Minutes of the Meeting of the Programme Approval Board for Mid-Day Meal Scheme

in respect of State of Karnataka 29.03.2011

A meeting of the Programme Approval Board for Mid-Day Meal was held at New Delhi on

29.03.2011 under the Chairpersonship of Smt. Anshu Vaish, Secretary, Department of School

Education and Literacy (SE&L), Government of India. The agenda before the PAB-MDM was

placed to

(a) review the status and progress of the implementation of the Mid Day Meal (MDM)

Programme for the States of Mizoram, Karnataka, Sikkim and Chandigarh and

(b) consider their proposals for the MDM Scheme - Annual Work Plan and Budget

(AWP&B) 2011-12. A list of members who participated in the meeting is attached at Annexure-1

2. Dr. Amarjit Singh, JS (EE-I), Department of School Education and Literacy, Govt. of India

welcomed the Chairperson, members of PAB-MDM and other participants from the States/UTs

and requested the representatives of the State Governments to highlight the progress achieved

by them during 2010-11, best practices followed in the State, any constraints in implementation of

the programme in the State and their proposal for 2011-12.

3. Karnataka 3.1 Shri G. Kumar Naik (Primary & Secondary Education), Secretary Education, Govt. of

Karnataka attended the meeting and highlighted the performance under the Mid Day Meal

Scheme and initiatives taken by State Government in implementation of the Mid Day Meal

Scheme in the State. Shri Gaya Prasad, Director, MHRD presented an analysis of the

performance of the State in the implementation of Mid Day Meal Scheme during the first three

quarters of the year 2010-11, i.e. April to December, 2010. The salient features of the

presentations are as follows:-

i) No. of Institutions: State has covered 23671 primary level schools (23121 schools run

by Govt. and by local bodies, 239 aided schools, 253 EGS / AIE centers and 58

Madarsas/Maqtabs) and 32713 upper primary schools (26928 schools run by Govt. and

local bodies, 5785 aided schools) under the Scheme against the PAB approval of 24083 in

Primary and 31021 in Upper Primary schools. The achievement is thus 98% in Primary

Level and 105% in Upper Primary level in terms of number of schools. The less coverage

at Primary Stage and excess coverage at Upper primary stage is due to the upgradation of

Primary Schools to Upper Primary Schools and opening of new Govt. Aided schools at

Upper Primary level.

ii) No. of children: 36,58,212 and 2145220 children are enrolled in primary and upper

primary schools respectively as on 30.09.2010 Out of these 32,95,542 in primary and

19,36,956 in upper primary have availed of mid day meal on an average basis during the

period 1.4.2010 to 31.12.2010 against the PAB approval of 34,62,488 children under

Primary and 19,69,053 under Upper Primary. Thus the achievement is 95% in Primary

and 98% in Upper Primary levels. The low coverage under primary stage has been

observed in Gulbarga (-23%), Chikkaballapur(-13%), Kodagu(-10%), Kolar(-9%),

Bangalore(R) (-9%) Belgaoum (-9%), Tumkur (-9%)& Chitradurga(-9%) Similarly in upper

primary stage low coverage has been observed in Shimoga (-16%), Chikkaballapur

(-10%), Kodagu (-9%), Chitradurga (-9%).

JS (EE.1) advised the state to look into the low coverage issue and take necessary steps

to increase the coverage, in these districts.

iii) No. of working days: Total Number of working days approved by PAB for year 2010-11

was 153 for primary as well as upper primary for the first three quarters of 2010-11.

Against this, State had served MDM on 158 working days at both primary and upper

primary stages.

iv) Innovations adopted by the State: 99% schools are covered under Suvarna Arogya

Chaitanya Programme for regular health check up of children. Only women cooks have

been engaged. Head cook is paid additionally Rs.100/- from State fund because she

maintains records at the school level. Job card is prescribed for the cooks in the schools.

Kitchen gardens are maintained in the schools having land and water facility. 84% of

schools use LPG for cooking and the expenses for the LPG is incurred out of the allocation

for the cooking cost. Most of the schools have fire extinguishers.

