The meeting was called to order and introductions were conducted.

2. Approval of Minutes of Feb. 1, 2011

Ben Goff moved to approve the minutes as presented. Aimee Ramsey seconded the motion and was unanimously passed.

3. Call to Audience

The call was made. No member of the audience requested to address the Working Group.

4. Working Group Business

Carlos de Leon asked that this item be tabled. The Group will discuss how the working group is structured.

5. Announcements/Comments

Aimee Ramsey announced the kick-off of the Sun Shuttle DAR in Oro Valley. Very successful and positive feedback given. Ms. Ramsey thanked the Sun Tran marketing group who helped with the kick-off. As a result of the new service, capacity constraints were lifted from Coyote Run, which meant no denials to passengers. Ms. Ramsey also thanked Jeremy Papuga for all the

work he put into making this kick-off run smoothly. Jeremy Papuga asked if they noticed any new riders using the service to connect to the Sun Express routes. Ms. Ramsey said there were only a few and anticipates the numbers will grow once word gets out. Jim DeGrood announced the opening bids will begin for bus pullout package #12 at the end of this week. Currently three bus pullout packages have been awarded, three completed and three are under construction. Carlos de Leon thanked Aimee Ramsey and the Town of Oro Valley for their successful kick-off on the Sun Shuttle DAR.

6. University of Arizona Bus Shelter Presentation

Tom Fisher introduced Chris Trumble with the University of Arizona, Drachman Institute. Asst. Professor Trumble gave a PowerPoint Presentation on the Bus Shelter project that was executed by students of the College of Architecture of the University of Arizona. Asst. Professor Trumble conceived, developed and managed the project. The objective was to build for regionally specific bus shelters. The academic design studio has 15 students. The PowerPoint presentation is available upon request by contacting PAG at 792-1093.

7. Status Report on RTA Project

George Caria gave an update on the Modern Streetcar project. Mr. Caria stated that on the design, 90 percent has been submitted for the line segments. All line segments should be completed by the end of March. The Cushing Street Bridge will be published by the 16th and construction should begin in April. The maintenance and storage facility is at 60 percent design level for the yard area. The design development submittal is due for the building portion in mid March. The water relocation package began on Feb. 14. This should be completed by mid to late March. Safety and security review committee met Feb. 23 and are reviewing preliminary hazard analysis in the draft design criteria. The next quarterly meeting for the FTA is on March 24.

Jenny Sirnio gave an update on the Smart Card Implementation. Staff has been in the process of review of the final design documentation from the vendor. Outreach has begun to various account holders. The training needs for those organizations are being looked at as the implementation date gets closer. The internal training plan has been received from the vendor. The Smart Card is still on target for implementation on Aug. 1. Gary Hayes asked how things are going with the Smart Card and the Streetcar, and if they are in alignment. Ms. Sirnio responded that the validators which would be used in the Streetcar are in compliance with the technical specifications. Both systems use GFI equipment and would be compatible with the Smart Card project. Aimee Ramsey asked Ms. Sirnio if she would come back to the group prior to Aug. 1 and give an overview on how the Smart Card transition will work. Ms. Sirnio mentioned that there will be a PowerPoint presentation created for all vendors and she will share that presentation with the Working Group Tom Fisher gave an update on the Bus Storage Maintenance Facility. Currently, it is in final phase of completion, and November is the anticipated completion month. Mr. Fisher presented a PowerPoint with photos with current progress of the Bus Storage Maintenance Facility. Currently, about 100 buses are stored there. Katrina Heineking mentioned that the site is currently being used as a satellite facility until final completion. Once the site is completed

this new site would serve as the main facility and the Park and Ajo site would be a satellite facility. Broadway/Houghton Park-n-Ride is at 95 percent design. Adjustments are still needed for this Park-n-Ride location. Old Vail Park-n-Ride temporary facility is functioning well after 2 years. The future facility will be part of the Old Vail Plaza at the corner of Old Vail and Houghton. There hasn’t been a whole lot of contact with the owners of this area. They are still in the early phases of this project due to the bad economy. Seventeen bus pullouts completed to date for packages 1-5. Package 6-14 has 43 pullouts and will be going into construction shortly. Mr. Fisher showed some before and after photos of bus pullouts that have been completed to date. ADA Bus stop improvements are under way. The types of improvements include installing new shelter pads and wheelchair lift pads. There have been 52 bus stop improvements to date. Davita Mueller gave a more detailed report on the ADA improvements. T VanHook asked Ms. Mueller about a tabulated spreadsheet that she had previously provided to the group and would like to get that again if Ms. Mueller has kept it updated. Ms. Mueller replied that the spreadsheet has been kept updated and will forward it to Ms. VanHook. Ms. Mueller also informed that 776 of 934 shelters now have a wheelchair bay. The remaining shelters are the older ones that still have a wooden bench, and as those are updated, a new plastic bench allows for wheelchair space. Twenty-five more shelters have been added to the count due to shelters being destroyed by car accidents. Ms. Mueller made available copies of frequently asked questions on this item.

