The meeting was called to order at 8:05 a.m. on January 25, 2012 at the Hilton DFW Grapevine, TX 2. Welcome. The Committee Chair welcomed the members and guests who introduced themselves with their affiliation. In addition to those attending the meeting in person, several members participated in the meeting via the web and conference call. The Chair indicated that the agenda included 25 Public Proposals as well as possible Committee Proposals to process over the next two days. The Chair also asked those attending the meeting whether there were additional agenda items to be considered. Discussion of a possible TIA for NFPA 1124 was requested to be included. 3. Minutes Approval. The minutes from the October 4th, 2011 meeting in Minneapolis, MN were approved without amendment. 4. NFPA Staff Report. The NFPA Staff Liaison, Guy Colonna, gave general information on procedures and timelines in an opening PowerPoint presentation. Guy introduced new staff liaison for PYR-AAA, Nancy Pearce, and explained that he would be attending the ROC meeting in the Fall to assist with the transition. Guy reviewed the committee makeup with the group and indicated that there were two alternate applications recently received that will be processed by the Council during its March meeting. He reviewed the recently announced Enforcer reimbursement program and explained NFPA’s strategic goal to add more enforcer representation on committees. He also reviewed the status of NFPA 1122, 1124, 1127, 1128 and 1129 (all A2012 cycle documents); all required work by the Committee has been completed at this point pending the receipt of any NITMAMs. The NITMAM process was reviewed with committee with the note that NITMAMs for the A2012 documents must be submitted to NFPA by April 6th. If no NITMAMs are filed then the standards can be approved by the Council as “consent” documents at the end of May; otherwise any standards with NITMAMS will go to the NFPA Annual Meeting for consideration by the NFPA membership and will then be issued by the Council following the August meeting. Following the PowerPoint presentation on the current ROP process for this meeting and the “new” process for future document revisions, staff responded to questions and comments on the presentation. Several committee members asked for the presentation to be emailed/posted to the Committee’s web page.

PYR-AAA ROP Meeting, January 25 – 26, 2012 5. Ballistics Task Group. Stephen Frantz as the incumbent Task Group leader presented an update. The Ballistics Task Group has two assigned items – review of separation distance requirements for displays involving angled mortars or elevated firing sites and mortar rack placement, construction, and stability. The first topic is looking at the issue of angled mortars and elevated firing sites to see if it is necessary to modify the separation distances in Chapter 5 of NFPA 1123. The task group has not been able to review all the available data. The group asked for time to meet in a breakout session to discuss what data they currently have and to determine if they have sufficient data to develop text for a Committee Proposal. If there is insufficient data the Task Group might recommend tabling any proposal until the next revision cycle. The Task Group continues to study the mortar rack issue and notes that some aspects of their work could be addressed depending on the Committee’s action on several Public Proposals applicable to mortar racks. Any further work by the Task Group on mortar rack issues will be handled only after looking their work on angled mortars and elevated firing sites is completed. The Task Group suggested that there may be a need for Fire Protection Research Foundation funding to assist with the mortar rack project. Due to the change in employment of Steve Frantz, the Task Group needed to establish a new leader since NFPA policy for Task Groups is that the leader must be a member of the Technical Committee. Gary Brown agreed to lead the Task Group. The Chair indicated that breakout time for the Task Group would be worked into the meeting schedule. 6. Committee Action on Public Proposals. The Chair called for the Committee to begin review and action of the Public Proposals; however, acknowledging that many were submitted by Bill Koffel on behalf of the APA Code Committee, she offered to discuss those proposals first since he only was able to attend for the first day of the meeting. Mr. Koffel indicated that this was not necessary so the Chair recommended that the Committee proceed with the Public Proposals in chapter, section order. At the close for the first day of the meeting, the Committee recommended that Public Proposals Log # 23, 24, and 25 be considered by the Task Group since aspects of all three of these proposals included requirements applicable to mortar racks. The Chair offered the Ballistics and Mortar Rack Task Group time at the start of the second meeting day to prepare its material on angled mortars and elevated firing sites along with a review of any recommendations regarding mortar rack requirements including the Public Proposals (Log # 23 – 25). The Committee planned to reconvene at approximately 9 am on Thursday, January 26 to complete the agenda items for the meeting. 7. Task Group Report Back. Gary Brown reported that the Task Group reviewed the Public Proposals, Log# 23, 24, 25 and was prepared to recommend actions for each item. The Chair asked for each item to be brought to the floor for discussion and action. With the completion of the Committee’s action on these Public Proposals, the Committee had now completed action on all 25 Public Proposals as required for completion of the ROP. The Task Group continued its report with a discussion on the status of their work on the issue of angled mortars elevated firing sites. Using data on the sizes of shells, shell velocity, and projected impact points, the Task force proposed developing a table of distances that would show impact points of duds from angled mortars. They also would

