AMANZIMTOTI will be obser-vingWorldAidsDay (WAD) on1 December to raise aware-
nessabout theAidspandemiccausedby the spread of HIV infection and todemonstrate international solidarityagainst the disease.
The theme this year for WAD is:“Shared responsibility — Strength-ening results for anAids-FreeGener-ation”.
According to Liziwe Ntikinca,marketingofficerattheNetcareKing-sway Hospital, they acknowledgeWorld Aids Day each year and thisyeartheywill incorporateitwiththeirwellness days. “It is very importantthatwe create awareness aboutHIV/Aids on this day. However, it’s an on-goingmatter which should enjoy ourattention throughout theyear. Peopleshould be encouraged to learn andspreadtheirknowledgeaboutprotec-tion against getting infected andspreading the virus,” Ntikinca said.
In 2011 studies indicated that
KwaZulu-Natal remains South Afri-ca’s most affected province with anantenatal HIV prevalence of morethan 40% in two of its districts and
more than 1.6 million people livingwith HIV.
The World Health Organisation(WHO)focusfor the2013campaignis
improving access to prevention,treatment and care services for ado-lescents — 10 to 19 years— a groupthat continues to be vulnerable de-
spite efforts so far.WHOwillreleasenewguidancefor
HIV testing and counselling and carefor adolescents living with HIV onWorld Aids Day 2013.
Ntikanca says that although everyperson should do whatever they canto stop further infection, peopleshouldrealise that it shouldno longerbe a death sentence. “People can livefor years after contracting the virus ifthey take their meds and lead ahealthy lifestyle,” she said.
There is however, still no cure forHIV/Aids as aDurban faithhealer re-centlypublicly claimed.TheKZNHIVand Aids Council warned that theywillclampdownonindividualsclaim-ing to have a cure for the virus.
Speaking at the HIV/Aids confer-ence in Pietermaritzburg earlier thismonth, Premier Senzo Mchunu reit-erated government’s message thatthere is currently no magic cure forAids. He said those who insist thattheyhaveacurearemisleading thoseon antiretroviral treatment.

the effect could ultimately be a three percenthike in Umdoni’s rates.
Thiswasthedismalpre-Christmasforecastthat Umdoni Chief Financial OfficerAdil Nun-kumar delivered to the year-end ExecutivecommitteemeetingonTuesday,19November.
Shared services is generally viewed as agood concept, in that it spreads the overheadcosts across several beneficiaries, providedevery participant pays its share. Ugu as thedistrictmunicipality is responsible forprovid-ing emergency services such as fire-fightingand disaster management.
An agreement was reached that Umdoniwould provide the actual service which itwould share with Umzumbe and Vulamehlowhich would each pay their share as wouldUgu as the responsible parent municipality.
Aftersomeinitialhesitance,Umzumbehasmet its responsibility.Vulamehlo is aboutR1 million in arrears and from2016 on, is ex-pected to become part of Umdoni. Ugu owesabout R3 million, covering much of the pasttwoyears. Theonlyalternativeincometomeetthat gap will have to come from the rateswhich, at about one percent for every R1 mil-lion, would add about three percent on torates. Themeeting agreed that in the circum-stances, going it alone in futuremight be Um-doni’s best option, hopefully after receivingUgu’s payment.

THEfireattheRockyBayLodgeandResortnearPark Rynie that destroyed awooden bungalowand left a newly-wedded couple deprived ofmany of their possessions a few weeks ago(Fever,8November),hasgeneratedconsidera-ble collateral heat since then.
Martin Potgieter, a witness to the event, hasaccused the resort of non-compliancewith fire
regulationsandconsequentcontributionto thedamage done.
However, Rocky Bay Lodge managerAnnien Kouluntis has come back fighting, in-sisting that the major contributory factor wasacoincidentalpressurefailureintheUguwatersupply “asa result of aburstpipe somewhere”.
She pointed out to the Fever that the insur-ance company had paid out in full following aforensic investigationwhichfoundnoculpabil-ity or liability on the resort’s part and said thatthe official municipal view had supported thatcontention.
The latter fact is significant since theUmdoni municipal fire chief Bongani Ntsede-sha told the Fever that the resort’s fire hosecould not reach the fire from its hydrant, andthat a garden hose had been used.
Kouluntis refuted this, saying that itwas thelack of water pressure that had made the firehose largely ineffectual.
“Yes,wediduse thegardenhoseandpeoplewith buckets and bowls and anything thatwould help in the fortuitous absence of ade-quate water pressure in the fireline.”
Kouluntis said that the resort management“
isintheprocessofacquiringasubstantialpumpthatwill largelyeliminateourrelianceupontheUgu supply. We are not required to do so, butitmakesgoodsenseinthisareaandthesetimes.
“Aswe have already stressed, we deeply re-gret the incident and the loss it caused but thatdoes not imply any liability on our part.”

