ITEM 3 METHODS OF WORK OF THE ORGANIZATION

3.1 Report of the Director-General on the Activities of the Organization in 1974

The Executive Board,

1. Having examined the Report of the Director-General on the Activities of theOrganization in 1974 (19 C/3),

2. Congratulates the Director-General on his report and, in particular, on hisintroduction to it, as well as on his oral presentation;

3. Commends him for the frank and objective manner in which he describes theactivities of the Organization and for his efforts to infuse a new spirit into it,in harmony with current world changes;

4. Stresses the importance of this report as an instrument for assessing theimplementation of the programme in the past biennium at a time when theOrganization is embarking on the process of planning its future activities;

5. Recognizes that the Director-General’s introduction brings the work of theOrganization into line with the moral values outlined in its Constitution andwith the problems and realities of the contemporary world;

6. Recognizes the need, at this critical stage in the development of mankind, toovercome tensions between individuals, groups and countries through action topromote international detente and strengthen peace and by measures to removeinequalities;

7. Emphasizes the importance of the intellectual contribution that Unesco canmake to the solution of major problems and particularly that of establishing a

new world economic order, in view of the international nature of its many-sided activity in education, science and culture;

Invites the Director-General to address himself particularly to strengtheningthe major role of the social sciences in the analysis of world problems withwhich Unesco is concerned, and in the Organization’s programme as a whole,on the basis of the in-depth study of the question by the Special Committee andthe statements made in plenary meeting of the Board during the considerationof this item;

Reaffirms Unesco’s particular competence and the importance of its role inscience and technology, within the framework of international co-operation,and stresses the need to promote their implantation and strengthening, asappropriate, in the developing countries;

Considers that the report brings out the need to increase and co-ordinate assis-tance, in Unesco’s fields of competence, to the developing countries or thosethat have suffered from devastating wars, and expresses its satisfaction thatthe Organization is continuing its collaboration with the United Nations Devel-opment Programme;

Considers that greater use should be made of methods likely to promote in-creased reciprocity in assistance among countries having different economiclevels and possessing different educational, scientific and cultural resources;

Invites the Director-General to give more assistance to the peoples that haverecently achieved independence and to liberation movements recognized by theOrganization of African Unity and the League of Arab States which have rela-tions with Unesco;

Stresses the need to strengthen the programme concerning the status of womenand endorses the measures advocated in connexion with International Women’sYear;

Emphasizes the useful part which may be played by non-governmental organiza-tions, Unesco Clubs and associations, as well as the Associated Schools in thecarrying out of Unesco’s programme;

Invites the Director-General to address his efforts particularly to makingUnesco better known throughout the world and promoting a better understand-ing of its ro1e;

Urges, in the light of the general world situation, that all Member States takingpart in the work of Unesco’s organs respond to the appeal launched by theDirector-General for a spirit of frankness, solidarity, mutual tolerance, mu-tual understanding, respect for the rights of others, justice and co-operation,together with observance of the principles governing the Organization, which,pervading the activities undertaken, the decisions made and the action takenwith regard to the future of the Organization, may assist it in accomplishingits world mission;

Authorizes its Chairman to communicate these conclusions and decisions to theGeneral Conference at its nineteenth session to constitute its comments (19 C/9)in submitting the report of the Director-General to the Conference.

(a) Mindful of resolution 16 adopted by the General Conference on 16 Novem-ber 1974 at its eighteenth session, and resolutions 3009 (XXVII) and3010 (XXVII), by which the United Nations General Assembly proclaimed1975 International Women’s Year,

(b) Stresses the fundamental role which Unesco should play in the UnitedNations system in order to contribute to the improvement of the statusof women;

(c) Recognizing the efforts already made, hopes that Unesco will intensifyits efforts to achieve this goal and improve its action not only from acultural standpoint but also from the economic and social standpoints;

(d) Invites the Director-General to take all the necessary steps to strengthenUnesco’s activities in these spheres by means of the necessary pro-grammes, staff and financial resources within the budgetary frameworkapproved by the General Conference;

(e) Hopes that an Inter-sectoral Committee will be set up in the Secretariatto co-ordinate and stimulate these efforts and that a study will be under-taken on the advisability of setting up an International Advisory Committee;

(f) Stresses the important ro1e which Member States should play in carryingout these activities now and in future, and not only during InternationalWomen’s Year but in the longer term;

(g) Invites the Director-General to make efforts with a view to being able toappoint more women to posts of responsibility within the Secretariat.

