2 Scope

This standard applies to all Business Units, Private or Residual Operators, Franchisesand other Personnel who have responsibilities for the monitoring and control ofaccess to driving cabs of traction units working over BR lines.

3 Principle

Only personnel in possession of a driving cab pass (excluding Traincrew and otherstaff required by the Rule Book in the course of their duty) are permitted to ride incabs of trains working over BR Routes.

The issue of all driving cab passes must be kept to a minimum. BR personnel andcontractors holding such passes are only authorised to ride in driving cabs for theexecution of their duties. In the event of misuse, appropriate follow up action mustbe taken with the individual/department concerned.

BR driving cab passes are not valid on International train services as defined withinAppendix A of this standard unless specially endorsed.

4 Types of Cab Passes

4.1 Personal “Named”’ driving cab passes

These are issued on a personal basis to staff who require to ride in driving cabs on aregular basis for the execution of their duty. To assist in the identification of thesepasses and their respective restrictions, they are colour coded as follows:-

“Green” - Authorised to Instruct

Issued only to those persons who are qualified to advise and instruct Driversin technical and practical handling skills. Held by Traction Inspectors/Leaders/instructors etc.

“Blue” - Competent Person fully qualified in Rules and Regulations

Holder fully competent to deal with any operating matters arising during thejourney. Issued to Operations staff passed in Rules and Regulations.

passed in personal safety rules and is therefore competent to rideunaccompanied for the examination of Track/Lineside features, signals ormechanical/electrical aspects of traction units as appropriate.

“Red” - Staff/Personnel that must be accompanied by a competent person

Personal pass available in driving cabs only when accompanied. Theaccompanying person must be a holder of a green, blue or specially endorsedyellow pass.

Book Passes

Are for the use of staff, contractors and other personnel who are not issued withpersonal cab passes and whose duties occasionally require them to ride in drivingcabs. These passes must display a blue or yellow border in accordance with theconditions of Clause 4.1.2 and 4.1.3 of this standard.

Rear Driving Cab Passes

Are issued in accordance with the conditions of clause 4.1 & 4.2 of this standardand are for the use of staff/contractors and other personnel who do not hold adriving cab pass and who require access to any other cab (rear/intermediate) for thepurpose of:-

a) undertaking testing or assessment of train/locomotives/traction unitsperformance and equipment

b) accompanying trains where other on-train accommodation is not provided.

The pass may be issued in the format of a “personal pass” or “book format” butmust be endorsed with the words “ Rear Cab Only”

Information to driversDrivers must be made aware of the limitations on driving cab access.

Appendix “C” of this instruction defines the types of passes available and theirrespective restrictions, To assist drivers, this should be posted within thepermanent notice case at all Traincrew depots.

Principles for the control of issue

Responsibilities for Issue

The responsibilities for the issue of cab passes are as follows:

a) Group Operational Standards are responsible for the issue of cab passes toappropriate Group Technical & Operational Standards staff, CentralServices and Board Member’s.

b) Business Units/Profit Centres are responsible for the production and issueof all cab passes to meet their requirements.

Applications for Cab Passes

Applications for cab passes must include:-

a) The name of the person and for internal BR staff, grade and department

b) BR Identity Card number (internal staff only)

c) The reason for the application and the geographical points and tractionlimitations. This to include, where applicable, as to whether the pass isrequired for use in front or rear driving cabs

d) confirmation that the person holds a current certificate of competence inRules & Regulations/Track Safety, in accordance with the requirements of thepass being applied for.

The application must be approved by the Director/Deputy Director of thedepartment concerned and approved by the issuing Director or Designated Officer.

Geographical and Traction Restrictions

Cab passes shall only be issued as follows:-

All Station/Lines Passes (Green/Blue)

Issue to be kept to an absolute minimum. Normally only issued toOperations/Traincrew Managers at BRB Group Standards Units and BusinessUnit HQ’s.

All Stations Passes (Yellow)

Issued to staff at Group Standards Unit, Central Services and GroupHeadquarters who require access to driving cabs on a regular basis for theexecution of their duties.

Business Unit/Profit Centre/Divisional/Regiori/District/Route Passes(Green/Blue)

Appropriate personnel at Business Unit/Profit Centre/Divisional/Regional andDistrict level to be issued with an “All Lines” for the specified ProfitCentre/Division/Region/ District or route according to requirements andrestrictions, Geographical boundaries/limits to be determined in accordancewith the duties of the post. In instances where Traincrew/other staff operateover routes controlled by any other Profit Centre, the pass to reflect theroute(s), terminal station(s), depot(s) or other geographical point(s) whichcan be easily identified.

