NVCSS Client Tells Her Story Janet Guzman and Jennifer My name is Jennifer. I am 25 years old. I moved to Redding almost nine years ago when I was sixteen. Before I moved here I was very lost. My case manger was Janet Guzman and she has been one of the most positive influences in my life. She was my worker for four years and during that time I needed her more than she probably ever knew. I had so many overwhelming obstacles in my life that she helped me to overcome. I felt like graduating high school was going to be impossible because of how many credits I had to earn and every time I saw Janet she encouraged me and made feel like I could do it. During my senior year I was diagnosed with thyroid cancer and during that time in my life I don’t think I had ever felt so helpless. I had to have the cancer and my thyroid removed and after I returned home from my surgery Janet came to see me. And after my radiation therapy she was there. She always helped to encourage me and make me feel as though I was so strong. I grew up in poverty with my single mom working hard to provide for her three children and her grandson and when my family had no money for formula or diapers Janet was there to lend us a helping hand. And I cried when we couldn’t afford a Christmas and she was there to sign us up for Adopt-A–Family to make sure we all had something to wake up to Christmas morning. And when I finally graduated high school she was there in the audience to show me how proud she was. She helped me start college and get my first job; she was always there to help and encourage me, no matter what. Janet helped me to believe that I could create a better life for myself and my child. When I turned twenty and had to exit the program I felt as though we had spent a lifetime together. The TAPP program helped me get through the toughest time in my life and without it I don’t know if I would be standing here today. After I left the program I graduated Shasta College and I am now attending Chico State University and will be graduating next year with my Bachelor’s Degree in Social Work. When I started at the School of Social Work they informed me that I would have to volunteer at an agency for over a hundred hours over the course of the school year. TAPP was the first program I thought of and I feel so privileged to have been given the opportunity to be a part of it. The most amazing thing about my experience is that I learned that ALL of the case managers in this program are just as great as mine was. They are all so dedicated to their jobs and changing the lives of teen parents that I cannot speak enough to how inspiring they really are. I have been able to watch them encourage and help their clients in so many positive ways. I believe it to be truly amazing that we could go out into the community and find so many people who have been in this program and hear all of the wonderful things they have to say. Recently I went to an event with a case manager and someone came to our information booth and she was in the program seventeen years ago and could remember the name of her worker and all she had done for her. That just goes to show that I am only one of the many stories out there of successes that this program has accomplished. I have many successes in my life that I am very proud to have shared with you today, but please remember that they would have not been possible without this amazing program. NVCSS Client Tells Her Story

My name is Jennifer. I am 25 years old. I moved to Redding almost nine years ago when I was sixteen. Before I moved here I was very lost. I was in trouble with the law, doing drugs and not caring about anyone but myself. I found out that I was pregnant two months after my sixteenth birthday and shortly after we moved here. Right after I moved here I started attending Mary Street High School and was referred to the Northern Valley Catholic Social Service (NVCSS) Teenage Pregnancy and Parenting program (TAPP) and my life has never been the same.

My case manger was Janet Guzman and she has been one of the most positive influences in my life. She was my worker for four years and during that time I needed her more than she probably ever knew. I had so many overwhelming obstacles in my life that she helped me to overcome. I felt like graduating high school was going to be impossible because of how many credits I had to earn and every time I saw Janet she encouraged me and made feel like I could do it. During my senior year I was diagnosed with thyroid cancer and during that time in my life I don’t think I had ever felt so helpless. As we near the end of another fiscal year it is well to reflect on the Agency’s accomplishments and challenges during this period of worldwide economic turmoil. Unemployment is on the rise, and budget problems that run the gamut from the State to the counties and the cities eventually impact the ability of non-profit organizations such as NVCSS to provide services to the increasing numbers of those in need. Although funding has been reduced for some of our programs, our dedicated and innovative employees and volunteers have been able to maintain and even expand the Agency’s services in some of the six counties that we serve. We are fortunate that our donors have continued to provide support for our programs even though they too are adversely impacted by the turmoil in the economy, and we are especially grateful for their ongoing support in these difficult times.

In the following pages of this issue of Update our County and Program Directors will share some information on what we as an Agency have been able to accomplish this year with independent programs and by working cooperatively with various county departments in the geographic areas that NVCSS serves. Collectively, our mutual efforts are devoted to containing costs while continuing to provide quality services to people in need.

