The Joint Services Prime Vendor Program (JSPVP), which falls under the auspices of the Installation

Management Command, G9 (Family and MWR Pro-grams), was founded in 1991. JSPVP currently has one CONUS and three OCONUS contracts with food service distributors at 169 installations around the world. These distributors provide food and food-related products on a pre-negotiated basis to more than 1,750 nonappropriat-ed-fund (NAF) military Morale, Welfare and Recreation (MWR) activities and Exchange food service operations. Business Activities covered by the new JSPVP are within the Army, Navy, Marine Corps, Coast Guard, Marine & Naval Exchanges, Army & Navy Lodging, Armed Forc-es Recreation Centers, Armed Forces Retirement Homes and other locations, such as the U.S. Military Academy Cadet Mess and the U.S. Naval Academy Midshipmen’s Mess. In fiscal 2014, program purchases exceeded $171 million and resulted in a combined savings of $25.9 million through negotiated contract savings, rebates

and off-invoice discounts. JSPVP is constantly looking to expand the program by adding additional manufac-turers and products. The rebate and deviated-cost pro-grams saved participants over $5.3 million in 2014, with over 125 manufacturers offering allowances. A list of all deviated-pricing and rebate items and manufac-turers is available for all business activities enrolled in the program. The National Product Consolidation Pro-gram (NPCP) has completed the fifth wave with the dry pasta category being awarded to Dakota Growers Pas-ta Company. The NPCP leverages purchasing power and simplifies the purchasing process by standardizing products and focusing purchasing power on fewer man-ufacturers and items. The goal of the NPCP is to obtain the best possible pricing for the benefit of our service members and their families. All JSPVP participants are eligible to participate in the program, but Army partici-pation, by way of an Operations Order, is mandatory.
