TCE – what is it?
• Total Control of the Epidemic is the approach and practice with which Humana People to People has systematically waged war against the virus of HIV and the disease of AIDS following in its wake.
• The health system in countries hardest hit is no match alone
• This war can only be waged and won by the people themselves
• Each individual within a TCE area when equipped with knowledge about the enemy – the virus – can act to take control

TCE – the structure
TCE has an efficient management structure, with a clear division of responsibility, an easy flow of communication and
can therefore reach large populations in a systematic way
TCE Corps – - up to 5 divisions
TCE Division –- up to 5 troops
TCE Troop50 Field Officers reaching 100,000 people
TCE Patrol –10 Field Officers reaching 20,000

The TCE Field Officer, The Main Stay of TCE
• The TCE Field Officers are recruited and employed in the TCE target areas for the three years of TCE
• They are people with a passion to fight HIV & AIDS
• They are trained as Lay Counsellors, Educators and Mobilizers
• They operate in their field in branded TCE t-shirts and berets and are easily recognizable
• They meet in a Troop of 50 every week to report, share lessons learned and receive further training and mobilization

HSRC Impact Evaluation 2010
A cross-sectional survey of 1,200 TCE beneficiaries in South Africa:
• 92% of respondents indicated that TCE had made a lasting change in their lives
• 90 percent indicated that TCE had a significant impact on them getting tested for HIV
• 91% who tested negative felt empowered to avoid infection