NVCSS is a multi-faceted entity, and we want to make it easy for all interested parties to stay informed about our current activities; so, towards that end we have made a number of improvements to our web site at nvcss.org. Shasta Volunteer Appreciation DinnerThe hours of invaluable service provided by Shasta County volunteers in 2008 were recognized at the Volunteer Appreciation Dinner held Thursday, March 26 at Our Lady of Mercy in Redding. Guests enjoyed the dinner catered by the Crystal Creek Boys Camp and the special music offered by the gifted vocalist, Whitney Nicole, and her guitarist, Barry Pferrer.

Siskiyou Volunteer Appreciation DinnerSiskiyou County staff enjoys drawing together friends, volunteers and employees each April to show appreciation for the help and support each one offers. This year the appreciation lunch was held on a sunny, crisp Thursday at the Mount Shasta Resort.

Kelly Larivee, the Siskiyou County Program Manager, presented Volunteer Awards to the Money Management Volunteers, Treva Barber, Margaret Dean, Jerry “Hag” Hagerty, Gloria Smith, and Stephanie Aquila. Each volunteer was awarded a crystal clock to recognize the time each had devoted to the Money Management for Seniors Program. These volunteers forged the duties of volunteers and helped to tweak and improve program operation during its first year.

Danielle Winters and Renee Smith were presented with Service Awards to mark their five years of service.

The Employee of the Year award went to Cheryl Bruch, the NVCSS Siskiyou County front office receptionist. Cheryl was

Executive Director Don Chapman recognized our Board of Directors and sadly mentioned the upcoming retirement of Board member Dick Green. Mr. Green and his wife Gretchen won the 2006 Volunteer of the Year award for their extensive involvement with NVCSS. Don went on to thank all NVCSS volunteers for giving of themselves with such obvious devotion. (Shasta County recognizes em-ployees at a separate event in December. The current Employ-ee of the Year is LeAnna Mitchell.)

Tehama Volunteer Appreciation DinnerTehama County’s event was held at the Corning Family Resource Center on April 29th. Guests enjoyed an afternoon dessert celebration and honored Volunteers of the Year Luz Sanchez, HHHM, Plaza Communitaria for teaching Hispanic ladies their primary and secondary education, and Esther Torres, Corning FRC, for sewing class and dance group. Karen Ordaz, Case Manager, received the Employee of the Year award. She teaches the CalWORKs life skills class “Strategies for Success.” Tehama County’s Director, Camilla Delsid, was honored for herdedicationand support.

Trinity Volunteer Appreciation DinnerTrinity County held its first Volunteer Appreciation at the Trinity Alps Golf Course in Weaverville. Trinity County does not currently have any employees, and the group did not name a Volunteer of the Year but used the opportunity to celebrate the first year of operations in Trinity County.

Connecting Circles of Care to Become Evidence Based Best Practice

Growing the Family Voice in Connecting Circles of CareEmotional Disturbance and mental health issues can happen at any age and do not only affect the consumer and youth but the entire family.

Family driven and youth guided services are the model and the movement for mental health service delivery reform sweeping the nation. Families are included in all aspects of the development of the Treatment Plan of Care. In the beginning of services the development of the “Family Vision” plan, a strength-based plan for services, is created with the family. These individual plans incorporate spiritual beliefs, the family’s values, hobbies, strengths, talents, cultural values, cultural beliefs and family traditions. Natural supports in their community are identified to wrap around the family and the “Family Vision” plan is created, which is the guide for service delivery for youth and their families.

Connecting Circles of Care (CCOC) is a collaborative mental health systems change project in Butte County. Innovative partnerships with Butte County Department of Behavioral Health, Feather River Tribal Health, Northern Valley Catholic Social Service, family members , and other community organizations continue to work to grow the program to meet the overwhelming demand for services from families and community members. The CCOC program has been addressing the needs of the entire family and growing the families’ voices in service delivery for the last two and half years. The hiring of Family Partners to be on every wrap team is a major leap in system change. Family

Partners are family members not related to the family they are serving, but who have been through the process and are focused on helping other families to feel heard, empowered and valued as they receive help. Family Partners provide support, resources and community advocacy services throughout the time the client families are in the program. Client families break out of the isolation and stigma they often experienced before. Families create with their Family Partner peer to peer groups to share experiences, respite activities, networking and support. Even after families graduate CCOC the Family Partners continue to check in to monitor the families’ progress. Client families may continue to participate in CCOC family activities and outings as long as they want. Connecting Circles of Care is a now a nationally recognized best practice in providing culturally competent, family driven, youth guided services.

