Training Objective

Taylor Guitars will provide targeted training to employees to achieve several goals: continue to enhance the newly-hired training program for manufacturing craftsmen; increase the leadership capabilities of frontline managers and supervisors; improve production and product quality through Continuous Improvement; and increase the number of certified CNC machine operators.

1. Company Background

Taylor-Listug, Inc. dba Taylor Guitars (www.taylorguitars.com) is a manufacturer of high-quality acoustic and electric guitars. Founded in 1974 and headquartered in El Cajon, the Company’s customers include major

recording and performing stars such as Jewel, Jason Mraz, Taylor Swift, and Zac Brown, as well as retail customers world-wide. In addition to the Company’s headquarters and manufacturing facilities in El Cajon, the

Company also operates a manufacturing facility in Mexico, a distribution warehouse in the Netherlands, and an ebony mill in Cameroon.

Current Training Project Details

Provided here are details on the purpose of the training, a summary of the marketing plan and support costs.

Purpose of Training

This is the third ETP project and the second in the last five years. Training in the most recent project focused on establishing a formal training program to improve trainee skills in the production of high-quality guitars. With the assistance of ETP funding, Taylor Guitars was able to design specific training modules, further develop an internal training program, and implement annual mandatory training for production employees. Training also includes leadership development, conflict management, communication skills, performance management, and time management for non-production employees.

Despite a slow-down in 2016, Taylor Guitars has been experiencing overall growth during the last several years and expects this trend to continue. For this proposal, the Company will expand existing business capacity by committing to hire 80 new production employees (Group 2). The Company’s continued growth requires a focus on high-quality, intensive training that will provide workers with the technical skills to perform efficiently at high levels. The Company’s comprehensively designed and developed “on-boarding” training program will ensure trainees are successful.

Though the music industry has been in a downturn the last two years, Taylor Guitars remains the #1 US acoustic guitar manufacturer in the industry. To sustain this position, the Company must implement mandatory training for all occupations. Taylor anticipates a strong growth rate in the coming years and must expand the size and capability of its team to meet anticipated growth opportunities.

In this project, the Company will implement robotics training, machine certifications, accountability, and product identification. While some of the topics in this proposal are similar to topics in the previous project, trainees will receive more advanced, cross-functional skills in manufacturing to achieve higher skill levels in multiple production processes. Some trainees in this project received training in prior projects. However, training will not be duplicated for any trainees.

Training Infrastructure and Administrative Plan

Most of the training will be conducted by Taylor’s in-house trainers. Some business skills will be conducted by vendors. The Director of Learning & Development and a training team consisting of six employees will administer training. Taylor Guitars will also contract with California Manufacturing and Training Consulting (CMTC) to assist with administration.

Substantial Contribution Description

Substantial Contribution is assessed to repeat contractors with projected earnings in excess of $250,000 for incumbent workers at a single location within the past five years. In its most recent Agreement, ET16-0413, Taylor Guitars is projected to earn approximately $336,146 for incumbent workers. Therefore, Taylor will be assessed a 15% Substantial Contribution.

Justification Summary: Productive Lab training allows newly hired Production Workers to work 1:1 with a certified craftsman to gain the skills to properly assemble a guitar, including materials, tools & equipment. It will also provide incumbent workers an opportunity to expand their skill sets and gain mastery in a broader range of skills in the guitar assembly process. Targeted training that permits 1:1 guidance through this learning process ensures information is shared & competence is gained has proven to be most effective for learning.

Taylor Guitars is requesting up to 60 hours of training per trainee for newly-hired trainees in Group 2; Group 1 will receive 40 hours of PL. Taylor reports that Workers spend a significant portion of their first 90 days in hands-on training in order to gain required technical knowledge and skills. Once the initial training has been completed, individuals are assigned to a department and learn additional skills related to that department’s specialty. These workers continue learning specialty skills, working in small groups and individually, with technical experts in their specialty. Extensive hands-on learning is the best method for acquiring these skills.

PL Justification and Details

Explain the need for productive laboratory (PL) training.

Productive Lab training allows newly hired trainees to work 1:1 with a certified craftsman to gain the skills to properly assemble a guitar, including materials, tools & equipment. It will also provide incumbent workers an opportunity to expand their skill sets and gain mastery in a broader range of skills in the guitar assembly process. Targeted training that permits 1:1 guidance through this learning process ensures information is shared & competence is gained has proven to be most effective for learning.

Describe the Equipment/Processes to be used in delivering PL training

Equipment used in PL includes Access Panel Tester, Allen Driver, Body Handle, Vacuum Pod, Bridge Cauls, Counterbore, Electric Hand Drill, End Pin Installation Rod, ES Bushing Tool, Eyelet Machine, Hex Gun, Hex Driver, Jigs, Laser Machine, Mini Marshall Amplifier, Miters, Pneumatic Drill, Reamer, Saddle Slot File, Scribe/Awl, Solder Gun, Wire Cutter.

Assembly standard work processes for each department include: Body Bind & Sand; Side Bending; Inspecting, Installing, model ID, using jigs, Unclamping & Drill Bridge Pin Holes.

Describe Trainer Qualifications:

Training will be provided by qualified in-house employees who are proficient in all department work processes.

Characteristic Program Summary

Retrainee - Job Creation Retrainee Program

The Panel incentivizes job creation. Training for newly-hired employees is reimbursed at a higher rate, and trainees are subject to a lower post-retention wage. The date of hire for trainees is within the three-month period before contract approval, or within the term of the contract. Trainees are hired into “net new jobs” as a condition of contract. Substantial Contribution and Turnover Rate penalty requirements do not apply.

Employer must demonstrate expanded or new facilities, new equipment or machinery, expanded business capacity or other measureable investment in hiring workers and expanding their California workforce.
