    INTRODUCTIONINTRODUCTION

    It is widely recognized that good governance is essential to sustainable development. When local

    go vernment pra ctices go od g overnanc e, its communities a re more connected a nd eng a g ed, be tter services a re

    provided , c ommunity co nfidenc e in c ouncil is improved, res ources a re better used a nd better outcome s a chieved.

    However this is difficult to emula te in prac tice, a s mos t of the c ouncillors ma y not pos ses s a deq uate ha nds on

    wo rking knowledg e of urba n ma na g eme nt. The de ce ntra liza tion of the de cision ma king proc es s to elected w ing o f

    the ULB by virtue of the 74th CAA furthers underscores the need for informed decision making and an

    understanding of the regula tion a nd g ood urba n go vernanc e practices .

    The 74th CAA, inter a lia , a lso ma kes it impera tive to a chieve a ha rmonious interfa ce be tween the

    administrative wing and the elected representatives-a precondition for successful implementation of city

    de velopme nt projec ts.

    Municipal Councillors come from all walks of life and bring along diverse and valuable skills and

    experienc es . Des pite this, very few new co uncillors a re fa milia r with the cha lleng es of urba niza tion, s ys tem of loc a l

    g overnment, how a co uncil wo rks a nd the full rang e o f their roles a nd res pons ibilities . When they c omme nce their

    term in office it is important tha t counc illors q uickly a tta in a clea r understa nding o f the s a me.

    A Co uncillors’ Induc tion P rogra mme (CIP) is a nec es sa ry start-up mec ha nism to provide them with es se ntia l

    information, orienting them to challenges and their new role as ruling class for a local government. It enables

    councillors to familiarize themselves as to how the council works, the meeting procedures, rules of debate, the

    leg a l framew ork unde r which a co uncil ope rates a nd the co mplexities of their multiple roles.

    An induction program also provides an opportunity to set a positive tone, build positive working

    rela tions hips with the executive and a cq ua int them with the pra ctice s of goo d g overnan ce . It la ys the found a tion

    for a successful term in office. However, sustaining their credibility would certainly require further educational

    interventions.

    Hon'ble Chief Minister Shri Narendra Modi enthralled the councillors 

    in his inaugural address setting the tone for three day training programme.

    Shri Mod i in his c aptivating inaugural address b roadened the vision of the c ounc illors while

    emphasizing on the need to have clarity abou t their roles and resp onsib ilities to func tion effectively. He

    urged them to rise above petty issues and have a vision for the development of the c ity as a who le and work

    towards establishing a national and international identity for the city. He laid stress on: 

     • Turning the city slum-free, Providing basic amenities to the poor.

     • Clean city through proper solid waste management.

    • Adop ting best techno logies.

    A breakthrough is important to ge t out of the routine and establish a different level of performance , he

    said. He emphasized the importance of continuous learning and sharing of best practices.

    Mr. Anil Baijal

    Mr. Ba ija l joined the India n Adm inistra tive S ervice in 1969. He retired from the s ervice in Octo ber,

    2006 as Secretary, Ministry of Urban Development, and Government of India. While in that

    Ministry, he a ncho red the d es igning a nd roll-out of the fla gs hip prog ra mme of J a wa ha r La l Nehru

    Nationa l Urba n Renew a l Miss ion (J NNURM) with fede ral grant eq uivalent of ab out Rs. 50,000

    crore, for improvement of infras tructure a nd provision of b a sic s ervices in urba n a reas of India.

    In his long se rvice ca reer spa nning over 37 yea rs, Mr. Ba ija l held various important a ss ig nments like that of the

    Union Home S ec retary, C ha irman & Ma na g ing Director , India n Airlines , C hief Executive Office r, P ras a r Bha rti

    A law graduate by education, Mr. Asnani is one of the country’s renowned experts on urban

    g overnan ce a nd a n Internationa l Expert on S olid Wa ste Mana g eme nt. Working in the urba n

    sector for over 30 years, Mr. Asnani’s experience and expertise is widely sought by various

    governments and civic authorities both nationally and internationally. He is a member of the

    P roperty Ta x Reform Committee c ons tituted b y the G overnment of India, he ha s b een a memb er

    of the Supreme C ourt a ppointed Expert Co mmittee on S olid Wa ste Mana g eme nt; a me mbe r of Tec hnology

    Adviso ry Group &C ha irman o f the C ore G roup on a ppropria te Tec hnology &Rese a rch &Development in S olid

    Mr. Dinesh Mehta brings in 30 yea rs of rich e xperienc e in the field of urba n de velopme nt policy,

    urba n governance a nd mana ge ment, reg iona l development, urba n pla nning a nd mana g ement,

    municipal and housing finance, infrastructure development policies and finance and urban

    hea lth, with nationa l and internationa l a ge ncies by wa y of wo rk rela ted to a ca demics, po licy

    formula tion, a pplied resea rch, co nsulta ncy a nd a dministration in Africa a nd Asia. At present,

    Dines h Mehta is P rofes so r Emeritus a t the S cho ol of P la nning a t CEP T University, Ahmed a ba d.