Families have proven higher success rates through evaluations and say that they are finally receiving the right services for their family and that their knowledge of the individual needs of their own youth and family are listened to. Over the next few months Northern Valley Catholic Social Service will continue to develop the family voice by creating a Family Policy Council to continue systems change in Butte County.

Representatives from D.C. based SAMHSA (Substance Abuse and Mental Health Services Administration) completed their mid-cycle evaluation of Connecting Circles of Care (CCOC) in March. The final report is expected to illustrate that CCOC is a national evidence based best practice for providing service to culturally and linguistically diverse families.

Connecting Circles of Care provides an individualized mix of services for youth with serious emotional, behavioral, or mental challenges and their families. Services available to families include counseling, education advocacy, family support, and parent education.

CCOC affirms the cultural and ethnic backgrounds and values of the families it serves and provides culturally and linguistically knowledgeable wraparound teams for the Native American, Hmong, Latino, African American, and rural mountain communities in Butte County. CCOC also works

New Housing Unit Planned in Chico

Villa Serena, an affordable housing project providing permanent supportive housing for the mentally ill, is in the pre-development process with an anticipated construction start date of September 2009. This project is funded by the Department of Housing and Urban Development Section 811 Program and the City of Chico Redevelopment Agency. The complex will include nine one-bedroom units, a two-bedroom unit for an onsite resident manager, laundry facilities and a community room. The Butte County Department of Behavioral Health will be an active partner in providing supportive services for tenants residing at Villa Serena. NVCSS is very excited to be a part of meeting the affordable housing needs for special populations in the City of Chico.

Butte NVCSS Takes on Parent Education

Butte County NVCSS has embarked on a new endeavor this year, teaching parenting classes throughout the Butte County community. After a long standing partner agency had the misfortune of shutting their doors, NVCSS recognized the need to continue parent education and community classes. The Butte County First Five Commission acknowledged the need by awarding a special funding grant to provide free community based parent education classes for parents of children 0-5, using the evidenced based Nurturing Parenting Program® curriculum.

NVCSS sent two staff members to the Nurturing Parenting Program® training in Fresno, California. The training was comprehensive and intense and both staff became certified parent educators for the program. One staff stated the training “was a life changing experience” and has echoed that sentiment throughout her classes. The other staff member had previous experience with the program in the Tehama County NVCSS office. She stated she has seen the program make real differences in families’ lives.

Butte NVCSS has successfully completed two 10 week series and the third session began in April in Gridley. The first series was held in Chico and targeted young parents throughout the community. The program was a huge success with most parents completing the entire 10 weeks of class. The second series was held at the Greater Oroville Family Resource Center. The class was open to the entire community and parents ranged in age from teen parents to parents in their forties. Many of them not only learned from the educators, but also from one another. Below are some of the parent’s comments on their class evaluations:

things about themselves,”

“I am learning more about my child

and how to be a better parent.”

Parents who actively participate in class can earn “baby bucks” to purchase educational toys for their children. They have been thrilled to obtain items that are both fun and educational.

NVCSS is home for the Latino Team in Gridley and a new Rural Mountain Team. The latter will serve the Concow area, Berry Creek and Feather Falls schools.

The review team stated that Butte County is essentially the only SAMHSA grant recipient at this time that involves both multi-agency collaboration and culturally diverse and competent services. They encouraged teams to present at the national SAMHSA conference to help educate other states and programs. They also encouraged Connecting Circles of Care to design a training program in Butte County, so that people from across the nation can come and learn from the program. High praise is well deserved for all the teams.

