A. General

( 1 ) FZeet Composite Squadron SIX, l oca t ed a t U. S. Naval Air S t a t i o n , Norfolk, V i r g i n i a , was commanded by CDR Char les R. JASPER, USN, from 20 J u l y 1967 t o 09 August 1968, and by CDR James K. GADDY, USN, from 09 August 1968 t o p re sen t . Enclosure ( 1 ) conta ins a biography and photograph of each commanding o f f i c e r . The command i s under t h e ope ra t iona l and admin i s t r a t i ve c o n t r o l of Commander F l e e t Air Norfolk.

(2) MISSION - The mission of FLECOMPRDN SIX i s t h a t of providing a e r i a l , land and waterborne moving t a r g e t s e r v i c e s f o r sur face- to-a i r , a i r - to-surface and sur face- to-sur face gunnery t r a i n i n g i n support of f l e e t t r a i n i n g t a s k s f o r u n i t s of t h e U. S. A t l a n t i c F l e e t . These t a r g e t s e r v i c e s a r e provided through use of unmanned, r a d i o con t ro l l ed t a r g e t drones. During t h e Calendar Year of 1968, t h e squadron o p e r a t i o n a l l y operated MQM-36A small p i l o t l e s s a e r i a l t a r g e t drones, F i r e f i s h seaborne t a r g e t drones and @I-56 mobile land t a r g e t drones.

B. Comos i t i on and Drqanizat ion

( 1 ) Enclosure ( 2 ) enumerates t h e squadron complement of o f f i c e r , en- l i s t e d , c i v i l i a n and f l i g h t personnel as of 31 December 1968. Included i n En- c lo su re (a) a r e r o s t e r s of o f f i c e r and e n l i s t e d personnel.

( 2 ) F l e e t Composite Squadron SIX does n o t deploy a s a u n i t , b u t oper- a t e s on a detachment concept. During t h e year 1968, t h e squadron was organized i n t o a pa ren t comand, f i v e deploying detachments and two non-deploying detach- ments permanently based ashore. The f i f t h deploying detachment was e s t ab l i shed a s a permanent detachment and authorized by CNO l t r O P - ~ O ~ E ~ / S I R W ~ O s e r 10926 of 26 February 1968.

( a ) The f i v e deploying d e t a c h e n t s are composed of one O f f i c e r - in-Charge, and from n ine t o twelve e n l i s t e d men and a r e equipped dm both aer - i a l and seaborne t a r g e t drones. These detachments have t h e dua l c a p a b i l i t y t o provide e i t h e r waterborne or a e r i a l t a r g e t s e rv i ces and deploy aboard sh ips and provide se rv i ces whenever and wherever requested. Detachments a r e t r a ined and provisioned t o be se l f - suppor t ing . During 1968, t h e s e detachments made 29 in - d i v i d u a l deployments which range from one day t o f i v e months i n dura t ion . En- c lo su re (3) i s a summary of 1968 deployments.

(b) Detachment Warren Grove i s permanently l oca t ed a t Warren Grove Gunnery Range, New J e r s e y and c o n s i s t s of a personnel s t r e n g t h of one o f f i c e r and t h i r t e e n e n l i s t e d men. This detachment ope ra t e s t h e a - 5 6 Land Mobile Targe t t o provide s e r v i c e s i n suppor t of a i r - t o - su r f ace gunnery t r a i n i n g f o r a i r c r a f t of t he U. S . ( c ) Detachment Dam Neck i s permanently l oca t ed a t F l e e t Anti-Air Warfare Training Canter , Dam Neck, V i r g i n i a and c o n s i s t s of a personnel s t r e n g t h of one o f f i c e r and twenty e n l i s t e d men. This detachment ope ra t e s both the MQM- 36A p i l o t l e s s t a r g e t drone, and F i r e f i s h waterborne remote con t ro l t a r g e t drone f o r t he U. S. A t l a n t i c F l e e t Gunnery School. As a secondary mission, Detachment Dam Neck provides MQBB-36A ope ra t iona l t r a i n i n g f o r a l l c o n t r o l l e r s and mainten- ance personnel assigned t o t h e deploying detachments. Enclosure (5) i s a sum- mary of opera t ions conducted by t h e detachment during 1968. F i r e f i s h s e r v i c e s became ava i l ab l e on 08 November 1968.

c. Maintenance Probl.ens and New Equipment

The following d i scuss ion i s a resume of t h e s u i t a b i l i t y of new equipment and of maintenance problems encountered during 1968;

