During mytime on Senate stall. I had an opportunity to learn hou- a dialogue between the political brancheson these issues could result in better policy outcomes for the United States and approaches thatwere more sustainable over time because they had greater buy-in throughout the government

Coming back into the Executive Branch. first as the head of the treaty offIce and then as the legaladviser to the National Securit\’ Council. I began to learn more about the intelljgencecommunity. the specialized law that is relevant to intelligence activities, and spent a great deal oftime focused on the legal and policy frame\barks that surround the use of force. intelligencecollection, and co\’en action. As the Deputy Director of the (’cntral Intelligence Agency. 1developed a deep understanding of the workforce. the operations. the budget, the structure of theintelligence conrnlunity, what it means to be an intelligence otncial. and the extraordinary valueof intelligence to our national security. foreign policy. and prosperity . 1 \\-as able to view first-hand. the imponancc of the principles of professional ethics for the intelligence community,which are fundanlental to the culture and success of the community and focus. as reflected in a

document issued by the ODNI in 20 14. on mission. truth. lau fulness, integrity, stewardship,excellence, and diversity. As Principal Deputy National Security Adviser, I gained experience indriving policy and had an opportunity to observe tI-cIm a ne\\' perspective the critical role played

by the Director of National Intelligence as the head of the Intelligence Communitv and as theprincipal adviser on intelligence matters to the President in that role. I also had an opportunityto become more familiar \\itn the value provided by every IC component across the governmentand how the DNI can help to align its etTons to address the threats facing the United States andtake advantage of the opportunities that present themselves in order to furTher our nationalInterest S

After leaving government. I worked principally at Columbia University on a program calledColumbia World Projects and through that lens. and in work with the private and public sectormore generaljy, I had an opponunit}’ to step back and consider that in light of today'sconnectivity, mobility. and interdependence, many of the most concerning and likely threats forthe United States tend to be asymmetric and unconventional and thus our work in the intelligencecommunity has never been more important to the national security of the country – yet, to besuccessful, we have to understand and work u'ith ne\v partners and drive to\\ard a new level ofinnovation in our work. With the rise of empowered non-state actors. we must focus beyondstate-to-state engagements and increasingly work with. among others. cities. states. the privatesector. and academic institutions