Ground Breaking Ceremony for Housing Unit Set for Summer 2009

Saint Clare Court, a 15-unit affordable housing complex funded by the Department of Housing and Urban Development and the City of Redding to house mentally ill individuals, is moving off the drawing board and into construction phase. The apartment complex will include 14 one-bedroom units, a two-bedroom apartment for an on-site resident manager, a community room, and a laundry facility. The complex will be located at 2465 Beverly Drive in Redding and will provide affordable independent living in a supportive environment for qualified residents in our community. Construction is expected to begin within two months with a groundbreaking scheduled for this summer. NVCSS is excited to be a part of expanding housing opportunities for the mentally ill in cooperation with our local government, as well as community organizations, professionals, and suppliers.

NVCSS Second Home Third Annual Client Art Show

During the first week of each October NVCSS joins mental health advocates across the country in recognizing the National Alliance on Mental Illness (NAMI) and their efforts to raise awareness on mental illness. Through a collaborative effort, a week of activities was scheduled throughout the community. On the evening of Thursday October 9th, NVCSS Second Home shared in this collaboration by hosting the Third Annual Client Art Show.

The evening featured elegant appetizers, a Celtic harpist and a breathtaking collection of artwork. The artwork, donated and created by individuals affected by mental illness, captured the crowd’s attention. Second Home participants and their families worked year-round to build a

collection of digital photography, paintings, stationery, quilts and hand-sewn creations. All items were available for silent auction with proceeds to benefit the NVCSS Second Home program.

NVCSS Second Home is a resource and referral program for people with mental health issues and their families. Staffed by paid employees, volunteers, clients and their families, the program features a variety of groups and activities to promote wellness and recovery through peer support. Program peers help each other create and maintain a Wellness Recovery Action Plan (WRAP). The plan serves as a self guided directive for achieving long-term stability. Many participants mention art as a recovery tool in their WRAP.

Creating art is only one of many pieces that produce this beautiful event in October. From matting & framing to lining the ceiling with twinkle lights, participants, staff and volunteers work hard all year to put this together. On event night the room is staffed by the artists themselves. They greet guests, answer questions about their work, photograph the event and pack it all up in the end.

It was quite apparent this year that excitement has grown for the Client Art Show. The event was well attended by community leaders and art enthusiasts alike. Attendees appeared to love the award winning “Bird Picture.” The sizeable photo featured birds by the river and colorful sun spots splashed across the scene. The piece was adorned with the blue ribbon it received earlier that year at the Shasta County District Fair. Most notable, however, was the proud artist beside it who beamed when approached about her creation. With a confident presence, she kept a humble smile that spoke loudly to the value of art in her recovery.

Second Home Celebrates Inaugural Year

Second Home has recently celebrated a successful first year. Funded by Shasta County Mental Health through the Mental Health Services Act, Second Home is an outpatient drop-in center for Shasta County residents ages 16 years and older who experience mental health challenges. Second Home activities include clients’ family members, too. Clients and their families may participate in activities and/or volunteer time to help others. From its inception on February 19, 2008 through March 31, 2009 Second Home welcomed 478 unduplicated individuals and recorded a total of 7881 visits. Currently there are 27 volunteers who help in all aspects of Second Home from leading classes to serving on the advisory board.

Second Home hosts Second Saturday ArtHop on the second Saturday of each month from 6:00 to 9:00 pm. The community is encouraged to drop by to see the “Off the Wall Gallery” and hopefully find a unique item to purchase and take home.

Second Home thanks the many wonderful donors who have supported the program with their time, funds, and/or donations. Without the generosity of the community, Second Home would not be able to continue offering the rich variety of much needed services.

When Martha Hitchcock was a senior in high school, she volunteered with Northern Valley Catholic Social Service in a program that helped pregnant and parenting teens learn life skills. She was drawn to serve those less fortunate than she. “Not everyone has the friends and family that I’ve had”, she insists. “NVCSS is that helping hand that everyone needs.” Despite the hardships that life has brought her way, including losing her sight while battling cancer, Martha has remained strong, faith-filled, and focused. She is a profound reminder that one person can make a difference. NVCSS is humbled and honored to recognize the courage and inspiration of Martha Hitchcock.

NVCSS Celebrates a Morning in May!Saturday May 2, 2009 marked the eleventh year of the Shasta County Morning in May fundraiser. Over two hundred and fifty guests attended the event to raise funds for the NVCSS Teenage Pregnancy and Parenting Program (TAPP). The event featured beautiful spring-themed items for sale, a silent auction, and a centerpiece raffle that is truly one of a kind.

