US New Sled sales in 2016 fell short of the 2015 five-year high number by just a little over 2,000 snowmobiles. Since 1996, snowmobile sales in the United States have slowly dwindled by more than 100,000 sleds to our current level of 56,006

snowmobiles seen in 2016. Incidentally, New york State finished out the 2015-2016 season with 90,657 snowmobile registrations. NySSA closed the season with 50,155 members.

The trends in snowmobile sales are similar to those of our neighboring snowmobilers in Canada and Vermont. While there are fewer snowmobiles sold annually in Canada, the sales trend seen there is very similar to what is seen here in the United States with the exception that they have not seen as drastic a reduction in sales in the same time span dating back to 1996. Worldwide snowmobile sales have seen a sharp decline in the past year with the largest

drop being seen in Russia. With the decline in the value of the ruble, and their country embroiled in police actions, the reduction in sled sales there has most certainly affected the Worldwide sales seen above. Snowmobile registrations within the United States have followed the same trend seen in snowmobile sales. Most notably, there has been a decline of over 400,000 less snowmobiles registered since 2006. NySSA has paid very close attention to this number

as we are aware that these sleds are still out there, however, we are not so sure on how many are being ridden illegally but the number could be substantial throughout the US. When it comes to Canadian registrations, we are seeing an increase in snowmobile

registrations and this trend does not appear to be following the declining number of snowmobile registrations that we are experiencing here in the US. One possible factor could be that with the lack of snow in the lower US, more riders are heading to Canada in search of snow.

Snowmobilers enjoy other recreation outside of the snowmobile season. The highest recreational pursuit for snowmobilers in the off-season is fishing followed by boating, camping and ATV riding. Lastly, with regards to trends, we are seeing that the Baby Boomers are no longer leading

the pack when it comes to population. That honor has now changed hands with over 84 million Millennials making up our nation’s population. While the Millennial Generation may now be the largest generation in the US, Generation Z has been found to be the most conservative when it comes to saving

in late may 2016 the state of new york announced acquisition of the 20,758 boreas Ponds Tract in essex county. The acquisition is located north of county 84 and is accessible by Gulf brook road. The Adirondack council and the Adirondack mountain club

have been lobbying for the property to become mostly wilderness. The question is “should it?”

Boreas Ponds: Wild Forest or Wilderness?

Not much for a thirty year old but I needed to get off often and walk the bike up the occa-sional steeper grade to conserve my energy. The flies made it easier to keep on moving. I noted that my bike (mechanized recreation to some) barely made an imprint on the grav-el road. The bike is 66 inches long. My first impression was that this is no trail but rather a well improved road which ranged from 12 to 15ft wide with culverts in good repair and the surface rather hard

packed. It lacked the typical tire ruts you see on so many dirt roads. Many miles of road looked very much like this; tree lined with a foot to two feet on each side brushed out. There were many gravel borrow pits which I assume had been used in road mainte-nance. Most were small but a few larger.

so what do i think about the classification of this property? There is no doubt that the Boreas Ponds Tract is beautiful and much of it is unspoiled by human activities. But this was Finch Pruyn land so it was logged. The “Ponds” is clearly the place where everyone would want to go, but it is so clear to me that only the fittest of individuals will be able to travel the nearly 8 miles to the “Ponds” if the road is closed. Those with physical impairments need not apply. The road is so good it will be a millennium before the forest retakes the road. I did notice one thing when looking the property up on Google Earth, much of it ap-pears to be reforested with planted trees and the ponds exist because of man made dams. In light of the recent success of Protect in stopping the Class II trail constuction, why would anyone throw away a perfectly good road which could be used as a trail then go and hack a new trail through the woods. That just begs for another lawsuit.

I took a day to go up and meet with the Su-pervisor of the Town of North Hudson and several other Supervisors who make up the group pressing for the Five Town Recreation Hub. A lot was discussed at this sit down in-cluding the ramifications of Protect the Ad-irondacks receiving a “Temporary Restraining Order” relative to the DEC’s construction of Newcomb to Minerva Class II snowmobile trail on the grounds that the construction cut too many trees. That trail construction has been halted. The Five Towns would like to see the area south of the old access road kept wild forest to maximize the uses that would be allowed and create the potential for an economic benefit to the adjoining towns. They envision an area for bicycling, including fat tire bikes, snowmobiling on the existing roads, season-al motor vehicle access to the proximity of Boreas Pond, cross country ski trails, camp-ing, yurt sites, hunting, and fishing. In addi-tion they would like to see longer distance hiking trails to connect the property to Allen Mt. and the Marcy Trail. Talk is great but I really felt the need to get on the property and experience it for my-self. At that time access is by foot or horse back. Having neither 7 hours to complete the trip or a willing horse, I got out the old bike and off we went. (Closer vehicle access has since been provided.) The first mile and a half is a steady incline as folks promised.