II

Topic (ii): Educational reform and school architecture

(a) Approves the main lines of the Rapporteur’s conclusions

(b) Considers that, as the Director-General stated in the introduction to hisreport on activities in 1974, this programme well illustrates how awealth of new ideas and experiences in Member States may be canalizedinto an international co-operation programme;

(c) Notes that, in spite of the relatively limited financial resources, thisprogramme has provided a means of executing a coherent body of activi-ties (studies, advisory services, training and information);

(d) Recommends that the services and the corresponding resources be in-creased, thereby making possible:

(i) an increase in the number of studies;

(ii) the strengthening of the broader approach to the training of archi-tects and educators with a view to team work;

(iii) the strengthening of regional documentation services;

(e) Recommends that the interdisciplinary nature of this programme be im-proved through:

(i) the establishment of close collaboration with other departmentsand sectors of Unesco;

(ii) the undertaking of studies linking educational reforms and schoolarchitecture, more particularly concerning models for learning,life-long education and school mapping with a view to a moreequitable distribution of educational opportunity;

(iii) collaboration with other United Nations agencies engaged in town-planning, building research and educational development;

(f) Recommends that Member States and other United Nations agencies,more particularly those which may be expected to make a financial con-tribution, be invited to support experimental projects of an innovativekind.

III

Topic (iii): Marine sciences

(a) Noting with satisfaction the emphasis which the Unesco programme givesto the marine sciences,

(b) Wishes that Unesco continue to take part in international meetings, in-cluding the next session of the Conference on the Law of the Sea, bearingin mind the scientific responsibilities it assumes with regard to ocean-ology, the problems arising in connexion with the establishment of a new

international economic order, and those encountered in the reconstitution,preservation and management of marine and coastal resources;

Noting that the programme of the Division of Marine Sciences is largelyconcerned with the development of infrastructures for the marine sciencesin Member States, whereas the programme of the IntergovernmentalOceanographic Commission is largely devoted to co-ordination of marinescience co-operative investigations and services, and that all the MemberStates concerned receive competent services with regard to the marinesciences through the complementary activities of these two units,

Noting the present administrative machinery and the close collaborationwhich have obviated duplication both in the activities of the Intergovern-mental Oceanographic Commission and in those of the Division of MarineSciences,

Recommends that the Commission remain an integral part of Unesco, butthat the present functions of its Secretariat, as a specialized mechanismin the co-ordination of the marine science activities of the SpecializedAgencies of the United Nations, be developed further. The Commissionshould be so structured as to be able, with regard to the marine sciences,to play an appropriate and specific role resulting from forthcoming ses-sions of the United Nations Conference on the Law of the Sea;

Recommends further that steps be taken to strengthen the staff of the twounits, in particular that of the IOC Secretariat, so as to be able to facethe growing responsibilities with regard to the co-ordination of extendedprogrammes for marine research, marine pollution, the exchange of dataand information, activities concerning the law of the sea and the develop-ment of the marine science infrastructure;

Recommends also that the publications programme of the two units beextended as a means of achieving more effectively the planned objectivesenumerated in the Unesco programme for the marine sciences.

Topic (iv): Role of the social sciences in the Organization’s programme as

(a) Notes with satisfaction the efforts made by the Secretariat to develop therole of the social sciences in the Organization’s programme as a whole;

(b) Considers, however, that the programme demands a more substantial,systematic and decisive contribution by the social sciences to the Organi-zation’s activities at the planning and implementation stages, as well asto in-depth evaluation of the results achieved;

(c) Recalls the recommendations it has previously formulated(94 EX/Decisions, Item 5, Part II, C. III), the guidelines established bythe General Conference at its eighteenth session (resolution 9. 1, particu-larly paragraphs 21, 36 and 51) and resolutions 3.201 and 3.202 adoptedby the General Conference earnestly recommending that the socialsciences be assigned a high priority, that their role be developed withinprogrammes as a whole and that consideration should be given as to howtheir integration in Unesco’s programmes can best be achieved;

(d) Stresses

a whole

(i) the role of Unesco in contributing to the international developmentof the social sciences, particularly of social science institutions,and encouragement for research programmes in developing coun-tries, which necessitates action at national, regional and interna-tional levels;

(ii) the need to assign a central place to the social sciences and toallocate increased resources, in both personnel and financialterms, to the programme concerning these disciplines;

(iii) the need to strengthen the contribution of the social sciences tothe work of the Organization in its various fields of competence,while at the same time enlisting broad international co-operation;

(iv) the need to have recourse to the social sciences for questions ofdevelopment, in the carrying out of the Organization’s projectsfrom the planning stage onwards;

(v) the need to promote simultaneously the strengthening of the disci-plines constituting the social sciences and their internaldevelopment;

(e) Notes that the question of strengthening the ro1e of the social sciencesmay affect the restructuring of the Secretariat;

(f) Invites the Director-General to take account of all these factors whenpreparing the Draft Programme and Budget for 1977-1978, and also whenestablishing the Draft Medium-Term Plan for 1977-1982.