The dazzling centerpiece raffle is a yearly favorite for hostesses and guests alike. Each hostess arrives early to adorn her table with a unique centerpiece display. Guests purchase tickets to enter them in drawings for their favorite centerpiece. This year the displays ranged from a classical candelabrum to dramatic silk arrangements. Whether the centerpiece is one of understated elegance or an elaborate expression in design, collectively they light up the room with character!

This year during brunch, guests enjoyed a gorgeous fashion show by Occasions! and a heart warming testimonial from guest speaker Jennifer Allen (learn more about Jennifer in the cover story). Jennifer received case management services from NVCSS when she became pregnant as a teen. Describing the experience as one of the hardest years of her life, Jennifer was diagnosed with cancer after giving birth to her son. She commended the support she received from her NVCSS Case Manager as she endured necessary treatment and overcame the disease. Jennifer’s Case Manager, who now works as a therapist with NVCSS, attended the event to support Jennifer and the valuable services provided by TAPP. Through Chico State University, Jennifer now works as an intern at NVCSS with TAPP providing support and guidance to pregnant and parenting teens that face the same challenges she once faced. The event raised over twenty thousand dollars to continue TAPP services in Shasta County.

Week of the Young Child April 17th – 24th

Shasta County Teen Service programs participated in the Week of the Young Child, a nationally recognized celebration to bring attention to the importance of child development from birth to 5 years. The TAPP (Teenage and Pregnant Parent) and Cal-Learn Programs put on a Play Group at Caldwell Park in Redding, where the children enjoyed outdoor activities in the fresh air. Additional programs during the week included a bi-lingual story time at the Shasta County NVCSS office, where Lisa Fernandez, NVCSS Case Manager teamed up with Alice McFadden, Client Advocate from SEACM (Southeast Asian Christian Ministry), read a book to the group in both the English and Spanish languages. Parents and children alike enjoyed the story time. The teen program enjoys participating each year in this well-organized week to celebrate the development of young children.

First Annual Project Homeless Connect

As a member of the Redding/Shasta Homeless Continuum of Care Council, NVCSS participated in Redding’s first annual Project Homeless Connect event. Welcoming over 450 homeless guests, the one-day, one-stop project offered ID assistance, medical exams, dental check-ups, vision care, haircuts, portraits, live music, a free BBQ, VA information, social service benefits, veterinary services and much more. Over 60 local service agencies were on-site to provide information on housing, employment, education, legal counsel, addiction treatment, and a variety of other community services.

NVCSS operated a booth to inform the public of the services available within the agency such as housing, mental health and teen services. Agency staff also facilitated a group of event volunteers that “hosted” guests that arrived for the day. The host-volunteers welcomed guests and helped them navigate the auditorium full of opportunities. One event volunteer stated, “I am not sure if I can state just how moved I was at this incredible event…..I witnessed a grandmother crying after looking at a portrait of her grand child….. Homeless never have stuff like that…”

Mayor Bosetti and Supervisor Hawes sent an invitation to stakeholders and volunteers throughout the community. “The City of Redding and Shasta County will be proclaiming May 2009 as Project Homeless Connect Month.” They predicted the success of the event by stating, “The event promises to catalyze community involvement, generating new partnerships, commitment, and investment for promoting self-sufficiency.” NVCSS is proud to have collaborated with a community of neighbors that came together to provide help and create hope.

Kohl’s Cares for Kids Back-to-School Shopping Spree

For the past several years, Shasta County NVCSS and Mervyn’s Department store held back-to-school shopping sprees for underprivileged children. Children from Tehama and Siskiyou Counties have also participated in the program. In 2008, Mervyn’s filed bankruptcy and ultimately went out of business, thus ending Mervyn’s ChildSpree. Fortunately, Kohl’s Department Store and NVCSS will offer a similar program this summer. July 18 marks the very first Kohl’s Cares for Kids Back-to-School Shopping Spree.

Eligible children grades K-5 are matched with a volunteer and they are treated to a $100 shopping spree to pick out clothing and shoes for the new school year. McDonald’s Hamburgers donates breakfast to the students, Sue’s Java donates pastries, hot chocolate and coffee, the Anderson Moose Clowns provide entertainment while the children wait in line, and Chipper from the California Highway Patrol greets each child as they enter the store.