SAPPHIRE Coast Toti Tourism re-ceived an early Christmas presentwhen it was told that the budget to
kick-start the first stage of the “green cor-ridor” had been approved for developingtheareaattheNgwaneWaterfallsjustout-side Toti.
Delegates from the tourism office, theToti Conservancy, Cllr André Beetge andotherinterestedpartiesvisitedtheareaonTuesday,29November,todiscussthepos-sibilities and the way forward.
Kim McCarthy from Sapphire CoastToti Tourism explains that this first steplaysthefoundationtodevelopingandpro-moting facilities for active and passiveoutdoor recreation, promoting intercul-tural exchange and laying the basis fortourism in these areas, combining out-
door adventure, nature and culture.“The pay-back is job creation and de-
velopingaclimatewithincommunitiesforleisure, sports and tourism, through theprocess of developing recreation facili-ties,” McCarthy says.
Environmentalstewardshipisencour-aged through rehabilitating and main-taining rural and urban riverine openspace corridors through alien clearingand re-vegetation, controlling illegaldumping andwater pollution, and devel-oping sustainable solutions through par-ticipative upgrading and managementmodels.
Ideas for activities around the falls in-clude a horse riding trail, which waslaunched earlier this year, a zip-slideacross the gorge, fishing, braai facilitiesand rural home-stays. Phase twowill runagreencorridor fromtheNgwaneWater-falls to the Toti lagoon.

UMDONI Councils’ Executive Committee agreedwith Speaker Sykes Naidoo’s summation “that itispossiblethatawardcouncillorwillhaveabetterunderstandingofhisorherconstituentsthandoesExco itself”.
This conclusion arose from the fact that Coun-cillor Themba Ngcobo, the ward councillor forWard 6, had previously argued that the residentsof Riverside Park, who took ownership of theirhomes, shouldnotbesubjected to their titledeedsbeing endorsed pending the settlement of arreardebts they owed to the municipality.
The issue had become a hot potato both incouncil and in the streets of Riverside Park.
The outspoken Ngcobo had staunchly arguedthat“theANCisthevoiceofthepoorandmarginal-ised in our society and, as such, is committed toeverypersonowningtheroofoverhisorherhead”(Fever, 8 November).
This clearlywent downwithmuch greater ap-proval than did Exco’s reversal of that decision ina subsequent resolution favouring endorsementof title deeds.
Themeetingagreedthat theissueshouldbere-ferred to the November meeting of council in ageneral committee, the lastof theyear, for theres-olution tobereviewedanddecideduponbyall thecouncillors.

Horrific Umkomaasaccident, 14 deadA HORRIFIC accident occurred at the SappiSaicor plant in Umkomaas at 1.48pm on Fri-day,22November. It killed14people, criticallyinjured two. leaving one person seriously in-jured and one with moderate injuries.
Oneof thecriticalcaseswasreportedlyheli-coptered to hospital. All the casualties, exceptone, are reportedly female. The driver is be-lieved tohave survived thecrash,but is amongthe injured,allegedlybecausehe jumpedoutofthe vehicle before impact.
Thecauseandcircumstancesoftheincidentis the subject of police inquiries but accordingtowitnessaccounts,aminibus taxicamedownthe hill from Craigieburn, allegedly with 18people on board.
It is surmisedthat thedrivermighthave lostcontroland,unabletotakethecornerabovetheSaicor entrance, raced through the entrance.There he collidedwith a large stationary truckthat was being unloaded by a female who re-portedly was among the dead. WITH the festive seasons — Christmas andNew Year — knocking on the door andpupils finished with exams and ready tocelebrate in all manner of ways, the SAPSand crime-fighting units will have theirhands full when the season really gets intothe swing of things.
Already there has been a report of localdrunken revellery in one of the main beachparking lots with four women being accost-
ed while on a casual Saturday stroll.This is just one of the many and vast
areas the SAPS and crime fighters will haveto patrol throughout the season on the coast.
As a letter writer on this page says, let’sall spare a thought for those whose duty it isto keep us, the public, safe and try to haveincident-free festivities.
Together, if we all make an effort tocelebrate peacefully, it can be done.

