EXECUTIVE SUMMARY

Kane Environmental, Inc. (Kane Environmental) has completed an underground storage tank (UST)

removal scope of work at the property located at 902 North Broadway in Everett, Washington (Snohomish

County Assessor’s tax parcel 29051700201100) (“the Property”). The Property owner, N A Properties Inc,

retained Kane Environmental to complete a number of tasks related remediation of petroleum

contamination in soil and groundwater on the Property, one of which involved the UST removal described

in this report. This report updates and finalizes a draft version of this report which was submitted to N A

Properties Inc, dated February 19, 2018.

Kane Environmental provided oversight for the site assessment, decommissioning, and removal of three

12,000-gallon fiberglass USTs, two fuel dispensers, subsurface fiberglass product lines, and other features

related to a former gasoline service station located on the Property. To prevent the possible failure of a

sidewall of the UST excavation and resulting public safety hazards and damage to public utilities, the

northernmost four to five feet of each UST was left in place. UST inspection and site cleanup staff at the

Washington State Department of Ecology (Ecology) and the City of Everett have been informed and have

acknowledged these circumstances.

Field observations and analytical results obtained from soil samples collected during removal of these USTs

and associated features indicate that a release of gasoline has occurred from this UST system. The release

or releases appear to have occurred at one or more joints in the fiberglass product lines. This finding is

supported by the elevated concentrations of benzene and gasoline reported in soil samples collected from

beneath product line joints, and the presence of field indicators of contamination associated with these

joints.

Along with the removal of USTs and associated features, approximately 56.65 tons of gasoline-

contaminated soil including the most contaminated soils encountered during UST removal activities have

been removed from the Property as part of a remedial soil hotspot excavation. Soil containing

concentrations of gasoline, benzene, and naphthalene at concentrations exceeding Model Toxics Control

Act (MTCA) Method A Soil Cleanup Levels were left in-place in the sidewalls of the UST and soil hotspot

excavations. This residual contamination is being addressed by a soil vapor extraction remediation system

that was subsequently installed and has been operating on the Property since March 2018.

The release identified as originating from the fuel transfer piping removed in November 2017, does not

account for the entirety of the gasoline contaminated soil and groundwater identified at deeper depths and

at other locations of the Property. Forensic analysis of lead speciation and gasoline additives in petroleum

contaminated soil and groundwater on the Property, reported by Apex Forensics (2018), concluded that

some of the gasoline released at the Property was manufactured prior to 1986, which was before installation

of the recent gas station infrastructure.

1.0 INTRODUCTION AND SITE BACKGROUND

Kane Environmental has conducted sampling and oversight tasks related to the removal of three USTs,

fuel dispenser pumps, and subsurface product lines from a property located at 902 North Broadway in

Everett, Washington (Snohomish County Assessor’s tax parcel 29051700201100) (“the Property”). A

topographic map showing the Property vicinity is included in Figure 1. A Site Plan is displayed in Figure 2.

1.1 Property Location and Ownership

The Property is composed of one tax parcel, which is bounded to the north by Tower Street and to the west

by North Broadway. The Property owner is “N A Properties Inc”, according to Snohomish County Assessor

records.

1.2 Property History

According to a description of the Property facilities and history in the Kane Environmental Revised Remedial

Investigation and Feasibility Study Report (Kane Environmental, 2016), the Property has been occupied by

a service station since approximately 1960. No development of the Property prior to 1960 was described.

Previous environmental investigations of the Property, as summarized by Kane Environmental (2016),

indicate that soil on the Property contains gasoline; benzene, toluene, ethylbenzene, and xylenes (BTEX);

and methyl-t-butyl ether (MTBE) at concentrations exceeding MTCA Method A Soil Cleanup Levels. These

previous investigations also indicated that groundwater on the Property contained gasoline, benzene,

ethylbenzene, xylenes, naphthalene, MTBE, 1,2-dichloroethane (EDC), and 1,2-dibromomethane (EDB) at

concentrations exceeding MTCA Method A Groundwater Cleanup Levels (Kane Environmental, 2016). The

Property is listed in the Ecology Voluntary Cleanup Program (VCP) database (VCP No. NW3032), the

Ecology UST database (UST Site ID No. 97367), and the Ecology Leaking UST (LUST) database.

