"The expansion in the scope of educational and researchprograms and the rapid increase in the worldwide production ofrecorded knowledge have placed unprecedented demands upon majorresearch libraries, requiring programs and services that strain thecapabilities of cooperative action and are beyond the financialcompetence of individual or collective library budgets:'

With these words, Congress, in the Education Amendments of1976, launched the HEA Title II-C, Strengthening Research LibraryResources Program. In the 11 years since its enactment, theaccomplishments of this program, which span the continent and, insome instances, the world, are many-faceted and exciting. Imagine awalk through the Newspaper Archives of the Boston Public Librarywith its 35,000 volumes of original newspapers. Or a visit to anexhibit from the revitalized Poster Collection in the Hoover InstitutionArchive, a prized historical treasure representing notable artists fromaround the world that documents the efforts of official andunderground agencies to mobilize the public in time of crisis. Ordiscovering through an on-line search that microform copies of themedieval Slavic manuscripts you need are held at Ohio StateUniversity and are available for use on-site or through interlibrarycopying. These activities and many others of equal import have beensupported with HEA Title II-C funds.

This brochure describes briefly the projects funded in fiscal year1988, including valuable summary data in table form which providefurther insight into program activities. As in previous years, this slatereflects a diversity of subject matter and design in the effort to makerare material accessible through bibliographic control and networking,through preservation, and through augmentation of already strong andunique collections. Making rare material accessible is not cost-free.The Title II-C money has provided the incentive for sharing.

The Auburn University Libraries will create approximately13,000 machine-readable records for tides in two microformsetsConfederate Imprints, 1861-1865 and French RevolutionaryPamphlets. Records created during this project will be entered intoOCLC. Confederate Imprints, 1861-1865 (Research Publications)include books, serials, pamphlets, bills, catalogs, etc., which wereprinted in the Confederate States of America during the 4 years of theCivil War. The set contains over 6,000 titles documented in MarjorieLyle Crandall's Confederate Imprints: A Check List Based Principallyon the Collection of the Boston Athenaeum, Richard BarksdaleHarwell's More Confederate Imprints, and T. Michael Parrish's andRobert M. Willingham, Jr.'s Confederate Imprints: A Bibliography ofSouthern Publications from Secession to Surrender.

French Revolutionary Pamphlets (General Microfilm) includesnearly 7,000 titles and represents materials housed in the TalleyrandCollection of the New York Public Library, the Melvin Collection atthe University of Kansas, the Library of Congress, and otherrepositories. The collection covers the years 1787 to 1800 and is aninvaluable resource for the history of the period.

Abstract

This project will increase national awareness of and access to theprivate library of Vito Volterra, a leading mathematician and scientistof the early 20th century. The Vito Volterra Collection, now held inthe Brandeis University Libraries, contains monographs and serialsfrom the 15th through the early 20th centuries and an extensiveoffprint collection which provides unique documentation on thenetworking of scientists and nature of scientific communication in thelate 19th and early 20th centuries. The monographs an serials will becataloged into OCLC. The offprints will be briefly cataloged andlisted in a microcomputer-based database, which will be available toresearchers in print or electronic form. As a gift of the distinguishedpatron of the history of science field in the United States, Dr. BernDibner, entries for the Collection will also indicate provenance.

Abstract

The John Hay Library at Brown University is one of the majorlibraries in the United States devoted exclusively to specialcollections. Foremost among its collections are the Harris Collectionof American Poetry and Plays, the McLellan Lincoln Collection, andthe Anne S.K. Brown Military Collection. Altogether, there are over150 separate collections comprising some 250,000 monographicvolumes.

This second year of a 3-year project will complete theretrospective conversion of the monographic holdings of the John HayLibrary using the services or an outside retrospective conversionvendor. During the second project year, 61,000 bibliographic recordswill be converted, of which 45,000 will be from the Harris Colleciionof American Poetry and Plays and 16,000 from other collections. Theconversion work is being done under contract by the OCLCRETROCON Service and the records created will also be tape-loadedinto RLIN.

