Terms of Reference Review The Existing Behavior Change Intervention Strategy on IFA Supplementation among Pregnant Women 1. Background MI has supported the Government of Indonesia to demonstrate a model for increasing coverage and adherence of Iron Folic Acid supplements among pregnant women to reduce iron deficiency and iron deficiency anemia among pregnant women between 2011 and 2014 in one district each of Banten (Lebak) and West Java (Purwakarta) provinces. Based on the findings of the demonstration project, MI is now scaling up the program in West Java and Banten province which will be followed by West Nusa Tenggara and Riau in the next year 3 and 4. The proposed project component will focus on: Strengthening government commitment and integrate with other programs. Tailored capacity building and BCI interventions for health staff, midwives and cadres to provide effective counseling to ensure high utilization rates. Streamlining the supply chain of IFA program at district, province and national levels. Streamlining program monitoring and supervision from national until district levels. National level technical assistance on improving the IFA supplements re- formulation, HMIS and revision of national guidelines. To improve the coverage and compliance of IFA supplementation among pregnant women, the provision of IEC materials on IFA supplementation among pregnant women is needed to improve the knowledge of health staff, cadres and caregivers, to improve skill of health staffs and cadres to provide social support to caregivers, to improve the knowledge of caregivers and to increase the utilization of IFA tablets. In order to improve the existing Behavior Change Intervention Strategy on IFA Supplementation among Pregnant Women, MI seeks local consultant to conduct review on the existing Behavior Change Intervention Strategy on IFA Supplementation among Pregnant Women and give further recommendation for modification. 2. Objectives The specific objectives of the activity are: 1. Identify the BCI strategy and the gap during the program implementation 2. Identify the key messages, availability and effectiveness of existing materials on the existing BCI Strategy on IFA Supplementation among Pregnant Women 3. Propose the effective BCI strategy, BCI materials as well as the key messages to increase the coverage and compliance of IFA Supplementation among Pregnant Women.

3. Expected Outputs

1. Inputs and recommendations for the effective BCI strategy based on the gaps identification during the discussion with MoH, PHO and DHO to strengthen the IFA Supplementation among Pregnant Women program

2. Input and recommendation for the modification of BCI materials as well as the key messages to be delivered, particularly on the utilization of IFA tablets as well as its compliance.

3. Plan of action from MoH to improving the strategy and quality of BCI materials based on the inputs and recommendations given by experts during the discussion.

4. Scope of work

The Consultant will undertake the following tasks:

• Conduct consultation meetings with the Directorate of Nutrition and Directorate of Maternal Health MoH - Health Promotion Division and others key stakeholders who are engaged in IFA Supplementation among Pregnant Women program at national and province level.

• Identify and review the current BCI stratergy as well as IEC materials of IFA Supplementation among Pregnant Women and finding the gaps.

• Documentation all of the discussion process and results (i.e. inputs, recommendation) during meeting and field visit.

• Undertake field visits to West Java and Banten. Consult with the nutrition officers of the Provincial Health Office and District Health Offices. Observe counselling sessions and (separately) ask women what they think about counselling (exit interviews away from the clinic to preserve confidentiality, once the woman receives IFA or if this is a home visit, when the cadre isn’t present).

• Develop draft of BCI materials with specific key message based on the recommendation given for the MI on promoting the use of IFA tablets.

• Presentation and discussion with the MoH and MI on key findings, specific recommendations as well as the draft of BCI materials proposed.

• Submit final activity report to the MI after incorporation of feedback on key findings and specific recommendations for BCI strategy, materials to promoting the IFA Supplementation among Pregnant Women program in Indonesia.

5. Deliverables: 1. Activity reports detail with the executive summary, process of discussion, results of the

discussion, a two column table which lists issues encountered as problematic and proposed solutions, conclusions and recommendations.

2. Draft of simple BCI materials (revision) in printing media and/or audio and/or visual based on the inputs and recommendations .

6. Period of the assignment

The consultancy will be for 30 working days (between 1 November to 31 December 2015)

The consultant will be responsible for developing an expanded timeline of activities for the assessment implementation and managing the scope of work so the timeline is adhered to and the work completed in a timely manner. The first draft of BCI strategy and materials should be completed no later than fifteen days after the contract signed. Final deliverables will be due by thirty days after the contract signed. Below is detail timeline that expected need to be fulfilled:

7. Consultant requirements • Post graduate degree in public health, nutrition or related fields. • At least 5-10 years of experience in the field of public health and behavior change

intervention program. • Experience with IFA supplementation programs is prefered. • Competent in written and spoken English. • Previous experience working with MI is an asset
