for the United Democratic Party. It was the day when the party launched its manifesto for the upcoming General Elec-tions on March 7. And, by all accounts, the success of the event was overwhelming.

Ever since the elections were called, there’s been a dis-tinctive feeling in the air that the UDP, already discernibly in the lead, has been steadily, if not rapidly gaining greater mo-mentum. But the launch of the Party’s General Election Mani-festo on Wednesday was the first occasion for the UDP and its observers to establish how real and how great, on the na-

Patriotism versus Politics

cratic Party will be vic-torious at the polls on March 7—overwhelm-ingly so—is all but con-firmed. But nothing is ever certain in politics; and that’s the reason for having the Elections.

When the UDP wins on March 7, as it almost certainly will, it will be not so much a victory for the Party, but a triumph for the People and Nation of Belize.

That was clearly the pervading mood and sentiment amid the gi-gantic crowd that at-tended the UDP rally to launch its manifesto on Wednesday of this week. The outpouring of national pride and patriotism was spontane-ous and unmistakable.

For quite some time now, Dean Barrow has proven himself to be one of Belize’s most bril-

liant and successful poli-ticians. In fact, he is the only area representative still sitting in the House today who has won six consecutive victories and has never lost his seat.

As an attorney, he has also been known to be one of the best and most successful.

Yet, what most de-fines Dean Barrow today is neither his perfect re-cord as a politician nor his brilliance and suc-cess as an attorney. He is most defined now by his patriotism, his na-tionalism, his populism.

In four short years, Dean Barrow has earned the distinction of being the greatest defender and liberator of a people and nation in this Twenty-First Century. That is no hyperbole. The numbers at the rally on Wednesday were real, and the mood palpable. Check it out. Look around and tell us, where else do you see such a revolution occurring?

As to those in the Opposition Party, they are being left behind by a mile because they have refused to come to terms with the fact that these Elections are not really a battle between two ma-jor political parties, but rather a war between Politics and Patriotism; and that under the cur-rent prevailing mood, there is no way the for-mer can defeat the latter.

manifesto was being unveiled. And in similar fashion,

Prime Minister and Party Lead-er Dean Barrow’s presentation at that press conference launch was as much a rostrum speech as it was an official address.

Prior to his address, there were presentations by other standard bearers, outlin-ing the essence of the mani-festo. The accomplishments of the past term were outlined by Party Chairman, Honour-able Patrick Faber, while the pledges and commitments for the term ahead were outlined in three parts, by Hugo Pott from the North, Hon. Eden Martinez from the South, and Hon. John Saldivar from the Heart of the Nation, Capital City Belmopan.

The Prime Minister took the opportunity to cite other ac-complishments and plans not quite spelled out in the manifes-to which, as he pointed out, had its limitations as a document that is by its nature concise.

He also pre-empted, in a way, the People’s Launch by

introducing new candidates added to the party slate during the recent round of standard-bearer conventions in prepara-tion for the General Elections. And he gave a kind of constitu-

ency by constituency analysis of the odds and the party’s expectations of victory in those constituencies countrywide.

The atmosphere was jubilant and the mood mili-tant as party supporters and campaigners cheered on party leader Barrow and all standard bearers on stage with boisterous applause and shouts of victory.

The media was rather subdued, only Jules Vasquez, as expected, attempting to dissect and question the substance of the manifesto, as is his job and responsibility as a journalist. The exchange between him and Party Leader Barrow was again, as usual, convivial and enter-taining, providing further fuel to keep alive the jubilant and cel-ebrative mood of the occasion.

Broadcast live on nation-al radio, the event was chaired by National Campaign Manager and former UDP Minister Ru-ben Campos. It was no doubt a successful official launch, just the way the party planned it, we’re sure, and perfectly set-ting the mood for the massive rally that would take place later at the party headquarters at the foot of the BelChina Bridge. (Continued on Page 23)

This is the third visit that I have made to Orange Walk dur-

ing the course of this UDP Victory Tour. And every time I think that it can’t get any better, the crowd grows bigger and bigger and big-ger; the size of the crowd that turns out to support and welcome me and the United Democratic Party get’s more and more humongous.