Abstract

Most of the monographic collection of the Library of theCarnegie Museum of Natural History (CMNH) is currentlyuncataloged, with the exception of items acquired since entering theOCLC system. In contrast, most of the Library's serial holdings havebeen reported to OCLC in previous projects. This imbalance severelylimits the extent to which CMNH's literature can be utilized byscholars and researchers. The project will retrospectively catalog andenter into OCLC the records of the botany monograph collection. Thiscollection will simultaneously undergo much-needed conservation andrebinding to enhance physical use and make CMNH's literatureavailable for broader resource sharing. The library plans to publish acatalog in the CMNH Special Publication Series to disseminate theresults of the project. Completion of the project will greatly enhanceuse of the museum's extensive botanical resources by scientistsworldwide.

Duke University Library will contribute records for 2,500manuscript collections of national and international significance to theOCLC and RLIN databases through a 1-year retrospective conversionproject. The selected records will be converted to machine-readableform using the MARC AMC format and national catalogingstandards. Conversion will be accomplished through OCLC, whichwill send tapes of the converted records to RLIN and to the TriangleResearch Libraries Network (TRLN) for loading into thosedatabases.The project will provide wider bibliographic access topre-eminent collections of papers on Southern history, including theCivil War and Reconstruction; labor history; socialism, including thepapers of the Socialist Partyof America; British and Commonwealthhistory; Methodist history; and Southern and American literature.

Abstract

Georgetown University will continue efforts to make fully andeasily accessible to reseachers and scholars all of its very extensiveand important Jesuit and Jesuit-related manuscripts and archivalrecord groups, which offer important research resources in many areasof American history and culture, as well as the sciences and otherfields. Two cataloger/indexers will complete entry of information inlocal collection-level databases. This data will be cumulated into asingle index covering some 300 separate collections and record groupscontaining more than 1 million individual manuscripts or relateditems. Collection-level descriptions will be entered in the OCLCdatabase using the Archives and Manuscript Control format. FourGeorgetown University Library staff members, including the projectdirector, will provide needed expertise and supervision in variousphases of the project. OCLC entries will be supplemented byavailability of the cumulated index via modem, floppy disks, or tape.

Abstract

The Harvard University Library will film some 250,000 pages ofvaluable research material that is too rare or fragile for lending andwill provide bibliographic access through national databases. Specificcollections to be filmed are in business (10-K reports of the Securitiesand Exchange Commission); church history (American UnitarianAssociation letterbooks); Chinese studies (rare books in block printof the 13th to 15th centuries); labor (Austrian and German labornewspapers); landscape architecture (papers of Charles Eliot,1859-1897); and women's studies (scrapbook collections, includingcorrespondence and ephemera of several noteworthy Americanwomen).

Film copies of everything reproduced will be available for loanand film copies will be sold at cost to other libraries. Like itspredecessors, this grant will help to disseminate information on whathas been accomplished, and will further the development of a soundprogram for attacking the urgent problems of deteriorating researchmaterials.

The Associated Music Libraries Group, comprising the EastmanSchool of Music of the University of Rochester, Harvard University,Indiana University, Stanford University, the University of Californiaat Berkeley, the University of Illinois at Urbana-Champaign,University of California at Los Angeles, Cornell University, theUniversity of Michigan, and Yale University, will conduct theretrospective conversion of 59,174 manual bibliographic records forprinted music for entry into that part of the logical national databaselocated in the OCLC and RLIN networks and the contribution ofauthority work through NACO as institutional training is acquired.The standards used will be the "National Retrospective ConversionPlan for Music" developed by conferences sponsored by the Councilon Library Resources in July and September 1984, revised andpromulgated by the Joint Committee on Retrospective Conversion inMusic. The project will benefit scholars seeking resources and othermusic libraries contemplating their own retrospective conversionprojects by increasing significantly the number of availablebibliographic records for music materials in this vast national on-lineunion catalog.

