Purpose

Discuss how port authorities are using data portals to make current, actionable information available to the shipping community and the broader supply chain.

Learning ObjectivesAt the end of this webinar, you will be able to:• Explain the purpose and function of port data portals• Describe the state of the art in portal implementation• Discuss the direction of portal development and the

challenges faced

Container Port Data Portals

Page 5: TRANSPORTATION RESEARCH BOARDonlinepubs.trb.org/onlinepubs/webinars/180723.pdf · securing data, linking data, and controlling data access, and may facilitate portal development •

What is a portal?

• A portal is a centralized source for multiple types of information needed by containerized trade participants

• Enabling us to move ....• from bilateral communications to centralized

information flows• from multiple information systems to a single

compatible system• from “random” operations to coherent operations • from coping to managing to planning

“Single Portal”?

“Single Portal”: different things to different people• Single gateway – access all systems through single website, but systems still individual

• Common business definitions – concepts such as “appointment window” mean the same, although rules may differ

• Common business rules – e.g. all appointment windows are 1 hour, all reset rules the same• Common platform – all systems are variations of one basic system, rules differ

• Common look and feel – system sites work the same although rules differ• Multi-function portal – get clearances, appointments, hours, empty return, ship schedules, etc.

all in one place• Port-wide visibility – can see containers, appointments, and openings across terminals

3

Page 7: TRANSPORTATION RESEARCH BOARDonlinepubs.trb.org/onlinepubs/webinars/180723.pdf · securing data, linking data, and controlling data access, and may facilitate portal development •

Why do we need portals?

• Managing multiple data streams is costly, time-consuming, and error-prone

• We are making similar, repetitive transactions through multiple channels without coordination

• We can’t make, share, or implement cargo movement or terminal operations plans

• Cargo visibility is costly and inconsistent

• There are too many “exceptions”, not enough “normal”

• We can’t manage the workflow at terminals, at gates, on the rails, or on the highway

• We are losing asset and labor productivity, delaying cargo, and making mistakes

4

From information portal to transaction portal

Trade participants, especially truckers, want to use a single portal for transactions as well as information. For example...

• Making appointments across multiple terminals• Arranging dual transactions• Finding equipment• Paying fees• Getting container reuse permission• Arranging street turns• Contacting customer service• Resolving problems

8

Page 12: TRANSPORTATION RESEARCH BOARDonlinepubs.trb.org/onlinepubs/webinars/180723.pdf · securing data, linking data, and controlling data access, and may facilitate portal development •

Do we need automation?

No, but it might be nice

• A portal is a place to provide and obtain information –however it is generated or used

• Automated data collection can make it easier to establish and run a portal, but is not necessary. For example:

• Automated collection of terminal container locations

• Automated collection of truck turn time data

• Automated data collection can also make portal data more timely rather than waiting for batch updates

9

Page 13: TRANSPORTATION RESEARCH BOARDonlinepubs.trb.org/onlinepubs/webinars/180723.pdf · securing data, linking data, and controlling data access, and may facilitate portal development •

Where does blockchain fit in??

Again, nice, but not necessary

• Blockchain is a software tool for managing data

• Blockchain provides a common framework for securing data, linking data, and controlling data access, and may facilitate portal development

• Blockchain does not make new data available, guarantee that it is timely or correct, or increase visibility

10

In simple terms, blockchain isn't going to replace the corporate relational database, but it will create a new paradigm for transactional data within (and outside of) global enterprises.

Huh?- Dan Smith, 2018

Page 14: TRANSPORTATION RESEARCH BOARDonlinepubs.trb.org/onlinepubs/webinars/180723.pdf · securing data, linking data, and controlling data access, and may facilitate portal development •

So how do we proceed? Step by step

• Starting with a limited number of participants• Bringing existing “public” port information into a common source• Building firewalls, managing access• Using common formats and approaches• Combining information into unified displays• Adding “proprietary” terminal and transaction information• Adding new information• Adding two-way functionality• Adding value

Late 2014 … the idea for the pilot began

“The twin ports of Los Angeles and Long Beach are experiencing a logistical nightmare as they struggle to ease a bottleneck that could undermine retailers' all-important holiday shopping season and threaten the competitiveness of the region's economic engine.

In the worst shipping crisis in a decade, mammoth vessels loaded with products destined for the nation's stores are sitting idle just off the coast, waiting for cargo languishing on the docks to clear.”

Challenges & Lessons Learned

• Willingness to share data

• Cyber Security

• Data Privacy

• Many existing, disparate systems

• Prioritization / “IT fatigue” in a very busy and competitive industry

• Collaboration / Partnerships are critical

• Aim to leverage / connect existing systems vs. replace them

• Pilots help to overcome challenges

• Convening leadership is key

• Value must exist for all

• “if you’ve seen 1 port, you’ve seen 1 port…”