You know, I sat there, and there was a song that went through my mind. I listened to Landy, I listened to Gapi, I listened to ev-erybody, and I’m paying attention, but this song is running through my mind. I was thinking about the fact that I thought that it couldn’t get any better; but you know that song which goes, “You went and saved the best for last.” (Applause)

You see how Landy told you that he never talked before the way he talked this evening; but the crowd energized him to outdo himself. Well I never sang on a microphone before in my life; but that is what you have done here today in Palmar. (Applause)

On a very serious note, La-dies and Gentlemen, it’s wonderful to be here in the beautiful village of Palmar; and I am so glad that Landy Burns decided to hold this rally here in Palmar, because, you know traditionally, Palmar is kind of either or either; and certainly at the time of the last village council elections, Palmar voted for the People’s United Party. But Landy knew, as a consequence of his campaigning here, that the village of Palmar will support the United Democratic Party and Orlando Burns in a massive fashion come Wednesday, March the 7th. And it is only fitting that Landy chose Pal-mar for the battle ground this eve-ning. And I say again, what a won-derful crowd you have been; what a magnificent turnout. (Applause)

You have been patient; you have stayed here all afternoon, and it is because you are feeling it; in the same way Landy feels it, you are feeling it. You know that there is the smell of a great victory in the air. The United Democratic Party will be returned to government on March the 7th. So, I want to thank all of you for coming out this evening; and I want to thank you for what hap-pened on Wednesday in Orange Walk Town, and what happened on Friday in Orange Walk Town (Nomination Day for Municipal and General Election respectively).

Great Things Achieved - Greater Things Coming PM Dean Barrow’s Speech at Orange Walk East Rally

And then, you watched the television images, and you saw that exactly what happened here in Orange Walk happened through-out the entire country of Belize; a sea of red from end to end in the Nation of Belize. And everybody knows, everybody knows that the United Democratic Party will make history. No government ever; no government ever; listen to me carefully; no government ever wins a second term with a bigger ma-jority than they got for their first term. And I am telling you that this is history in the making, because the United Democratic Party on March 7th will win no less than

boasting; it is about expressing gratitude to the people of this Country who believe, and are showing this in a way that does not permit for the slightest shadow of a doubt. The People of this Country believe that this United Demo-cratic Party Government is the best Belize has ever seen (applause).

There was a time when all the media people, all the pundits, all the so-called experts, all the analysts were saying, well, you all might win again, you know, but if you win again it is because really the people have no choice because nobody wants PUP again. And I used to say to them, well ugly

this Country are showing for the United Democratic Party, it is not because the PUP are bad, it is because the UDP is good.

There were times when the going got a little rough, but you were always there to support us, to encourage us, maybe not in quite the numbers we are beginning to see; but you the poor people, the faithful, always continued to maintain the love and support for your party; and for that we are eternally grateful. In the end, the entire country judges you in pronouncing the judgment that will soon be a matter of record, the judgment that is inevitable.

This United Democratic Party has demonstrated that never in the history of Belize has a gov-ernment been on the side of the People in the way this United Democratic Party Government has. What you see happening, this magic that is in the air, it is not something that just comes up like that; it doesn’t just spring up; it doesn’t just arise. People are being driven by the recognition that the deeds of the United Democratic Party are there for all to see. The evidence is there! There can be no doubt that we are the Govern-ment for the poor. There can be no doubt that we are the Govern-ment for the People. There can be no doubt that in terms of Educa-tion, in terms of food subsidies, in terms of lower water bills, in terms of lower electricity bills, in terms of the conditional cash transfer, in terms of second chance opportunities, this is a govern-ment that has created the greatest social safety net in this Country.

And we don’t do it as a matter of strategy; we do it as a matter of conviction. I am happy and proud to say that every single one of my Cabinet colleagues, just as I do, believes heart and soul in the philosophy of social justice; and this is the Govern-ment that has at long last imple-mented a vision of social justice in the Country of Belize. What do you think is generating all of this love? It is the combination of social justice and nationalism.

Landy hit the nail on the head. This is a government that is not afraid of anybody. This is a gov-ernment that doesn’t stop to count the cost. This is a government that no odds can intimidate. This is a government that will always do whatever is necessary to place it

27 seats in the Country of Belize. And I am being conserva-

tive. You know, ladies and gentle-men. All of us are feeling the hype; the buzz is out there; the mood is out there; the sentiment is out there; the feeling is out there. In fact, I had to tell some of our sup-porters, slow down. You know what one of them told me? The way this thing is going, we will win 32 seats! Only 31 people are running, but he thinks we will win 32 seats.

On a serious note, ladies and gentlemen, it is not about

win better than pretty lose, so we will take it any way we can get it, even if you say it’s by default. Those same pundits, those same experts, those same analysts are now confessing as to how wrong they were; it is not that nobody wants the PUP, it is that every-body wants the UDP (applause).

