I am very proud of our new Strategic Plan. It was created collaboratively by our FRD leadership team and it represents a great deal of hard, dedicated work to provide you with useful overarching direction on where FRD is going. The Strategic Plan also provides foundational information to enable you to effectively plan, manage, and execute your work.

Our highest priority is ensuring our Sailors have unmatched C4I capability that provides them a significant tactical advantage. We achieve this advantage by ensuring our systems are installed on time and within cost, by providing the Fleet with outstanding support for their C4I systems, and by carrying the feedback we receive from the Fleet back to the SPAWAR Enterprise.

FRD is filled with hardworking and highly talented people who are dedicated to the Fleet. It is an honor for me to serve with you as we deliver and sustain superior C4I readiness that is central to the Fleet’s ability to fight and win.

FRD ORGANIZATIONThe Fleet Readiness Directorate (FRD) installs, supports, and modernizes the Navy’s C4I hardware and systems to ensure the Navy’s warfighters are prepared to meet all mission requirements.

FLEET SUPPORT PROGRAM OFFICE

FLEET INSTALLATION PROGRAM OFFICE

The Fleet Support Program Office repairs and maintains the Fleet’s C4I hardware and systems, and serves as the program manager for 24 in-service C4I systems.

FRD 100 sustains systems by drawing on SPAWAR’s full range of technical and logistics capabilities. As the SYSCOM lead for causality and crises response, FRD employs Fleet Systems Engineering Teams (FSETs) embarked on strike group ships and at shore communication nodes, along with In-Service Engineering Agents (ISEAs), to meet Fleet demand and operational priorities. FRD 100 monitors Fleet readiness metrics to identify trends and readiness degraders to proactively address C4I and cybersecurity issues.

The FRD Installation Program Office performs hardware and software C4I installations on naval platforms across the globe to enhance mission readiness. Through early planning and close collaboration with PEO C4I, type commanders, Fleet commanders, NAVSEA and regional maintenance centers, FRD 200 ensures that installations align with the overall acquisition strategy, ship availability, and budget priorities. SPAWAR’s FRD 200 has coordinated approximately 8,000 installations in the past three years and executes all C4I installations via the FRD Installations Office Pacific and Atlantic.

This goal focuses FRD on providing world class customer service and maintaining knowledge continuity to and for the Fleet. While not on a continual war footing, FRD’s actions serve customers best by preparing them for the full spectrum of conflict operations from peacetime to denied access environments to mass conflagrations.

It’s critical for FRD to provide quick and appropriate resolutions by developing a culture that fosters collaboration and accountability, enhances workforce skills and qualifications, and emphasizes communication among Enterprise stakeholders in support of Fleet readiness.

GOAL DESCRIPTIONThe ability to reduce cost and schedule variance is pivotal to the Modernization Enterprise’s ability to meet its vision and mission while providing the best financial value to programs, sponsors and the taxpayers. To drive down cost and decrease installation duration, the FRD will work with cross Enterprise stakeholders to implement cost and schedule improvement initiatives designed to improve baseline performance and cost visibility.

FRD strives to influence design for installation through engagement with planning yards, feedback to the technical design agent (TDA), and adherence to guiding requirements.

GOAL DESCRIPTIONAs the SPAWAR organization that is closest to the Fleet, it is our intent to translate Fleet expectations for delivery of time-critical products and services into actionable and repeatable activities that speed delivery to support warfighter operations. This goal requires the careful building and strengthening of coalitions with PEO C4I, ISEAs, software support activities (SSAs) SSAs, 4.0, and 5.0 organizations to most efficiently execute assigned objectives.