Topic (v): Implementation of the publications plan

Approves the main lines of the Rapporteur’s conclusions;

Considers, as the Director-General has stated in the introduction to hisreport for 1974, that, although there is still room for further improve-ment, the conclusions to be drawn from the first two years of the exist-ence of The Unesco Press can be regarded as favourable;

(c) Notes that, despite the financial difficulties which the Organization hashad to face in 1973-1974, the publications plan in the 17 C/5 documenthas been implemented in a satisfactory manner and that the number ofcontracts concluded with outside publishers for the translation and publi-cation of Unesco manuscripts has considerably increased;

(d) Recommends that:

additional efforts be made by the Secretariat to broaden the geo-graphical and cultural representation of authors of manuscripts,since this is still not satisfactory;

having regard to the fact that resolution 4.1 adopted by the Gen-eral Conference at its thirteenth session, governing the contentof Unesco’s publications, is still valid, the topics selected by theSecretariat for books and contributions to periodicals should havea greater bearing on the major themes and policy decisions of theGeneral Conference;

special measures should be taken to ensure that readers in thedeveloping countries have full access to Unesco’s publications;

the Secretariat, in implementing the above recommendations,should co-operate fully with National Commissions; and

National Commissions should play a more significant role inimproving the promotion and distribution of Unesco’s publicationsand in evaluating their effectiveness.

Staff selection, training, participation and evaluation

(a) Having examined with interest the report of the Special Committee on itsin-depth study of certain questions concerning the Organization’s staffpolicy,

(b) As regards staff selection:

(i) Expresses its satisfaction at the efforts made by the Director-General with a view to improving geographical distribution withinthe Secretariat, but notes that, despite certain progress, equit-able distribution has still not been achieved;

(ii) Requests that the Director-General take the necessary and appro-priate measures to achieve a more equitable geographical distri-bution in the Secretariat, subject to the paramount considerationof securing the highest standards of integrity, efficiency and tech-nical competence, through the implementation of the long-termrecruitment plan, and when it is possible to fill the posts whoseestablishment has been authorized by the General Conference, andthat he also take into account the level and the importance of theposts.

(c) As regards staff training:

(i) Recognizes that staff training should not be limited strictly to theprofessional aspect, but should also be viewed from the standpointof life-long education and the enrichment of the personality;

(ii) Stresses the importance attaching to the teaching of the languagesused within the Organization;

(iii) Notes that the briefing course attended by newly-recruited staffmembers is an essential training tool;

Bearing in mind the terms of the directives concerning the content of Unesco’spublications approved at the thirteenth session of the General Conference,particularly paragraph 1. 3 of the General Considerations, which requires thatUnesco should constantly invite authors from countries representing all the dif-ferent social systems of the world to co-operate on as broad a basis as possiblein its publications,

2. Mindful of resolution 43.3 approved by the eighteenth session of the GeneralConference, more especially as regards its request that the Director-Generalshould plan the publication of all educational, scientific and cultural material(and, in particular, all Unesco books) in Spanish,

3. Considering that to date very few authors from the Spanish-speaking area havebeen invited to submit original texts for the Organization’s publications,

4. Considering that most of the Unesco material which is published in Spanish iscontracted out to public or private publishing houses,

5. Requests the Director-General, in implementing the current programme, tohave due regard for Spanish-speaking authors with a view to commissioningoriginal texts of works that the Organization plans to produce;

6. Also requests the Director-General to give closer attention, in implementingthe current programme, and within the limits of the approved budget, to publi-cation by Unesco of Spanish versions of its books.