8. Sun Shuttle Service Update – 2011 Performance Standards Recommendation

Jeremy Papuga gave a brief update on the Sun Shuttle service. A more detailed update will be given next month. Ridership is down from last month, due to the holiday and a short month for February. Passengers per hour (PPH) is also down a little from last month. This information does not include Ajo. Green Valley DAR will be seeing a record high for ridership. Mr. Papuga reiterated the 2011 performance standards recommendation from last month. The deviated fixed route would be at 2 PPH, and the Long Distance and DAR would be kept at 1 PPH. This can be looked at again next year. The Saturday routes also will be looked at on a route by route, trip-by-trip basis. The Silverbell/Cortaro 411 route is the route that is having performance issues. A series of steps will be taken to address this. This evaluation process will be very similar to the process that was used last year. We don’t want to change the route until these steps have been taken. Some steps that will be taken in March will be to send out coupons in a direct mailer, continue with “It’s for everyone” campaign and develop Passenger/Community Survey as well, to understand the needs of the current riders. The data will be collected and analyzed in April. If necessary there will be an alternative route proposed or an alternative delivery type in June. T VanHook recommended attending area events to promote the route. This will allow us to go directly to where the people are. Mr. Papuga agreed that getting the word out through event functions is very effective and could be done as well as all the other steps. Mr. Papuga is very willing to go out to these events if he has the information to do so. Ms. Ramsey and VanHook will begin to put together a list of events in the area.

Jeremy Papuga reminded the group of the discussion last month to recommend the fares be standardized for paratransit service prior to looking at duplicative service areas. Best timing would be to go forward when and if the COT fare increase takes effect. The fare increase, based on the recommendation from this committee for the Sun Shuttle service would mirror the fare of the larger regional service, which will be full standard fare at $1.50 and economy at $.60, a day pass at $3.50 and express at$2.00, based on recommendations. DAR services are considered a premium service and will not offer a reduced fare. Jeremy Papuga said the group had previously discussed wanting to standardize the fare collection system and move Handicar to a voucherless system. in January, 8 vouchers out of 10 riders were received, which is about 80 percent recovery rate. The group will evaluate if the capital investment will provide some savings. There is additional cost for the Trapeze software which will be explored as well. The group discussed using Trapeze as a region and perhaps keeping the costs down as one entity. Carlos de Leon asked each of the jurisdictions that use Trapeze software to provide basic information on current agreements with Trapeze and send to Jeremy Papuga.

10. Future RTA Project Rollout Jeremy Papuga handed out a list of future RTA transit projects for the group to review and any changes prior to next month’s meeting. In April, the group will assess the prioritization of future projects.

RTA Transit Service Fare Increase

Background: On March 8, 2011, the Tucson City Council approved seeking public input on a proposed transit fare increase for Sun Express, Sun Tran and Sun Van services as recommended by the City of Tucson Transit Task Force. The proposed fares are shown in the attachment. A public hearing and potential approval of the proposed fare increase is scheduled for City of Tucson Mayor and Council on April 12. If approved, the new fares would become effective July 1, 2011 and are estimated to generate $1,673,600 in net revenue for the City of Tucson administered transit services. Discussion Points: In 2006, the RTA Board adopted policies, objectives and procedures that identify the development of a seamless transit system as a major strategic goal. In addition to a major rebranding of transit services, the RTA implemented a fare structure for new RTA funded transit services based on the City of Tucson fare structure. The RTA is also undertaking development of a common fare collection system with the future implementation of a smart card technology. The City of Tucson proposed fare increase affects fare compatibility with the following RTA funded or RTA member funded services which operate outside the City of Tucson:

• Sun Tran – fixed route transit services which operate in Pima County, South Tucson & Marana (Routes 8, 10, 16, 17, 26, 27, 29, 37, 61)