The USTs, pumps, and product lines that were removed as part of the scope of work described in this report

were the second generation of service station infrastructure at the Property, installed in 1987 (Kane

Environmental, 2016). While no regulatory documentation regarding the USTs present on the Property prior

to 1987 was available, a detailed analysis of historical aerial photography concluded that the first generation

USTs may have been located in the vicinity of the second generation pump islands, with the first generation

pump islands likely located to the south and southeast of the original USTs.

1.3 UST System Data

The locations of the second-generation gas station features on the Property addressed in this report are

shown in Figure 2. According to the most recent tank tightness testing report available for the USTs

removed as described in this report, the USTs were 8,000-gallon double-walled fiberglass USTs equipped

with fiberglass product piping (Kane Environmental, 2016). This information is consistent with that listed in

the Ecology UST database for the site, except that the three USTs are listed as 10,000 gallons in size in

Ecology records. According to Kane Environmental (2016) and Ecology UST records, these USTs were

used to store gasoline. No records documenting storage of diesel fuel on the Property were available.

Observations regarding the USTs, fuel dispensers, and product lines gathered during field activities

conducted as part of this scope of work are described in Section 4 below.

1.4 Surrounding Property Characteristics

The Property is adjoined to the north by Tower Street, with a paved parking lot and government office

building located beyond. The Property is adjoined to the east by North Broadway, with a Washington State

University academic and administrative building located beyond. To the south, the Property is adjoined by

a paved parking lot and a Providence Healthcare building. The Property is adjoined to the west by a paved

parking lot, with the Everett Community College fitness center located beyond.

The south adjoining property is the location of the “Time Station 168” site, which is listed on Ecology’s VCP,

UST, and LUST databases. This site was occupied as a service station between the 1960s and 1989.

Petroleum contamination was discovered in soil and groundwater at this site in 1992. Remediation of site

soil and groundwater to MTCA Method A Soil and Groundwater cleanup levels was completed in 2011, and

the site was granted No Further Action (NFA) Status (Kane Environmental, 2016). Based on its NFA status,

this site is not considered to have a potential to impact soil and groundwater on the Property.

No other listed regulated sites were identified on adjoining properties by a review of the Ecology Facility/Site

Database Site Map.

1.5 Scope of Work

In a Proposal issued on August 21, 2017, and approved by Mr. Stanley Sidell of NAP Management Inc.,

G.P., on September 6, 2017, Kane Environmental was retained to perform supplemental site

characterization tasks, complete remedial actions (including design, installation, and operation of a soil

vapor extraction system), and perform ongoing maintenance and monitoring of the SVE system and

groundwater on the Property. One of the primary remedial actions (approved as Task 2 of this proposal)

was the decommissioning of the gasoline service station infrastructure, including removal of the USTs, fuel

dispensers, and product piping. This Task included the following activities:

Utility Locating: The Property was to be marked for a public one-call locate, and a private locate

was to be conducted to identify on-Property subsurface utilities not identified by the public locate

Permitting: A SEPA checklist and Land Use Application, along with other City of Everett permits,

were required for completion of the UST removal.

Demolition and Removal of Service Station Infrastructure: A UST decommissioning

subcontractor, Spooner Contracting, LLC (Spooner Contracting) was to be retained to remove the

fuel dispenser canopy, fuel dispenser pumps, product lines, and USTs.

Excavation: A limited excavation of contaminated soil (referred to as a “soil hotspot excavation”)

was to be completed from the areas below the USTs, fuel dispensers, and/or product lines. This

excavation was to be backfilled with imported clean fill or stockpiled site soils that had been

sampled and demonstrated to be appropriate for reuse by laboratory analysis.