In order to complete those tasks, the Task Group requested more time to finalize a proposal for presentation to the Committee. Staff reviewed the timetable for the A2013 ROP revision cycle and noted that the final date for committees to meet is February 24th. In discussion with the Task Group prior to reconvening the full Committee, the Chair offered the option of a follow-up ROP meeting to consider this single agenda item. The Task Group made this request in the form of a motion, which the full Committee approved. A conference call/web facilitated meeting has been scheduled for February 15th from 1-3 PM (EST). The Task force agreed to send its draft language for a Committee Proposal to Staff no later than February 8th and Staff will circulate that material so that the full Committee has time to review the draft prior to the conference call. 8. Committee Action on Committee Proposals. The Committee recommended and approved the preparation of 7 Committee Proposals. As noted above, it is expected that additional Committee Proposals will be presented by the Ballistics Task Group. 9. New Business. Steve Frantz raised a question regarding a need to prohibit firearms at display sites. He described his reason for bringing this to the Committee; however, the Committee seemed to agree that this was outside the scope of this committee. No further action taken. Tad Trout raised an issue for consideration by the Committee regarding the requirements applicable to generators as currently included in Chapter 7 of NFPA 1124. Requirements in 7.3.18 of the code, currently limit the quantity of gasoline fuel permitted for portable generators to 2 gallons and to 5 gallons for Class II and III fuels. In addition, 7.4.9 has requirements that seem to conflict with those requirements in 7.3.18. The question of frequent refueling brings up a safety issue as to whether permitting larger quantities would be safer than continuously refueling and risking spills and other hazardous situations. For that reason, Tad was asking the Committee whether it believed a TIA to address this issue had merit. After some discussion, it appeared that the Committee was inclined to support a proposed TIA to address the issues described in both 7.3.18 and 7.4.9 regarding generators and fuel requirements. The retail representatives on the Committee – Tad, Daniel Peart, and Jerry Farley – agreed to draft proposed language for the Committee to review with the possibility of submitting the TIA from the Pyrotechnics Committee. This could be discussed further during the February 15th meeting or as part of another meeting. 10. Ballots. Letter ballots for the ROP actions will be mailed out to Committee no later than March 16, 2012. Committee actions will be presented in the Annual 2013 Report on Proposals (ROP) and will be available no later than June 22, 2012. 12. Future meeting. The TC agreed to schedule the ROC meeting for November 1-2, 2012 in Nashville, TN. Details will be sent out to the Committee when available. 13. Adjournment. PYR-AAA ROP Meeting, January 25 – 26, 2012 1. Call to order. The meeting was called to order at 1:05 PM EST on February 15, 2012. 2. Welcome. The Committee Chair welcomed the members and guests, who introduced themselves. The Chair explained that this was a follow up to the ROP meeting held in Dallas in January. At that time it was decided that a task group would meet to work on a Committee proposal related to separation distances that may be required for angled mortars and elevated firing positions. The Chair explained that the Task Group had met twice via live meeting to prepare a proposal. 3. Order of Business. The Chair asked if the Committee would allow the order of the meeting to change to address the 1124 TIA Proposal since Daniel Peart had another appointment and wanted to participate in the discussion of the TIA. The Committee agreed to address the TIA before addressing the Committee Proposal. 4. TIA for 1124 Guy explained how TIAs work and the requirements that a proposal must meet to be considered as a TIA. He explained that if the committee supports the TIA then it will go to letter ballot and the Committee will vote on both the technical change and on the emergency nature of the TIA. A ¾ affirmative vote is required for both the technical change and the emergency nature of the TIA in order for the TIA to be accepted. Concurrently the TIA will be posted in the March ANSI Standards News and on the ANSI website for public input. The final decision on the TIA will be made by the Standards Council at the August Council meeting. The Committee revised the draft TIA and a vote was taken. The motion to accept the revised draft carried. The TIA will be sent out to ballot. 5. Ballistics Task Group Report Back and Proposal. Gary reported that the Task Group had made progress but that he still considers this proposal a work in progress. Gary is also concerned with the reliability of the limited data used to arrive at some of the tables and he brought up the possibility of leaving all the tables blank until more data was available. The Committee discussed rejecting the proposal in its entirety in order to ask for further public input on angled mortars and elevated firing positions. Concern was raised that even if the proposal were to be rejected by the Committee that there may be some who would use the data in the rejected tables since they would still be posted in the ROP. Gary indicated further concerned about releasing the information in the Table on Projected Impact Points due to some homeland security issues that had been raised. Guy explained the ROP deadline of Feb 24th and explained that it was unlikely the Committee would have additional data to include in the proposal by that date. Options included not making the proposal at all, accepting part of the proposal, or making a proposal and rejecting it in order to get it out to the public for comment. He explained that a rejected proposal would be necessary if the Committee wants to address the issues of elevated firing positions and angled mortars in the ROC meeting in the Fall. Guy also explained the possibility of proposing a TIA on this issue after the Fall ROC meeting.

PYR-AAA ROP Meeting, January 25 – 26, 2012 After lengthy discussion, the Committee decided to remove the data from the Table related to impact points and to reject the proposal. The committee hopes to obtain further data and comments from the public before the Fall ROC meeting. 6. Ballot. A motion was made to prepare the ROP ballot.