State Lands are acquired with money from all of us. Access should be allowed to en-compass the largest cross section of the pubic without compromising the quality of the acquisition. Clearly the road should be classified as Wild Forest to provide the most access possible for people across various physical abilities. That access can be provided without diminishing the environmetnal quality of the property since the road is already constructed and in good repair. If the Department is going to honor the intent of the ADA and provide meaninful handicapped access they need to have a parking area open near Boreas Pond. What the Five Town Supervisors are proposing makes sense, and the proposal makes sense for a wide variety of outdoor enthusists including snowmobilers. I attended a follow up meeting in late August where a new group was born: Access the Adirondacks Alliance. This alliance is composed of many groups that want to see access to all the property and are willing to put their names behind an effort. Together, we will be urging all of our members to write in support of Wild Forest for the majority of the property. I hope you will take a minute and think about what you want out of this state acquisition and voice your opinion to the Governor, the APA and the DEC. “If you never speak up you will never have access to any part of this property. • educating the State Legislature and Administration on the magnitude snowmobiling has on the State Economy ($868 million annually);

• supporting/opposing legislation that impacts our membership and organizations; and

• providing public and written comments on the diverse actions of state agencies regulating where and how we can ride.

NySSA has implemented this program at all levels of government to engage with elected and appointed officials for the benefit of snowmobiling and its related activities. While NySSA has a strong and effective grassroots organization powered by the collective voice of its 235 clubs and the 90,000 Ny snowmobile families, there is no substitute for a professional “boots-on-the-ground” lobbying presence at the State Capitol to augment this effort. Capitol Group, LLC continues to be our go-to team for state lobbying in Albany, promoting the NySSA agenda as developed by the Government Affairs Committee members of our Board of Directors. Capitol Group assists us in advancing our legislative agenda on the state level while The American Council of Snowmobile Associations provides guidance on the Federal level. This past year we scored a tremendous legislative victory with the legislature adopting language that will provide the snowmobile Trai l Development and maintenance Fund with an additional $5 from every registration beginning this past october 1. The Trail Fund will realize a $400,000 to

$600,000 increase in revenue without any snowmobiler paying an additional dollar. This past session we were also able to move legislation that would allow the crossing of a limited access highway (Ny Rts. 12 & 28) in Oneida County just south of Boonville. This legal crossing will make the clubs’ job much easier. (Chapter 292, L.2016)

increased Penalties for Unregistered sledsMost of us are diligent about registering and insuring our sleds before we go out on the trail. Those who ride without a valid registration are basically stealing from the rest of us. Currently, the highest penalty for this violation is $250, which is not quite enough to dissuade freeloaders from trying to get away without registering. NySSA supports efforts to raise the fine for “no” registration and create a lower penalty for the improper display of the registration decal. This same proposal will increase funding for the enforcement of those laws governing snowmobiling.

online education There appears to be a concerted effort to make safety education for youth available through online education. The NySSA Safety and Education Committee have expressed the opinion that an online

course without any hands-on interaction is not advisable as the sole method of instruction for young riders. NySSA will ensure that these concerns are shared with the policy makers and that partial in-person instruction remains a requirement in the youth education program.

support for landownersOur snowmobile trail system is highly dependent on the generosity of landowners who willingly open their land for snowmobiling. Over the years bills have been introduced which would provide certain benefits to these landowners but have never passed both House of the Legislature and subsequently been signed into law. Working with Central New york Legislators, NySSA has encouraged and supported legislation that would provide a landowner a modest state income tax credit for the trails that they allow on their land. Currently the proposal would benefit mostly farmers and tree farmers but we hope to expand it in the future to all landowners. To have this proposal pass both Houses of the Legislature and be signed into law will take an enormous coordinated effort but so did getting the extra $5 mentioned above.

It may sound obvious, but you shouldn’t be trying to ride on the NyS Trail System on an unregistered snowmobile. The registration year is September 1 through August 31, and believe me, DMV will NOT pro-rate your reg-istration fee if you wait until the first snow-flake falls to register your sled. So avoid the rush, get the paperwork out of the way now, and you’ll be ready to go when there’s snow.

Through the efforts of NySSA and its lobby-ist, Capitol Group, An extra $5 of your NyS DMV registration fee this season will go into the Snowmobile Trail Fund, managed by the NyS Office of Parks, Recreation and Historic Preservation (not NySSA). The Snowmobile Trail Fund money is divided amongst the trail-maintaining clubs each season to support their trail maintenance efforts.

When you join your snowmobile club, the dues you pay are available to them far sooner than the payments from the Snowmobile Trail Fund. That’s why we encourage you to join your club early in the season – so they will have money available to get the trails ready, before it snows. Come to think of it, they could use a hand with that. Could you spare just one day…?