Abstract

The Yale University Library Collection of German BaroqueLiterature on Microfilm, consisting of 2,363 titles, is an essentialresource for the study of 17th century German literature. Completeaccess to the collection is only through printed guides and cards filedin the local catalogs of Yale University and of the 13 research librarieswhich own the set. With the assistance of a Title II-C grant in 1987,the Eisenhower Library provided on-line catalog records for 960 titlesin the collection. The focus of this project will be to complete on-linecataloging of the remaining 1,403 titles in the collection according tocurrent cataloging standards, to enter the bibliographic records intothe RLIN database of the Research Libraries Group, and to make therecords available for loading into the OCLC database. The projectwill make cataloging records for the entire Yale collection availableon-line nationally.

Abstract

The New York Historical Society will continue cataloging andconserving its Rufus King Library Collection, estimated at 5,600volumes. The catalogers will plac' complete catalog entries for 1,500titles (half the total uncataloged items remaining in the Kingcollection) in a major national bibliographic database, the ResearchLibraries Information Network (RLIN). Cataloging will take place ina MARC format, according to the second edition of the Anglo-American Cataloging Rules, and with multiple access points,including author, title, subject, and imprint. In addition, these titleswill be made available to the Eighteenth-Century Short-Title Catalog(ESTC) and the North American Imprints Program (NAIP) throughRUN. Through the Linked System Project, all major catalogingutilities (OCLC, RLIN, and WLN) will share these records. Inaddition, a conservator will continue the preservation of the valuablenotes, pamphlets, and manuscripts which comprise the KingCollection, thus providing more access to them in the future.

Abstract

The Rodgers and Hammerstein Archives of Recorded Sound ofthe New York Public Library will catalog and conserve a portion ofits collection of noncommercial recordingsopen reel tape, cassettetape, and disc records not produced for commercial sale, but privatelymade or produced for broadcasting purposes only. The collectionconsists of a wide diversity of unique and valuable material, includingrecordings by such prominent performers as Arturo Toscanini, BingCrosby, Arthur Rubinstein, and Kirsten Flagstad, and recordings ofinterviews, readings, or speeches of Fiore llo LaGuardia, DylanThomas, Andrew Wyeth, and Sidney Polder. The project is the firstphase of a projected 31/2-year effort that would complzte theprocessing of this collection. Present access to this material is severelylimited and, in many cases, not accessible to the public at all. None ofit has been fully cataloged and made accessible through a nationalbibliographic database. Material was selected on the basis ofpreservation and conservation needs, and historical value. Using theArchives and Manuscript Control (AMC) MARC format, the materialwill be cataloged in the Research Libraries Information Network(RLIN), resulting in the most significant use of the format forrecordings thus far. In addition, the.project activities include cleaningand encasing materials in archival containers.

In the next-to-last phase of Major Microforms Projects covetingmore than 11,000 microfiche titles produced from the Library ofCongress, Jakarta Field Office, 4,100 Southeast Asian monographictitles from 1986 and 1987 will be cataloged and input into the OCLCinternational on-line union catalog. The fiche are the only U.S. accessto these research materials from Indonesia, Malaysia, Singapore, andBrunei. Fiche produced after late 1987 receive minimal-level MARCrecords and are included in the national bibliographic utilities.

Abstract

This project will produce master preservation microfilm andcatalog and create machine-readable records for some 8,500 individualpamphlets, monographs, and serials, as well as posters, broadsides,and flyers which collectively document the socioeconomic andpolitical life of primarily 20th-century Latin America. The project willthus preserve and provide access to primary source material knownnot to be collected systematically and preserved elsewhere, even inthe countries of issuance. The objective is to place these catalogrecords, indexed at both the collection and individual pamphlet level,in the Research Libraries Information Network database, and tocontribute all newly established headings, together with a completeauthority structure, to the library community through the NameAuthority Cooperative Project. Copies of the microfilm will beprovided to scholars and other libraries at cost.

Data will also be incorporated into an in-housemicrocomputer database that will provide subject access on request.Fundamental conservation measures, including selective microfilming,are being applied to assure long life for the materials, plus optimalavailability for researchers.