Having regard to the fact that Arabic is the language of 20 Member Statessituated in a region with 130 million inhabitants, distinguished by the originalityof its thought and its culture, and that Arabic is, moreover, one of the culturallanguages of many Asian and African peoples,

Considering, nevertheless, that although it is the responsibility of the Director-General to prepare the Draft Medium-Term Plan for 1977-1982, the Board feltit appropriate, within the framework of the consultation foreseen by the GeneralConference (particularly in paragraphs 9, 22, 23 and 24 of 18 C/Resolution 10. l),to make a certain number of observations in answer to the questions raised bythe Director-General in document 97 EX/14,

Further considering that a harmonious balance should be struck in the draftmedium-term plan between, on the one hand, Unesco’s prior commitments toMember States and within the United Nations system and, on the other, Unesco’smoral obligation to respond to new challenges at the world-wide level, the Boardurges the Director-General to take advantage of the double opportunity affordedby the preparation of the medium-term plan: firstly, to enhance the pre-eminence of the Organization in areas where Unesco has already acquired tech-nical expertise and field experience and where such expertise and experiencehave proved their value; and secondly, to direct an appropriate proportion ofUnesco’s efforts towards meeting the requirements imposed by the trends whichare appearing in the world, particularly in the context of a new internationaleconomic order, while bearing in mind the needs of wider intellectualco-operation,

5. Being of the opinion that the medium-term plan should have the necessary ele-ment of flexibility so that it can adapt to changes in the major world problems,taking due account of the legitimate interests of the least favoured countries,

6. Suggests that the Director-General take the following considerations intoaccount:

Analysis of major world problems; priorities and criteria applicable to theobjectives

(a) document 19 C/4 should contain a general analysis of the major worldproblems towards the solution of which the medium-term objectives inUnesco’s programme should be directed. This analysis should be givenin a separate section, for example in the Director-General’s introduction;

(b) the medium-term policy objectives for 1977-1982 are the 37 objectiveslisted in the Annex to 18 C/Resolution 10. 1. These objectives are suit-able for further elaboration and interpretation with a view to their trans-lation into targets. For this purpose, the Director-General may use theconsultations he has held and the reports he deems appropriate. Modifi-cations could, where necessary, be made by the Director-General to takeaccount of important events occurring or new and significant informationappearing before the finalization of 19 C/4;

(c) the priority to be accorded to the 17 objectives listed in paragraph 12 of18 C/Resolution 10. 1 could be expressed in a variety of ways, inter alia,by giving them a priority from the budgetary point of view. The four mat-ters listed in paragraph 13 of 18 C/Resolution 10. 1 ought to permeate the37 objectives and should consequently be reflected in a specific way in theprogrammes to be proposed for the attainment of these objectives;

(d) with regard to the criteria to be applied in defining the medium-termobjectives and their related programmes in detail, the necessity of takingaccount of all the criteria set out in paragraph 9 of 18 C/Resolution 10. 1has been recognized, although the relative importance of these criteria isnot identical in every case. The remarks on this subject in paragraphs 1to 4 of the Annex to this resolution should be taken into consideration;

complementary, of the C/4 and C /5 documents is the definition whichshould be applied in this case; it follows that the C/5 document is theonly document which is legally binding on the Director-General and theMember States:

Conceptual framework and nature of the 19 C/4 document

the conceptual framework to be used with regard to the objectives andtheir translation into six-year programmes, and also the terminology tobe applied, should be as set forth in paragraphs 7 to 15 of the Annex tothis resolution;

the possible description of the phasing of six-year programmes wouldcover the main phases of the development of the programme rather thanstages corresponding to biennial budgetary periods;

indications as regards resources should be described at the level of themedium-term objectives: (i) in terms of their percentage distributionwithin Part II of the Programme and Budget for the base biennium andfor the 1981-1982 end-of-plan biennium; and (ii) in terms of averagebiennial rates of growth (or decrease). As the opinion of the ExecutiveBoard on this matter is provisional, it will make a definitive study of thequestion of the presentation of indications as regards resources in docu-ment 19 C/4 at its 98th session;

as far as possible, that is to say in only a certain number of cases, docu-ment 19 C/4 would contain programme alternatives at the level of targetsand for the last four years of the six-year period;

Relationship between 19 C/4 and 19 C /5 documents

(j) there should be a clear but flexible relationship between the 19 C/4 docu-ment and a transitional 19 C/5 document. This relationship would begiven expression within the framework of the considerations contained inparagraphs 16 to 24 of the Annex to this resolution;

Nature of the preliminary document concerning 19 C/4

(k) the preliminary document concerning document 19 C/4 which theDirector-General will submit to the 98th session of the Executive Boardshould contain in the first place an outline of the lines of emphasis con-cerning the substance of the draft plan. It should also deal with anyproblems of a methodological and technical nature which may have arisenbetween now and then and should also put forward a proposal concerningthe structure and layout of document 19 C/4;

7. Considers that any adjustments to the six-year plan which might be requiredduring its execution might appropriately be embodied either in brief 20 C/4and 21 C /4 documents or in the 20 C/5 and 21 C/5 documents; the understand-ing is that this matter will be studied in depth by the 100th session of the Execu-tive Board as foreseen in paragraph 24 (i) of 18 C/Resolution 10. 1;

8. Fully supports the new impetus given by the Director-General to the consulta-tions with Member States, Associate Members and international non-governmentalorganizations (Category A); and considers that the procedures proposed by theDirector-General in paragraphs 25 to 29 of the Annex to this resolution are ingeneral very useful although the effectiveness of direct consultation by means ofsending out specialized teams remains to be established.