    Ms. S. Aparna 

    Ms. S . Apa rna is currently wo rking a s Co mmissioner, S ura t Municipal Co rpora tion. S he is a n

    officer of the Indian Administrative Service with experience of over two decades in various

    se ctors o f public a dministration.

    As District Collector from 1995 to 1999, Aparna focused on decentralized planning for rural

    infra structure, c onverge nce of G overnment Sc hemes in triba l areas , a s well a s ma nag ement a nd mitiga tion o f river

    flood s. S he wa s s elected a s B est District Co llector by the G overnment of Guja ra t. She ha s a lso bee n involved in

    programme formulation, and monitoring in the State Government in various sectors. During her tenure in the

    G overnment of India , Apa rna wa s intensively involved in ad dress ing a range of iss ues fa cing urba n pla nning a nd

    go verna nce in India toda y. S he wa s a lso a ss ociated with policy formula tion rela ting to la nd us e, Reg iona l Pla nning,

    provision of affordable housing, conservation of urban heritage, challenges to urban environment, and urban

    infrastructure.

    In her current pos ition a s Municipal Comm iss ione r in S ura t, one of the fa stes t growing urba n a reas in Asia, s he ha s

    cho se n to focus on s usta ina ble a nd inclusive de velopme nt in the c ity. With projec ts w orth over Rs 2200 crores in

    hand, Surat Corporation has made a quantum leap in implementation of infrastructure projects relating to water

    supp ly, dra ina g e, urba n tra nsp ort and hous ing for urba n poo r with threefold increa se in investment in three yea rs.

    S ura t is a lso pa rticipating in the Roc kefeller Founda tion projec t for building clima te c ha ng e res ilienc e ne twork

    a mong 10 Asian c ities .

    Mr. Chetan Vaidya

    Mr. Cheta n Va idya has over 30 yea rs o f urban d evelopment pla nning a nd ma nag ement

    experience working for multilateral and bilateral donors, the Government of India (GOI), the

    Planning Commission, State Governments, Urban Local Bodies (ULBs) and financial

    institutions. He has a Bachelors degree in Architecture from Baroda (1974) and Master of

    P lanning from IIT Kha rag pur (1977).

     He joined a s Direc tor of the Nationa l Urba n Institute o f Affa irs (NIUA) in Feb ruary 2008. P rior to joining NIUA, he ha s

    wo rked on the Fina nc ia l Ins titutions Reform a nd Expa ns ion (FIRE) project o f USAID from 1995 – 2008, where he

    pla yed a key a nd w ide -rang ing role in providing tec hnica l and tra ining a ctivities . He w orked with cities to d evelopmedium-term fisc a l fra mewo rks a nd us ed them as the ba sis for reso urce enhanc ement a nd investment dec isions.

    As Deputy P rojec t Lea de r, he w a s a lso a ctively involved with the Ministry of Urba n Development, G OI in de signing

    the Mod el Municipal La w a nd reform ag end a unde r Ja wa ha rla l Nehru Nationa l Renew a l Miss ion (J NNURM).

    Apart from this he has also provided advisory support for development of tax-free municipal bond guidelines,

    ma rket-ba se d fina ncing of urba n infra structure projec ts, improved a cc es s o f poo r to urba n service s.

    Ms. Anshita Asnani

    A Chartered Accountant from India and a CPA from US, Ms Asnani is an expert in modern

    method s of fina ncial mana g eme nt and fina ncial discipline. S he ha s g iven her expert se rvice s to

    several Urban Local Bodies in various States of India. She has been actively associated in

    introd ucing fina ncial reforms, in ma ny ULBs of the c ountry.

    Po verty Allevia tion a nd infras tructure development for the urba n poo r are her area s o f spec ia l interest. S he ha s

    helped to d evelop institutiona l a nd lega l fra mew ork for indus tria l towns hips o f G uja rat Sta te. S he ha s c ontributed

    substantially in the preparation of DPRs (Detailed Project Reports) for JNNURM cities and has also focused on

    a ug menting the fina ncial ca pa bilities of Municipal Authorities throug h he r tra ining mod ules for the Civic cus todians

    of our so ciety.