• Sun Shuttle - neighborhood curb-to-curb and fixed route transit services that serve five areas:

o Green Valley & Sahuarita (Route 421 & dial-a-ride service) o Marana (Routes 410, 411, 412 & 413) o Oro Valley – Catalina (Route 410 & dial-a-ride service) o San Xavier (Route 440) o Tucson Estates (Route 430)

• Sun Express - Express service from outlying areas to the urban core (Routes 101X, 102X, 103X, 104X, 105X, 107X, 109X, 110X, 202X, 203X, 312X)

• Special Needs Services - curb-to-curb transit services serving the urban fringe and central Tucson. The RTA recently assumed the responsibility for the Pima County Special Needs (Handi-car) services, which currently operates a different fare rate from the Sun Van system. At the February 1, 2011, the Transit Working Group recommended standardization of Handi-car fares with the Sun Van fares to help with a projected operating budget shortfall with the service.

As the designated federal transit grant receipt for the Tucson metropolitan area, the City of Tucson adopted requirements in 1990 that the City of Tucson and sub-grantees, which operate public transit service, must follow to solicit and consider public comment prior to any fare increase. These requirements are:

• A public hearing must be held if there is any fare increase.

• Two public notices will be published in the newspaper of general circulation. The first notice will published at least 30 days prior to the public hearing. The second notice will be published at least 5 days prior to the hearing.

• The public notice will contain the description of the fare increase and the public meeting time and place.

• Transit users will be notified through placards or notice on the vehicles, all outlets and all transit centers.

As a sub-grantee operating public transit, the RTA must follow the above requirements in order to implement a fare increase on non-city of Tucson RTA or RTA member funded transit services. Staff is proposing that the RTA Transit Working Group schedule and hold the public hearing. Public meetings will also be scheduled in Oro Valley, Marana and Sahuarita per the RTA intergovernmental agreements with these communities. In addition, the RTA is proposing an opportunity for the public to provide input via an on-line comment form, telephone and email communication, and written letters. These comments along with the comments from the public hearing will be part of the official public comment record. After the public hearing, a recommendation from the RTA Transit Working Group on the proposed fare increase will be forwarded to the Management Committee and RTA Board for consideration. The RTA Board would need to approve fare changes by May 26 in order to meet a July 1 implementation date. If the RTA does not undertake a public input process consistent with Tucson requirements, it will not have the opportunity to discuss and approve any fare changes. In addition if the City of Tucson approves the proposed fare increase and the RTA does not take action on fares, the resultant fare structure would be confusing for transit users and difficult to administer. Recommendation: Staff is recommending that the RTA Board direct the RTA Transit Working Group to schedule and hold a public hearing to take comments on proposed RTA fare increase, which would match the City of Tucson proposed fare increase and become effective on July 1, 2011.

Sun Shuttle Route 411 Updates and Evaluation

Background: Sun Shuttle is a neighborhood transit service that was launched in May 2009 to serve Marana, Oro Valley, Sahuarita, Green Valley, the San Xavier district of the Tohono O’odham Nation and portions of unincorporated Pima County. Sun Shuttle Route 411, Cortaro/Silverbell, was implemented in May of 2009 and has had consistent ridership number since its inception. The RTA Transit Working Group monitors the performance of Sun Shuttle routes monthly and at its February meeting set performance standards for routes for the upcoming year of service. The performance standard of 2.0 passengers per service hour has never been met by the route 411 and a more detailed evaluation process of the performance of that route has been initiated. Discussion Points: As indicated in the timeline presented to the RTA Transit Working Group at our February meeting a direct mail campaign that offers free trips to passengers has been initiated. Additionally surveys will be available this week via the internet and the route 411 vehicle. The attached packet illustrates an initial analysis of the data that we currently collect. This data will be combined with the survey responses we receive and will be used to recommend potential route modifications or service delivery methods in the service area.

Modern Street Car Update

Background: The modern streetcar project is part of the $2.1 billion Regional Transportation Plan, approved by Pima County voters in May 2006. The four-mile modern streetcar line will connect the University of Arizona to the 4th Avenue commercial district, downtown and the redevelopment area west of downtown and Interstate-10. The project is funded by the Regional Transportation Authority (RTA) , federal grants and other regional funds. The City of Tucson and the RTA are co-managing the project. Discussion Points: Tucson Modern Streetcar Project Update The following has been accomplished or are short term milestones since the last Modern Streetcar Update, in accordance with the IGA and with the support and approval of the co-directors.

