You have updated and streamlined Hawaii’s licensing process over the last six years. As we end the school and fiscal year I want to thank you for your service to HTSB; serving as the

State’s representatives to regulate the teaching profession is no easy task! You have updated and

streamlined Hawaii’s licensing process over the last six years. Now your work moves toward

evaluating and refining the changes and focusing on important national issues of teacher shortages,

ethical issues and how the Every Student Succeeds Act (ESSA) will impact Hawaii.

This week Chairperson Holck, Vice Chair Villalobos, Licensing Specialist Simpson and I attended

the National Association of State Directors of Teacher Education and Certification (NASDTEC)

Annual Meeting. It is clear that our Board is well respected and on the leading edge of teacher

licensing and preparation program approval. Let’s keep up the good work!

The staff and I look forward to supporting your good work in the upcoming school year and to

assisting Hawaii’s teachers, counselors and librarians as they meet the high standards you have

Office Operations

My activities since the last Board report included:

State partner and stakeholder meetings:

Gave initial licensure presentations and met with teacher candidates at the following Hawaii

preparation programs:

i. Teach for America;

ii. University of Hawaii-Hilo’s annual teacher candidate recognition event.

Met with Senator Kidani’s office to discuss new ESSA requirements;

Attended the Hawaii State Teachers Association (HSTA) leadership cohort recognition event

preceding their state convention:

Conducted the final Alternative Pathways to Licensure workgroup;

Met with the State Director for Career and Technical Education;

Attended the Teacher Education Coordinating Committee’s (TECC) annual “Teacher Fair” for

new Hawaii program completers to meet licensing staff and prospective employers;

Met with the Charter Commission staff to follow-up on their statutory reporting requirements

and licensure for charter teachers in the coming year;

Met with the DOE to discuss the process for verifying licensure for their teachers.

National partner meetings and conference calls:

Participated in NASDTEC’s Annual Meeting;

Attended the Professional Educator Standards Board Association meeting in conjunction with

the NASDTEC meeting;

Served as a panelist for the Educational Testing Service’s virtual Client Conference to discuss

how Hawaii is focusing on educator ethics.

HTSB office staff meetings and trainings:

Met daily with the Licensing Specialists to review data and operational procedures;

Met as needed with other HTSB staff;

Met with Licensing Section staff to review needs of online licensing system and website for

the coming year;

Attended WordPress training with the specialists and DPSA to better support the maintenance

of our website.

Your meeting will be Thursday, June 16, 2016 in Room 158 at Dole Cannery.

The Teacher Education Committee (Pateman, Mew, K. Tom, Villalobos, Nakasato, Park

Toyama, Holck) will meet at 9:00 am to discuss and take possible action on the following:

A. NBI 15-33: Consideration of Provisional Approval of University of Hawaii-West Oahu Special

Education Program. The University of Hawaii-West Oahu (UH-WO) Special Education

concentration will exist within their existing educator preparation program and allow UH-WO

to recommend candidates for licensure in the field of Special Education and the levels of K-6,

6-8 and 6-12 in addition to the main field of licensure for the teacher candidate. The review

team’s recommendation for provisional approval covers the dates of June 16, 2016 through

December 31, 2020. This program will be reviewed as part of the unit’s Council for

Accreditation of Education Preparation (CAEP) continuing review in fall 2019. In their 2018

HTSB Annual Report UH-WO must explain how disposition, Assessment 6, will be rated

across evaluators.

B. NBI 15-34: Kahuawaiola Educator Preparation Program Request to Modify Grade Levels of

Their Hawaiian Knowledge Programs. The unit may recommend candidates for the

Hawaiian Knowledge (formerly Hawaiian Language and Hawaiian Studies) License in the

following new grade levels: P-3, K-6, and P-12. Currently, Kahuawaiola offers the Hawaiian

Knowledge license only in the 6-12 level, and makes this request to address current needs in

Hawaiian education and to allow for age-appropriate instruction in this field.

C. NBI 15-35: Consideration of Letter of Intent from the University of Hawaii-Manoa to Plan a

Dual Preparation Program in Elementary Education K-6 and Teaching English to Speakers of

Other Languages (TESOL) K-6. UH-M wishes to add this new dual program to meet the

changing needs of the many elementary level English language learners.