What you see happening, what you saw on Wednesday, what you are seeing today, this tremendous unprecedented out-pouring of support and love, actual L-O-V-E, love, that the people of

Major Works in the Capital

firmly on the side of the People of this Country. This is a govern-ment that has restored pride to Belize. This is a government that has said to the outside world, we don’t care how big you are big, we don’t care how rich you are rich; whenever you meet Belizean spirit and will and determination, you will have to give way, because we are coming like a mighty force to ensure that we enshrine national-ism, sovereignty as a paramount feature of Belizean culture and the Belizean political landscape.

I want to close by telling you just a little bit about what we have planned for the next five years.

To start with, that 300 dol-lars a year subsidy to first and sec-ond formers will go up immediately, we take office again, to 350 dollars.

We shall expand the pro-poor programs. The Food Pan-try that is in Belize District and the Cayo District, and the To-ledo District, we will ensure that the food-subsidy, food-pantry program is enshrined in every single district of this Country.

What we have done in terms of the essential utilities and the lowering of the electricity rates; it is right here in a few days time, you will get your February bill, you know; and when you get that Feb-ruary bill and you see how much the thing went down by, I believe if we call a meeting then, we will have a bigger celebration than what we are seeing out here this evening.

And we’ve already dealt with the Ministry of Housing and the Social Security Board; as soon as we take back office again, we will start to write off the mortgages at the Develop-ment Finance Corporation.

And, this is the most sol-emn promise I want to make this evening. Right now, because of what is happening in the interna-tional oil markets, we are getting hammered at the pump. Every time a new shipment comes, diesel gone up; gasoline gone up; the last time even kerosene gone up. Well, I make a promise that the United Democratic Party will deal with that as soon as we get back into power. I don’t care what we have to do to get the money and the exper-tise, we will establish a national re-finery so that the oil in this country, instead of being exported abroad and then having to be re-imported in the finished-product form, will be refined right here in Belize in order to give you the consumer lower pump prices (applause).

We are talking to some people right now, and they are telling us that this will take about 18 months to do; and we will do it. But before we even do that, we

will find space in this country to set up storage tanks. And then we will begin to buy the imported product in terms of oil from Venezuela, which is giving us a special deal.

We might not have enough storage space to take the Venezuelan oil and give everybody, but at the very least, we will have enough storage space so that all government de-partments will operate on the basis of the cheaper Venezuelan fuel; and with the savings that we ef-fect, we will then turn around and lower the taxes to you with respect to the imported petroleum prod-ucts, so that right away you will start to see lower petroleum prices.

And finally, when I tell you that this government is not afraid of a soul, you look on the record with respect to the na-tionalizations; you know that is true. And that is why, in making the announcement about the march 7th election I said we are asking the people of this Country for a new mandate to do sev-eral things, including something about the Super Bond (applause).

PUBLIC NOTICE

The Public Utilities Commission (PUC; the Commission) serves notice this day, February 14, 2012, that, in exercise of the powers conferred upon it by Section 15 of the Belize Telecommunications Act and Section 5 of the Telecommunications (Licensing Classification, Authorization, and Fee Structure) Regulations 2002, S.I. 110 of 2002, and all other powers thereunto enabling, it proposes to grant an Internet Networks License to each of the following applicants:

1. STELLAR LINKS LTD. 2. INFORMATION AND COMMUNICATION TECHNOLOGIES LIMITED. 3. ALLIANCE IP (BELIZE) LTD.

An Internet Networks License is an Individual License that authorizes a Licensee to provide Internet Service to the public and to build a network for the provision of such service. Reason for proposed granting of Licenses: The Commission intends to grant Licenses to the above applicants in order to promote further competition in the provision of High Speed Internet Service. Comments/Objections: Interested persons may submit written representations or objections with respect to the proposed Licenses on or before March 6, 2012, to the Public Utilities Commission, P.O. Box 300, #41Gabourel Lane, Belize City, Belize.

All the bureaucrats in the Ministry of Finance, all the econo-mists who are my advisors say, Boss, you can’t do that, because the rating agencies will downgrade Belize. You know what I told them? To hell with the rating agencies; no rating agency can come in my house and tell me what I must do and what I must not do; and when they downgrade a country, it means that the country if it is borrowing on the commercial market, as what the PUP used to do, will find the cost of borrowing more expensive.

But I am not borrowing on any commercial market. We are paddling our own canoe based on an economy that is striving right now, based on Tourism numbers that are through the roof, based on citrus prices that have gone to the top; I don’t need to go and borrow any money on any external com-mercial markets, so I don’t give a damn about any rating agencies.

