Ukrainian Higher Education Institutions’ Internal Regulations and Procedures✓ Strategies on HEIs’ strategic development;
✓ HEIs’ internationalisation strategies;
✓ Internal regulations on international cooperation and / or academic mobility withrecognition procedures and mechanisms;
✓ Official regulations of study / academic process;
✓ In-law documents on international cooperation;
✓ Decentralisation of ICM project promotion and preparation by Faculties and Chairs;
✓ Centralized open and transparent pre-selection of ICM candidates for EuropeanUniversities;
✓ Human resources development, promotion, professional growth, language etc.
✓ Quality Assurance systems in universities (modernised curricula, competence-basedapproach, learning outcomes, ECTS, student-centered approach, etc.)
(aiming at creation of internal corporate culture on KA107 implementation
and gaining responsibility for ICM recognition)
ICM recognition by Ukrainian Universities: achievements
(based on Universities’ shared experience and ICM monitoring)
▪ Institutional level: the most active universities in ICM implement effective recognitionprocedures and tools, create good and best practices to share among Ukrainianuniversities:
✓ good match of fields of knowledge and subject areas in some ICM partner universities;
✓ thorough preparation of Learning Agreements;
✓ active communication between university departments;
✓ decentralization of ICM responsibilities to Faculty Coordinators of academic mobility;
✓ recognition by Dean’s Offices at dean’s level, etc.;
✓ motivation of staff for ICM promotion and its effective implementation in HEIs.
ICM recognition by Ukrainian Universities: achievements
(based on Universities’ shared experience and ICM monitoring)
▪ Individual level of universities’ staff and students:
✓ personal leadership and dedication of HEIs’ Rectors and Vice-Rectors to ICMrecognition obligations;
✓ ICM participants (staff & students) are agents in creation of ICM recognition cultureand extending responsibility for recognition, etc.;
✓ implementation of borrowed new experience and best practices by staff into studyand administrative work process (e.g. development of courses in foreign languages,introduction of innovative learning and teaching methods, providing of new studentsservices; development/update of internationalization strategies, modernization ofprocedures and processes in ICM etc.).
ICM recognition by Ukrainian Universities: challenges
(based on Universities’ shared experience and ICM monitoring)▪ Institutional level:
✓ course catalogues delays and the often change of courses upon students’ arrival to EUuniversity cause double efforts for Ukrainian universities to recognize ICM results;
✓ delays with obtaining Transcripts of Records issued by receiving HEIs cause timely ICMrecognition, especially in a graduate semester;
✓ “course title” vs. “course learning outcomes” recognition;
✓ “student-centered” approaches are not followed in fact, although it may be declaredby a university;
✓ for ICM partners, to consider proper planning of mobility periods during last semestersof Bachelor’s or Master’s programmes (thesis defense, final exams etc.) to avoidingquestion the 3-month eligibility period;
✓ objective mismatch of academic calendar (“semester” vs. “trimester”)
ICM recognition by Ukrainian Universities: challenges
(based on Universities’ shared experience and ICM monitoring)▪ Individual level:
✓ professors’ personal perception of “impossibility” to recognize ICM results for their“special and unique courses”;
✓ students are willing to have higher grades in their home universities for their ICMresults (if they are low) in order to obtain Ukrainian scholarship (due to Ukrainian strictregulations in obtaining scholarships based on university success rating);
✓ staff requests to have free time available for intercultural learning (vs agenda with 5mobility days and day(s) for adaptation and local intercultural learning).
ICM recognition by Ukrainian Universities: recommendations
▪ National level: changes to the Cabinet of Ministers Regulation of the right for mobility andother relevant docs;
▪ Institutional level (incl. via other Erasmus+ projects – CBHE, JM, others):
✓ Institutional regulations on international cooperation, academic mobility, staffdevelopment, recognition for staff and students;
✓ Curricula modernization including a mobility window: one semester could be devoted toelective courses. Universities could include the partner universities courses into this“menu”. It will provide the flexibility for the students and staff;
▪ Individual level (incl. via other Erasmus+ projects – CBHE, JM, others):
✓ Awareness campaign among professors and training on a window mobility introductioninto curricula, development of an elective courses menu; Bologna instrumentsimplementation based on the laws requirements (ECTS, NQF, SQF, DS); pool of QA experts.
