This bracket is designed to explain the details of Ogee / Chute spillway such as Total Spillway Section Width, No. of Bays, Thickness of Piers, Spillway Crest Elevation, Deepest Foundation Level, Spillway Bridge Level, Length of Chute Carrier.

Other Spillway Types: This bracket is enabled only when the selected spillway is other than Ogee / Chute spillway. It captures the dimensions such as Total Length, Height, Width and Diameter.

Each of these is described in detail.

Gates, Stop Logs and Bulk Heads: This bracket is visible if the type selected under Gates, Stop Logs and Bulk Heads for Hydro-Mechanical component. Based upon the selection corresponding bracket will automatically be visible and re-lated fields are enabled to enter the data. It captures details such as Location, Dimension, Design Water Head, Elevation, Operating Condition, Head Balancing Mech., Operating Equipment, Suspension Type etc.

The Asset Health module supports the creation of regular pre and post-monsoon inspections and specific inspections. In this module, the Dam Health Engineers can also upload Instrumentation, Operation & Maintenance (O&M) and Emergency Action Plan (EAP) data, which is attached to the components from the Project Portfolio.

The inspection form generated from this module is the new

format for Inspection which was released as part of the Na-

tional Guidelines for Safety Inspection of Dams in January

2018. Inspections that are completed on DHARMA are sent

directly to the Licensee Admin of the State Dam Safety Or-

ganisation for review and approval.

The module is divided in four sections :

- Pending Inspections

- Completed Inspections

- Approved Inspections

- Rejected Inspections

Following are the tabs which can be accessed to fill the sum-mary for completed routine inspections:

New Inspection: Contains the inspection data like th Inspec-tion Type, Inspected From & To and Inspecting Officers. All fields are enabled to add or edit data. Once this tab com-pleted you can enter the inspection details in clicking on Update section Pending Inspections.

Inspection Form: This form will change according to the inspection date .

For the inspections before 2018, this tab enables the Dam Health Engineer to summarising the main observations/deficiencies and corresponding remedial measures identi-fied during the inspection. User can add any number of defi-ciencies particular to inspection by clicking on ’+’ button available on the right side of every row on the form and can save the data by clicking on the update button.

Critical Category is the least number which is automatically calculated from the number of categories entered in the deficiency list. Categories of the deficiencies defined by DSO are as follows:

Category I : Deficiencies which may lead to failure of dam

Category II : Major deficiencies requiring prompt remedial measures

Category III : Minor deficiencies which are rectifiable during the year.

For the Inspection after 2018, this tab also enable the Dam Health Engineer to fill data about every components from the Project Portfolio in order to exactly the state of each components. The inspection questions are based on the Portfolio Structure of the dam.

Once a project has been selected from navigation pane, Asset Health module can be accessed from Modules menu. The completed routine inspections tab screen appears with details inspection dates such as (Inspection From, Inspection To), Inspection Type, Inspecting Officers and Critical Catego-ry; these fields are filled only if the user has captured the information previously.

User can add new information by clicking the edit button and selecting from the following three buttons:

Modify: Once clicked it enables the fields allowed for ed-iting with an option to update and cancel.

Add: Once clicked, a blank form to enter details of the new inspection with three fields Inspection Type, Inspection From and Inspection To. User can select the pre or post monsoon inspection type and fill dates accordingly, after filling all the details Create button should be pressed which will further display the form to fill the inspection and defi-ciencies details.

Delete: User has to select (tick) the record which is to be deleted on the form and once clicked on delete button it confirm to delete the inspection record.

If you want to update an Inspection form, you have to in “pending inspections” and click on Update in the column “Insp. Details” in front of the inspection form you want to update.

If you want to update an inspection form done before 2018 you will be able to add information about Deficiency no-ticed, Remedial Measures Suggested and the category of the deficiency. Once you have submitted it for review and that the inspection was approved, make sure to upload the scanned copy of the report.

If you want to update an inspection form done after 2018 you will have to complete a list of questions after each com-ponent of your dam you entered before in Project Portfolio.

This module capture the details of any rehabilitation works (minor or major) at the dam project. It can be accessed from Module menu; Dam Health Engineer can add the work de-tails completed under the components along with the pho-tos showing the status of the rehabilitation work. It is split over three tabs General, Components and Photos.

General: Contains Status of Work, Type of Work, NIT Issued Date, Contract Agreement Date, Start on Site Date, Work Completion Date, Supplier, Contract Value and Scope of Work. User can select the status of work such as 'Not Ten-dered', 'Tendered', 'Awarded', 'Started' or 'Completed'. Type of work contains value such as 'Civil', 'Mechanical', 'Electrical', 'Instrumentation' and 'Other'. Depending upon the selected value in status of work remaining fields are enabled accordingly for entering the data.

User can update the status of work as the rehabilitation work progress. Supplier details are available to select only if the details are updated in supplier tab under Stakeholders module.