Soil Sampling and Analytical: Soil samples were to be collected from the bottoms and sidewalls

of the UST and hotspot excavations. These samples were to be submitted to a laboratory for

analysis of constituents required by Ecology guidelines (Ecology, 1991).

Reporting: A brief report was to be prepared summarizing the activities completed at the Property.

This report was to be submitted to the Client.

This report documents the activities undertaken by Kane Environmental and subcontractor staff to complete

the Task 2 scope of work.

2.0 SUBSURFACE CONDITIONS

2.1 Geologic Setting

The U.S. Geological Survey (USGS) Marysville, WA 7.5-Minute Quadrangle Topographic Map (Figure 1),

indicates that the ground surface of the Property is generally level. The elevation of the Property is

approximately 80 feet above mean sea level. Shallow soils encountered during subsurface investigations

on the Property consists of variable fill soils to a depth of approximately five feet, bgs, with localized deeper

fill soils surrounding the UST excavation. Shallow native soil underlying the fill were primarily comprised of

glacial soils composed of a mixture of soft to stiff silt and clay. Dense grading to very dense fine to medium

sands were encountered at approximately 25 to 65 feet below ground surface (bgs). These soils are

interpreted as advance outwash glacial deposits (Kane Environmental, 2016).

During the removal of fuel dispensers and product lines at the site, soils underlying these features were

observed to consist of medium to coarse sand soils of relatively low density, which were interpreted as fill

soils. The USTs were bedded in gravel fill soils.

2.2 Hydrogeologic Setting

Perched groundwater in native glacial soils was not encountered during the subsurface investigations

described by Kane Environmental (2016). Perched groundwater was previously identified in shallow

groundwater monitoring wells and soil borings in the immediate vicinity of the USTs and fuel dispensers.

These accumulations of groundwater are interpreted to be present only in fill soils surrounding service

station infrastructure (Kane Environmental, 2016). Regional groundwater is present at the Property at

depths of approximately 60 feet bgs. The regional groundwater flow direction at the Property is northerly to

northeasterly (Kane Environmental, 2016).

3.0 METHODOLOGY

Methodology described in this section of the report is applicable to field observations and procedures

described in Sections 4 and 5 below.

3.1 Soil Sample Collection Methods

Where accessible, soil samples were collected by hand, or using a decontaminated stainless-steel sampling

trowel. Where access was not safely or practically available to collect a soil sample by hand, soil samples

were collected with assistance of an excavator operated by Spooner Contracting staff. The excavator

bucket was used to remove an area of undisturbed soil from a location identified by Kane Environmental.

Once removed from the excavation, Kane Environmental collected a soil sample from soil in the excavator

bucket that was located at least several inches from the metal surface of the bucket. Field samples were

screened for volatile organic compound contents using a photo-ionization detector (PID).

The locations of grab samples documented in this report were determined within a coordinate system with

an origin located near the southwest corner of the concrete-paved area in which the fuel dispensers were

installed. A “site north” direction was established for this system as being parallel to the east and west

margins of this concrete area, which was also parallel to the east and west margins of the concrete hold-

down slab overlying the USTs. Sample nomenclature for all samples documented in this report (with the

exception of stockpile samples) is as follows: “NxEy:zft, where “x” is the distance north of the origin in feet,

“y” is the distance east of the origin in feet, and “z” is the depth below the pavement surface in feet prior to

commencement of UST removal activities.

Sampled soils were placed into pre-cleaned, laboratory prepared containers, including 4-ounce glass jars

and 40-milliliter glass vials containing methanol preservative. Following sample collection, sample

containers were immediately placed into an ice-filled cooler and subsequently delivered to the analytical

laboratory under standard chain-of-custody procedures.

