Indiana’s Advanced Truck StopElectrification Project

• First Advanced Truck stop Electrification project (ATE) in the Midwest• Location, location, location…

– Located in residential area– Directly off of I-80/94 and adjacent to another travel center– PM 2.5 monitor located only 2 blocks away typically measures highest concentrations in the

state

• Reductions associated with the installation of 63 IdleAire units:– Assumptions: 63 ATE units are used 14.4 hours per day (60%), 365 days per year

• 10 metric tons of carbon monoxide (CO)• 2,181 metric tons of carbon dioxide (CO2)• 43 metric tons of nitrogen oxides (NOx)• 1.25 metric tons of particulate matter (PM)• 2.5 metric tons of volatile organic compounds (VOC)• Additionally the ATE technology will conserve a minimum of 331,100 gallons of fuel

annually

• Operational by Fall of 2004

The Creation of a Diesel Emissions Workgroup

• Stemmed from IDEM’s “Partnering for Livable Environments” priority

• Public Forum Including:– Trucking and petroleum industry– Local business interests– Local, regional, state, and federal governments– Community and environmental interest groups– Concerned citizens

• Northwest Indiana Diesel Emissions Workgroup was created out of this forum

Northwest Indiana Diesel Emissions Workgroup

• IDEM originally facilitated workgroup structure and meetings

• Current membership includes– Local business interests– Local, regional, state, and federal government agencies– Community and environmental interest groups– Concerned citizens

• Meetings quarterly or as needed based for on-going projects

• Workgroup is now community based and managed, as intended

• Membership can lead to Ownership• Owners may include financial interests

– Local business and industry– US EPA– RPO and/or State CMAQ panel members

• Collaborative efforts can lead to collaborative financing

• CMAQ is the primary funding mechanism for the project construction

• CMAQ funding can be used for the administration of projects at local level

• Regional Planning Organizations participation in the Diesel Workgroup leads to CMAQ funding opportunities

Summary

• ATE reductions can benefit both the environment and the quality of life in surrounding communities

• ATE facilities can lower dependence on foreign oil

• CMAQ funding can serve as an anchor to financing ATE projects

• CMAQ funding is more easily obtained when CMAQ committee members become a part of the solution
