USD 464 Tonganoxie, Kansas New Elementary School
Structured Cabling System Request for Proposal

(10am) CDT in Middle School Library Classroom • Bids due no later than April 30, 2014 @ 1300 (1pm) CDT • Bids will be read aloud at this time
Delivered to: USD 464 Tonganoxie Structure Cabling System Bid 330 E. Hwy 24-40 Tonganoxie, KS 66086
Estimate install could begin late June or early July
A 5% Bid Bond is required for this project.
VOICE AND DATA COMMUNICATION CABLING
PART 1 - GENERAL
A. Furnish and install complete with all accessories a Structured Cabling System (SCS). The SCS shall serve as a vehicle for transport of data, video and voice telephony signals throughout the network from designated demarcation points to outlets located at various desks, workstations and other locations as indicated on the contract drawings and described herein.
B. The system shall utilize a network of unshielded twisted pair cabling. Cables and terminations shall be provided and located as shown and in the quantities indicated on the drawings and in the specifications.
C. All cables and terminations shall be identified at all locations. All Patch Panels and Faceplates shall be labeled with an owner approved labeling scheme. All cables shall also be labeled behind the faceplate and patch panel with wrap around labels. All labels shall be machine printed. No hand written labels will be allowed.
D. All cables shall terminate in an alphanumeric sequence at all termination locations. Random termination is not acceptable.
E. All copper cable terminations shall comply with, and be tested to ANSI/TIA/EIA 568-B standards for Category 6 installations.
F. Owner shall provide. None
G. Material Provided 1. The successful wiring vendor (installer/contractor) shall be certain that all correct parts are
ordered per need of this project and installed in accordance with manufacturers design and installation guidelines. Vendor shall submit complete parts and part numbers to USD 464 prior to installation of equipment.
H. Warranty Documentation 1. Subcontractor must provide a 25 year Belden or Hubbell warranty as part of this project. 2. Complete documentation regarding the manufacturer’s warranty shall be submitted as part of
the proposal. This shall include, but is not limited to: a sample of the warranty that would be provided to the customer when the installation is complete.
I. USD 464 reserves right to reject any or all bids per Board policy.
1.2 Qualifications
A. Contractor 1. The contractor selected to provide the installation of this system shall be certified by Belden
or Hubbell in all aspects of design, installation and testing of the products described herein. 2. The contractor selected shall provide a copy of current Belden CSV or Hubbell CI certificate
as proof of qualification.
3. The contractor shall utilize the authorized manufacturer components and distribution channels in provisioning this Project.
4. Contractor shall have a minimum of five (5) years of recent experience on structured cabling systems of similar type and size.
5. The contractor shall be experienced in all aspects of this work and shall be required to demonstrate direct experience on recent systems of similar type and size.
6. Provide and maintain a Project Manager on-site at all times who is a BICSI Registered Technician. This Project Manager shall attend all scheduled project meetings.
7. The person(s) conducting the testing for all Telecommunications cabling shall be a current BICSI Certified Level II Commercial Installer or Higher.
8. These requirements are provided as a minimum level of qualification. Any additional or more stringent requirements by the specified manufacturer chosen must be met.
9. All work on this project must be done by the awarded contractor. No subs are allowed under the awarded contractor.
10. The awarded contractor shall provide a copy of the BICSI certificates for the lead installers that will be on-site.
11. Contractor shall utilize an RCDD for all shop drawings, testing verifications, and quality control. Provide a copy of the RCDD’s certificate for this project.
1.3 Cabling basic requirements
A. Cable Pathway 1. Extension of all data and voice cables shall be within raceway, conduit, wall cavities or other
designated cable delivery system provided and installed. Cables should stay in a 90° turn fashion. In locations where cable crosses a corridor and there is a hard ceiling, conduit has been provided.
B. Hardware 1. Required hardware includes, but is not limited to, termination blocks, fastening devices, data
outlets, voice outlets, connectors and all required accessories to comply with this specification.
1.4 Grounding and bonding
A. All grounding and bonding shall meet the National Electrical Code (NEC) as well as local codes, which specify additional grounding and/or bonding requirements.
1.5 Special requirements for cable routing and installation
A. Cable Pathway 1. Cable bundles shall be supported via "J" hooks attached to the existing building structure and
framework at a maximum of five (5) foot intervals. 2. The contractor shall adhere to the manufacturers’ requirements for bending radius and pulling
tension of all data and voice cables. 3. Cables shall not be attached directly to lift out ceiling grid supports or laid directly on the
ceiling grid. 4. Cables shall not be attached to or supported by fire sprinkler heads or delivery systems or any
environmental sensor located in the ceiling air space.
B. Contractor Responsibility 1. The contractor shall be responsible for damage to any surfaces or work disrupted as a result of
his work. Repair of surfaces, including painting, shall be included as necessary.
PART 2 - PRODUCTS
2.1 SCS Products See attachment A for a list of Belden part numbers or attachment B for Hubbell part numbers that must be used as part of this project.
