    (4) The MOD' s policy in respect of reports of ' unidenti fiedf lying objects ' has not changed. The Department ' sinteres t in these matters rela tes solely to whether asight ing represents an incurs ion of the UK Air DefenceRegion by host ile or unauthorized foreign mil itaryact ivi ty.

    (5&6)As explained in Mr S pel lar ' s le tter to Dafydd Wigley MPof 21 January, the integri ty of the UK' s airspace inpeacetime is maintained through continuous polic ing ofthe UK Air Defence Region by the Royal Air Force which

    remains vigi lant for any potential external mil itarythreat . We are confident that our current air defencecapabi li t ies ful ly meet any perceived threat .

    (7) The number of reports of ' unexplained' aerial sight ingsmade by members of the armed forces is very small incomparison to the overall number of reports theDepartment receives . S ince 1967 all reports received bythis Department , f rom whatever source, are t ransferredto the PRO at the thir ty year point .

    (8) On 24 July 1996 the Minis ter of S tate for the ArmedForces , the Hon Nicholas S oames MP, answered aParl iamentary Question from the late Mart in Redmondabout this alleged incident . I enclose a copy of theOfficia l report for your information.

    (9) Depending on the nature of events alleged to have beenwitnessed, further advice as necessary would be soughtfrom Defence experts within the Department .

    (10) S ince 1 January 1995 to date the MOD has received:

    one ' UFO' report from a mili tary source.1 ,470 ' UFO' reports from civil ian sources.

    (11) As explained in para 2 of the letter to Dafydd Wigley MPof 21 January, unless there are defence implicat ions,and to date no ' UFO sighting ' reported to us hasrevealed such evidence, we do not at tempt to identi fythe precise nature of each report .

    about the revelations contained in an article published in both the Daily Express andthe Daily Mail for Monday the 27th of April, 1998. To clarify my inquiry I have.enclosed a photocopy of the article in question. Please do not refer me to our MOD, Ihave already written to their Secretariat Air Staff 2Aand I would hope that being aminister in a government that has promised the people of the United Kingdom a moreopen and enlightened government, along with a Freedom of Information Act,you willappreciate how irritating it can be to be run through the Rose garden by those notexactly sympathetic to ones cause, or in establishing the truth regardingUf'O'sand theexistence of extraterrestrial -intelligence.

    Government Policy on UFOs

    Thank you for your letter of 3 April to Mr Battle regarding the government's policy on UFOsightings,I have been asked to reply.

    Government policy on UFO reports is to investigate any sighting in order to establish whetherthe UK Air Defence Region has been penetrated by hostile or unauthorised foreign militaryforces. Unless the sighting reveals evidence of a potential threat from an external military source- and to date 110 UFO sighting has revealed such evidence - no attempt is made to determine theprecise nature of the sighting. The Government does not feel that investigating each report

    would generate sufficient benefit to justify the large public resources required.

    government's refusal to acknowledge that highly advanced craft displaying capabilities far beyond thereaches of cutting edge technology, are routinely penetrating the United Kingdom's air space.

    The opinion held by myself, and many others, is that these UFOs deserve to be researched thoroughly,and Objectively by scientific means, so as to establish the truth behind these extraordinary craft. Thegovernment's ignorance of this phenomena is frightening in itself, as UFOs clearly demonstrate theease with which our airspace can be penetrated by potential threats, yet we are fed with clear displaysof this ignorance when the government labels sightings of UFOs over our military and energyestablishments as being of "No Defence Significance".

    Surely, in light of the recent increase in the volume of cases reported, the government should be alittle more concerned, ordering scientific investigation into these sightings, and making the detailsavailable to the public.

    Many qualified scientists are already researching the phenomena on a freelance basis, but officialscientific investigations need to be made, not only to establish whether or not UFOs are a threat to thesecurity of the country, but also perhaps to find an answer to the mystery behind these craft.

    I have enclosed some documents pertaining to UFO sightings, which I obtained through America'sCIA Freedom Of Information Act database. Surely the phenomena highlighted in these documentsdeserves to be investigated scientifically.

First I should explain that the Ministry of Defence examinesany reports of "unidentified flying objects" it receives solely toestablish whether what was seen might have some defencesignificance; namely, whether there is any evidence that the UKAir Defence Region might have been compromised by hostile orunauthorized foreign military activity.

    3. Unless there is evidence of a potential threat to the UnitedKingdom from an external military source, and to date no "UFO"report has revealed such evidence, we do not attempt to identifythe precise nature of each sighting reported to us. We believethat rational explanations, such as aircraft lights or naturalphenomena, could be found for them if resources were diverted forthis purpose, but it is not the function of the MOD to providethis kind of aerial identification service. It would be aninappropriate use of defence resources if we were to do so.