The Secretary (Education), Govt. of Karnataka stated that w.e.f. 29.3.2011, the State Govt.

has launched a toll free helpline (18004257007) specifically for MDM Scheme which is

accessible to one and all.

v) Availability & Utilization of Food grains: Considering that three-fourths of the year was

over by 31-12-10, the districts should have lifted at least 85% of the allocated foodgrains

as on 31.12.2010 and utilized about 75 %. The gross allocation for 2010-2011 was 132933

MTs and the availability of the food grain with the State was 100740 MTs (76% of

allocation). The State utilized 86954 MTs (65%) of the food grains allocation. It has been

observed that 58% foodgrain was available in Bangalore (U). Similarly, less than 60%

utilisation of foodgrain was found in 5 Districts viz. Bangalore (U) (57%) Yadgir, Shimoga,

Gulbarga & Dharwad (59%),

JS (EE.I) observed mismatch in utilization of foodgrains vis-a-vis availability. The State

was asked to look into the matter.

vi) Utilization of Cooking Cost: The gross allocation for 2010-2011 was Rs. 37949 Lakh.

The State utilized Rs. 24801 Lakh (65%) of the cooking cost allocation. The low utilisation

of cooking cost is attributed to the fact that the state has revised cooking norms with

effect from 01.12.2010. The districts having low utilization of cooking cost are

Shimoga (56%), Udupi (60%), and Gulbarga & Chikkaballapur (61%).

Secretary (SE&L) sought to know the reason for low utilisation of cooking cost till

31.12.2010. The State representative clarified that low utilisation towards cooking cost is

due to the reason that the state is serving mid-day-meal at unit cost of Rs. 2.50 at primary

and Rs. 3.75 at upper primary instead of Rs. 2.69 and Rs. 4.03 respectively till 30.11.2010

because the State Govt. approved the revised cooking norms in November, 2010.

Secretary (SE&L) expressed serious concern over this situation, which resulted in the

children being deprived of the benefits of nutritious food at enhanced rates.

vii) Utilization of Transport Assistance: An amount of Rs. 997.00 Lakhs was available for

central assistance towards transport cost during 2010-2011, against which the State had

utilized Rs. 693.85 (70%) as on 31.12.2010.

viii) Payment to FCI: The State Government mentioned that the payment of Rs.4039.00

Lakh (90%) has been made to FCI against the total bills raised of Rs.4475.00 lakhs by

FCI. But as per information provided by FCI, an amount of Rs. 1274.00 lakh is pending

with the State Government in respect of the bills raised till 31.01.2011. Joint Secretary

(EE-I) advised the State Government to make payment of the pending bills on priority

basis.

viii) Utilization of MME: MME grant of Rs. 675.05 lakh was available with the State which

incurred an expenditure of Rs. 416.53 (62%) lakh against MME funds. The State

submitted MME Plan of 967.07Lakh for the year 2011-2012.

Joint Secretary (EE.1) clarified that PAB-MDM’s approval is for the overall outlay of the

MME plan only. It is not concerned with component-wise expenditure of the MME Plan.

The State Government may allocate funds as per approved guidelines on MME.

ix) Construction of Kitchen-cum-stores:. Central assistance of Rs. 16708.21 Lakh has

been released towards construction of 27847 kitchen sheds during 2006-07 to 2009-10

for primary and upper primary stages. The State reported an expenditure of Rs.13062.00

Lakh has been incurred for construction of 21770 (78%) kitchen sheds.

JS (EE.I) advised the State Government to take necessary steps to complete the

remaining Kitchen-cum-stores on priority basis. Secretary (SE&L) advised the State to

meet the additional requirement of funds, if any, from the State’s own resources as there is

no provision in the Scheme to provide additional funds for Kitchen-cum-stores which were

already sanctioned by the PAB-MDM.

x) Procurement of Kitchen Devices: Central assistance of Rs. 2129.40 Lakh has been

released towards procurement of 45339 units during 2006-07 to 2009-10 for primary and

upper primary stages. State reported that an expenditure of Rs. 2129.40 lakh for

procurement of 45339 units i.e. 100% of the allocation as on 31.12.2010.

xi) Cook-cum-Helpers: Central assistance was released for engagement of 114653 cook–

cum- helpers for the period April 2010-March 2011. At present, 99,338 cook-cum-helpers

are engaged in the State as per the prescribed norms for engagement of cook-cum-

helpers.

Secretary (SE & L) desired to know the reasons for not engaging 15,315 more cook-cum-

helpers. It was clarified by Commissioner, Department of Education that these cook-cum -

helpers could not be engaged as the State Government has not issued orders for

engaging cook cum helpers in Govt. Aided Schools.