(I) Luneberq Lens

During t h e 3rd q u a r t e r of F i s c a l Year 1968, Commander F l e e t A i r Norfolk d i r e c t e d F l e e t Composite Squadron SIX t o develop a means of augmenting t h e F i r e f i s h su r f ace t a r g e t r a d a r image p r e s e n t a t i o n t o t h e A P Q - ~ ~ / APQ-112 r a d a r s so t h a t the A-6 a i r c r a f t could make a f u l l weapons system de- l i v e r y t o t h e F i r e f i s h . I n i t i a l a t tempts t o u t i l i z e l o c a l l y f ab r i ca t ed corner r e f l e c t o r s produced nega t ive r e s u l t s . Naval M i s s i l e Center , P o i n t Mugu, when informed of our program, shipped two Luneberg Lens C l u s t e r s f o r eva lua t ion . These l e n s c l u s t e r s had been v e r i f i e d i n an anechoic chamber, however, f u r t h e r t e s t i n g t o determine e l eva t ion angle was required. Through the cooperat ion of s e v e r a l l o c a l A-6 squadrons on May 29, June 5, June 6 , June 1 9 and August 12, an optimum e l e v a t i o n angle of 60 degrees was determined under ope ra t iona l con- d i t i o n s . F l e e t Composite Squadron SIX now has a small ope ra t iona l quan t i t y of bo th "KU1' and "X" band Luneberg Lens C l u s t e r s ava i l ab l e f o r f l e e t a i r - t o - su r f ace t a r g e t opera t ions .

(2) Veg a Tr answondor

Attempts on 06 February 1968 and 07 August 1968 t o aug- ment t he F i r e f i s h f o r n i g h t opera t ions wi th a Vega 306C "Cn band transpondor were unsuccessful due t o frequency and antenna p o l a r i z a t i o n incompatabi l i ty . Vega P r e c i s i o n Labora to r i e s manufactured a new antenna and re turned t h e 306C transpondor t o t he SPS-10 r ada r frequency and i n s t a l l e d the u n i t i n a f i e l d a t t h e F l e e t Anti-Air Warfare Training Center , Dam Neck, V i r g i n i a f o r t e s t i n g . The transpondor operated a s designed, however, no f u r t h e r t e s t i n g has been attempted.

(3) S e ~ t a r T a m e t Boat Handlinq System

Commencing 07 June 1968, an ex tens ive inves t iga t ion was conducted by t h i s command i n conjunct ion wi th COKZUDESLAMT Representa t ives t o f i nd o r recommend a s u i t a b l e device t o launch/recover Sep ta r Targe t Boats from DD, DE, DLG and DDG type sh ips . The system ( p o r t a b l e d a v i t ) p re sen t ly used f o r F i r e f i s h Targe t Boats i s no t s u i t a b l e f o r t he Septar due t o improper he ight , , reach and weight capac i t i e s . As a r e s u l t of t he f ind ings and recommendations, funds were a l loca t ed t o Norfolk Naval Shipyard f o r f e a s i b i l i t y s t u d i e s of t h e s u b j e c t equipment. An i n t e r i m s tudy , by Commander Norfolk Navy Shipyard l t r ~ ~ / 9 2 0 0 ( 2 5 2 ) I f 1 of 27 November 1968, was inconclus ive and recamended t h a t a method f o r handl ing Sep ta r Drone Targe t Boats b e developed which would be universa l f o r use on a l l c l a s s e s of DD type ves se l s . No s u i t a b l e method has been developed t o da t e .

(4) The Sep ta r Targ,et Drone Boat (Encl 9 ) - I n September, t h e squadron rece ived t h e f i r s t of t h e new

t a r g e t drone boats . Named "Septar", t h e s e are 18 foo t r a d i o con t ro l l ed f i b e r - g l a s s boa t s capable of opera t ion a t 35 t o 50 knots i n s e a s t a t e ONE, 20 t o 30 knots i n s ea s t a t e TWO, and about 1 2 knots i n sea s t a t e THREE. The b o a t i s pow- ered by a 218 H. P. I n t e r c e p t o r gaso l ine engine, d r i v i n g through an Eaton I n t e r - cep to r outboard d r ive ( ~ o l v o Mod 200), and tu rn ing a 14 3/8n by 23" prope l l e r . The e l e c t r o n i c system i s b u i l t by Kaman A i r c r a f t Company.

d. Communication

U. S. Naval A i r S t a t i o n , Norfolk, V i r g i n i a , s e rves as communi- c a t i o n s guard f o r t h i s squadron. During 1968, !am average of 600 outgoing and over 3,000 incoming messages were processed by M A S f o r t he squadron. A l imi t ed amount of RPS i s maintained by t h e squadron which i s des igna ted a l o c a l holder under cognizance of USNAS, Norfolk, V i r g i n i a .

e. Personnel

The fal lowing i s a resume concerning personnel manning l e v e l , advanwnents , r een l i s tmen t s and l e g a l ma t t e r s t

(I) As of 31 December 1968, the squadron was manned a t 100% of o f f i c e r allowance and 99% of e n l i s t e d allowance.