I

Paragraphs 25 to 28 of document 97 EX/5, relating to questions (b)to (e) included in Annex I of document 97 EX/14

1. Question (b): One member referred to issues of basic survival and of cor-recting gross inequalities as important factors in determining “considerableurgency” and, joining another speaker, pointed out that a first step in iden-tifying areas requiring urgent action had already been taken in selecting the17 objectives enumerated in paragraph 12 of resolution 18 C/10.1. Asecond member stressed the prejudicial results stemming from the non-implementation of an objective, and a third drew attention to the necessityof distinguishing between theoretical and political or technical urgency.Another member noted that in document 18 C/11 Add. examples of fieldsdeserving urgent attention were cited (e. g. development in its variousfacets), though in some cases it was true that the notion was perhaps some-t imes re lat ive . Finally, two members of the Committee intimated that nofurther clarification could be given by the Executive Board inasmuch as theconcept essentially involved the use of subjective judgement.

2. Question (c): They likewise made the same remark with respect to the no-tion of “duplication”, insisting on its empirical nature. Another speakerpointed out that duplication can occur within an individual organization aswell as within the United Nations system. Two members emphasized theimportance of inter- agency co- operation, stressing the timely exchangeof sufficient information and co-ordination at the level of project imple-mentation; in this connexion, another member stated that in order to givethe Executive Board and the General Conference all the necessary elementsit would need to make sound judgements regarding possible duplication ofefforts, information should be given on the relevant activities of organiza-tions outside the United Nations system.

3. Question (d): One speaker indicated that the criterion in question was themost important of the eight and that apparent difficulties in this regardshould not be over-emphasized: the best reply to the question was in factin the formulation of the latter, which referred to the clear view of objec-tives, assessment of stages of achieving them, choice of means and theevaluation of the results; a third speaker likewise expressed his agreementwith the explanation given of the criterion in this same paragraph 12; an-other speaker emphasized the importance of taking into account the capa-city of the Secretariat and the expected contribution to the solution of aproblem. Finally, two members stated that in their view the languageofthe criterion was clear enough and that no further advice could be givenby the Executive Board, one adding that perhaps guidelines might subse-quently be laid down when proposals will be made with respect to concreteactivities to be carried out.

4. Question (e): Those speakers addressing themselves to this question indi-cated their agreement with the Director-General, one adding that, thoughit is not realistic to expect unanimity on all topics, it would be hoped thatUnesco would concentrate its resources on activities relating to interna-tional co- operation and development on which the majority of Member Statesagree.

5. This being so, the six-year plan is a conceptual document which dealsin some detail with the overall problems and major policy trends in re-gard to the programme, as well as with the specific objectives which the

Organization sets for itself during the period under consideration. Thebiennial programme and budget on the other hand, as a product of short-term programming, is a document concentrating on programme executionand it therefore focuses primarily on work plans and on budgetaryconsiderations . . .

6. These considerations bring out the full significance of the General Con-ference’s recommendation concerning the inclusion in future C/5 docu-ments of “brief statements of major impacts, achievements, difficultiesand shortfalls for each continuing programme activity” (18 C/Resolution10. 1, paragraph 19 (d)). It is, however, important to ensure that theevaluation material thus included in the Draft Programme and Budget(document C/5) does not duplicate the material contained in the report ofthe Director- General (document C/ 3). . .

III

Paragraphs 38 to 46 of document 97 EX/14

(a) Long-term objectives

7. Long- term objectives have been traditionally policy objectives. Theyusually derive from the Organization’s continuing tasks and from theanalysis of world problems, which may carry over from one six-yearperiod to the next. (1)

(b) Medium- term objectives(2)

8. The medium-term objectives for the six-year period 1977-1982 derivefrom these long-term objectives, but a distinction is necessary in regardto them, since they embody two different aspects.