    4. with regard to your particular observation, I have madeenquiries and have found that there were no military aircraft

    booked into the low flying training system for 2 February nearGrangemouth at around the time specified in your message. I havealso looked back through our sighting report files and can confirmthat we received no other reports of "UFO" sightings for 2February from anywhere in the UK, and we are satisfied that thereis no corroborating evidence to suggest that the united Kingdom'sairspace was breached by unauthorised military aircraft.

    5. Finally, you asked about the recent press articles alleging a'UFO' sighting over the North Sea. All of the press reports wereincorrect and speculative; RAF Fylingdales has not tracked any'UFOs' on its radar. The RAF Cranwell 'Military Exploitation ofSpace' Symposium in June is not concerned with alleged 'UFO'sightings.

    I am writing to you for information about a sighting of a unidentified

    flying object that was seen in S cotland at thebegining of this year.

    The information I got was, of a object that was seen near a BP OIL

    REFINERY in Grangemouth, this object was in this area for a few minuetsbefore three jets came in to the area, once these jets were in the area

    the object took off at such a speed that it left the three jets in a

    matter of seconds and they could noy keep up with it.

    I would like to ask if you have had any sightings of this nature, and

    too point out a few things I have found out:

    1. I have been told that this area is in controlled airspace and only

    special authorization can be given for overflights of this highly

    explosive complex, if this is the case who give the three jets permission

    to chase this object.

    2.. There was also a similar object photograped in 1991 over this same

    area and doing the same thing.

I found nothing tomatch my sighting. There were reports ofcigar shaped objects seen above the seaoff Grimsby, but no reports of my delta.

    Another observation is that our area isfull of RAF installations. The coastai

    James Easton saysthat 'Paul' seems to beas credible a witness as one could wishfor, but is not convinced that in 19 7 8,orany other year, an above-tap-secret trian-gular aircraft, four times the size of aVulcanbomber, would be nonchalantlyambling down the A1028 and shiningsearchlights on the road, whilst carefullymaintaining an altitude of 'tree-top'."

    Another witness to the 'FlyingTriangle'sent this correspondence:

    At the end of October, beginning ofNouember 1994, I saw a craft of thesame description i. e., triangular; silent,matte black; etc., hovering over myhouse in Stocetonc Califorma, USA.

    I was with my friend. About one weekprior to this, my friend and our twocbildrenbad seen a similar craft abouteigbt blocks away from our house uibenthey were at tbe store.

    The objectappeared to be between 100 -150feet in altitude. I could-n 't tell what material theobject seemed tbe made ofSince it appeared to besome type ojjlying craft, I.presumed it was madeof metal or maybesomething lighter, likea titanium alloy. Itsappearance had amatt finish.

    There also appeared to be a larger lightin tbe centre in a bubble, or convex insbape, the bubble being of the samecolour as the rest of the craft with theresultant light being seen in an opaquemanner. This light was also on at all

It mooed in a sligbt arc and justkept moving until it was out of my lineof sigbt. I didn't bearany noticeablesound. In fact, tobat [noticed was theunusual quietness - not just of the craftitself - but the wbole utcinity. .Myfriendon the otber hand, said be beard a lowbumming.

    There did seem to be a change in theatmosphere. This incident occurred inthe Fall when tbe weather is usuallyclear and crisp, but on tbis night italmost felt summerisb with an un-natural warmth and a little morehumidity than usual for that time ofyear. In terms of temperature andhumidity, it was similar to how itwarms up before a winter rain, but thesky was clear and retained the clarityand focus of a normal Fall sky.

    As far as I can recall there were nomarkings of any kind. The entire objectappeared to be a dark grey or blackcolour except for tbe lights which were asoft white, a clear white untbout anyyellotoish or pinkish tinge to them, withthe exception of the'/ight comingthrough the centre 'bubble' that was anopaque, greyish colour that appeared tobe given by the colour of tbe 'lens'.

    I didn't report my sighting, unless writ-ing toJacques Vallee about two yearslater constitutes a report. Afyfriend waswith me uiben I saw the object - in fact,be was tbe one who had pointed it outto me. Webad just pulled into our drive-way and it was right over the house. Hedrew my attention to it because he hadseen a similar craft about a weekbefore, while at tbe store witb our twochildren.

    As far as I am aware of, there were noreports in the local press. 1 don't takethe newspaper, and rarely toatcb ]Vnews or listen to the radio nellis. But Idon't believe there were any reports attbe time.