D. NBI 15-36: Consideration of Continuing State Approval of Chaminade University of

Honolulu’s School Counseling Educator Preparation Program. The Chaminade school

counseling program, the only one in our state, passed their Council for Accreditation of

Educator Preparation (CAEP) national review with no weaknesses or stipulations, quite a feat

for an initial national review. You are asked to use this review as evidence for state approval

for this program.

E. NBI 15-37: Consideration of Full State Approval of Teach for America Educator Preparation

Program. TFA also earned CAEP national accreditation with the following three weaknesses

cited in their review:

a. Weakness in Quality Principle I, Component 1.3: The TFA-HI system for gauging

readiness for taking full teaching responsibility is not consistently adequate.

b. Weakness in Quality Principle I, Component 1.5: The faculty have not fully

demonstrated the validity of their assessments.

c. Weakness in Quality Principle II, Component 2.2: The faculty have no systematically

incorporated evidence of program and candidate/completer outcomes into their

decision-making process.

These weaknesses must be addressed in TFA’s annual reports to CAEP and the HTSB.

F. NBI 15-38: Addition of American Sign Language (ASL) License Field and Adoption of ETS

ASL Content Assessment and Passing Score.

G. Discussion of ETS Teacher Leader assessment, including virtual participation by Ethan

Taylor, Director, Teacher Licensure & Certification, ETS. Passing a nationally normed

assessment is one of the options approved for the Teacher Leader license. However, such an

assessment has not been available for use by Hawaii’s teachers. ETS developed an

assessment for use by Georgia’s Professional Standards Commission and is in the process of

transitioning this assessment for use nationally. Ethan Taylor from ETS will join us virtually

to share information. You may decide to adopt this test for use by Hawaii’s Teacher Leader

applicants. Since Chair Holck has asked to review requirements for this field in September

you may wish to include it on the agenda at that time.

The Budget, Personnel and Strategic Planning Committee (N. Tom, Murashige, Nakasato,

Teramae, K. Tom, Holck) will meet at 10:00 am to discuss and take possible action on the

following:

A. Review of Strategic Plan. The updated Strategic Plan includes the following items for

committees and staff action in the coming year:

a. A workgroup to review the National Model Code of Ethics for Educators along with

the current Hawaii Code of Ethics;

b. Focus groups for review of licensure test recency, program standards, state EPP

review;

c. A survey of stakeholders on the effectiveness of the Hawaii Administrative Rules

changes from October 2014;

d. A study and review of Hawaii’s reciprocity policies in light of recent changes in other

jurisdictions.

B. NBI 15-39: Approval of 2017 Budget. The draft budget is attached to the NBI for your

review and will be discussed in the committee meeting.

The Teacher Standards Committee and the Legislative Committee will not meet.

The Committee of the Whole will meet during the Working Lunch to consider the following

NBIs for next year’s schedule and officers:

A. Recognition of Retiring and Newly Confirmed Members. It is certainly our loss that Board

Member Noe Noe Tom has reached her term limit. She has been an enormous resource in

leading the Budget, Personnel and Strategic Planning Committee and in the revision of our

Administrative Rules. We also “welcome home” six members Louise Cayetano, Felicia

Villalobos, Roxane Stewart, Justin Mew, Lisa DeLong, and Steve Nakasato, who were all

nominated by Governor Ige and confirmed by the Senate Education Committee.

B. NBPTS Update: Dr. Jonathan Gillentine, NBPTS. Dr. Gillentine, former HTSB Chairperson

and our first Teacher Leader license recipient, will update you on what’s new at the National

Board.

C. 2015-2016 Alternative Pathways to Licensure Workgroup Report. This workgroup was

deemed a success by the many attendees and I am excited about new programs which are

being considered by a variety of entities. Once again, our state is leading the way!

D. HSTA Update: Mr. Corey Rosenlee, President, and Mr. Wilbert Holck, Executive Director,

Hawaii State Teachers Association. We look forward to a round table discussion with

HSTA’s leadership on common issues and how we can continue to work together to

strengthen and move the profession forward.

E. Presentation on Hawaiian Language Immersion Request: Dr. Kalehua Krug, Dr. Makalapua

Alencastre, Dr. Eomailani Kukahiko. This presentation, a request by those working in the

Department of Education and in Hawaiian Medium preparation programs, is seeking your

input and possible future action to address the shortage of Kaia olelo-Kaiapuni Hawaii

(Hawaiian Language Immersion) teachers.

The Business Meeting will be called to order following the working lunch. New Business Items

from the committees mentioned above will be considered.