Abstract

The libraries of the University of California at Berkeley, theUniversity of Florida, Indiana University, Stanford University, theUniversity of Texas at Austin, and Yale University will createtogether machine-readable bibliographic records for Latin Americanistlibrary materials now represented only in each institution's local cardcatalog. The project mill focus on holdings at these six majorrepositories, as part of a continuing cooperative effort to enhance thesharing of library resources and thus to improve research capabilitiesin Latin American Studies.

During a 2-year period, and with support from the U.S.Department of Education and the National Endowment for theHumanities, manual catalog records will be converted to machine-readable form and made generally available by adding them to thenation's two principal bibliographic databases, OCLC and RLIN. Thefirst phase covers 122,000 records. A third and final phase, for whichfunding is not requested at this time, may incorporate additionalcollections and holdings. The entire project is scheduled forcompletion in 1992, in conjunction with the Quincentennialcelebration of Columbus's voyage to the New World. Scholarship,formal education, and independent renarch throughout the Americaswill be the beneficiaries.

The Hoover Institution willcontinue for the second year a project to preserve and catalog this rarecollection of contemporary published sources.

Abstract

The Library of the State Historical Society of Wisconsin isprocessing its "Cutter Pamphlet" collection into its current pamphletcollection that began to be fully cataloged and carefully conservedwith material collected from 1967 to the present. The CutterPamphlets are a general collection of unbound ephemera collected bythe Library from 1854 through 1966. Less than a third of the 60,000items in this collection have records on OCLC or any other nationalmachine-readable database. Much of this collection is not fullycataloged and shows signs of wear and deterioration. Abstract

In 1937, the Poetry Collection began acquiring the workingmanuscripts, the drafts of poems, and the letters of 20th centurypoets. It is estimated that there are about 120,000 manuscripts andletters which have only in-house finding records, and no MARCrecords. In addition, in recent years the archives of the Jargon Societyand the Martha Jackson Gallery have been acquired. They account foran additional 200,000 documents which have no records at all. Usingthe expertise acquired with a 6-month NEH grant administeredthrough the Research Libraries Group, and a Title II-C manuscriptcataloging grant, this project will sort, process, and produce 25,000MARC records for these documents, and input them into the RUNdatabase. The intention of the grant is to make the primary researchmaterials of manuscripts and letters accessible to an internationalaudience, and so to stimulate research in and publication on twentiethcentury poetry.

The Libraries of the State University of New York at Buffalo, asthe second half of a 2-year project, will create 6,000 machine-readable-records.formonographs.and.serialsin the microform sets thatcomprise the Latin American Documents colleetion. During the firsthalf of the project, also funded under Title the libraries createdsome 5,500 machine-readable records for monographs.

Titles in this collection are primarily 19th and 20th centurypublications in all subject areas that are in the public domain. Theywere selected from the "Recent Books" section of the Inter-AmericanReview of Bibliography and the National Union Catalog. Thecollection also includes later editions of works originally published inthe 16th, 17th, and 18th centuries which are recorded in Jose ToribioMedina's Bibliotheca-Hispanoamericana, 1493-1810.

Records created will be entered into the Research LibrariesInformation Network (RUN) and tape loaded into OCLC. Access willbe provided by the Buffalo libraries through interlibrary loan.

During the 1988 fiscal year, the Amistad Research Center willcreate machine-readable records for 238 manuscript collectionsdocumenting various aspects of African-American history and theUnited States' relation to African independence movement andnations, and add these to the databases of the OCLC-and-TulaneUniversity's on-line systems. The machine-readable records will beconverted aom existing recorts for 229 collections. Nine manuscriptcollections, totaling 528.7 linear feet, will be processed and newrecords created. The bibliographic records converted or originallycreated will conform to the MARC Archives and Manuscript Control(AMC) format. Conservation care will be given as needed to the Mitsuibooks and to a collection of 2,877 Japanese manuscript titles (over7,000 volumes) dating from the 14th to the early 20th century so theirusable life can be extended for many more centuries.