Dear Fever,BY now, all of us living in the
“new South Africa” know that weare not safe in our own homes be-cause criminals are fearless, lawlessand their actions are without conse-quence. Therefore we go to extrememeasures to protect ourselves atour homes, but how vulnerable arewe when visiting public places?
This past weekend was confir-mation once again that we are allon our own, with no law enforce-ment or measures to protect us.
On Saturday afternoon myfriend I and went to the Toti mainbeach with our teenage daughtersto have an ice-cream. It was just usfour girls — our husbands were inGauteng on business.
When we parked our vehicle inthe parking lot, we saw a group of“beachgoers” gathered around a
car. They were dancing to loud mu-sic and drinking beer. We walked byquickly in order to access the beach,but one of the men in this drunken,rowdy group stepped forward andtouched me inappropriately whilemaking sexual remarks. She moved in be-tween us and this individual andtold him very aggressively andmade it loud and clear that if hecomes near us or touch one of usagain, she’s going to punch him in
the face. She displayed so much ag-gression that he got the messageand backed off.
It saddens me to think that ourbeautiful beaches aren’t safe any-more — four girls can’t go to thebeach on a Saturday afternoon any-more. There are no law enforcementofficersinsight. The“carguard”wasdancing like a hooligan with thedrunks in the parking lot. Apparent-ly it is acceptable for people to drinkin public and harrass beachgoers,and there is just nothing that no onecan do to stop it or make it safeagain for us. Sapphire Coast Tour-ism spends money to attract tour-ists to our beaches and facilities, butwith the lack of law enforcementand order, criminals like these willkeep chasing visitors away.

Toti main beach‘UNSAFE’ Dear Fever,
MY September water account from Ugu came likea bolt from the blue with an amount of R1 500 whenI normally pay around R500. To add insult to injury, dur-ing the account period, the municipality was replacingold pipes and we had no water for days, so how comewe managed to use more than usual.
Another complication is that when they turn the wa-ter off, air gets into the pipes and the pressure from thewater compresses the air so that when the tap isopened, the air rushes out at the same speed as the wa-ter. I am not the only complainant — there are plentyof others.
I went to see Ugu at Park Rynie after I received myfirst account and spoke to the receptionist, Zama. I ex-plained that my average account for the previous sixmonths was R454.12. She agreed that it could be theair in the pipes I was paying extra for. She checked withan Ugu technician who thought the same and Zama toldme to write to Ugu and send them the average.
I did so, but have had no response except that mynext account had the difference added on. As they prob-ablysurmisedIwoulddo,Ipaidthefullamounttheotherday to avoid being charged interest as well. In otherwords, the offender gets away with the offence and we,the long-suffering public pay the consequences.

Zakhiti Nxumalo and Leonard Masuku’s family. WhatI fail to understand is how stopping the construction(read destruction) of the mall was impossible. Howdid the city manager and his crew expect that“putting up stop-work notices” and “going to court”would stop construction — paper and an order fromthe court? Get real, man. What about trying a posseof SAPS, or even the army, to stop construction?
Those who are allegedly “in bed” with Singh de-serve the full might of the law to come down on them,however, I suspect that some co-conspirators will slipthrough the cracks or disappear under the radar andget away with everything.

THE 20 hectare E. J. Smith Dam on the Mzymai Riverat Umzinto has been infested with Kariba weed formostg of this year. This needs to be cleared to restorethepurityofthissignificantcontributortotheUmdoniarea’s water supply.
Although not intended as such, this is turning intoan intriguing contest between man and bugs or, moreprecisely, weevils.
The Department of Water Affairs (DWA) is cam-paigning on a dual front — in the one corner andweighing in at an average 80 kilograms each, are 10men and in the other corner with a combined weightof probably less than 0,1 kg are 10 000 (and rapidlyincreasing) bugs.
The men’s team is dragging the weed out withpitchforks and net scoops while the bugs are merrilyeating it up as part of their daily routine.
The winner will be the team that shows the most
cost-effective results.Karen Hope, who heads the project and both
teams,stressesthatthetwoteamscomplementeachother and that there is no competition.
Her view is arguably dictated by a desire not todemotivate the men who are performing wonderswhile the bugs couldn’t care less, confident in theirability to eat 24/7/365.
Kariba weed, which is known as such because itinfested the massive Kariba dam some 60 years ago,is a major threat.
It thrives on the high nutrients in water, which, inthis case, are boosted by Umzinto’s creaking seweragesystem.
The relevant measurement should not be lessthan 5,6 and at E. J. Smith it is around 3,5. The weeddoubles in volume about two weeks, the fastestgrowth of any such plant.
“We are in trouble if we don’t reverse the process,”says Umgeni Water’s Steve Terry who favours the useof the weevils.