The positive impact of this special day on the self esteem of these economically challenged children goes far beyond the actual event. Hearts & Hope TeaThe third annual, successful Siskiyou Hearts and Hope Tea fundraiser was held in February at the Mount Shasta Resort to benefit Siskiyou’s Money Management for Seniors program. This year the event boasted a Japanese Tea theme complemented by the resort’s Asian salad luncheon. A special acknowledgement goes to Sereni-tea of Mount Shasta for providing the tea for the day.

The raffle for the table centerpieces was lively and generated a lot of excitement for the participants. The competition was fierce but friendly, especially for the beautiful 14kt gold bangle bracelet valued at over $600. Featured as a centerpiece, the bracelet set the stage for a showdown between two hopeful winners who deposited about 50 tickets each. After all that - neither of the two won the bracelet - in the end, the lucky winner was Brenda Duchi!

Spring Swing: “Slice of Heaven” Supports Siskiyou County

SeniorsIn the shadow of Mt. Shasta, golfers will take to the links at Mt. Shasta Resort in the first “Slice of Heaven” golf tournament in support of the Senior Money Management program of NVCSS Siskiyou County.

The 8AM shotgun start is scheduled for Friday June 19th. This is a co-ed, best-ball format and will feature a “Monte Carlo” hole, closest to the pin, and longest drive competition. Busy Bee Good News Club Learns About Cesar Chavez

Donald Jacobs and Tabetha DeVries, AmeriCorps members stationed at both Resource Centers in Tehama County, gave a presentation on Cesar Chavez to school age children at the Busy Bee Good News Club. The club meets in the classroom across from the Corning Family Resource Center (FRC) every Tuesday afternoon. Tabetha said the kids seemed to understand and were participating in the presentation by asking questions and sharing personal experiences.

Cowell Grant UpdateThe Corning Family Resource Center was awarded a S. H. Cowell Foundation grant on March 27th for $125,000 for one year. This grant will keep Tehama NVCSS moving forward by strengthening and expanding the existing programs and adding a new program, a citizenship and immigration support program. Continued goals of high-quality case management services target high needs families, computer classes, and high-quality case management to strengthen community ownership and the Family Resource Center (FRC) infrastructure. Programs assist families by providing services that connect families with currently available supports. NVCSS offers direct services, while building community partnerships and encouraging civic participation – all activities that help with poverty reduction.

Day of the ChildFamilies at the Corning Family Resource Center (Corning FRC) celebrated Day of the Child (Día del Niño) on April 30. The celebration began with the Corning FRC Folkloric Dance Ensemble presentation. This group is comprised of young girls 4 to 10 years old under the leadership of Esther Torres. Anita Parker with the North Valley Episcopal Ministry gave an informative presentation about Diabetes. Pizza was enjoyed by all and to finish off the afternoon children batted at a piñata for the goodies inside. This event was planned by AmeriCorps members, Donald Jacobs and Tabetha DeVries.

Mobile Dental Unit (MDU) Visits the Corning Family

Resource CenterFirst 5 Tehama and Northern Valley Indian Health, Inc. parked their new Mobile Dental Unit (MDU) at the Corning Family Resource Center (CFRC) from March 23 through April 3. The CFRC staff collected dental applications for 1-5 year old children and pregnant mothers, scheduled appointments for the first three days and helped families apply for Healthy Families health care. The MDU saw 69 new patients and continued with follow up appointments for the following the two weeks. The MDU will rotate between Butte, Glenn and Tehama Counties.

“From Small Beginnings Come Great Things”

In late February, the Trinity County volunteers of NVCSS held a “Pre-Open House” to introduce the community to the Michael J. Mangas Memorial Family Resource Center in Hayfork. The festive event was free to the public and included the giveaway of food, clothing, washers, dryers, storage cabinets and even a donated car. Of the 85 people who attended, there were many children who were entertained in the “Veggie Tales Theater.” The day also offered the opportunity to get new volunteers to help with the operation of the Family Resource Center, advise people in need as to where to go to get the services they need within Trinity County, and work to get items such as wheelchairs and household furniture delivered to those without transportation.