3.2 Analytical Methods

All samples collected during this scope of work were submitted to Fremont Analytical, a Washington

Department of Ecology-accredited analytical laboratory. Based on the contaminants of concern previously

identified in soil at the Property (see Section 1.2 above) and the analytical requirements described in Table

6-1 of the Ecology Guidance for Site Checks and Site Assessments for Underground Storage Tanks

(Ecology, 1991), all soil samples collected at the Property during UST removal and hotspot excavation

activities were analyzed for the following constituents:

Total Petroleum Hydrocarbons as Gasoline-Range Organics (GRO) by Washington Method

NWTPH-Gx, and,

Benzene, Toluene, Ethylbenzene, and Xylenes (BTEX) by EPA Method 8260.

Selected soil samples, particularly those in sampling locations specified by the Ecology (1991) UST Site

Assessment guidance and the stockpile samples, were also analyzed for the following constituents:

MTBE, EDB, EDC, and Naphthalene by EPA Method 8260; and,

TPH as Diesel- (DRO) and Heavy Oil-range Organics (ORO) by Washington Method NWTPH-

Dx/Dx Extended.

All analyses were performed in accordance with Fremont’s in-house Quality Assurance/Quality Control

Plans. Sample analyses were performed in compliance with EPA analytical methods and Ecology

guidelines. Samples were analyzed within specified holding times. All detection limits were within method

requirements and no factors appeared to adversely affect data quality.

3.2.1 Laboratory QA/QC Procedures

Internal test methods run by the laboratory to ensure data accuracy and reproducibility include method

blanks, laboratory control standards, sample duplicates, matrix spikes, and matrix spike duplicates.

SAMPLING

All field observation and soil sampling activities were conducted by Kane Environmental UST Site Assessor

Nathan Evenson. Figure 3 shows the locations of removed features, the extents of the UST and Soil Hotspot

excavations, and the locations of soil samples. All laboratory analytical reports are included as Attachment

A. Photographs of the USTs and other Property features prior to and during removal are included as

Attachment B. An Ecology Site Check/Site Assessment Checklist for Underground Storage Tanks, required

for all UST Site Assessments, is included as Attachment C.

4.1 UST System Inspection

Prior to the commencement of UST removal activities, Kane Environmental inspected features of the USTs

and fuel dispensers accessible from the paved Property surface.

Kane Environmental opened each of the three USTs to determine their dimensions and contents, if any.

Each UST was approximately 8 feet in diameter. A few inches of liquid were present in the bottom of each

UST; these liquids appeared to consist of residual petroleum and water.

Each UST was equipped with a square vault near its south end, which housed the pump turbine. These

vaults were covered with metal lids and were enclosed with metal walls from the concrete slab surface to

approximately 0.75 feet bgs, and with plywood walls from 0.75 feet bgs to 1.75 feet bgs. Below

approximately 1.5 feet below the top of the vault, dirt was present. No secondary containment was noted

below the turbines or product lines in these vaults.

Each of the two fuel dispensers appeared in average condition. The base of each dispenser was open to

the underlying soil; no secondary containment sumps were observed. No obvious indications of

contamination were observed in the surficial soil visible beneath these dispensers.

4.2 Fuel Dispenser, Product Line, and UST Removal

Prior to commencement of the removal of USTs, fuel dispensers, and product lines, Marine Vacuum

Service, Inc. triple-rinsed the USTs and removed the rinse water for off-Property disposal. On the date of

UST removal, a marine chemist from Sound Testing, Inc. certified the USTs as safe for hot work and

mechanical demolition. Certifications of these activities are included in Attachment D.

4.2.1 Fuel Dispenser and Product Line Removal – November 8, 2017

On November 8, 2017, Kane Environmental was on the Property to oversee the removal of fuel dispensers

and product lines. Under Kane Environmental oversight, Spooner Contracting exposed the product lines

from the locations where they entered the subsurface to its point of entry into the UST area. Product lines

were observed to be single-wall fiberglass piping. No holes, cracks, or other defects were observed in the

product lines. At all observed joints, product lines appeared to have been joined using epoxy; however,

many of the inspected joints could be pulled apart manually.

