minded of this externally fundedprogramme of the city announcedby executive mayor Patricia deLille earlier this year.
In terms of the programme lawenforcement officers will be re-ferred to as Neighbourhood SafetyOfficers (NSO), and deployed to pre-defined areas.
According to the report tabled byRichard Bosman, the NSO will bean experienced metro police mem-ber, trained to identify the prob-lems that can lead to crime and dis-order.
DESIREÉ RORKE
City wards in Cape Town cannow secure the services of a lawenforcement officer, solely forthe purposes of specific neigh-bourhoods, paid for by the wardcouncillor, from theward alloca-tion fund.
In essence, this means that everyward will have and pay for its owncop, an initiative that has beenquestioned by the ANC.
Subcouncils were last week re-
Moreover, the NSO will be man-dated to work with the community, business, city officials and other se-curity agencies to deal with suchmatters.
“To achieve this, the NSO will berequired to get to know his or herneighbourhood intimately and beaware of all factors contributing tocrime and disorder.
“He or she will be involved in theentire spectrum of policing, fromsocial crime prevention initiativesto actively being involved in policeoperations, (in terms of city by-
laws),” the report stated.Although this programme was
welcomed by the majority in sub-council, the opposition questionedthe principle of equality or ratherlack thereof, as they view it, cou-pled with the proposal, saying thatthe poorer wards in Cape Townmightnot be able to afford suchallo-cations.
“Poorer wards in the city cannotafford to use funds allocated for oth-er purposes such as parks and openspaces, for the purposes of law en-forcement, which should be provid-
ed by the city in any case,” said pro-portional councillor of the ANCTony Ehreinreich, also regionalsecretary of Cosatu in the WesternCape.
“What are you saying, that thecity does not have enough moneyfor policing any more?” he asked.
According to Ehrenreich, thisproject couldonlybringgreater ine-qualities to the poorer wards of thecity, who need the extra policingmore so than the more affluentwards.

. From page 1Subcouncil chairmanGrantTwigg, howev-
er said that all wardswill get the same alloca-tions with regard to this programme, andthat disadvantaged areas will in fact be allo-cated more funds for this purpose.“I fully support this initiative providing
that existing law enforcement personnel willnot be deployed from our areas,” Twigg saidand added that the issueswill first be debatedin council before being adopted.Project manager Clinton Overmeyer, re-
sponded by saying that existing officers will
not be withdrawn, but merely deployed else-where in the city as andwhen needed, where-as theNSOwill onlywork in his or her neigh-bourhood.“This project has made it possible for the
city to recruit more officers, mainly for thisproject, as their salaries will be paid by thedifferent wards,” he said. “After an initialtemporary six-month period, the ward candecide to ‘employ’ the officer permanently.”Ehrenreich requested the breakdown of
different ward allocations to be presented atthe next meeting
NSOwill only work one area

As school closures in the community con-tinue to anger the public moremystery isemerging relating to the reasons behindthese moves by the education depart-ment.
With 20 schools closing in the WesternCape four schools in the immediate area arebeing affected. The community has reacted with anger to
the news that Lavis Drive Primary (BishopLavis), Valpark Primary (Valhalla Park),Protea Primary (Bonteheuwel), andBeauval-lon High in Valhalla Park will be closed atthe end of the year.At various meetings held since the an-
nouncement, parents, teachers, and commu-nity organisations are calling for stronger le-gal action to prevent this because they feelthat the proper consultation was not done.At ameeting hosted by the Concerned Edu-
cation Forum at Protea Park Primary on Sat-urday, Frank van derHorst, one of the speak-ers pointed out that this decision by the edu-
cation department should be rejected.“When the announcement of the closures
was made last week, parents and teacherswere astounded because they realised thatthe submissions that they made at the so-called hearings had been ignored,” he said.“We have subsequently found out that
these hearings were a farce because deci-sions had beenmade long before the hearingsat individual schools.“At one of these hearings an official could
already tell people that Peakview Secondarywas staying open, while Protea Primarywould be closing.“What also angers the community is that
they were told, not consulted, about the clo-sure of these schools citing recommenda-tions from officials. These recommendationshave never been made public. “Instead theygave us symptoms as reasons for closure, dwindling numbers, poor results, bad infra-structure, but these are common to thou-sands of schools in the education system.”During this meeting it also emerged that
plans for these closures had been in the pipe-line for some time.

A social work student is making sure thatlearners with special needs know abouthealth issues and abuse.Mxolisi Mangxola is a third year student
from UWC doing his practicals at the OasisSchool for Learners with Special Education-al Needs and he hosted a special awarenessprogramme at the school last week.“I felt that it was important to host this
presentation for the learners because evenwith their special needs they are not im-mune to the dangers involving HIV/Aids,physical abuse and even teenage pregnan-cies that exist in the communities wherethey live,” he said.“Part of this project was also to create an
environment that will enable learners, par-ents, staff and community members to worktogether without excluding each other.“Since many of the learners from this fa-
cility are often excluded from mainstreamsociety, the focus of the project is to createawareness about social inclusion.“We also hosted speakerswho spoke to the
children about reducing the stigma and dis-crimination around HIV/Aids and reducefactors that make people vulnerable to HIV/Aids.“Abusewas also part of the discussion and
we wanted to let the children know theirrights and that there are resources availableto them if they feel threatened in any way.”Mangxola also pointed out that after the
successful presentation at the school hewould like to thank the school for their sup-port to host the event.“Oasis Special School is in need of support
and it is doing its best to meet the needs ofthe learners but there are challenges.”For further information about the needs
at the school contact 021 952 2100 or email [email protected] or contact Man-gxola at [email protected].

The sun’s rays are playing a big part in anenvironmental project at Sunray Primaryin Delft. It’s all part of the school’s Sunrays in
Flowers project that is happening at theschool and it’s become unique in their focuson endangered species of fynbos.Jason Hanslo from the school explained
that the project is managed by a group oftree-hugging environmentalist teachers andone parent, as well as the learners who arebecoming very proud of their achievements.“Our first real start came with an invite
in 2010 to be part of the South African Na-tional Botanical Institute’s Green Pro-gramme,” he says.“We started off with an indigenous garden
ranging from aloes to zantedescias (varkle-lies).“Now, in our second year we have just re-
cently extendedour garden to specifically bea haven for red-data and endangered speciesof fynbos; also known as sand-dune fynbos. We are also proud of our rare and licensedcycad.”Hanson also added that they have actively
been participating in workshops and small-er info-sessions that encouraged them tomake contact with other like-minded organ-isations; WESSA, Unicef, GreenPop, Trees4
schools, and Seed.He also expanded his knowledge by at-
tending Nedbank’s Greening Your Businessproject and passed with flying colours. The school was recently visited by Green-
Popwhoplanted over 50 indigenous trees in-cluding this year’s SA tree of the year (Syzi-gium cordatum) and some fruit trees.“Our learners are excited about the pros-
pects of sitting under a tree during intervalsand they are also taking more of an interestin the progress of the garden.“Some of our teachers are also pointing
out that they are starting to water the gar-den on their own as they take ownership ofit.“This is encouraging us to host work-
shops during next year that will help learn-ers, parents and the community to be ableto grow their own food.”While the school is getting help with their
initiative from various organisations theywould like to appeal to the general public todonate their empty 2-litre plastic beveragebottles to the school.“We use these bottles as erosion banks in
our garden, but also in a bid to encourageour learners to become responsible for theirown trash,” concluded Hanslo. For further information about the project
Hanslo can be contacted on email [email protected].

ANDRÉ BAKKES
Somewhere out there, squeezed intosome garage in the middle of Bothasig, lies an impeccable world of trains, auto-mobiles, buildings and figurines.
Eric Tucker’s love for his hobby translatesinto hundreds of plastic men and womenwho go about their business in a handmaderailway town.
His scaled-down world is designed to takeone’s breath away, so it’s virtually a crimeto keep it hidden from the public, since this40-plus year project should be celebrated forit’s intricacy and perfection.
Mind-blowing detail overwhelms thewide-eyed giants who sporadically enter thegarage.
Upon first viewing one will see trainschurning along a mountainous plane.
Then one notices the lights burningbrightly inside the myriad of buildings, thecars resting on bridges, the trees lining thestreets, the railway tracks criss-crossingthrough, around, underneath and over theamazing landscape and then...
Some will sit down for a while to take itall in – then they will see the little men andwomen walking along the road, working on
a construction site, riding on bicycles, at-tending a wedding, farming land, drinkingat their local pubandworkingon the railwaylines.
Deep breaths are compulsory for giantswhen they enter the garage!
If theyhappen to pass out fromsheer exhil-aration then their topplingmasses will sure-ly cause catastrophic earthquakes and Eric-quakes.
The 68-year-old Eric has been building hisworld for years and he admits that it wouldnever be complete.
“It has probably taken me 40-odd years,”he says nonchalantly.
He cuts the figure of an unimposing man.Every single item was handcrafted by himand then found a place where it always be-longed.
Looming over his immense minusculeworld are some superb pencil sketches of lo-comotives, which unsurprisingly, he hasdrawn.
Ask him about trains or his younger daysand a wealth of information will inevitablysteamroll the listener.
“When I was a kid my parents bought mea large o-gauge Hornby train, so my interestin trains started then.
“I remember getting on a train toRhodesiaat Johannesburg Station. We wereheading out into darkest Africawas like going to the moon!
“That stationhad an atmosphereabout it in those days ... Sometimesyou would arrive in a small townand there would be a whole brassbandwaiting for you at the station!
“My whole life revolved aroundthat sort of thing, because my dadworked for the railway line.
“Trainswere like five-star hotelsback then!” he exclaims.

While children all over the coun-try wished to get a bandana intheir favourite colour to wear toschool last week to raise moneyfor the Sunflower Fund, all a lit-tle girl of Oakdale wished for isnot to be sick so that she can justgo to school.
The parents of Emma Fourie (9)are still trying to absorb the devas-tatingnews that her aggressive can-cer has returned after almost fouryears of ongoing surgery, chemo-therapy and radiation.
Emma was first diagnosed withcancer in 2008 – only six months af-ter her sister, Alex (5), was born
with an abnormal heart condition.“We were still frail from the first
bad news, when I discovered oneday, whilst bathing Emma, that shehad a hard lump in her left but-tock,” Emma’s mother, Natalie, said.
“After an MRI scan and biopsy, the lump turned out to be cancerous– a sort of cancer of the soft tissue.”
Twenty weeks of chemotherapyfollowed, of which Emma spent 14weeks in hospital. That was fol-lowed with six weeks of radiationtherapy.
“By week three the top layer ofher skin looked like third degreeburns. The skin was so raw, we had
to give her strong pain medicationjust to let her go to toilet,” she said.
After radiation, more chemother-apy followed, totalling 16 months oftreatment.
Thereafter, Emma had to go for athree-monthly MRI scan, X-raysand blood tests. “Everything wasgoing well. Emma started Grade 1at Gene Louw Primary and enjoyedher dance lessons. We were plan-ning to go on a trip with somefriends,” she said.
WhenEmmawent for her normalMRI scan and check-ups in January2011, they suspected nothing. How-ever, another tumour was discov-ered and Emma had to be operatedon for the tumour to be removed.
“Due to financial reasons, as wewere still trying to recover fromlast time, we had to change medicalaids.Ournewmedical aidhas givenus a 12 month exclusion on cancerfor Emma. So, we then had to fundeverything ourselves.
“The expenses were big. In onlyfive months our hospital accountran up to almost R100 000. I’m so ter-rified that they will stop Emma’streatment as we cannot afford topay,” she said.
She had six sessions of intensechemotherapy. However, it was de-cided radiationposesmajor risks asthe tumour extended into the pelvicwall.
In October that year another tu-mour was discovered. She went forsurgery in November to try and re-move the tumour in five and a halfhours of surgery.
Emmahad thenundergone 23 ses-sions of radiation. This was once
again followed by chemotherapy.“Shewas able to go to the first day
of Grade 2 this year – she really en-joyed it. Due to her treatmentschedules, she was only able to goto schooluntil the endofFebruary.”
In the last week of February shecommenced with chemotherapy.
She suffered very bad side effects. The final chemotherapy sessionwas completed in July this year andthe radiologist confirmed that allthe scans are clear.
However, in September, Emmastarted complaining that her backwas sore.
Another tumourwas found in thebone ofEmma’s spine. “We immedi-ately had to start her on steroids totry and reduce the swelling. Shortlyafter, they discovered another tu-
mour in the bone of a vertebra, thatis busy encroaching on the nerve ofher spine, causing the pain in herback.
They also found a recurrence ofthe old tumour in the pelvic region. There are also three visible lesionsin the liver – one the size of a golfball.
“The oncologists and radiologistsdo not see any cure this timearound. They gave her 10 sessionsof radiation.
“We are exploring some alterna-tive non-invasive treatments. Alsoto keep her on a good diet and pray, pray, pray for a miracle,” she said.
Financially this puts strain onthe family. Anyone who wishes toassist, can send an email to Natalieat [email protected].
Brave face as cancer reappears
Emma is bravely trying to keep up with her schoolwork.
All 64 children of the Kids Can PrePrimary School bought a bandana forBandana Day and raised R1 300 for the Sunflower Fund. One of the childrenin the school is Emma’s cousin – Emma suffers from cancer. German shepherds and their owners puttheir best foot forward last weekend at anannual club show in Bellville.Good Hope German Shepherd Dog Club
hosted the show, at Boston Primary School, into which 109 dogs from as far as Tokai andSomerset West, were entered.Frikkie vanKrayenberg of Pretoria, an in-
ternationally recognised German shepherdjudge said this club focuses on show dogsand they train dogs in obedience, manworkand tracking. He said German shepherds were the most
popular breed to own in the country. In judging, points were awarded to the
dogs’ temperament, if dogs are at ease in agroup of people; if the dogs are anatomicallycorrect and themovement of the dog – an in-dication whether a dog is healthy.Dogs were also scored on their reaction to
a gunshot. “The ideal temperament for a dogis to be able to defend a person if he is con-fronted with aggression, but under normalcircumstances he has to be calm,” Frikkieexplained. For more information about the club
phone ElnaMarran 082 331 4283 or breed su-pervisor Johann Thompson 084 221 9920 orSonja Patterson 083 797 2195.

Wie kan ’n snytjie louwarm, vars-gebakte brood weerstaan? Minmense, glo ek.
bestanddele, voeg sterk louwarm wa-ter by en meng goed deur.
Kontak Louise met navrae by

VascoDaGamaopen their seasononahighnote when they beat Witbank Spurs 3-0 ina National First Division league match atParow Park on Sunday afternoon.
The home team dominated right from thestart, but had to wait until the fifth minute toopen the scoring when midfielder Zeka Kar-kee crashed home a brilliant close range shot.
Geofrey Serunkuma made it 2-0 before thebreak, and from there the Parow side shouldhave buried Witbank Spurs in an avalancheof goals, with the chances they created, butpoor finishingmeant there was no further im-provement on the score before halftime.

Edgemead (153) is baie goed geplaas teenBellville-Suid (82). Dit was veral danksy diebydraes van Stephan Joubert (4/27), ChristoJooste (42) en Simon Blake (35*). Vir die Bell-villiete het Renaldo Meyer (4/35) en ShahiedPeters (3/30) goed geboul.