What I am doing i s telling them, you know what, I am serving you notice, look out and get ready because Be-lize is coming; we are coming.

There is no doubt that the People’s United Party, in terms of this super bond, did a horrible thing to the people of Belize. But, I know for a long time; a wise man said it ions ago; you can’t have a bad borrower if you don’t have a bad lender. So, all of you out there, Mr. Man, who were happy to lend the PUP this money and burden us till kingdom come with this super bond, well hear this; we are coming back to you, and we are telling you that you will re-negotiate that, you will take down that interest rate; you will spread the maturity period over a far longer time. We will stop paying that 8.5 percent interest and eighty odd million dollars a year, because we need that money to spend on the development of Be-lize, on the People of this Country.

So, you will find, you will hear that the first thing we do after being re-elected is to an-nounce the appointment of a team to go and renegotiate that super bond to give us better rates, far better rates, because we ain’t taking it no more! (applause)

I know what I am doing, because I know that I have you the people of Belize behind me. You know all of us in this Cabi-net. You know that we are not irresponsible; but you know that we are not conchs either. We have blood running through our veins.

So, Mr. Super bond holder out there, if you don’t come to terms with us, we will NOT stop pay-ing you, you know; but we are not going to pay you at the rate

it, because this is a people, the Be-lizean people who simply will not knuckle under to any foreigner; who simply will not knuckle under to any big man; who simply will

we are able to do because of you. When Landy was going

off, it reminded me that nothing of what he said was as true as his reminder that he has always been a warrior for the United Democratic Party, a warrior for Orange Walk; and that during the darkest days of the UDP, when we were in the political doldrums, when we were in the political wilderness, when they had confined us to a political inferno, Landy Burns hang all the signs on his shop. He had no cover for his mouth. He stood tall, even as a businessman, knowing that a vindictive government could have pressured him, and he traced off Johnny Briceno, and he traced off the PUP. And my point is that it is that kind of warrior blood that is replicated throughout your UDP Cabinet, throughout your UDP Government. (Applause).

And that is why I close by saying, look out, World, Belize is coming. Thank you, ladies and gentlemen; just don’t let us get complacent. Come out March 7, continue the work between now and then, and let that red tsunami absolutely wash away the People’s United Party, cleanse the land one more time, and set up everything for a period of even greater prog-ress and enlightenment; a period of unmatched prosperity under the second coming of your United Democratic Party (applause). Buenas Noches. Des-de el fondo de mi corazon, un million de gracias! (Applause)

Great Things Achieved - Greater Things Coming PM Dean Barrow’s Speech at Orange Walk East Rally

that you are charging bus now. And if you don’t agree to re-

negotiate the rates so that we could pay you what is manageable, then you know what? We will not pay you at all! (Applause) We, if they don’t come to terms with us, if they don’t see reason, we will default on the Super Bond and be proud of

not turn tail and run from any large country. We are Belizeans; the blood of the Baymen runs through our veins. (Applause). So, Ladies and Gentle-men, that is what is on the agenda; that is what is on the menu for the second UDP term. Again, everything that we are able to do,

“Well, I make a promise that the United Demo-cratic Party will deal with that as soon as we get back into power. I don’t care what we have to do to get the money and the expertise, we will establish a national refinery so that the oil in this country, instead of being exported abroad and then having to be re-imported in the finished-product form, will be refined right here in Belize in order to give you the consumer lower pump prices.”

Manifesto Launch - Public Rally

We have seen m a s s i v e c r o w d s

and impressive rallies many times before, but this one was in a class of its own.

H a v i n g a l r e a d y

warmed up earlier at the offi-cial press conference launch of the UDP manifesto, cam-paigners, supporters and Belizeans came pouring on to the grounds of the UDP Headquarters as the adver-

tised 6 O’ Clock Hour for the start of the rally approached.

By the time the hour arrived and the rally got underway, the entire area between the BelChina Bridge on one end and Vernon Street

on the oth-er end was filled to ca-pacity and f l o w i n g over. The crowd was, b e yond a shadow of doubt, well ab ove 1 0 Thousand.

B u t the size of the crowd w a s on l y half the sto-ry. The oth-er half was the mood. Again, we have seen many cel-ebrat ions before, but the mood and inten-sity of this one was un-precedent-ed and un-m a t c h e d .

T h e mood was beyond ju-bi l ant ; i t was ecstat-ic, palpably so. It was as riled up as a mob could ever be without actually be-coming vio-lent. Speak-ers spoke and could hardly be he ard as

the crowd erupted at every word, flags a waving, hands in the air and feet off the ground.