(i) Medium- term policy objectives

9. Medium- term objectives may do no more than state the field of action andthe main thrust of the efforts to which the Organization proposes to devoteits resources during the six- year period (1977- 1982) with a view to achiev-ing a result or results within a given period of time. In that case they arepolicy objectives, and it is suggested that they be called medium- term policyobjectives (paragraphs 3, 8 and 23 (b) (ii) of 18 C/Resolution 10. 1). Eachof these objectives would have its corresponding programme to be under-taken during the six-year period.

10. A medium-term policy objective might be divided up into “sub-objectives”when its scope and complexity justify a splitting-up of the field of actionconcerned. Each sub-objective would have its corresponding sub-programme.

11. The presentation of each medium-term policy objective (or sub-objective)in document 19 C/4 might be enlarged to include three explanatory passages:first, a statement of the general problem, outlining the world situation;next, a brief summary of action already undertaken by Member States,agencies of the United Nations system and Unesco itself; and lastly, a de-scription of the philosophy underlying future Unesco action. It is primarilyin this last-named context that the General Conference would have its firstopportunity of expressing its views on the major guidelines to be given to

the Organization’s action, without on that account changing the policy ob-jectives on which it had already reached a decision.

(ii) Targets

12. Medium-term objectives may also be stated in such a way as to describethe results to be achieved during the six-year period. This was withoutany doubt what the General Conference meant should be understood by theterm targets(l) (paragraph 23 (a) (ii) and (iii))(2); the Director-Generalsuggests that the word “target” should henceforth be adopted, to the ex-clusion of any other, to denote this idea.

13. However, this idea of a target, of results to be achieved, inevitably in-volves conceptual difficulties for international organizations, particularlyUnesco. Unesco’s targets should not be confused with those of its MemberStates. Even when an international organization receives a precise man-date from its Member States as a whole, there is never any interminglingor substitution of responsibility. For example, as regards Unesco’s actionin the struggle against illiteracy (objective 6. 1 in the Annex to 18 C/Reso-lution 10. l), one might conceivably indicate the results to be attained as apercentage reduction in the illiteracy rate throughout the world or in a par-ticular region or country during the period 1977- 1982. But one must notpretend that it would not be difficult to identify, let alone evaluate, thedirect impact of the Organization’s activities, since the parameters in-volved and the various measures required to reduce the illiteracy rate(granting of credits, appointment of teachers, restructuration of educationsystems, provision of job openings, etc. ) are dependent on Member Statesthemselves. Lastly, one must not lose sight of the fact that there is norigorous methodological basis for establishing a verifiable and quantifiablerelationship between specific Unesco actions and developments in the prob-lem situation.

14. This being the case, it seems essential to introduce an important distinc-tion when drawing up the targets or results to be attained. Such resultscan in fact be envisaged at two different levels:

that of the sum total of the specific and quantified programme actionswhich should be completed by the end of the plan. In other words,targets would be described in terms of the Organization’s output. Theprogramme actions would be, for example, three ministerial regionalconferences, 25 refresher courses, seven model instructional text-books, etc. ;

that of the effects to be achieved by the programme actions. In thiscase targets should be described in terms of impact, indicating thedesired effect of the programme (or sub-programme) undertaken bythe Organization in connexion with a medium-term policy objective(or sub-objective). It would be possible to give for each target a con-cise description of the desired impact of a programme; in somecasesthis impact might be quantified.

15. In order to meet the wishes of the General Conference, the Director-General intends to use all the information available to him to define asprecisely as possible in document 19 C/4 the results to be achieved foreach of the targets adopted. Subject therefore to the guidance to be givenhim by the Executive Board, the Director-General proposes to indicatefor each target the output of programme actions and their expected impact,this impact being quantified wherever possible.

A third solution could be envisaged which would satisfy the provisions of18 C/Resolution 10. 1 as far as possible while retaining the specific func-tion of each document.

Document 19 C/5 could have, basically, a traditional structure, that is tosay, it would be organized and presented according to the programme sec-tions (to which correspond administrative units of the Secretariat, i. e.departments and divisions). The order of these sections and the way inwhich they would be grouped and divided up would be changed in relationto document 18 C/5 or not, depending on how the programme for the presentbiennium develops.

Any section (or project) proposed in document 19 C/5 would be precededby a reference to the medium-term plan objective (document 19 C/4) towhich it was designed to make a direct contribution. All the activitiesproposed in this 19 C/5 document would in theory have their more or lessexplicit counterpart in document 19 C/4 at the level of targets, i. e. thegroups of quantified programme actions.

Another suggestion, which might also be adopted in conjunction with theprevious one, would be to include as an annex to document 19 C/5 a listof all the objectives (under key words) proposed in the draft six-year plan,each objective being followed by a reference to the corresponding projectin document 19 C/5.