Components: This tab lists the component details - Compo-nent Type and Component Name which is similar to the Project Portfolio module component tree. It allows user to select the component for completed rehabilitation works.

Photos: This tab allows user to add, edit, delete photos along with to enter detail description for the rehabilitation work carried out for each component.

This module capture the details of all individuals and organi-zations involved with each dam project including dam own-ers, operators, designers, consultants, contractors, and sup-pliers. It is split over two tabs Dam Staff and Suppliers.

Dam Staff: Contains Name, Designation, Personal Email ID, Mobile No, DHARMA Email ID, Current Staff, Joining Date and Leaving Date. If the staff member is current member working on dam project then current staff value to be se-lected as ‘Yes’ and in case the staff member has been trans-ferred of not any more associated with dam project value to be selected as ‘No’. Depending on the selected value the Leaving Date is enabled. DHARMA Email ID contains the original user name which is created to log into the DHARMA software application. Once the dam staff details are added it is displayed in a tabular display.

Suppliers: It allows user to capture the details of Suppliers. This tab contains Supplier Name, Supplier Address, Supplier Type, Contact Person, Designation, Email ID and Mobile No. There are three types of suppliers Contractor, Consultant and Other Suppliers. Similar to Dam Staff tab once the sup-plier details are added it is displayed in a tabular display.

This module enables user to upload important designs and documents into the database; it can be accessed once se-lected under Modules menu. The information is split into two portion - one with Search bracket criteria and result output below the bracket in a tabular display.

Search: This bracket explains the criteria for quick search, it contains Document Title, Document Type, Document Date and Upload Date. Once the search button is clicked the re-sult is displayed in a tabular display with related infor-mation. There is a column named View Document, once the user clicks the hyperlink ‘view’ it will open the uploaded file to view.

Add: Once clicked on this button it allows user to upload a new document up to maximum file size of 10 MB. It con-tains other fields namely Document Title, Document Author(s), Document Type, Document Date and Browse Button to select a file. Different type of documents can be selected such as Inspection Report, Technical Report, Technical Drawing, Procurement Document and Others. Depending on the selected value additional text box appears; in case of Document type is selected as ‘Inspection Report’ two text boxes (i) Inspection Type which have select option (Pre monsoon and Post monsoon) and (ii) Inspection Year. If the Document type is selected as ‘Others’ one text box appears as Please Specify.

DHARMA Dashboard provide at-a-glance views for data entry completion to a particular module. Dashboard allow all users to monitor progress of the data entry in each mod-ule through visual presentation of bar chart in three colors - red, yellow and green. Red denotes 0-30% completion; Yel-low 30-70% and Green 70-100%.

The Dashboard can be accessed from Tools menu; it is split over four tabs Static, Inspection, Masters and Admin.

Static: Contains data entry completion status for all licen-sees created under the project mainly for three modules - Project Features, Project Portfolio and Engineering Fea-tures.

Inspection: Contains state-wise summary for Asset Health module for a particular year describes pre and post mon-soon inspection with variables like category, deficiency etc.

Masters: Contains number of records available in the data-base under master lists.

Admin: Contains completion status of all users created un-der the project for a particular licensee name or depart-ment.

Static tab provides an overview of the static data comple-tion status particular to each licensee. Upon visiting the page a table is displayed with licensees list in the left col-umn and information of percentage completed under three modules - Project Features, Project Portfolio and Engineer-ing Features which appears on the right side.

The progress is calculated and displayed in percentage over a bar chart in red, yellow and green color. The status of bar chart automatically set to red color if progress is less than thirty percent; bar chart is set to yellow color if progress is less than seventy percent; else the bar chart is set to green color if the progress is above seventy percent.

Once hyperlink is selected eg. Licensee Name for : Karna-taka Water Resources the row is broken and split over two brackets — Summary and Dams. The summary section dis-play overall progress for a particular licensee and Dams sec-tion display data entry status for each dam associated to Licensee. Further clicking on the hyperlink - percentage val-ue breaks the row into dam detail information display. For Project Features it shows number tabs associated with dam and its field status which further gives user data entry in-depth view; for Project Portfolio it shows components list with percentage value for Map, Photos and Schematics; and for Engineering Features it shows Component Type list and field status.

The inspections tab allow all users to view the inspection completion status carried out for a particular year; sum-mary is available on the dashboard about the information which is updated in Asset Health Module by Dam Health Engineer.

The completion status is split over three portion - Search Criteria, State wise Completion Status (Chart/Graph) and Pre & Post monsoon report details in a tabular display.

Search Criteria: This bracket explains the criteria to be se-lected for the expected output about the pre & post mon-soon reports uploaded. It allows user to set the criteria based on fields Year, State Licensee and Category. Once the Search button is clicked the output is displayed in two forms—graph displays the state wise completion status and in a tabular display which has State Name, No. of Dams, Pre & Post monsoon reports along with category 1, 2 & 3. The category cells is displayed in red colour (0 to 30), yellow colour (31 to 70) and green colour (71 to 100).

