1. ORAL COMMUNICATIONS Rob Robinson invited Ken Joy to PABAC, and he is expected to attend next month. Bill Courington announced that the Lowell/Bryant counter is now working and installed. A sensor was broken. Paul Goldstein would prefer if the committee could come to some kind of consensus on the items brought to the committee. 2. APPROVAL OF ACTION MINTUES PABAC Action: Member Vice Chair Nordman moved, seconded by Member Goldstein, to approve the January 2015 summary as presented by staff. Vote: Approved unanimously

3. AGENDA CHANGES The County’s Page Mill item was deferred to next month. Staff was directed to ask County staff to attend next month. 4. VTA BPAC REPORT Wes Brinsfield was elected chair of the VTA BPAC. He is chair of the Los Altos BPAC. Kristal Caidoy from Milpitas is now the vice chair. A Great Streets Corridor proposal was presented by VTA. It resembles a Grand Blvd corridor but is not as grand. The goal is to have planning lines for some County roads that will accommodate all modes of transportation, as per state policy. A variety of streets were selected as planning exercises, including Middlefield Road from Whisman to the County line in Palo Alto was selected. Not all 12 corridors will be funded – it depends on grant funds. VTA would work with local jurisdictions to develop a plan. The BPAC received an information report on Caltrans relinquishing control of Hwy 82 to local jurisdictions. There have been issues with Caltrans on bike detection, intersection improvements, and other design areas. The BPAC expressed concerns about the possibility of relinquishment. Paul Goldstein also expressed concerns, particularly about the cost of maintenance that would subsequently fall to cities. Paul Goldstein believes that Caltrans is more forward-looking now in its policies. Local items of note were also reported:

- Los Altos developed a Pedestrian Master Plan with lots of outreach. This was the city’s first time creating a document like this.

- Saratoga completed a project to close a bicycle network gap. Perseverance by advocates

helped to push this project to implementation. 5. STANFORD SHOPPING CENTER BICYCLE PARKING (Attachment A)

City Planner Rebecca Atkinson asked for feedback on the location and distributions of the proposed bicycle racks at the Stanford Shopping Center. Four new buildings will be built in the former Bloomingdales space. In order to build the proposed square footage, the shopping center would need to build associated bike parking. Also, the applicant proposes to upgrade existing non-conforming bike parking spaces. More details are in the staff memo. Code compliant racks must have appropriate clearances, lighting, and be located close to facilities, while lockers have different distribution requirements and locking mechanism requirements. Mark Kelly, BAR Architects: There is overall renovation happening at the shopping center as well as expansion at the Bloomingdales location. Rob Robinson: The racks need to be all around the shopping center.

Paul Goldstein: Have the racks been chosen? [Answer: Yes.] The lightening racks on Stanford campus are good. It is important that bike parking locations to be marked/signed. The shopping center bike parking areas are not marked. Annually, notify employees that the lockers are there and what the procedures are for accessing them. It is important that racks must not scratch bicycles. Ann Crichton: Do you have stats on rack utilization? Answer: Stanford is putting together a bike parking management plan. Lockers will be targeted to employees mainly. There will be a 60/40 percent split for racks and lockers. Some racks are going in now. Bike parking utilization will be monitored after the project is developed and reviewed annually. Richard Swent: If you don't charge, people register and never use their locker. If there is a waitlist, you need to start charging for them. Mark Kelly: The management plan will have a procedure for this. Steve Rock: Put racks where bikes enter the shopping center. How can cyclists see the covered spots in the garage? Cyclists should see the racks as they enter and be able to avoid interactions with cars to access bike parking. Rob Robinson: I want bikes near where people are walking and can see them. Paul Goldstein: The Pear Lane racks are OK. Comments on the area near PF Chang's: Can you put in bike parking that is visible and not in walkways? It might be better to cluster parking for bikes, as in a parking corral, taking an auto space. Paul Goldstein: I suggest taking one or two car parking spaces on the east side of Bloomingdales. Robert Neff: It doesn't seem like there are enough racks near Bloomingdales. It’s better to cluster racks together. Bruce Arthur: Is video surveillance a possibility? Steve Rock: More racks could be located near Neiman Marcus. Paul Goldstein: Monitoring should happen in the warmer months, not winter. What if the bike parking survey shows there needs to be more parking? Answer: Applicant is committed to building additional racks if needed, possibly in parking stalls. Rob Robinson: Square tubing is harder to tamper with.

6. COLLEGE TERRACE BICYCLE NETWORK Ed Schmitt: Hanover cyclists feel squeezed going north and south for adults and kids. Paly and Jordan students have no continuous bike path on Stanford Ave or on California Avenue at the intersections with El Camino. Ed would like to see a continuous land with bike slot. Paul Goldstein: I agree that these intersections are harrowing. The City tries to balance the needs of drivers and cyclists. Cyclists should be located in the center of a combined right-turn/thru lane. Margit Aramburu: The Mayfield agreement with Stanford allots 17 acres of research park to become housing for professors. Stanford thinks 80% will ride to campus or school. We have asked for a bike lane on California Ave from Amherst to Hanover to extend what exists to the east side of Hanover. City staff thinks this proposal is ok. Peter Coutts study by residents: 20% of residents took spouse to school/campus, it was two car trips in the AM. 7. PAGE MILL CORRIDOR CONCEPTS

8. BICYCLE BOULEVARD (BB) UPDATES

a) Review Plans for Charleston/Arastradero project (Public Works Staff)

Matt Brunnings, City Public Works Engineer, and Admas Zewdie, consultant from Mark Thomas and Co, presented the updated plans for the Charleston/Arastradero project. They highlighted the intersections at Gunn, Terman, Los Palos, El Camino Real, and Wilkie Way. Applause broke out when the group saw the continuous bike lanes at El Camino Real. At Wilkie Way, the new additions are bike lanes with bike boxes. At Park Boulevard, there is a proposal for a bike slot in the median for cyclists going south on Park. At Mumford, the design includes enough width for drivers to make a U-turn without going into the bike lane. The design at Carlson aims to prevent U-turns here. At the Waverley path near Hoover, the new median will prevent left turns onto eastbound Charleston. To address the concern raised about U-turns occurring on Nelson, the consultant will look at adding a bulb-out to the southwest corner of Nelson and Charleston. Many committee members expressed concern about the proposed traffic signal at Louis/Montrose which would control traffic on westbound Charleston only.

Members noted that the gutter pan is 3 feet wide near Fabian and expressed a desire to reduce this width. The proposed plan includes a left turn bike lane at Fabian. Members noted that it is important to have a place/lane to receive cyclists on Fabian after the turn. The consultants asked PABAC members to submit any additional comments on the plans by February 10. The item is going to PTC on March 11th and also going to the City School Traffic Safety Committee. [Note: The PTC date has been pushed back.]

b) January City Council Meeting Update

The Council passed the plan lines for Churchill and Maybell unanimously.

c) Prioritization of BB Construction Projects This item was deferred.

d) Middlefield Rd (Charleston to San Antonio) (Attachment B) This item was deferred.

e) Detector Loop Inventory on Bicycle Boulevard Corridors and Cross Streets This item was deferred.

10. INFORMATION REPORTS Cedric de la Beaujardiere announced that he is on the Barron Park Neighborhood Association’s Bol Park Path Committee. Regarding the Adobe Creek all-weather crossing Submission A, Penny Ellson noted that the Audobon Society and Sierra Club have concerns about wildlife injuries with this design. 11.