The main advantage of this solution would be that, while bringing out inthis way the intrinsic relationship between documents 19 C/4 and 19 C/5,it would take fully into account, in a practical and clear manner, thespecific functions of both documents.

Further, the changes which the General Conference may make in docu-ment 19 C/4 would have no adverse consequences as regards document19 C/5; and conversely, changes in document 19 C/5 would not involverecasting 19 C/4(1). Thus the organization of the work of the GeneralConference would not be affected by this solution.

Lastly, any administrative or structural change would occur as a functionof the evolution of the programme, and would be gradual. Thus for apolicy objective contained in 19 C/4 the relevant activities could either begrouped together within a single administrative unit (so that 19 C/5 and19 C/4 would then coincide from the point of view of structure and of theprogramme), or be presented within the framework of the units which areat present responsible for carrying them out.

This third solution has indeed its drawbacks. There would probably be indocument 19 C/5 a number of projects which would not be directly linkedto an objective. However, one cannot expect the Organization, in the veryfirst stages of this new exercise in programming, to be in a position to putan end abruptly to activities whose origins go back to a time when otherrequirements were felt as having priority, and which Member States mayhope to see continue for some time still, at least during the transitionalperiod 1977- 1978.

To sum up, if this solution were adopted, the General Conference wouldhave before it at its nineteenth session two complementary documentswhich, while avoiding overlapping and repetition, would retain their ownspecific functions: a detailed draft six- year plan which would describe themajor policy problems, and a draft two-year Programme and Budgetgeared to work plans and budgetary justifications, which would be shorterthan preceding C/5 documents. Documents 19 C/4 and 19 C/5 would belinked in a clear but flexible fashion. In addition, 19 C/5 would be a transi-tional document, still bearing the marks of the past, but preparing the wayfor fully integrating subsequent C/5 documents into the programmingsystem .

In order to give effect to the above provisions of 18 C/Resolution 10. 1,new methods of consultation such as will increase Member States’ partici-pation in the choice of objectives, targets, and procedures for the execu-tion of plans and programmes should be used. At least three approachesmight be considered which could be combined according to requirements:surveys by means of questionnaires, direct consultations and consultationwith permanent delegations.

Consultation with Member States by means of questionnaires, if it is to beeffective, would probably require national institutions and organizationsspecializing in Unesco’s fields of competence to co-operate in the formula-tion of the replies, with the National Commissions providing the necessaryco-ordination. This method of consultation has just been applied for thefirst phase in the preparation of the 19 C/5 document . . .

As regards direct consultations, teams might be sent to Member States inorder to obtain their views and identify their needs more accurately, thusproviding additional information which would be taken into consideration inthe preparation of short-term and medium-term plans. This method seemslikely to ensure increased participation by Member States in this prepara-tion process. Unesco Regional Offices could be entrusted with a majorshare of these consultations.

Thirdly, the permanent delegations to Unesco could play a more importantpart than in the past, in accordance with procedures still to be defined.Consideration might be given, in particular, to meetings bringing togetherthe permanent delegations of Member States in one and the same region.

As regards the combination of these three methods, it would seem thatsurveys by means of questionnaires could be used at each stage of pro-gramming between two General Conference sessions. As regards mis-sions and meetings with permanent delegations, these would, among otherthings, enable new ideas and suggestions to be obtained during far-reachingexchanges of views on the programme. Lastly, the Regional Offices couldconsult various official groups and organizations in Member States at leastonce every two years.

2. Notes that the situation with regard to the geographical distribution of postsin the Secretariat continues to be unsatisfactory;

3. Notes with satisfaction the measures envisaged by the Director-General toimprove geographical distribution and to apply in full the resolutions adoptedto this effect by the Executive Board and the General Conference;

4. Invites the Director- General:

(i) to have scrupulous regard for resolution 26. 1 of the eighteenth sessionof the General Conference, taking the necessary measures to ensure therecruitment of personnel on a wide geographical basis and encouragingfirst and foremost recruitment in non-represented or under-representedcountries;

(ii) to ensure, to the maximum extent possible, equitable geographical orcultural distribution of all posts and also within sectors and departments;

(iii) to bear in mind, so far as possible, in applying the principle of geogra-phical distribution, the level and importance of the posts being filled;

(iv) to avoid, so far as possible, granting to the heavily over-representedcountries a number of indeterminate contracts higher than 44. 6% ofthe mid-point between the maximum and the minimum quota for eachsuch country.