    Prof . S. Chary

    P rof V. Srinivas Cha ry is the Dea n of Res ea rch and Ma na g emen t Studies a t Administrative S taff

    Co lleg e of India (AS CI), Hydera ba d, India , spe cialise s in go vernanc e, institutiona l reforms a nd

    capacity building for improvements in urban service delivery. He has over 20 years of

    profes siona l experienc e in the a reas of urba n infra structure a nd s ervice de livery and extensively

    wo rked on 24-7 Wa ter Supply, urba n s a nitation, P P P, pro poo r stra teg ies . An eng ineer, urba n

    pla nner and ma na g eme nt profess iona l by training , Prof. Cha ry, prior to joining ASC I, wa s a S enior Fac ulty at the

    Environment P rotection Training a nd Rese a rch Institute (EPTRI), Hyderab a d a nd a t Ta ta Energy Rese a rch Institute

    (TERI), New Delhi. P rof Cha ry has lea d over 130 ad viso ry, cons ulting a nd rese a rch as signme nts bo th in India a nd

    South Asia. He has conceptualised and implemented structured capacity building programmes for elected

    repres enta tives, o ffice rs of Administrative S ervice a nd urba n se ctor profes siona ls in India a nd o utside . P rof Cha ry

    wa s a lso instrumental in es tab lishing the Urba n Res ource Link (url@ a sc i.org.in) - a uniq ue mo de l of know led g e

    support for cities and water utilities, the Change Management Forum, which facilitates peer learning amongst a

    network of municipal officers and elected representatives. He facilitates the National Urban Water Awards

    (www.wa terawa rds.in) to recog nize e xcellenc e in urba n wa ter mana g eme nt for wa ter utilities a nd municipa lities in

    India. As a memb er of the urba n sa nitation tas kforce o f the MoUD, he playe d a ca talytic role in the formula tion o f the

    Nationa l Urba n Sa nitation Policy of the G overnment of India. P rof Cha ry a ss ists the Ministry of Urba n

    Development, G overnment of India b y undertaking indepe nde nt appra isa l of city development pla ns a nd reforms

    implementation under the Urban Renewal Mission. He was professionally affiliated to the University ofPennsylvania, Philadelphia, University of Bradford, UK, University of Manchester, UK, and Water Engineering

    Development Centre, UK. He is a Chevening fellow. Prof Chary published over 30 papers in national and

    internationa l profess iona l journals. He wa s co nferred a n Asho ka Fellow ship for promo ting co ntinuous (24-7) water

    supp ly. He is pa ss iona tely co mmitted to c a pa city building w ith the objective of ensuring co ntinuous wa ter supply

    Mr. Bimal has built on traditional approach to design and practice, and is responsible for

    shaping the combined vision of all four companies at Paritosh. He is committed to making

    practice.

    Dr. Bimal H. Patel has over 20 years of professional consultation, research and teaching experience in urban

    pla nning a nd a rchitecture. He is a Director in HCP Des ig n a nd P rojec t Ma na g eme nt Pvt. Ltd., a 46 yea rs old firm

    which ha s full fled g ed divisions for a rchitecture, interior des ig n, a nd furniture d es ig n a nd p rojec t ma na g eme nt. Dr.

    Bimal P a tel is the Hon. Ma na g ing Director of Environmenta l Planning Co lla bo rative, a not-for-profit profess iona l

    pla nning a nd d evelopment Ma nag ement Co mpa ny. EP C ha s bee n do ing pioneering work in de veloping pla nning

    methodologies appropriate to the present Indian context. EPC works with various municipal corporations and

    urba n developme nt authorities in G uja rat. He is a lso the Hon. Ma na g ing D irector of EP C De velopme nt Planning

    Prof. Shivanand Swamy

    P rofes so r H. M. Sh ivana nd S wa my, Ass oc ia te Director, CEP T University, is a pos tgra dua te in

    Economics and urban and regional planning, and has completed advanced courses in

    tra nspo rt a nd p la nning from the IIM, Ba ng a lore a nd the University of Birming ha m. He ha s 27

    yea rs of teaching, rese a rch a nd profess iona l cons ultancy experience, a nd ha s b een the guide

    to over 100 Ma ster's thes is. He ha s b een lea ding multidisciplina ry projec ts in the a reas of urba n

    transport planning, urban and regional planning, urban environment, land and housing. His strength is his

    strateg ic a nd prog ramma tic s kills w hich a re in the des ig n a nd impleme ntation o f the Bus Rap id Trans it Sys tems