    It seemed too real to be extraterrestrial.However, its immense size, its low speedand above all, the sheer silence made itunlike any aircraft known to me! I have

    no accurate existing aide-memoire as tothe exact date, but it was in March1978.

    The craft appeared to beperfectly'solid', so it uiasn't constructed of any-tbing flimsy. It didn't flex in its move-ment but remained rigid..I would there-fore assume that it was made of ametallic element. I would not say that itwas a hard, cold metal. It seemed to besoft and warm - maybe like a crossbetween aluminium and manganese.The area of tbe sighting is very rural -surrounded by agriculturalproperty.Although the village of Alford wasbehind me, tbe village is small andquiet and does not emanate mucb ligbt.

    The only immediate ligbt (other thanthat on the craft) would have comefrom the headlights of my car dnd fromanother car, which came down the hilltowards me after I had stopped.Hotoeuer;I recall seeing tbe underside oftbe craft in its entirety. I have alreadydescribed it as being light blue, butmaybe it had luminescent nature.Tbinleing about it, there was nothingelse, other than the craft's forwardlights, to reflect that amount of light. Isaw it in tbe black of night and yet mymem01J' of the underside was as if I'dseen it in daylight.

    W'henRving along the coast, its altitudewas constant. It was quite low; I wouldguess 50 feet 01' so. That would alsohave been its altitude when it passedover my car.

    Although I do not have a PPL (priuatepilot'S licence), I have flown in a Cessnaalong tbat stretch of coast. The coastlineconstitutes land reclaimed from the seaand is uniformly flat.

    I would say that tbe area of the deltawas aboutfour times that of the Vulcan.Tbe depth of the delta was about thesame as the cabin section of a Boeing747.Asfar as I. can recall, the depth wasthe same tbrougbout tbe delta. All threesides of tbe triangle were of equal sizeand perfectly dimensioned to boot.There were no sbarp edges. Even the tailangles of the delta were beautifully andsmoothly rounded.

As theyflew towards the side of my cal' itbecame obvious that two distinct beamswere emanating from tbe 'nose' of thedelta and were aimed 'directly towardsthe ground (i.e. they were not aimed attbe ground infront of tbe craft but camedirectly down at 90 degreesfrom thedelta.) The two beams "remained on atall times I had sight of the craft and infact, it was these beams which enabledme to track the craft from my vantagepoint on theA16. The beams seemed tohave the same intensity of white lighttbrougbout their entire length.

    Strangely, the width of tbe beams wasalso tbe same throughout tbeir length.They did not splay out as would a spot-ligbt or searchlight beam. The best view Ibad of the craft was of its underside asitflew over my car.

    There were noprotrusions or attach-ments. More tellingly, perhaps, neitherwere there any panels, rivets,joins orwelds. Tbe whole thing seemed to bemade of one single sheet of material.

    I would expect that it moved at between15 and 40 mph, altbougb it seemed to

    me that its speed was constant. It didnot stop at all, and neither did Iper-ceive it to accelerate.

    I could see tbe craft (after my initialencounter) as I drove towards Boston ontbe Al6. It did not pull away from meand occasionally I had to slow down tokeep it in sight.

    Wben it wasn't turning, it did fit' in aperfectly straight line. However, it didnavigate a seemingly premeditatedroute. Wbell lfirst saw it on the AII04,it was moving towards Alford.

    Astt'left tberoad' it turnedtowards Loutb and then turnedback towards the coast at Sleegnessdirectly over my Cat: it then turnedSouth towards Boston. Tbrougbout allthese turns, its beigbt remained con-stant. I cannot recall tbe craft 'banking'in any of these turns.

    Tbe air was clear, cold and absolutelystill. (Tbe stillness may be seen asunusual because tbe area is renownedfor being windy)

    Tbere were no markings at all.Just emeven light blue underbody. No roundelsor numbers or logos!

    Wben I got borne, I was very excited andtold tbe uihole story tomy fiancee (nowmy wife.)     Part way up the bill I was daezled bywhat 1 ook to be tbe undipped head-lights of an oncoming car:Iflasbed myown headlights and slowed. Tomy

    Excitedly, I stopped my car;wound down the driver's side win-

    Tbe craft was shaped like a delta, lJetysimilar to the Vulcan bombers based inLincolnshire at.tbe time. However, itwas about four times the size of aVulcan,flew extremely slouily and wasabsolutely silent! All leading edges of tbedelta were beautifully rounded - tberewere no sharp protuberances such astailplane.

    The underside of the craft was coloured