As Needed Cat6 Cabling for apx 700 drops (plenum/non-plenum per code)
3 7’ floor mounted equipment rack with vertical managers on each. All Racks must be grounded. Ladder Rack will be installed above the 7’ floor mounted rack.
As Needed 48 Port Cat6 Patch Panels (2U) As Needed Cat6 female jack / Blue As Needed 1/2/4/6 Port Faceplate / White As Needed J Hooks As Needed 6 Strand Single Mode Fiber from TMS MDF to TES MDF (conduit and pull boxes
supplied) As Needed 6 Strand Single Mode Fiber connecting MDF with Area B Main level IDF As Needed 6 Strand Single Mode Fiber connecting MDF with Area D Main level IDF As Needed Single Mode Fiber Patch Cables to complete all connections
2.2 Unspecified equipment and material
A. Any item of equipment or material not specifically addressed on the drawings or in this document and required to provide a complete and functional SCS installation shall be provided in a level of quality consistent with other specified items.
PART 3 - EXECUTION
3.1 Workmanship
A. Components of the SCS system shall be installed in a neat, workmanlike manner.
B. Wiring color codes shall be strictly observed and terminations shall be uniform throughout the system.
C. Identification markings and systems shall be uniform.
D. ANSI/TIA/EIA 568-B wiring codes shall standardize all SCS wiring.
3.2 Work area
A. Wiring and cords 1. Contractor shall supply the wiring or cords that connect terminal devices to information
outlets. Copper Cat6 patch cords will be provided by owner.
B. Transmission electronics N/A 1. USD 464 shall supply the necessary transmission electronics equipment in order to complete
the system successfully.
3.3 Installation
A. All installation shall be done in conformance with ANSI/EIA/TIA 568-B standards, federal and local standards and cable manufacturer’s design and installation guidelines. 1. The Contractor shall ensure that the maximum pulling tensions of the specified distribution
cables are not exceeded and cable bends maintain the proper radius during the placement of the facilities. Failure to follow the appropriate guidelines will require the Contractor to provide in a timely fashion the additional material and labor necessary to properly rectify the situation. This shall also apply to any and all damages sustained to the cables by the Contractor during the implementation.
B. Bonding and Grounding 1. The Contractor shall be responsible for providing an approved ground at all newly installed
distribution frames, and/or insuring proper bonding to any existing facilities. 2. The Contractor shall also be responsible for ensuring ground continuity by properly bonding
all appropriate cabling, closures, cabinets, service boxes, and framework. 3. All grounds shall consist of #6 AWG copper wire and shall be supplied from an approved
building ground and bonded to the main electrical ground. 4. Grounding must be in accordance with the NEC, NFPA and all local codes and practices.
C. Power Separation 1. The Contractor shall not place any distribution cabling alongside power lines, or share the
same conduit, channel or sleeve with electrical apparatus. 2. The Contractor shall not place any distribution cabling alongside audio cables, or share the
same conduit, channel or sleeve.
D. Miscellaneous Equipment 1. The Contractor shall provide any necessary screws, anchors, clamps, tie wraps, distribution
rings, wire molding, miscellaneous grounding and support hardware, etc., necessary to facilitate the installation of the System.
E. Labeling 1. The Contractor shall be responsible for printed labels for all cables and cords, distribution
frames, and outlet locations at the time of delivery. 2. Labels shall not be written by hand. 3. Network "drops" shall be uniformly labeled RR-PP-### (RR=Rack, PP=Patch Panel,
###=port on patch panel).
F. Drawings and diagrams 1. Upon completion of installation, Contractor shall provide to USD 464 for its records the
following: a. Diagrams which shall include:
1) cable routing 2) position of all components and 3) detailed layout of the faceplate and racks 4) labeling plan
b. Work Area Floor Plans which shall Include: 1) detailed cable routes 2) approved labeling plan for all work areas
G. Additional Records 1. In addition to the installation diagrams, the following items shall be provided by the
contractor: a. Cable Test Records
H. Other requirements 1. Fiber runs shall be terminated at each end in fiber termination box and patch cable used to
connect switch; using LC connectors. 2. All network drops shall route to center of classroom then to noted conduit. Purpose is to allow
relocation of drops to opposite corner of the room. 3. A typical classroom has 5 drops; 1 in each A/V single gang box, and 3 in the projector
“bridge.” 4. Insurance: Before commencing work, the successful bidder shall be required, at their own
expense, to furnish the Tonganoxie USD 464 School District within ten (10) days of notification of award with certificates of insurance policies of commercial general liability or comprehensive and personal liability insurance with a $1,000,000.00 per-occurrence limit. Employee workers compensation insurance with the statutory limits and employers’ liability insurance with a $500,000.00 per-occurrence limit. The general liability and workers compensation companies must agree to waive all rights of subrogation against Tonganoxie USD 464 School District and it’s officials and employees. The general liability insurance company must extend coverage to Tonganoxie USD 464 School District as additional insured. Certificates of Insurance shall be prepared and executed by the insurance company or its authorized agent. All required insurance shall be in force throughout the term of this contract. Failure to provide or any lapse in required insurance may cause for immediate cancellation of award of this contract.