    Cities in G uja rat. He wa s a lso instrumental in the de sign o f a n urba n de velopme nt prog ram for eig ht north-ea stern

    sta tes o f India a nd the urba n development policy for Guja rat. He is on e of the principal res ource perso ns o n urba n

    and regional development issues for the State of Gujarat and has led multi-disciplinary teams for projects

    supported by d onors s uch a s the World B a nk, ADB, UNDP a nd S tate a nd Loca l G overnments in India . As a n

    Mr. D B Makw ana

    One of the pioneers to introduce double entry book keeping in Ahmedabad Municipal

    Corporation for the first time in India, Mr. Makwana is also the first to get a credit rating for an

    Urba n Loc a l Bo dy a nd ra ising a lmos t a b illion INR from the public a s ta x free bo nd, a nother first

    for the entire south east Asian countries. Additionally, he has also been the recipient of

    S he w a s intima tely involved with the Delhi Ma ster P la n 2001 providing inputs to va rious se ctors s uch a s indus try,

    comme rce a nd s ervices , a nd w ith a ma jor thrust on the informal sector, a n a rea which s he c ontinued w orking on

    a nd introd uce d the sub jec t when she joined the S cho ol of Planning &Architecture in Delhi.

    Prof. Garella has interests in heritage conservation and introduced it for the first time in the postgraduate

    programme as an important component of the course from a planner's perspective. Several papers were

    prese nted on this topic a t Singa pore a nd Newca stle b a sed on resea rch d one in Delhi. S he is now involved with the

    City De velopme nt P la ns for 19 towns in three d ifferent sta tes in India .

    Mr. Bedi over 20 years experience with the top management level in Project Appraisal &

    Prof. Utpal Sharma

    Prof. Utpal Sharma is an architect-planner whose specialization includes urban planning and

    housing d esign. He has bee n a me mber of fa culty at CEP T since 1991 a nd ha s b een

    instrumental in g etting the university s tatus for the institute. Along with a ca de mics , in the pa st 24

    yea rs he has worked with a va riety of res ea rch a nd c onsulta ncy projects for va rious s tate a nd

    centra l governments in India , NGOs a nd interna tiona l funding bod ies. He ha s been a member of

    a numbe r of na tiona l co mmittee s uch a s the Ta sk Force on Afforda ble Housing for all, co nstituted b y G overnment

    An induc tion prog ramme for the new ly elected co uncilors is a n es se ntia l first step tha t gives them

    a b ird’s eye view o f &se nsitizes them to go od urba n go vernanc e prac tice s. How ever, there is a felt need

    to go beyond sensitization and to equip them with the requisite knowledge &skill sets for effective

    de cision ma king .

    The feed ba ck received from the CIPs in the s tate further reiterates the nee d for CCLP.

    Accordingly, it is proposed to go beyond the CIPs and develop councillors’ continuous learning

    progra ms (CCLP) which wo uld, inter alia , include the follow ing :

    The c ounc ilors express ed a de sire to b e trained in spec ific a rea o f interest to them like wa ste

    wa ter ma na g eme nt, so lid wa ste ma na g eme nt, P ublic P rivate Pa rtnerships, Tow n Planning, Municipal

    Fina nce etc. This w ould a lso help them a dd more va lue to their roles in sub -co mmittees a lread y

    constituted. Accordingly it is proposed to form groups of councilors drawn from different cities and

    provide focuse d intens ive tra ining on the ch os en s ubjec t.

    With a view to widen the horizon &ac q ua int the co uncilors w ith prac tice s a t the g round level, it is

    propos ed to ta ke the co uncilors on expo sure visits both within the country as well a s o versea s. C ities

    with which twining can be done, as also cities that showcase best practices in urban management

    wo uld b e identified &expos ure visits orga nized . Ca re would be taken to ens ure tha t the fina ncial impa ct

    of this visits o n the s ta te is m inimal.

    It is o bs erved that the counc ilors co me from d iverse ed uca tiona l, soc ia l &cultura l ba ckground s.

    A se g ment of the c ounc ilors felt the nee d to b e impa rted with wo rking knowled g e o f English. In their

    percep tion, this wo uld fac ilitate a be tter interac tion with s uppliers, b a nkers, multi-la teral a g enc ies etc.