New york’s safety courses are taught by ex-perienced snowmobilers who volunteer their time to make the sport safer and more enjoy-able for everyone. The courses are open to snowmobilers age 10 and up. Here is the law:youth ages 14 through 17 years old may oper-ate a snowmobile, on lands upon which snow-mobiling is allowed, without adult or other su-pervision if they have completed a snowmobile safety training course recognized by the State of New york. If youth ages 14 through 17 years have not completed the training course, they may operate a snowmobile if accompanied by (within 500 feet of) a person who is at least 18 years of age. youth ages 10 through 13 may operate a snowmobile, on lands upon which snowmobiling is allowed, if they have com-pleted a snowmobile safety training course recognized by the State of New york and are accompanied by (within 500 feet of) a person who is at least 18 years of age. Children less than 10 years old or less than age 14 without a safety certificate may op-erate a snowmobile only on lands owned or leased by their parent or guardian. A non-resident operator who is a resident of another state or country and is the holder of a valid snowmobile safety certificate issued by that state or country shall be considered the same as the holder of a New york State

Hopefully the mice haven’t taken up residence in your sled’s engine over the summer. If so, now’s the time to serve them their eviction notice, go over your sled, and repair or replace anything needed. I’m not sure if this works, but a friend swears by pepper-mint candy. It seems the rodents don’t like the smell.

Before you set off on your first sledventure of the year, please check the lights, brakes, bear-ings, tires and registration on your trailer. We don’t want to see you on the side of the road, we want to see you on the trail!! l

Those not involved most likely have a hard time comprehending this as actual fact. But those involved for years and years certainly do! It’s no different here in New York State.

This article may not seem “PC” to some.I will also venture a guess that it will hit thenail directly on the head for a lot of others though, those that are in the minority that help to build, sign, maintain, cut trees, and groom the trails and/or help with club fundraisers. All these activities help fund the trail work that is required to provide the safe, smooth trail that so many snowmobilers enjoy riding. Some riders think that their registration dollars fully fund the clubs for their efforts, but the fact remains that most clubs come nowhere near being reimbursed for their labor hours and trail-related expenditures. Actually there are many clubs who, in any given average winter season, only receive around 40% of what they actually document as trail expenses. Groomer payments, fuel & oil, signs, insurances, bridges/culvert purchases, repairs, chainsaws, equipment to get the work done, sign posts, bridge decking, and so on…not considering that many times special projects require hiring professionals to do some of the work. Club memberships, raffle ticket sales, chicken BBQs, race events, and other fundraising events help offset those trail expenses and keep a club “in business”. And those events require volunteer club members to help out to make successful, on top of the hours and hours of trail work that volunteers do. For those who can’t be there to physically help out, there’s websites and social media sites to maintain and required state paperwork to be entered - you could help out via computer from your home. Contact your club to see what you can do for them or offer your services if you have

specific expertise. “What kind of member are you?” … I recall a catchy poem which I first saw many years ago and has stuck in my mind the whole time since that I have been actively involved as a volunteer in multiple snowmobile clubs. As I wondered what to write about this month, I recalled this poem and figured I would once again try to get the important message out to the readers here of what most clubs are in need of…more active volunteers. yes, clubs understand that there are many club members that simply can’t give many free-time hours to organizations like their snowmobile club. Families come first, jobs are obviously important to have/keep which also can hinder available free-time. Donations in lieu of volunteer hours is always accepted and appreciated, and if your club is a 501©3 recognized organization, those donations are tax-deductible! I googled the poem and have attached it to this article. Are you in that minority of club members that pays your clubs dues annually and early, doing so for years in the name of dedication while volunteering as many hours as you can each season to see your club truly succeed in providing a great service to those that ride their trails? Or are you a paying member that submits your club dues (maybe early or maybe just prior to the snow flies) and feels that this is enough, without helping out physically at all? Do you join and then only buy some raffle tickets and/or attend their fundraisers to show your financial support? Maybe you help out here and there with trails or fundraisers, only able to give-up some

hours that you do feel is really not enough but is all that you can afford? Do you donate money to your club? Or materials to trails? Or help sell memberships? Maybe as a paid club member you groom and help prep the machines, but don’t get out on the trails to volunteer? Well, every one of you that falls into one of these categories IS indeed helping out in some manner. yes, others may do more, but every little bit is truly appreciated! Believe ME! I speak to many club officials, and this is a fact. Now, conversely…are you a person who only joins a NyS snowmobile club to get the discount registration voucher that you use at DMV? Are you a member who does join a club, then only comes to work events to watch and/or take pictures of the others working? Are you a member who nit-picks every decision a club makes, because you feel you know better BUT never attend a club meeting to offer your claimed expertise? Or maybe you just claim on snowmobile blogs sites that you join a club, or even more than one, while the fact is you don’t join any but don’t wish to feel like a major part of the problem that clubs suffer from financially? you see, wanting to have better snowmobile trails can only be accomplished with many hands…hands that WANT to be a part of the solution. Positive interaction is needed while attempting to make things better. Negativity only hurts all involved, including the great recreational sport that everyone receiving this magazine is looking to enjoy! l

Are you an active member, The kind that would be missed, or do you foolishly think that, your name’s already on the list. Do you attend the meetings, And mingle with the crew, or do you just figure that, Trail work is for others to do? Do you take an active part, To help the club along, or are you just satisfied to be, The kind to just belong? Do you ever call club leaders, To see what you could do, or leave all the work for the group, That you call a clique, the active few?

clubs have quite a job to do, which means success when done, but it can be accomplished quicker, with more help from everyone. so attend the meetings regularly, Have club pride with all your heart, Don’t just be a paying member, Please take an active part. Think this over snowmobile friends, considering if this poem is wrong, Are you really an active member, or do you just belong?