Streetcar/Oregon Iron Works, Inc. (OIW)

• Tucson and OIW Contract Administration Team (CAT) members meet every 6 weeks for Project Status Meetings. Currently, the Streetcar vehicle contract is on schedule and within budget.

• Cushing Street/Interstate 10 Water and Re-claimed Transmission Main Modifications, awarded to KE&G. Work anticipated to be complete late April.

Update on Smart Card Implementation

Background: Following the approval of the RTA plan in 2006, the RTA Board adopted policies, objectives and procedures that identify the development of a seamless transit system as a major strategic goal. In addition to a major rebranding of transit services in the region, and the standardization of transit fares, the RTA is also undertaking development of a common fare collection system with the future implementation of a smart card technology. The contract for a regional smart card based system was awarded to GFI Genfare in January 2010. Sun Tran has begun the transition to this smart card fare payment system with the new SunGO ID card issued by the City of Tucson’s Special Service Office for qualified economy passengers. This ID and future SunGO Cards and Tickets are embedded with a computer chip, and will enable passengers to travel on Sun Tran, Sun Express, Sun Shuttle, and in coming years, the modern streetcar, using a single card. Discussion Points: A preliminary final design meeting on the smart card technology took place in Elk Grove, Illinois March 7 -10, 2011. The functionality of the central computer system, website and retail point-of-sale devices were key topics. Sun Tran is waiting for GFI to submit final documentation before mandatory meetings can be held and an implementation date finalized. Recommendation: This is an information item.

BSMF, Park-and-Rides, Bus Pullouts, and ADA Bus Stop Updates

Background: The Transit Element of the 20-year RTA plan includes several park-and-rides as well as a new Sun Tran Bus Storage and Maintenance Facility. The Safety Element includes funding for ADA sidewalk upgrades and improvements at bus stops. Below is a status report on these facilities within the City of Tucson. Discussion Points: Northwest Bus Storage and Maintenance Facility- Phase 3

• $19 million budget ($16.022 million federal ARRA, $2.9 million RTA)

• 100 full-time jobs created in February (ARRA funds).

• Project is approximately 48% complete. Finishing interior structural work on the Administration building to be completed in September. Maintenance building shell is nearing completion. Additional bus parking is complete.

Bus Pullouts

• FT. Lowell/Campbell intersection all corners complete

• Country Club at 23rd St., southbound complete

• 1st Avenue at Prince, southbound, complete

• Alvernon at Pima, northbound, complete

• 4 more pullouts on 1st Avenue, construction ready

• Craycroft at 29th St., northbound, In design

• 29th St. at Craycroft, eastbound, In design

• Alvernon at 5th St., southbound In design (purchasing ROW)

• The RTA will be ordering new bus shelters for pullouts. Many are double shelters. Broadway/Houghton Park-and-Ride Design is 99% complete. Should have permits approved by April.

Sun Tran Service Update - February 2011

Background: As part of the RTA Plan Sun Tran implemented the first fixed-route improvements funded by the RTA in fall 2006, when buses were deployed on key routes to relieve a portion of the overcrowding. Between February 2007 and August 2008, Sun Tran launched later weeknight service on 21 routes, extending service to as late as midnight, and implemented expanded weekend service hours along 23 routes. As of February 2010 the RTA also provides funding for 11 express routes in the region and extended service to the Casino del Sol on Sun Tran Route 27. Discussion Points: Sun Tran performance indicators are attached for discussion. Recommendation: This is an information item.

Sun Shuttle/Ajo Transit Service Update for February 2011

Background: Sun Shuttle is a neighborhood transit service that was launched in May 2009 to serve Marana, Oro Valley, Sahuarita, Green Valley, the San Xavier district of the Tohono O’odham Nation and portions of unincorporated Pima County. As part of the regional seamless transit system, Sun Shuttle provides public transportation options in neighborhoods and connects to Sun Tran services providing access to the entire Tucson metropolitan area using public transit. Ajo Transportation provides public transportation service in the community of Ajo and between Ajo and the City of Tucson. Discussion Points: Sun Shuttle and Ajo Transportation provide transportation services on 9 routes and in 3 dial-a-ride areas. Following the record-breaking month of January, ridership for February was down by just over 3%. With February being a shorter month than January in combination with a federal holiday and a number of local special events, the decrease in ridership is not of concern, but needs to be monitored. Despite the decrease in overall ridership for the system during the month of February, two routes, the 412 and the Green valley Dial-a-Ride (whose operational characteristics were changed last year) had record ridership numbers. Recommendation: This is an information item.
