1. IntroductionCNES (Conseil National Economique et Social): A consultative institution responsible for proposing strategic directions in favour of more efficient and effective public policies.

A space for dialogue and discussions involving all layers of society.

A appropriate framework for taking into account cross-cutting and complex issues.

Operational processObservatory institution beside CNES

Objectif:Implement, in a unified framework, an observatory that alerts the

country of issues related to equity

Periodically presents Government with practical options for anticipating or correcting the counter-effects of programmes with

a view to promoting social equity.

3. Prerequisites• An appropriate tool for informing decision-making, e.g.:

• Indices that measure human development deficits (IDHI, IIG, IPM)• MODA “Multiple Overlapping Deprivation Analysis”• Sustainable governance index (OECD)• Creation of norms specific to CNES

• A group of experts that will support the observatory

• A technical secretariat that ensures the preparation and continuation of work

• A national network of ‘institutional focal points’

4. Composition of the observatory• CNES’ internal technical capacity:

• A social studies division• An economic studies division• A statistical and modeling division

• Representatives from the relevant sectors

• Civil society

• Researchers and think tanks