(2) The 1968 r een l i s tmen t r a t e was 18.6%. Of t h e 30 e l i g i b l e f i r s t c r u i s e and ca ree r candida tes , two f i r s t c r u i s e and four career r e e n l i s t - ments were e f f ec t ed .

( 2 ) Promotions from t h e ~ e b r u a r ~ / ~ u ~ u s t exams were e f f e c t e d on 78 of t h e 137 personnel who p a r t i c i p a t e d i n t h e exanas. Promoted were 37 E-4's, 31 E-5's, 6 E-6's and 4 E-7's.

( 4 ) Ten Commanding O f f i c e r ' s NJP cages were conducted by t h e p a r e n t command and-four cases were conducted by detachment 0-in-C1s during 1968, f o r an average of 1.16 cases p e r month. One ( I ) Summary Court Mar t i a l was con- vened.

(5) On 26 February 1968, CNO l t r 0 ~ - 1 0 0 ~ / s m 1 0 sex 10926 au thor ized a f i f t h deploying detachment, Boat Div is ion O f f i c e r and an i n t e r n a l real ignment of manpower. A subsequent reduct ion of o f f i c e r b i l l e t s was e f f ec - t ed by the 31 June ODCR, which e l imina ted the S a f e t y O f f i c e r , Q u a l i t y Cont ro l and Ass 't 0-in-C, Detachment Dam Neck b i l l e t s .

(6) On 04 Septembes, t h e f i r s t cont ingent of arihntenance personnel i n i t i a t e d t h e f i r s t of 3 phases of formal maintenance and opera tor t r a i n i n g Cn t h e new jet-powered MQM-74A Aeria l Targe t Drone. Training cycle au thor ized by NAVAIRSYSCOWQ msg R-022245Z-Augus t 1968. This t r a i n i n g w i l l cont inue through February 1969.

f . C o m n i t y Re la t ions a C i v i c Action

The h i g h l i g h t s of t h e squadron's p a r t i c i p a t i o n i n community r e l a t i o n s and c i v i c ac t ion a r e l i s t e d as follows:

(I) The squadron had t h r e e a l l hands s o c i a l s and t h e Annual Christmas P a r t y was he ld on 10 December a t t h e F l e e t Recrea t ion Center , Norfolk.

(2) Open House was he ld , a f t e r t h e Change of Conanand, f o r dependents and visidsors. ( ~ n c l 10)

(3) The Annual Handicapped Chi ldren ' s P a r t y was he ld on 18 December, supported by the exc lus ive e f f o r t s of t h e crew. ( ~ n c l 11)

( 4 ) The squadron i n i t i a t e d a newspaper i n September named t h e "Skeet Beatn ( ~ n c l 12). Adequate suppor t f o r squadron news items is pro- vided by the NAS, Norfolk paper "Dope Sheet". Local TV, newspapers and r a d i o provided coverage of Change of command and Handicapped Ch i ld ren ' s Pa r ty .

g. P r o j e c t s and Plans f o r 1969

(I.) Plans f o r 1969 s t i l l inc lude the t r a n s i t i o n * new sea- borne and a e r i a l t a r g e t drones.

(a) The'Septarw seaborne drone was f i r s t used opera- t i o n a l l y i n Springboard '69. This t a r g e t w i l l even tua l ly phase out t h e " f i r e - f i s h " a s remaining 'Fire f i s h n a s s e t s axe consumed.

( ) The MQbrI-74A a e r i a l t a r g e t drone has been delayed due t o production and t e s t problems. I t i s a n t i c i p a t e d t h a t t he MQAA-74A w i l l be ope ra t iona l a t Dam Neck, V i r g i n i a by mid-1969. One ope ra t iona l model has been de l ive red t o t h i s command a s of t he d a t e of t h i s r e p o r t .

(2) P r o j e c t s f o r 1969 inc lude t