Once clicked on the State Name hyperlink the information is split up further into more detail which is displayed in a new window. The state wise completion status is shown further with pie charts for pre & post monsoon with overall and category wise details. The table is detailed with PIC, Dam Name, No. of Deficiencies and Category 1, 2 & 3.

Once the cell value hyperlink is clicked under cat 1, cat 2 and cat 3 a pop up appears with information such as defi-ciency, remedial measures and action taken.

This tab appears to all users to view the list of master files created by Central Admin and Licensee Admin in the data-base. It is a single window information available with master list, numbers and progress bar.

The list of the master consists of State list, District list, Basins list, Rivers list, Airports list, National Highways list, State Highways list and Railway Stations list.

In future if any additional master list is created in the data-base it can be added to this tab.

This tab also appears to all users to view the status of admin-istrative activities like creating of licensees and allocating dams. It consists of two main brackets Summary and Users.

The summary bracket consist of overall information about the number of dams allocated to licensee and total number of user created. Users bracket contains licensee wise details such as number of dams, licensee admin, licensee super admin, dams data manager, dam health engineer and gen-eral user under licensee name.

Once clicked on licensee name the row is broken further with a list of details includes PIC, dam name and number of users created - dams data manager, dams health engineer and general user.

All kind of static and dynamic reports which are based on

the seven modules will appear under sub menu Report Gen-

erator which can be accessed from Tools menu.

NRLD Based Report: National Register Large Dams is a state

wise distribution of all large dams. This report is generated,

dynamically based upon the criteria selection.

The Selection Criteria is split across two brackets - i) Select

Dams and ii) Select Columns.

Select Dams: Contains fields such as state, purpose, comple-

tion year, dam height and dam length. User can select the

required option from states, purpose and enter the details

for completion year, dam height & length to define the cri-

teria.

Select Columns: Provide option for the user to select the

required fields which are to be displayed dynamically in the

report. It consist of fields such as Operated & Maintained

by, Location of Dam, Year of Completion, Type of Dam, River

Basin, River, Nearest City, Seismic Zone, Height above low-

est Foundation, Length of Dam, Volume Content of Dam,

Gross Storage Capacity, Reservoir Area, Effective Storage

Capacity, Purpose and Designed Spillway Capacity.

After the criteria are set and to generate a NRLD based re-

port the user clicks the Generate button which appears at

the bottom of the form. The current report is then generat-

ed in pdf format. At a later date there will be other options

available such as export to MS Excel etc.

This sub menu appears only for the Licensee Admin and allows the Licensee Admins to add new dam in their basket. These new dams should be the one which do not exist in database. Once selected this sub menu, a page opens, which gives three fields viz. Name of Dam, Dam Category and the Primary State in which the dam is located.

Once these three fields are filled user can click on Gen. PIC button and a unique Project Identification Code (PIC) will be generated and attached to the dam.

Once any licensee selected from the list, details for that licensee will appear in the low-er window with an edit option. Once the edit option is clicked it enables following three buttons:

Modify: Once clicked it enables the fields allowed for ed-iting with an option to update and cancel. If updation is needed, user can click on update and if not cancel should be pressed. This option is allowed only to Central Admin.

Add: Once clicked, a blank form to enter details of the new licensee in the lower window with update and cancel buttons. If licensee needs to be created update should be pressed after filling all details and if not cancel button should be pressed. This option is available only to central admin.

Delete: This option is active only for central super admin. Once clicked it will confirm to delete because this process can’t be reversed and a new licensee with same name or id cannot be added.

This sub-menu appears for Central Super Admin, Central Admin, Licensee Super Admin and Licensee Admin for add-ing, editing or deleting a user. Super Administrators can only view this list and the admins can add, edit or delete users. The only difference in this screen for Central Admin and Licensee Admin will be Central Admin will be able to add Licensee Super Admin, Licensee Admin and General Users only whereas Licensee Admin will be able to add Dams Data Manager, Dam Health Engineer and General User only for their projects.

Upon visiting this page user will get two window architec-ture with the list of present users in the top window and the lower window as blank. Once any user is selected from the list, details for that user will appear in the lower win-dow with an edit option. Once the edit option is clicked it enables following three buttons:

Modify: Once clicked it enables the fields allowed for ed-iting with an option to update and cancel. If updation is needed, user can click on update and if not cancel should be pressed. This option is allowed only to Central Admin.

Add: Once clicked, a blank form to enter details of the new basin in the lower window with update and cancel buttons. If state needs to be created update should be pressed after filling all details and if not cancel button should be pressed. This option is available only to Central Admin.

Delete: This option is active only for Central Super Admin. Once clicked it will confirm to delete because this process can’t be reversed and a new basin with same name or id cannot be added.

Upon visiting this page user will get two window architecture with the list of pre-sent rivers in the top window and the lower window as blank. Once any river selected from the list, details for that river will appear in the lower window with an edit option. Once the edit option is clicked it enables following three buttons:
