Kapt. F.C. van Wyk, polisiewoordvoerder, het gesê dis deel van die ondersoek dat dié voorvalle verband hou. Volgens hom ondersoek die polisie ook die moontlikheid dat die drie huise aan dieself- de persoon behoort het. Die saak is uitgestel na Maandag vir die verskaffing van inligting vir die doel om aansoek te kan doen om borgtog. Al drie word aangehou, het Van Wyk gesê. Enviroserve was Maandag by die huis in Durmonté om die chemikalieë te verwyder toe TygerBurger daar opdaag. Sleepwa Groot dromme met chemikalieë is op ’n sleepwa gelaai, terwyl die volle inhoud van die huis agterop ’n vragmotor gelaai is. Die huis was karig gemeubileerd en daar was glo net ’n sitkamerstel en basiese kombuistoe- rusting in die vyfslaapkamer-huis op die hoek van Vin Doux- en Durmontéstrate. Dat dwelms na bewering by die huis ver- vaardig word, het aan die lig gekom toe die polisie by die huis in Durbanville gaan on- dersoek instel het. Volgens Van Wyk het die polisie regageer op klagte van die bure oor ongewone reuke en “ongereelde besoekers” aan die huis. Toe die polisie aan die voordeur geklop het, het hulle voetstappe en ’n deur binne hoor klap. ’n Brand het kort daarna in die motorhuis ontstaan en die polisie het rook onderdeur die motorhuisdeur sien uitbor- rel, het Van Wyk gesê. ’n Man (44) is op die toneel in hegtenis ge- neem. ’n Klagte van brandstigting word on- dersoek. Chemikalieë is in die motorhuis ge- vind. Nog klagtes kan gevoeg word wat verband hou met die ontwettige maak van dwelms, het Van Wyk gesê. Buurvrou Volgens ’n buurvrou van die vermeende dwelmhuis, wat anoniem wou bly, het drie mans by die huis verbygehardloop Sy het ’n tydskrif sit en lees toe sy twee mans reg voor haar woonstel sien verby- hardloop. Sy het uitgehardloop na haar dog- ter se huis langsaan om haar te waarsku, toe nóg ’n man reg agter haar verbyhardloop. Volgens haar bly sy al twee en ’n half jaar daar en is toe sy daar ingetrek het, al gewaar- sku daar is “iets nie lekker” by die huis langsaan nie. Al die vensters van die huis is verdonker. “Daar het nooit mense daar gebly nie. Hul- le het gekom en gegaan. Hulle het in die aand gekom in luukse motors,” het sy gesê. Daar is ook kort nadat sy daar ingetrek het, ’n hoë ringmuur aan die een kant van die huis opgerig. Verdagtes Die twee ander verdagtes, wat ook Maan- dag saam met die man (44) verskyn het, is dieselfde dag omstreeks 21:00 tydens klop- jagte op studentehuise in De La Haye, Bell- ville, in hegtenis geneem. Die huise is geleë in onderskeidelik Ver- meer- en Reynoldsstraat in De La Haye. Die polise het agt groot vate of houers ag- terop ’n sleepwa van die toneel af wegry. Al twee huise dien as verblyf vir studente van die Universiteit van Wes-Kaapland. Die polisie het Vrydag klopjagte uitgevoer by twee vermeende dwelmhuise in Vermeerstraat en Reynoldsstraat (inlas), De la Haye. FOTO’S: DANIELLE KARALLIS

    The co-ordinator of the Tygerberg Associa-

    tion for Street People (TASP) in Bellville

    was suspended last week pending an inves-

    tigation.

    Linda de Vries, TASP chairman, said no

    charges have beenmade against Pastor Jer-

    ry Louw, adding the board felt it best to ask

    him to leave whilst an investigation into

    possible misconduct is held.

    Louw has worked at TASP for the past

    nine years.

    De Vries said it would be unfair to specu-

    late on concerns which may yet prove to be

    unfounded.

    It was the intention of the board to inves-

    tigate and hopefully return to normal work

    in a very short space of time,

    she said.

    De Vries said Louws wife,

    Hazel, who too is a pastor, is

    in noway involved in the sus-

    pension. This can be seen by

    her continued presence, De

    Vries said.

    De Vries said the matter

    could not be investigated at

    the moment, as Louw locked

    all administrative documen-

    tation including accounts,

    registers and petty cash in his office. He re-

    fused to hand over the keys.

    De Vries did not want to divulge informa-

    tion relating to the matter, as no charges

    have as yet been made.

    She saidnohearingwasheld

    and that this would only be

    done should anything unto-

    ward be found during the in-

    vestigation.

    De Vries said while the mat-

    ter was still under investiga-

    tion, she could not divulge

    when it was brought to her at-

    tention.

    During a brief conversation

    with Louw last week, he told

    TygerBurger: They want to

    get rid of me, but on Monday Louw de-

    clined to comment on the matter.

    Hewas only prepared to say that a special

    general meeting was to be held at TASP to-

    night.

    berto het die bestuurder verhoed om uit die

    kombi te klim.

    Ek het die polisie ontbied en binne vyf

    minute was hulle op die toneel, s Ters.

    OokRoberto het die polisie geprys oor hulle

    so vinnig op die toneel gearriveer het.

    voorbeeld van iemand wat oplettend is.

    Meeste inbrake gebeur in die dag en dt is

    hoe inwoners, wat bedags tuis is, die buurt-

    wag van hulp kan wees, s hy.

    nie. Daar is n roete langs Van Riebeeck-

    shof waarby hulle moet bly.

    A 33-year-old Nigerian citizen

    was arrested for possession

    and dealing in drugs last week

    Wednesday by the flying

    squad.

    Bothasig Police spokesper-

    son, Const Noloyiso Rwexana,

    elaborates: At about 08:30,

    members of the flying squad

    acted on information and ar-

    rested the suspect. He has been

    arrested before for a similar of-

    fence, so two cases are current-

    ly being heard in Bellville and

    Maitland.

    Some 74 four small packets

    containing cocaine, one con-

    taining rockandone filledwith

    daggawere found inhis posses-

    sion, along with R8 460 in cash.

    Nailed for dealing in drugs

    In all 74 small packets of cocaine, one with rock and

    one filled with dagga and cash were confiscated from

    a 33-year-old suspect last week.

    It took just two minutes for bystanders to

    knowwhat Jean-Marc Johannes is all about.

    One moment he was suspended in the air

    with a twisted body and the next he was on

    his backside with a twisted ankle.

    The pain would sendmost limping off, but

    Jean-Marc walked the limp off and then he

    pulled the move off perfectly!

    This 22-year-old skateboarder from the

    southern suburbs is one of the best in the

    country. In fact, if skateboarding was a com-

    pany he would be on the board, because

    thats where he belongs.

    I have sprainedmy anklemore than I can

    count! One should just brace yourself for the

    fall If youve takenmany bails before then

    you knowhow to do it. Youll land and ninja-

    roll for like a few metres. Dont just let the

    fall happen, he says philosophically.

    Cool people like Jean-Marc use the word

    bail, but Jean-Marc is not a bailer. He is

    a class skateboarder who has strutted his

    stuff on the international scene and he will

    also be competing at the UltimateX event at

    the V&A Waterfront on 16 February.

    He certainly knows what hes doing, so he

    has plenty of advice for beginners.

    When you start skateboarding there will

    come a time when youll think that this is

    not for you. I started 10years ago.Youll start

    doing basic tricks such as the olly, kick flips

    and pop-shove. I started understanding the

    basics and finally I thought up my own

    tricks, he says.

    Gnarly (is that word still cool?) combina-

    tions of tricks will include names such as ol-

    ly, laser flip, hard flip, kick flip, front-side

    flip and darkside grind.

    One of Jean-Marcs greatest memories in

    his career happened in Amsterdam where

    he achieved a podium place.

    Twee Bellville-polisielede het onlangs op

    een dag twee misdadigers se lot beklink.

    hetDinsdag 29 Januarie omstreeks 17:00 pa-

    trollies gery toe hulle n dwelmhandelaar,

    bekend vir sy bedrywighede, voor n huis

    in Oakdale opmerk.

    Die man het by die huis uitgestap na n

    motor oorkant die pad, waarin n man en

    vrou was, s kapt. Fienie Nimb, polisie-

    woordvoerder.

    Toe die man die polisielede opmerk, het

    hy by die motor ingeklim. Die lede het on-

    dersoek ingestel en twee banksakkies vol

    dagga op die motorsitplek gekry en ng

    twee in sy broeksak. Die 27-jarige man van

    Kongolese afkoms is vir die besit van dagga

    in hegtenis geneem.

    Skaars twee ure later het die lede inlig-

    ting ontvang van videomateriaal wat in die

    oggendure geneem is van n inbraak by n

    kuierplek in Voortrekkerweg. Kroon en

    Ruiters het die videomateriaal gaan besig-

    tig en die man herken as n gewoontemis-

    dadiger, wat gereeld in diemoeilikheid is,

    s Nimb. Op die materiaal het lede gesien

    hoe hy n platskerm-TV uit die perseel dra.

    Hulle het roetinepatrollies in Bellville en

    Bellville-Suid gery en observasie gehou by

    die man se slaapplek onder die Tienie Mey-

    er-brug. Toe hy sy kop by n hokkie onder

    die brug uitsteek, het die lede hom gesien

    en in hegtenis geneem, s Nimb.

    Die man se klere was reeds in n sak ge-

    pak om na n ander plek te skuif. Hy is in

    hegtenis geneem.

    ongeveer 28 tot 30 jaar oud, geklee

    selfoon is by hom gevind nie.

    Critical after bike crash

    A 24-year-old motorcyclist is in a

    critical condition after losing control of

    his motorbike on Edward Street in

    Bellville in the early hours of Monday

    morning 4 February.

    ER24 paramedics found the motorcy-

    clist in the road with his bike a few

    metres away. Extensive damage was

    done to the bike.

    Paramedics assessed the patient and

    found he had sustained a head injury,

    chest injury and multiple broken bones.

    Advanced Life Support intervention was

    performed on the patient. The patient

    was also placed on a ventilator to help

    him breath. Once stabilised, the patient

    was transported to a nearby hospital for

    further medical care.

    Authorities will investigate further.

    Some 14 teams raced against the clock last

    weekend in a fundraising initiative that was

    based on the popular television game show,

    The Amazing Race.

    The Amazing Grace, as the initiative was

    aptlynamed, is thebrainchild of two friends,

    Gavin Bruyns of Kuils River and Hewitt de

    Jager of Kraaifontein.

    In the television series, a million dollars

    is up for grabs, but in this version teams

    gave back to non-profitable organisations.

    The race kicked off at Bloemendal on Sat-

    urdaymorning 2 February at 07:00. The race

    took the teams to Metro Evangeliese Sorg

    (MES) and The Haven Night Shelter in Bell-

    ville, Heatherdale Childrens Home in Ath-

    lone and the Haven Night Shelter in Ken-

    sington.

    At eachpit stop, teamsreceiveda clue card

    explaining their obstacle and upon comple-

    tion, received another clue card directing

    them to their next destination.

    We did cleaning like litter picking and

    raking at the homes and we painted walls at

    the shelters, said Hewitt.

    At the Heatherdale home, different games

    were donated and each team member took

    out time to play with the children.

    Thiswas thehighlight of theday, because

    we were allowed to hug and pick up the chil-

    dren, said Hewitt.

    These children go straight to this home

    after being taken away from their parents by

    the court, his wife, Linzell said.

    By caring about them, we are making a

    positive contribution in their lives, she

    said.

    During one leg of the race, teams had to

    follow clues, which took them to St Georges

    Mall, where they had to search for monu-

    ments and dates.

    After long hours, covering more than

    160 km by foot and car combined, the teams

    ended at Kauai Willowbridge late Saturday

    afternoon, where Gavin is the operational

    manager.

    It was in this store that the idea came

    about at the end of last year. Hewitt andHay-

    ley had a meal at Kauai and they and Gavin

    started talking.

    Gavin said Hewitt mentioned he wanted

    to help non-profitable organisations in some

    way and the Amazing Grace idea was born.

    A young Welgelegen fashion designer had

    the opportunity to have her dress admired

    by thousands when it was worn by Miss

    South Africa at Cape Towns biggest horse

    racing event.

    Carrie Ferreira (21), a fashion designer

    who just graduated, got a call 72 hours be-

    fore the J&B Met on Saturday, that her

    dress had been selected to be worn by Miss

    South Africa.

    The design for the flowing, rust-coloured

    Dior Satin dress was sent by the Cape Town

    College of Fashion Design, where Ferreira

    last year completedherDiploma inFashion

    Design, to the agent ofMarilyn Ramos, who

    was urgently looking for a dress to wear to

    the J&B Met.

    Ferreira was over the moon when she

    was told last week Wednesday that Ramos

    had selected her gown, which was part of

    her graduate collection.

    The dress is very soft, flowing and has

    a long train, low back and a V-neck. It is

    very tasteful andbecause of the loose fit and

    the perspex belt which cinches the waist,

    it didnt have to be tailored to fit Marilyn,

    Ferreira said.

    It fitted in perfectly with this years

    Made to Fly theme becausewhen thewind

    blows you get the illusion of flight. In one

    night I had to create a headpiece to go along

    with the dress, which she loved.

    Ferreira, who is interning as a buyer at

    Pick nPay as part of her fourth year studies

    something she won as a bursary for being

    Student of the Year in both her second and

    third years of studies spent last Friday at

    the racetrack with her new client and said

    she was elegant yet surprisingly down-to-

    earth and exceptionally happy with her lat-

    est outfit.

    My family is thrilled for me, they keep

    This is an open letter to the

    person who dropped off an

    anonymous note at the Voor-

    trekker Road Corridor Im-

    provement District (VRCID)

    building.

    As the COO of the VRCID, I

    cannot allow your comments to

    go unchallenged. You are

    criticising my staff who have

    been working tirelessly the

    past six months to make an

    impact within the VRCID.

    They are averaging in excess

    of 60 hours overtime a month

    without any financial compen-

    sation at all.

    Yes, there is still a lot to be

    done; to reverse the urban

    decay in Bellville and Parow

    cannot happen overnight.

    You say and I quote: What a

    joke. There is more dirt and

    filth in Bellville and Parow

    than before. I disagree with

    you. Since 1 October to 31

    December 2012, VRCID has

    collected in excess of 14 000

    refuse bags of litter from the

    streets and parks. In addition,

    the VRCID has removed 31

    tons of illegal dumped materi-

    als, over and above that which

    the City of Cape Town collects.

    Your comments regarding

    grass on pavements and

    overhanging trees refers. This

    is a City of Cape Town respon-

    sibility and not that of the

    VRCID. Our teams concentrate

    on sweeping streets and litter

    picking. Bring this to the

    attention of your ward council-

    lor.

    In terms of drugs, I agree

    wholeheartedly with you. The

    VRCID is a public organisation

    with two law enforcement

    officers for the entire Bellville

    and Parow CBDs. Combating of

    drugs and prostitution is the

    responsibility of the SAPS and

    metro police. It is unfair to lay

    the blame for supply on

    demand at the door of the

    VRCID.

    You mention a couple of

    residential apartments, not one

    of these fall within the bounda-

    ry of the VRCID.

    On 22 January, I was home

    recovering from a back opera-

    tion when I heard the sound of

    chainsaws outside in the

    garden.

    Four men with four chain-

    saws cutting down a tree that

    took a very long time to grow.

    I went outside to request the

    workers to stop and show me

    the paperwork and who in-

    structed them to cut down the

    tree. No paperwork, no identifi-

    cation and refusal to speak

    English.

    I immediately called the

    police who did respond but did

    nothing to stop this carnage.

    The police went to the munici-

    pal council and came back with

    the name of the official who

    had appointed these tree

    trimming contractors.

    A request to the municipal

    council for trimming of this

    specific tree the correct way

    was placed in August 2012. The

    municipality responded that

    they had a backlog in trimming

    trees and appointed unscrupu-

    lous contractors who are doing

    their own thing with no regard

    to people or trees.

    All the useable branches were

    neatly sawed and packed on the

    contractors vehicle (probably

    for reselling) and the branches

    that had leaves on were left on

    the pavement.

    Humans have abused earth

    for so long that the few of us

    who do care about nature just

    get ignored.

    runners using Majik Forest.

    While running through Majik

    Forest on Sunday 3 February, I

    unexpectedly ran through a

    piece of fishing gut that was

    tied between two trees on

    opposite sides of the path. I was

    luckily not too badly hurt.

    Its tied at the exact height of

    a cyclist on his bike. Please be

    careful when riding down the

    path; it is very dangerous.

    It could be a bad prank

    played by some kids in the area

    or vagrants trying to steal

    bikes.

    Sewerage network upgrade running

    Sections of the sewerage network in Kenrid-

    ge will be replaced by the City of Cape

    Towns water and sanitation department.

    The City has awarded two separate con-

    tracts for this civil work to be done in these

    areas at a total cost of R2,3 million.

    The affected roads where sewerage pipes

    will be replaced, are De Villiers, Kenridge,

    Tafelberg and Vineyard Roads.

    Theworkhas already started and is expec-

    ted to be completedbymiddle June this year,

    said FaroukRobertson, communication offi-

    cer for the water and sanitation department

    of the City of Cape Town.

    The sewerage upgrades formpart of the ci-

    tys pipe replacement and infrastructure

    programme for itswater supplynetwork, for

    which an annual budgetary allocation isma-

    de.

    The implementation of a sewerage upgra-

    de is determined by a specified set of criteria

    that is identified upfront as the sewerage sy-

    stem is monitored for issues such as the oc-

    currence of blockages, subsidence, cracks,

    root growth, sand and stormwater ingress.

    The water and sanitation department has

    consistently replaced sections of its sewera-

    ge infrastructure where necessary across

    the city, Robertson said.

    Carp Civils was appointed as the contrac-

    tor for the project and is carrying out work

    on two sections of the network in theKenrid-

    ge area.

    The work involves the replacement of

    sections of the sewerage network using tren-

    chless technology, which will considerably

    reduce the inconvenience to residents and

    traffic alike for the duration of the project.

    Trenchless technology is less disruptive

    as it only requires excavation at strategic lo-

    cationsalong the installation route.TheCity

    has specifically opted for the trenchless

    technology approach as it is not as disrupti-

    ve as open trench excavations and it has a

    reduced environmental impact, he said.

    The occupants of the premises along the

    installation routes will be informed of the

    progress on the projects in their area, parti-

    cularly at the point that it directly impacts

    on their premises.

    The city wishes to apologise for any in-

    convenience caused while work is under-

    way, but it is imperative that the City conti-

    nues to maintain its water supply infra-

    structure to the benefit of all residents,

    Robertson said.

    The City of Cape Town has produced the

    General Valuation Roll 2012 (GV 2012) in

    terms of the Municipal Property Rates

    Act, that governs the valuation of proper-

    ties.

    The GV 2012 was signed off by the mu-

    nicipal valuer on 31 January 2013 and

    handed to the city manager.

    According to a city spokesperson, there

    are 815 676 properties on the GV 2012 roll

    with a total value of R913 billion.

    This is an approximate increase of

    about 13 % over the total value of the Gen-

    eral Valuation in 2009. The number of

    properties has increased by 39 925 since

    2009.

    It has a valuation date of 1 July 2012,

    meaning that the properties are valued at

    the market rate on that date.

    Property rates based on theGV 2012 val-

    uations will be billed from 1 July 2013.

    Publishing the GV 2012 valuation roll

    includes, publication of notices in the pro-

    vincial gazette, notices in local newspa-

    pers and posting notices to property own-

    ers.

    The valuation roll will also be posted on

    the citys website: the GV 2012 will be

    available from 21 February 2013 at

    www.capetown.gov.za/propertyvalua-

    tionsad.

    The GV 2012 will be made available for

    inspection at 17 public inspection venues

    across the city. City officials will be avail-

    able at these venues to assist members of

    the public who wish to inspect the valua-

    tion roll or submit an objection. Legisla-

    tion allows any person to lodge an objec-

    tion against the valuation of any property

    on the valuation roll if they believe that

    the valuation is incorrect.

    An objection must be submitted on the

    prescribed objection form. The website

    (www.capetown.gov.za/propertyvalua-

    tions) contains instructions for download-

    ing the prescribed objection form.

    An objection must be well motivated.

    Valuations on the GV 2012 were derived

    from sales that occurred around the valu-

    ation date (1 July 2012) and it is, therefore,

    best for an objector to motivate his or her

    objection by using information about

    saleswhich occurred around that date. In-

    formation about property sales have been

    made available on the citys website and

    it will also be available at the public in-

    spection venues.

    Objectors can use this information to

    identify the properties sold comparable to

    their ownproperties and tomotivate their

    objections in this way.

    The objection starts on 21 February 2013

    and ends on 30 April 2013. Late objections

    will not be accepted.

    The Municipal Property Rates Act

    states that properties must be valued at

    market value which it defines as the

    amount the property would have realised

    if sold on the date of valuation in the open

    market by awilling seller to awilling buy-

    er.

    Data on property sales that have taken

    place around the date of the general valua-

    tion are gathered and this information

    forms the basis for the assessments of the

    values of all properties.

    The city makes use of a computer mod-

    elling program (computer-assisted mass

    appraisal or CAMA) that uses sales data,

    aerial imagery and other property infor-

    mation to determine the value of a proper-

    ty.

    LAND USE PLANNING ORDINANCE, 1985 (ORDINANCE 15 0F

    1985) AMENDMENT OF ZONING SCHEME REGULATIONS IN

    TERMS OF SECTION 7(2), SECTION 8 AND SECTION 9(2)

    The Minister of Local Government, Environmental Affairs and Development Planning intends to amend in

    terms of section 9(2) of the Land Use Planning Ordinance, 1985, (Ordinance 15 of 1985) (LUPO), the zoning

    scheme regulations approved in terms of Provincial Notices 1047 and 1048 of 5 December 1988 as amended

    by Provincial Notice 177 of 2009, regarding the powers of municipalities in terms of the Ordinance to grant

    or refuse applications for departures and subdivisions, including instances where restrictive title conditions

    are involved, as follows:

    1 DEPARTURES

    1.1 Regulation 2.1 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and

    published in Provincial Notice 1047 of 5 December 1988 to supplement the Scheme Regulations

    relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009 of

    29 May 2009, shall be amended to read as follows:

    A Municipal Council may in terms of subsections (1)(b) and (5) of section 15 of the Ordinance

    respectively grant or refuse an application for a departure, or determine an extended period after

    which such departure shall lapse: provided that, where the Council authorises the utilization of

    land on a temporary basis as contemplated by section 15(1)(a)(ii), such concession shall be granted

    for a maximum period of five years, with the exception of a departure for a mining activity, in which

    case the concession may be granted for such number of years as is related to the expected lifetime

    of the mine concerned.

    1.2 Regulation 5.1.1 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

    in Provincial Notice 1048 of 5 December 1988 as amended by P.N. 177/2009, shall be amended to read

    as follows:

    A Municipal Council may in terms of section 15(1)(b) section 15 of the Ordinance respectively grant

    or refuse an application for a departure, or in terms of section 15(5) determine an extended period

    after which such departure shall lapse: provided that, where the Council authorises the utilization of

    land on a temporary basis as contemplated by section 15(1)(a)(ii), such concession shall be granted

    for a maximum period of five years, with the exception of a departure for a mining activity, in which

    case the concession may be granted for such number of years as is related to the expected lifetime

    of the mine concerned.

    2 SUBDIVISIONS

    2.1 Regulation 3.1 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and

    published in Provincial Notice 1047 of 5 December 1988 to supplement the Scheme Regulations

    relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009, shall be

    amended to read as follows:

    A Municipal Council may grant or refuse an application for the subdivision of land in terms of section

    25(1) of the Ordinance within, and subject to the conditions applicable to a sub divisional area, as well

    as an application for the subdivision of land involving no change in zoning.

    2.2 Regulation 5.2.1 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

    in Provincial Notice 1048 of 5 December 1988 as amended by P.N. 177/2009, shall be amended to read

    as follows:

    A Municipal Council may grant or refuse an application for the subdivision of land in terms of section

    25(1) of the Ordinance within, and subject to the conditions applicable to a sub divisional area, as well

    as an application for the subdivision of land involving no change in zoning.

    3 REMOVAL OF RESTRICTIONS

    3.1 Regulation 4 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and

    published in Provincial Notice 1047 of 5 December 1988 to supplement the Scheme Regulations

    relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009, shall be

    amended to read as follows:

    Notwithstanding regulations 2 and 3, all conditions restricting subdivision, the number of buildings

    that may be erected or the utilisation of land or any other restrictive conditions which may have a

    bearing on the rezoning, subdivision or departure applied for and registered against the land unit

    shall, where applicable, first be removed prior to an application being granted.

    3.2 Regulation 5.3 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

    in Provincial Notice 1048 of December 1988 as amended by P.N. 177/2009, shall be amended to read

    as follows:

    Notwithstanding regulations 5.1 and 5.2 of these regulations, all conditions restricting subdivision,

    the number of buildings that may be erected or the utilisation of land or any other restrictive

    conditions which may have a bearing on the rezoning, subdivision or departure applied for and

    registered against the land unit shall, where applicable, first be removed prior to an application being

    granted.

    Brave little Emma Fourie of

    Oakdale, who touched the

    hearts of so many people, lost

    her fight against cancer last

    Wednesday and died peaceful-

    ly, surrounded by her loving

    parents and family.

    Family and friends wore pur-

    ple and pink Emmas favour-

    ite colours - to her funeral on

    Monday. Several balloons were

    released by the children at the

    funeral at the Durbanville Me-

    morial Park. Her parents, Na-

    talie and Brent, also had her

    name tattooed on their arms

    last Friday.

    Emma was first diagnosed

    with cancer in 2008. People

    opened their hearts towards

    her with even strangers, who

    read about her, raising funds

    for her medical costs.

    Emma, who would have been

    in Grade 3 this year at Gene

    Louw Primary School in Dur-

    banville, was admitted to hospi-

    tal on 18 January after her con-

    ditionworsened only twodays

    after the schools opened.

    TygerBurger reported in De-

    cember that a cancerous lesion

    was discovered in Emmas

    right shoulder.

    She then went for an inten-

    sive radiation session to relieve

    the pain and to enable less use

    of morphine.

    Their last family holiday to-

    gether was a trip in a private

    plane to the Shamwari nature

    reserve near Port Elizabeth in

    December.

    It was sponsored by the Kfm

    Christmas wish list project.

    The cheetahs andbigmale lion

    we saw,was definitelyherhigh-

    light. Shewas very tired though

    between game drives and slept

    most of the time, her mother,

    Natalie, said.

    Shewas doing all right then.

    She suffered severe shoulder

    pain again, when she was ad-

    mitted to hospital.

    It was then also discovered

    that a lymph gland was en-

    larged and grew over her lung,

    which caused the pain. Her liv-

    er was also swollen, she said.

    Last Monday Emma was still

    talkative and laughing at funny

    scenes in the DVDs she was

    watching, she said.

    But, her condition then wors-

    ened until her breathing be-

    came erratic last Wednesday.

    The whole family was there

    when shepassed away just after

    17:00.

    another friend, Jackie van

    Wyk, started aT-shirt project in

    face on it, were sold to raise

    (b) any rezoning where a state institution is not in favour thereof.