Product lines were bedded in loose, medium to coarse sandy soils. These fill soils exuded a petroleum odor

in the areas below the dispenser islands and the joints located east of dispenser island (see Figure 3 for

sample locations; a description of the location of each sample is included in Table 1). Soil samples were

collected from 1 to 2 feet below each of these dispenser islands and joint locations. Product lines were

removed from the subsurface for off-Property disposal.

4.2.2 UST Removal – November 9, 2017

On November 8, 2017, Kane Environmental was on the Property to oversee the removal of the USTs.

Under Kane Environmental oversight, Spooner Contracting removed soils overlying the USTs and

stockpiled them on plastic sheeting. Kane Environmental estimated that less than 100 cubic yards of soil

were present in this stockpile. These soils did not display a petroleum odor or PID readings; therefore, Kane

Environmental collected three samples from this stockpile for laboratory analysis to characterize these

samples for possible re-use.

Following exposure of the tops and sides of the USTs, Kane Environmental measured them to be

approximately 34 feet long. Based on these dimensions and the 8-foot diameter measured previously, the

USTs were determined to be approximately 12,000 gallons in volume. During removal of the USTs, they

were discovered to be single-wall tanks, rather than the double-wall construction indicated in records

discussed in Section 1.3. Each UST was observed to be in good condition prior removal, with no obvious

cracks, holes, or other damage. The USTs were bedded in pea gravel fill. No accumulation of groundwater

was observed in the UST excavation during or following the removal of USTs.

Decommissioning and removal of USTs was conducted by Bill Spooner of Spooner Contracting, an

individual certified in Washington State for UST decommissioning. During removal of the first UST, its extent

was found to be farther north than previously known. Caving of the excavation sidewalls during UST

removal indicated that the soils surrounding the excavation were prone to failure. Based on these

observations, it appeared to Kane Environmental and Spooner Contracting staff that the removal of the

entirety of each UST would result in the collapse of soils in the sidewall north of the UST area. This north

sidewall failure would threaten the sidewalk and public utility corridors (which included a City of Everett

water main) located on the south side of Tower Street, north and adjacent to the Property. Kane

Environmental and Spooner Contracting staff decided to leave the northernmost 4 to 5 feet of each UST

in-place, in order to support the soils along the northern edge of the excavation while the remaining portions

of the USTs were removed. Mr. Will Bergquist, the Ecology UST Inspector who was present at the Property

during this part of the decommissioning, verbally indicated that it was permissible to leave the UST

fragments in-place to protect public safety and infrastructure. Kane Environmental and Spooner Contracting

proceeded to remove all but the northernmost portions of the USTs, which were left in place as described.

Remaining product lines within the UST excavation, and vent lines and the aboveground vent line frame

located northeast of the UST excavation were also removed. Removed portions of the USTs, product lines,

and vent lines were disposed of off-site.

Following completion of UST removal activities, Kane Environmental solicited and received

acknowledgement for leaving the UST fragments in place from Mr. Bergquist, Mr. Michael Warfel, the

Ecology VCP Site Manager for the Property, and Mr. Steve Goforth, an Assistant Fire Marshal with the

Everett Fire Department.

The bottoms of the USTs were located at a depth of approximately 11 feet bgs. Kane Environmental

collected soil samples from below the southern portion of each UST. Samples were also collected from the

soils below each of the UST fragments left in-place. Kane Environmental collected a sample from each of

the sidewalls of the UST excavation, with exception of the northern sidewall, which was inaccessible due

to the presence of the UST fragments left in-place. Sample locations are shown in Figure 3, and the location

of each sample is described in Table 1.

Overall, no indicators of significant petroleum contamination were present in most of the UST excavation,

with exception of the southwestern portion of the excavation, where the product lines exited the UST area.

The strongest evidence of petroleum contamination was observed in soils beneath product line joints

located in the southwest corner of the UST area. These soils displayed petroleum staining, strong petroleum

odor, and elevated PID readings. A soil sample was collected from beneath these piping joints. These soils

were subsequently excavated during the remedial soil excavation described below. Following removal of

the USTs, no further excavation of soils from other portions of the UST excavation was conducted.