S&T/Civil/Business Engineers (Yellow Passes)

Restricted to All Stations, lines for the Business Unit HQ/ProfitCentre/Region/Division/Region/District and route according to statusrequirements.

M&EE Business Engineers/Depot Engineers (Yellow Passes)

As Clause 5.3.4. but restricted to “Traction Units” for the BusinessUnit/Profit Centre/Division/Region/District or route according to statusrequirements with further geographical restriction covering minimum routes,if possible,

Where depots are contracted to cover other sectors traction units on anagency basis, appropriate wording covering the additional requirements willapply,

BR Staff/Visitors Riding within driving cabs (Red Passes)

Geographical/traction/route limitations and validity to be determined by theappropriate Business Operations/Traincrew Officer responsible for issue.

All such visitors to driving cabs, must be issued with a copy of notice“Appendix D“ of this document and briefed on its content.

5.4 Book Passes - Control of Issue

These should only be issued to appropriate selected departments/offices.

A list of all such locations must be maintained, with the serial number of the pass,the reason for issue and the name of the nominated person in charge of the issueand security of the pass.

When a book pass is issued, the nominated person issuing the pass must enter thedate and the name of the individual (in block capitals) to whom the pass is issued.

5.4 Book passes - control of issue (cont.)

The person issued with the pass must sign it and enter the date and details of thetrain in the spaces provided.

At the commencement of the journey, this must be shown to the Driver, who willinitial this in the space provided. If the driver is relieved en route, the relieving drivershould be shown the pass but need not initial it.

If more than one journey is made, the holder must enter details of the train anddate, and sign in the holders signature column for each journey.

6 Conditions for use

The conditions for the use is stated on the rear of the driving cab pass.

The maximum number of staff permitted in the leading driving cab is defined withinthe BR Rule Book Section B.

7 Driving cab discipline

Drivers must not be distracted. If possible, any questions should be asked whenthe train is stationary.

8 Records of issue

Documentary evidence must be maintained of all locations authorised to issue cabpasses. Detailed records must be kept of all passes issued recording name, grade,department, purpose of issue and the geographical or other limitations imposed.

All records of the issue of cab passes will be subject to audit.

5. Book Type Driving Cab Pass Blue / Yellow (BR 87102/2)

These are issued to staff, contractors and other personnel who are not issued with personal cabpasses and whose duties occasionally require them to ride within driving cabs.

All book passes will have either a Blue or Yellow border in accordance with the following:

a) Blue: Holder fully competent to deal with any operating matters arising during thejourney. Only issued to operating staff passed in Rules and Regulations.

b) Yellow: The holder is a competent person/engineer on duty and is passed in personalsafety rules. Competent to ride unaccompanied for the examination of e.g. TrainOperation, Track/Lineside features, signals or mechanical/electrical aspects of the.traction unit.

When a book type driving cab pass is being used, details of name, date, and train must be entered.The pass, with the appropriate details of the journey must be shown to the driver at thecommencement of the journey who must initial the relevant entry in the space provided. If thedriver is relieved en route, the relieving driver should be shown the pass but he/she is not requiredto initial it.

Appendix “D”

BRITISH RAIL

Driving Compartment Visitors

We are pleased to welcome visitors to the driving compartments of British Rail TractionUnits. However, you should be aware of a number of important points. Please read thiscard carefully, and ask the accompanying representative if any thing is not clear.

1. In the Driving Compartment

Drivers are constantly looking atindicators as to track conditions.

often preoccupied, even though it may appear that they are doing very little. Pleasedo not distract them, particularly if they are operating any of the controls. Relayany questions you may have through the accompanying railway representative.

Please do not smoke in the driving compartment.

2. Emergency Procedures.

In the case of operational problems, the accompanying railway representative willtake care of all arrangements, Should it become necessary to evacuate the drivingcompartment, the accompanying railway representative will supply you with a highvisibility vest, this must be worn at all times when on or about the track. You willbe advised on matters of personal safety by the accompanying railwayrepresentative, do not wander off on your own, stay with the representative at alltimes unless they advise otherwise.