The live performances by local artists was ener-getic and explosive, and as

they song and played, the crowd danced and screamed and sang out loud. Stan-dard-bearers, including the Party Leader himself, who were never known for their

dancing ability, were pranc-ing and winding on stage.

As Prime Minister and Party Leader Dean Bar-row took to the podium, the intensity went up some notches more and the vol-

ume some decibels still. Every time he introduced a standard bearer, the crowd erupted with applause.

When the speeches were over, the rally burst into one giant party, flags a wav-

Faith Lift By Zelda Hill

Today in Belize, the outcome of a trial for the worst in-

justice that can ever be committed against another human being is often pre-dictable. Murderers are awarded with the free-dom to repeat their grave offenses despite the en-hancements to our system of law enforcement and the judiciary. While the pleas for the reinstitution of the death penalty are challenged by those who merge capital punishment with human rights abuse, the lawless exact private revenge and fuel the car-nage. Some 600 years before Christ’s birth, a similar situation evolved in the land of Israel, which provoked God to issue a reminder and a warning to the prophet Ezekiel.

God said to the prophet: “The sin of Israel and Judah is exceedingly great; the land is full of bloodshed and the city is full of injustice. They say, ‘the Lord has forsaken the land; the Lord does not see.’ So I will not look on them with pity or spare them, but I will bring down on their own heads what they have done (Ezekiel 9:9-10).”

W h i l e s o m e may a rgue t ha t ou r country’s predicament is a consequence of the global economic crisis, we can rest assured that our recovery rests in the hands of God. His offer of blessing or curse in accordance with our

Roll Out The Justice, Please!

“When a life is intentionally snuffed out by another human being, before birth or after, generations of potential lives are also included in the total loss to humankind. For these rea-sons and more, murder is such a grave injus-tice which we must not continue to pardon.”

individual and collective obedience has not expired (Deuteronomy 11:26-27) and He still holds an entire nation accountable when we fail to demand or deliver justice for those who are being innocently slain.

God is just and our desire for justice endors-es the revelation that we are created in His im-age and likeness (Genesis 1:26-27). The Bible con-firms that God establishes nations that follow His

statutes and withdraws His blessing from those that neglect to do what is just and right (Jeremi-ah 12:17;18:8-9). God is omnipresent and His eyes behold the evil and the good while His hands move to exact judgment when innocent blood pol-lutes the land and justice is denied. In the Scriptures, the Psalmist lamented on the time when the Israelites shed innocent blood by sacrificing their children to the idols of Canaan and God exacted revenge by allowing an enemy nation to rule over and oppress them (Psalm106:37- 42).

Even before the Is-raelites entered Canaan, God advised them to set aside cities of refuge for those who killed uninten-tionally because if inno-cent blood was shed, the people would be guilty of bloodshed. The one who

hated his neighbor and lay in wait for him and killed him, was handed over to the avenger of blood to die because the guilt of shedding innocent blood had to be purged so that it may go well with the nation (Deut 19:10-13).

On another occa-sion, when God was ready to pass judgment on Je-rusalem because of their iniquity, including all the bloodshed, He ordered an angel to mark only the

foreheads of the people who grieved and lament-ed over all the detestable things that were done in it. Those with the mark were spared from God’s wrath (Ezekiel 9:1-10).

Former American President, Thomas Jeffer-son, once said, “I tremble for the future of my coun-try when I’m reminded that God is just. And that His justice will not sleep forever.” As beings that share God’s likeness in attributes, we should hate what God hates and love what He loves. The griev-ing and lamenting over the shedding of innocent

blood should not only be heard by those who suffer such loss but our collective cries for justice should be constant and shattering un-til God’s appointed agents who are not to “bear the sword in vain” inflict just punishment on those who do wrong (Romans 13:4).

In addition to pro-voking God’s judgment and interrupting the com-fort of human life, mur-der is acclaimed by the devil who Jesus said is “a murderer from the begin-ning” (John 8:44). His goal is to destroy the hu-man race, physically and spiritually, because He despises those who are created in God’s image.

When a life is in-tentionally snuffed out by another human being, be-fore birth or after, genera-tions of potential lives are also included in the total loss to humankind. For these reasons and more, murder is such a grave injustice which we must not continue to pardon.

As a nation, we do not want to fall under the just judgments of God and incur heavier penalties.

On the contrary, we desire peace, plenty, and prosperity of every kind and such will be afforded to our nation when “justice rolls on like a river and right-eousness like a never-fail-ing stream (Amos 5:24)”.