Joint Secretary (EE-I) advised the State government to sort out this matter and engage

cook cum helpers to the extent of approval accorded by PAB-MDM for the year 2010-11

before seeking approval for additional cook-cum-helpers for the year 2011-12.

xii) School Health Programme: Out of 56384 primary as well as upper primary schools,

56075 (99%) schools were covered under Suvarna Arogya Chaitanya Programme.

JS (EE.1) desired that the information on distribution of IFA Tablets, de-worming tablets,

Vitamin-A etc. may also be provided. He advised them to ensure that all the children are

benefited by the School Health Programme (SHP) to the maximum possible extent as their

health factor plays a significant role in improving their attendance & academic performance

as well.

xiii State Level Steering and Monitoring Committee (SSMC): The meeting of the State

Level Steering and Monitoring Committee (SMC) was held on 20th December, 2010 under

the Chairpersonship of Chief Secretary of the State to review the implementation of the

MDM Scheme.

Secretary (SE&L) advised that the SSMC meeting should be held at least once every

quarter to effectively monitor the scheme and to devise and adopt corrective measures

wherever necessary.

xiv) Monitoring Institution’s observation: Institute for Social & Economic Changes,

Bangalore is the Monitoring Institute (MI) for the State. The MI has conducted study in

three districts namely Bangalore Rural, Chitradurga and Tumkur. The major findings of

the MI are as under:

(i) There was delay in the release of cooking cost to schools but it did not result in

disruption in serving MDM.

(ii) Less quantity of vegetables was added in the meals served under MDM because

of escalation in the price of vegetables.

(iii) Buffer stock of one month foodgrains was not maintained in all the visited schools.

JS (EE.1) emphasized the need for adding more green vegetables which are a

rich source of iron.

Secretary (SE&L) observed that the buffer stock should be maintained in all the

schools invariably so that the children are not deprived of food even in exigent

times.

Based on the tour report of Officials of MHRD, Secretary (SE&L) advised the

State Govt. to ensure that the safety measures are meticulously followed in the

kitchen-cum-stores which includes proper positioning of Gas stove Vs. the Gas

Cylinder, cross ventilation in kitchen etc. Fire extinguishers should be provided in

all the schools as per Supreme Court’s order on the matter. She alerted the State

representatives that negligence in these seemingly small matters may lead to

avoidable crises.

Secretary (Education), Govt. of Karnataka assured that the State Govt. would look

into these issues.

(xvi) Proposal for inclusion of children in Social Welfare Schools under MDM:

The State of Karnataka has also proposed to cover 16949 primary children and

55736 upper primary children of Social Welfare Schools for providing mid-day

meal under MDM Scheme.

Secretary (SE&L) mentioned that these are residential schools for which they

would already have been getting assistance from State Social Welfare Department.

Therefore, the State Govt. should confirm that such schools not are getting double

assistance/grants.

OVERALL PERFORMANCE SCORE CARD

Secretary(SE&L) and JS(EE-I) advised the State Govt. to focus on the areas where the

performance has been quite low as per the score card, viz. Inspection, Utilization of MME,

Utilization of Food Grains ,Cooking Cost, Construction of Kitchen Sheds etc.

Based on the discussions and achievement under this Scheme during financial year 2010-

It was mentioned that the above quantification is only an estimate for release of

Central Assistance during 2011-12 under MDM Scheme. This scheme clearly provides

that every student attending the Institutions, eligible to be covered under the Scheme

will be served mid day meal on all school days. Therefore, the State will provide meal

to all such students irrespective of the approved number of students and working days.

In the event of State govt. finding on the basis of attendance register maintained at

school level that the average number of children availing mid day meal and the working

days are more than the above, it may approach the GOI with evidence at the earliest for

enhancement of Central Assistance. D/o School Education & Literacy with the

approval of the Secretary will take a decision in this regard and put up the matter for

post facto approval to the PAB-MDM.

The above position should be clarified to all the field functionaries, so as to

enable all the eligible institutions to ensure that every student attending school is fed

on all school working days irrespective of the above approvals and submit their

proposal for enhancing the resources, if needed, to their higher authority.

The working of Central Assistance for the State of Karnataka for 2011-12 based on the

above mentioned number of children and no. of working days as approved by the PAB-MDM

is enclosed as Annexure-II.