NITMAMS Rachel asked Staff liaison to summarize the two NITMAMS that have been certified for NFPA 1124 regarding changes in two definitions. The NFPA 1127 NITMAM is asking to return a section of the document to the previous edition text. The two Committee Certified Amending Motions will be presented on Thursday June 14th at the annual meeting in Las Vegas. Guy indicated that the timing of the presentation was unknown at this point since it was dependent on how quickly motions on other documents move along. Rachel asked who would be attending the meeting. Ted Cochrane, Jerry Farley, Dave Shatzer and likely Gary Rosenfield (as submitter of 1127 NITMAM) will be in attendance. Rachel asked anyone who was planning to attend to please let her know ahead of time. Rachel also plans to connect with the Rocketry group separately on the 1127 motion before Las Vegas and will also meet up with Ted Cochrane in Las Vegas.

TIA for 1124 The proposed TIA related to the use of Class 1 liquids in generators was revised from the last conference call and was resubmitted by Jerry Farley and Julie Heckman for review. The revisions to the proposed TIA were shown to the Committee and the wording was revised slightly based on suggestions of the Committee, Nancy and Guy. There was some discussion about whether or not the 5 gallon limit was associated with the fuel source or with the generator capacity. The revised TIA with additional suggestions to clarify the substantiation will be sent to Jerry Farley and Julie for final review prior to processing by NFPA.

The proposed TIA will be published in the June ANSI Standards news for public comment and will be balloted concurrently with the Pyrotechnics Committee. A recommendation for approval by the Committee requires ¾ of the members voting in favor on both technical and emergency nature. The ballot results and public comments are then forwarded to the Standards Council meeting in August for action.

Chemical Safety Board-Fireworks Disposal

Rachel, Guy and Nancy had a conference call with CSB to discuss an ongoing investigation involving disposal of confiscated fireworks and the possibility for a recommendation to NFPA to develop requirements addressing fireworks disposal in NFPA 1124. Committee discussed aspects related to the question of developing such requirements within the NFPA documents; issues considered included the numerous agencies that have relevant control over aspects of such disposal activities (ATF, DOT, OSHA, FBI and EPA). ATF reportedly has a training program called “Advanced Explosives Disposal Techniques” that instructs students on disposal of pyrotechnics and explosives. There was discussion about disposal simply being manufacturing in reverse and that the existing NFPA 1124 may be able to address this issue without major revisions. It was mentioned that NFPA 495 addresses disposal of explosives by indicating that the manufacturer should be contacted. After much discussion it was decided that a Task Group would be formed and that this group may do some preliminary work on this issue but that the major work would not begin until after the CSB report has been finalized and approved by the CSB Board. It is possible that CSB staff will attend the November ROC meeting in Nashville to present the report, findings, and recommendations. Use of Trailers for Fireworks-Dense Packed

The increasing use of dense-packed trailers for fireworks displays was brought to NFPA’s attention. Reportedly there was a serious accident that occurred in Arizona related to the use of these trailers. New Hampshire established regulations related to dense packed trailers and Arizona is looking to follow suit. NFPA contacted a NH AHJ and obtained a copy of the regulations along with photos of the trailers. These photos were shared with the Committee and the regulation link was sent out to all members. The Committee discussed the fact that these “units” are increasing in popularity although they have been around for years. There may be two separate issues to look at, the dense pack arrangement of the mortars and shells and the trailer issue (such as construction, stability, location). The Committee agreed that this may need to be looked at in the next revision cycle for NFPA 1123 and decided to table further discussion until the November meeting in Nashville. NFIRS Tad Trout briefly described the NFIRS project. A presentation on the US Fire Administration’s project was sent to the Committee for review. The NFIRS was looking at separating out fire related data for fireworks based on new categories. The project was supposed to have been completed by January 2011 but they ran out of money so the project is on hold. Tad indicated that the USFA asked stakeholders to write letters indicating support for the project and Tad was asking if the Committee could send out a letter. Nancy and Guy explained that the Committee cannot write letters as a Committee but that individuals could certainly write letters of support so long as it was clear that this was not as an NFPA Committee member but as an individual.

6 .Adjournment. Rachel reminded the Committee to send information directly to Ken Kosanke related to the ballistics data that they felt was missing and was needed in order for the Task Group to complete its work. Ken has asked for this information so that he can determine if the data is available or if further testing may be needed.

The Technical Committee Statement on the Reject for this item requested input from enforcers. TheSouthern Regional Fire Code Development Committee supports the proponent’s proposal and valid justificationsubmitted in 1123-18. The hazard of a mortar failure in an aboveground rack causing other mortars to be discharged atangels less than 90 degrees is a valid concern. Unless the Technical Committee can draft specific prescriptive text forthe design of an aboveground rack that is capable of maintaining its integrity of in the event of a premature detonation,the only alternative is to increase the setback distances.

the comment. As noted in the Committee Statement, a specific wind speed component should be part of the comment.In proposal 1123-21, the proponent has done an admirable job of drafting text to address elevation

and angling issues that AHJ are confronted with in many circumstances. We agree with the TC Committee Statementthat wind conditions need to be addressed for elevated, nonelevated and angled displays. However, the concept movedby the proponent is valid and deserves due consideration for inclusion at the ROC stage.