4.3 Remedial Soil “Hotspot” Excavation – November 13, 2017

Following removal of the USTs, fuel dispensers, and product lines, a limited remedial excavation of soils

displaying the strongest field indicators of petroleum contamination was conducted. Kane Environmental

directed Spooner Contracting staff to excavate soils from the area beneath the northern portion of the

removed product lines leading from the dispenser islands to the UST excavation. The boundaries of this

soil hotspot excavation are shown in Figure 3. The bottom of the excavation was approximately 7 to 8 feet

bgs. During this excavation, the locations of several previously collected soil samples were removed; see

Figure 3 for details. Excavated soils consisted primarily of medium to coarse sand fill soils. A total of 56.65

tons of petroleum-contaminated soil were removed from the hotspot excavation. These soils were

transported by Hayter Trucking to an off-Property Cadman soil disposal facility in Everett, Washington.

Documentation of soil disposal is included as Attachment E. No accumulation of groundwater was observed

in this excavation.

Following completion of the remedial soil hotspot excavation, Kane Environmental collected samples from

the bottom and sidewalls of the excavation to document contaminant concentrations in soils left in-place.

These samples are identified in Table 1, and their locations are shown in Figure 3. The excavated areas

on the Property were subsequently backfilled with imported clean gravel borrow fill and stockpiled soils,

and compacted. As discussed below, laboratory analysis characterized stockpiled soils as Category 2 soils,

which are suitable for reuse on commercial and industrial sites as backfill above the water table (Ecology,

2016).

5.0 ANALYTICAL RESULTS

Results of laboratory analyses of soil samples and MTCA Method A Soil Cleanup Levels are summarized

in Table 1. Full analytical reports from the analytical laboratory, Fremont Analytical, are included as

Attachment A. Kane Environmental has reviewed QA/QC information included with these reports. No

factors that adversely affect data quality were noted, other than the reported detection limit for 1,2-

dibromoethane (EDB) exceeding the MTCA Method A Cleanup Level for Unrestricted Land Uses in select

soil samples analyzed.

5.1 Soil Results

All soil samples collected from beneath joints in product lines contained concentrations of benzene

exceeding the MTCA Method A Soil Cleanup Level. The sample collected from below the northernmost

joints in the product lines (N42E17:5.5ft) contained the highest concentrations of gasoline (8,840 mg/kg,

equivalent to parts per million (ppm)), benzene (78.7 ppm), toluene (497 ppm), ethylbenzene (153 ppm),

xylenes (869 ppm) and naphthalene (24.7 ppm) observed in samples collected during this scope of work,

all of which exceeded MTCA Method A Soil Cleanup Levels. The soil from which this sample was collected

was later removed during the soil hotspot excavation.

Soil samples collected from the southwestern portion of the UST excavation, including those collected from

below the southern ends of the west and middle USTs and from the south sidewall, contained gasoline

and/or benzene at concentrations exceeding MTCA Method A Soil Cleanup Levels. The sample collected

from the south excavation sidewall also contained naphthalene at a concentration exceeding the MTCA

Method A Soil Cleanup Level. Soil samples collected from other areas of the UST excavation, including the

soil samples collected from below the each of the UST fragments left in-place, either did not contain

gasoline or BTEX at concentrations in exceedance of MTCA Method A Soil Cleanup Levels, or did not

contain concentrations of these contaminants above laboratory reporting limits. Sampled soils in the bottom

and sidewalls of the UST excavation, including those displaying exceedances of MTCA Method A Soil

Cleanup Levels at the southern extent of the excavation, were left in-place following the completion of this

excavation.

Soil samples collected from the bottom and west sidewall of the soil hotspot excavation contained benzene

at concentrations of 1.09 and 0.145 ppm, respectively, both of which exceeded the MTCA Method A Soil

Cleanup Level. These samples and other sidewall and bottom samples collected from the hotspot

excavation also contained gasoline and other BTEX compounds at concentrations below MTCA Method A

Soil Cleanup Levels. These samples were left in place following the completion of this excavation.