The bikers departed at9.30amandheaded for LordsandLegendsat theAmanzim-toti sports groundswhere lotsof fun activities were underway.
The toy run is a charityevent where bikers get to-gether once a year to donatetoystochildreninneedandincrisis. To participate, peopletook a toy on the ride to Toti.
A multitude of toys werecollected as the event was, asalways, widely supported byenthusiastic bikers. The toyswere sorted at the toy collec-tion point and donated to un-derprivileged and terminallyillchildren,childrens’homes,abused children and manyother childrens’ charities inthe greater Durban and ruralareas.
This event is one of thelargest motorcycle charityevents in the world, bringingtogether more than 100 000bikers and their families atvenues around South Africa,and takes place on the lastSunday in November eachyear.
This year was the 31st na-tionalmotorcycle toy run andthe 15th Durban Toy Run.

AMANZIMTOTI, Bluff and Wentworthresidents were treated on Wednesdayafternoon, 20 November, to a spectacu-lar phenomenon not seen by many be-fore. A “roll cloud” moved over the Totiarea in the late afternoon followed bystrong winds and a thunderstorm.
Many people took pictures andphoned the weather office to find out ex-actly what it was. The weather office’sWiseman Dlamini said the phenomenonis usually caused by windy conditions.
“A roll cloud forms when there is asouth-westerly wind coming through.Usually just after the roll cloud there isa thunderstorm. Toti experienced asouth-westerly wind on Wednesday anda thunderstorm in the Toti area,” he said.
Local Toti resident, Suzette Pretoriuswho sent the Fever photos, said it tookabout 15 minutes to roll by.
“It was actually very scary. The windand the sea were very rough,” she said.
According to Wikipedia a roll cloud isa low, horizontal, tube-shaped relativelyrare type of arcus cloud. They differ from
shelf clouds by being completely de-tached from other cloud features. Rollclouds usually appear to be “rolling”about a horizontal axis.
Coastal roll clouds have been seen inCalifornia, the English Channel, the Shet-land Islands, the North Sea coast, Aus-tralia and now in the upper South Coast.

GIVING Toti bridges a fresh coat ofpaint and wrapping the trees to en-hance the area, Sapphire Coast Tour-ism chairperson Jacques van Schalk-wykhopes to encourage people to getinvolved.
The bridge over the AmanzimtotiRiver on Hutchinson Road was the
first to be painted, then theN2bridgenear McDonalds as well as the Twinihill and the Adams Road bridges.
Dafco Paints donated 100 litres ofpaint towards the project. VanSchalkwyksaidhehoped this gesturewill encourage local businesses to al-so get involved.
“People must stop complainingand get out there and make a differ-ence. The community shouldn’t wait
for an invite to get involved or initiateprojects to uplift our town. Nothingstops them from starting in their sur-roundings to initiate a clean up.
“Wehope that thiswill serveasen-couragement to our community.”
Therecentrainsdelayedthepaint-ing project to a degree, however VanSchalkwyk said they hoped to com-plete all the bridges by the time De-cember visitors arrive.

AGROUP group of bikers who call themselves“BikersAgainstDrugs” (Bad) relaunched theiranti-drug campaign on Thursday evening, 21November by visiting pubs in the Toti area.
Despite many bikers not being able to joinin because of the rain, the campaign wentahead as planned. The group gathered at theGarden of Eden Pub to lay down guidelines toavoid a repeat of the first anti-drug campaignthatwasnotwell received,withbadmediacov-eragethatfollowedandupdatedonthewayfor-ward. They then set off with their first stop atOllie’s Pub and Grill, then Sapphire Cove andlastly Nautical Mile.
Biker Harold Holman, aka Doc, made aspeech at every venue and patrons were sup-portive, pledging their support for the cam-paign.
One of the guests at Nautical Mile, FrancoisLotz, said the initiative was well organised,peaceful and well-received.
“The bikers arrived in an orderly fashion,made their speech and left peacefully. I wasvery impressed and respect their contributionin the fight against drugs which happens to beevery person in the community’s problem as it
is so easily accessible,” Lotz told the Fever.Biker Christo Kruger said that many ex-
pressed their gratitude for the effort made bythe bikers to safeguard the community’s chil-dren.
“Itwas a very positive experience all round.OnbehalfofBadIwould like to thanktheestab-lishments that have pledged their support andputup thestickers insupportof thecampaign.”

• Participating in meetings and presenting information, opinions and advice through reportson the status and service delivery standard of the library, referring to statistical informationdepicting new enrolments and current user population.
• Coordinate and control tasks or activities associated with controlling personnel performance,productivity and discipline.
• Coordinate specific activities associated with promoting reader awareness and interest andprovide information to users.
• Report writing and checking the budget allocations for specific acquisitions, interventions oractivities required to sustain service delivery levels at the library and preparing and submit-ting requisitions or motivations for approval.
Salary: The bottom notch of a post Level 3 of a Grade 3 Local Authority – i.e. R181267.74 per an-num subject to Job Evaluation. Plus standard municipal benefits.