The Executive Board,

1. Having examined the report by the Director-General on the acceptance ofdonations, bequests, and subventions and the report on the establishment ofspecial accounts (97 EX/27), and its Finance and Administrative Commission’sreport thereon (97 EX/35),

2. Recalling the provisions of Financial Regulations 6. 6 and 6. 7, under whichthe Director-General has established a Special Account for the InternationalEducational Reporting Service at the International Bureau of Education,

3. Takes note of the special financial regulations submitted by the Director-General to govern the operation of the Special Account for the Service;

4. Recalling paragraph (f) of the Appropriation Resolution for 1975- 1976(18 C/Resolution 8),

5. Authorizes the Director-General to accept from the Government of Lebanona sum of at least 240,000 Lebanese pounds to cover fully the cost of thesalaries and allowances of the local staff members at the Regional Office forEducation in the Arab States at Beirut, whose services were hitherto providedby the Lebanese Government and to add to the Appropriation for 1975- 1976,under Appropriation Line II. 1 - Education, the sum of $106, 667, it beingunderstood that this sum will be adjusted in Unesco’s Appropriation Accounton the basis of the rates of exchange prevailing on the dates of actual receiptof the contributions;

8. 9 Remuneration of the Director- General and the Deputy Director- General(in private meeting)

The Executive Board,

1. Considering that the General Assembly of the United Nations at its XXIXthsession revised the salaries and amounts of post adjustments of staff inthe Professional category and above with effect from 1 January 1975,

2. Considering the terms of the contract between the Organization and theDirector-General, which authorize the Executive Board to make suchmodifications in the remuneration of the Director-General as may be neces-sary from time to time to maintain a constant relationship between the re-muneration of the Director-General and that of staff in the Professional andhigher categories,

3. Decides that, with effect from 1 January 1975,

(a) the gross salary of the Director-General shall be established at$74,800 per annum resulting, after application of the staff assessmentplan, in a net salary of $44,000 per annum;

(b) the post adjustment applicable to the Director-General shall be estab-lished at $1,761 (family rate) or $1,174 (single rate) per annum foreach class.

9. 5 Tribute to the memory of Sir Julian Huxley

The Executive Board,

1. Profoundly moved by the news of the death of Sir Julian Huxley, Secretary-General of the Preparatory Commission of Unesco and then its first Director-General from 1946 to 1948,

2. Recalling the major contributions made by this distinguished biologist andscholar of man’s history to the designing of the United Nations Educational,Scientific and Cultural Centre for Global Co-ordination, and his leadershipin the creation of the International Union for the Conservation of Nature andNatural Resources,

3. Addresses its sincere condolences to his family, and to the people andGovernment of the United Kingdom of Great Britain and Northern Ireland;and

4. Renders a solemn homage to the memory of Sir Julian Huxley as an imaginativeand creative international civil servant, a distinguished scientific researcherand writer, and a deeply devoted champion of man’s right to education, thepeaceful uses of science, and international understanding and solidarity.

9. 6 Celebration of the thirtieth anniversary of the end of the Second World War

After speeches by members of the Board and the Director-General, a messagefrom the President of the General Conference and a statement of the permanentdelegate of Israel, the meeting stood for two minutes of silence in respect of thememory of “the millions of persons who sacrificed so much in the cause of freedomin the Second World War”.

Resolution 92 EX/PRIV. DR. 1 which was before the Executive Board having beenwithdrawn, the Board thus completed the examination of this item started at its92nd session.

Consultations in pursuance of Rule 54 of the Rules of Procedure of the ExecutiveBoard

(a) Structure of the Secretariat

In accordance with Rule 54 (3) of the Rules of Procedure, the Director-Generalconsulted the Executive Board, in private meeting, regarding the structure ofthe Secretariat.

This consultation gave rise to a broad exchange of views between members ofthe Board and the Director-General.

The Director-General declared that he would draw from the consultation thenecessary conclusions and inform the Executive Board at its 98th sessionabout the decisions he has taken concerning the changes in the structure ofthe Secretariat and their consequences.

(b) Appointments to the Secretariat

The Executive Board held, in private meeting on 22 May 1975, consultationsin pursuance of Rule 54, paragraphs (1) and (2) of its Rules of Procedure, onrenewal of contracts and appointments to senior posts in the Secretariat.

Remuneration of the Director- General and the Deputy Director- General

1. The Board unanimously adopted a resolution concerning the remuneration ofthe Director-General, which is published in the decisions of the presentsession.

2. It noted the action the Director-General has taken, with effect from1 January 1975, with respect to the remuneration of the Deputy Director-General.