Soil samples collected from below the dispenser islands (N05E13:3ft and N35E12:4ft) contained low

concentrations of gasoline or naphthalene that were below MTCA Method A Soil Cleanup Levels.

No detections of diesel, heavy oil, MTBE, EDB, or EDC were reported in samples collected during this

scope of work.

Soil samples collected from the stockpile of UST overburden soils did not contain concentrations of

gasoline, BTEX, MTBE, EDB, EDC, or naphthalene at concentrations exceeding laboratory reporting limits,

with exception of one sample, which contained 0.0277 ppm of toluene and 0.0356 ppm of xylenes. Based

on these results, the stockpiled soils are classified as Category 2 soils (following Table 12.1 in Ecology,

2016).

6.0 FINDINGS AND CONCLUSIONS

Kane Environmental has provided oversight for the assessment, decommissioning, and removal of three

12,000-gallon fiberglass USTs, two fuel dispensers, subsurface fiberglass product lines, and other features

related to a former gasoline service station located on the Property. To prevent the possible failure of a

sidewall of the UST excavation and resulting public safety hazards and damage to public utilities, the

northernmost four to five feet of each UST was left in place at the northern Property boundary. UST

inspection and site cleanup staff at the Washington State Department of Ecology and the City of Everett

have been informed and have acknowledged these circumstances.

Field observations and analytical results obtained from soil samples collected during removal of these USTs

and associated features indicate that a release of gasoline has occurred from this UST system. The release

or releases appear to have occurred at one or more joints in the fiberglass product lines. This finding is

supported by the elevated concentrations of benzene and gasoline reported in soil samples collected from

beneath product line joints, and the presence of field indicators of contamination associated with these

joints.

Approximately 56.65 tons of gasoline-contaminated soil, including the most contaminated soils encountered

during UST removal activities, have been removed from the Property as part of a remedial soil hotspot

excavation. Soil containing concentrations of gasoline, benzene, and naphthalene at concentrations

exceeding MTCA Method A Soil Cleanup Levels remain in the sidewalls of the UST and soil hotspot

excavations. This residual contamination is being addressed by a soil vapor extraction remediation system

that was subsequently installed and has been operating on the Property since March 2018.

The release identified as originating from the fuel transfer piping removed in November 2017, does not

account for the entirety of the gasoline contaminated soil and groundwater identified at deeper depths and

at other locations of the Property. Forensic analysis of lead speciation and gasoline additives in petroleum

contaminated soil and groundwater on the Property, reported by Apex Forensics (2018), concluded that

some of the gasoline released at the Property was manufactured prior to 1986, which was before installation

of the recent gas station infrastructure.

practices using the standard of the industry today, for the nature and conditions of the work completed in

the same locality and at the same time as the work was performed, and with the terms and conditions as

Matrix Spike (MS) and MS Duplicate (MSD) samples are tested from an analytical batch of "like" matrix to check for possible matrix effect. The MS and MSD will provide site specific matrix data only for those samples which are spiked by the laboratory. The sample chosen for spike purposes may or may not have been a sample submitted in this sample delivery group. The validity of the analytical procedures for which data is reported in this analytical report is determined by the Laboratory Control Sample (LCS) and the Method Blank (MB). Matrix Spike (MS) and MS Duplicate (MSD) samples are tested from an analytical batch of "like" matrix to check for possible matrix effect. The MS and MSD will provide site specific matrix data only for those samples which are spiked by the laboratory. The sample chosen for spike purposes may or may not have been a sample submitted in this sample delivery group. The validity of the analytical procedures for which data is reported in this analytical report is determined by the Laboratory Control Sample (LCS) and the Method Blank (MB). The LCS and the MB are processed with the samples and the MS/MSD to ensure method criteria are achieved throughout the entire analytical process.