The Bancroft Library Retrospective Conversion Project will makeresearch materials in the Bancroft Library available to scholars byconverting 180,000 card catalog records for printed materials intomachine-readable form. Records created during the project will beentered into the national databases of OCLC and RLIN, theMELVYL on-line union catalog of the University of California, andBerkeley's GLADIS on-line catalog. The Bancroft Library iscoriipriSe.d'of two collections-of internationally teetignized,distinction:The Bancroft Collection of Western Americana, including materialson Mexico and Central America; and the Rare Books Collection,encompassing extensive manuscript holdings and important printedcollections in the areas of early printing, modern poetry, westernauthors, small press imprints, history of science, and numerous otherfields. At least 60 percent of the records converted (113,400) will benew to the national databases. During this funding period, at least50,000 records will be converted and loaded into the databasesenumerated above.

Abstract

Acid rain is an international problem with scientific, economic,health, and public policy implications. Canadian documents on acidrain are virtually inaccessible in the United States. During Phase 2of the Acid Rain Project, the University of Vermont Libraries willacquire original copies or photocopies of all the Canadian documentson acid rain not acquired during Phase 1 and will catalog them intothe OCLC database. An additional 25,500 pages of the mostimportant material will be scanned and digitized, and CD-ROM discswill be distributed to 43 land-grant libraries that currently own theCD-ROM equipment acquired from a previous project with theNational Agricultural Library. Use of CD-ROM discs for access issuperior to microfilm, because it is fully indexed and searchable bykey word or Boolean logic.

Abstract

The University of Wisconsin-Madison General Library System(GLS) will continue a long-standing preservation program ofmicrofilming its German language materials. Two portions of the EastGerman collection have been selected for microfilming. The firstincludes all currently held volumes of 35 East German serials,approximately 1,300 volumes spread across many disciplines:sociology, psychology, physical education, military and strategicstudies, Marxism and socialism; and law. The sewnd includes socialscience serials and monographs published in the four zones of militaryoccupation from 1945-49. Ranging from multivolume serial sets topamphlets, the collection includes census publications, collections ofordinances, and other primary sources.

Archival and print negatives and a circulating positive microfilmwill be made. Prospective records and full LC cataloging will beentered into OCLC and the Network Library System (NLS), the GLSon-line catalog, with preservational copie3 recorded in the 007 fields.

Many of these materials are unique to Wisconsin's collections.Duplication of other microfilm sets will be avoided and serial gapswill be filled through an exchange program with East Berlin'sHumboldt University.

Abstract

The University of Wisconsin- Madison General Library System(GLS) will expand its research collection by creating an archive ofvideocassettes produced in South and Southeast Asia. The PAL orSECAM format tapes from Asia will be reformatted to the NorthAmerican broadcast standard, NTSC/M. A master copy will be storedin an optimal archival climate and a second copy will circulate. Briefcataloging will be entered into OCLC and the Network LibrarySystem (NLS), and the GLS on-line catalog, with the preservationlcopies noted in the 007 fields. Extensive descriptions of videotapeproductions will be published and distributed widely.

Criteria for selection include: 1) expressions of the past andpresent "great traditions" of the various cultures of the regions;2) productions for the mass pop culture market, including popularbroadcast TV programming; and 3) governmental and educationalprograms produced to educate viewers about government economic,social, and political policies and objectives.

This collection is of special significar= because of the role videorecords play in regions of low literacy and multiple languages andcultures, and because the master copy preserved in GLS vaults .7:-lay

well prove to be the only copy available to future researchers.

Preservation FM Collection developmentChart illustrates shifts in program focus during the 10year life of the program, 1978-88. Funds expended on bibliographic control have climbed from 57percent in the first year to a high of 84 percent in 1988. Collection development, never a major expenditure, reached its peak of 16 percentin the secondyear dropping gradually to a negligible percent, resting at 1 percent in both 1987 and 1988. Preservation, which has hovered in the 20 percent area formost of the 10 years, dropped to 15 percent in 1988. These emphases are placed on the program by the libray community. The Department ofEducationhas set no funding priorities.
